Philippine finance chart #18 lending app: the store page says 180 days, borrowers say only 5 days
What it is A Philippine iOS cash-loan app. The store page says you can borrow ₱2K to ₱50K for 91 to 180 days at no more than 36% APR. Borrowers say the loans actually come due in 5 to 7 days, with a large chunk of the fee deducted up front.
Why it took off The product didn't make it take off. It pushed its rating to 4.71 with templated five-star reviews, climbed to #18 on the Philippine finance Top Free chart (a low bar), and got help from YouTube loan-review creators. Behind it, the app runs on a real lending license while using the name of an IT company it isn't tied to, and it collects by sending threatening texts to borrowers' contacts.
EHow you could follow Don't follow the lending app itself. What you can take is the observation about method: climbing the Philippine iOS finance charts is cheap, so legitimate bookkeeping or price-comparison tools could take advantage of it. Or take the borrower's side and build tools that verify licenses, spot front companies, and report harassment.

On Oct 19, a cash-loan app called Sdev Cash appeared on the Philippine App Store and, in under three weeks, climbed to #18 on the finance Top Free chart. It added more ratings in one week than every local lending app combined. It looks like a financial product gaining momentum. Take it apart and it's something else: the store page is written to pass Apple's review bar, but the actual product is a short loan due in 5 days with a big upfront "service fee". The ratings were bought, the developer name is borrowed, and repayment is enforced by sending threatening texts to borrowers' contacts. This piece explains how it got onto the chart and why it isn't an opportunity worth following.
A person due Nov 5
In early November, a Filipino user left Sdev Cash a one-star review on the App Store. Her repayment date was Nov 5, but on the 4th someone in her contacts received a text saying she owed ₱60,000 on this app. The amount she actually received was ₱1,200. She wrote that she had already filed a complaint with the Presidential Anti-Organized Crime Commission (PAOCC).
She isn't the only one. From Nov 2 to 4, nearly all the one-star reviews for this app in the Philippine App Store tell the same story: harassment before the due date, texts sent to relatives and friends, insults, death threats, and "they keep sending them even after you've paid it all back." Another line keeps recurring: "Borrowed ₱10K, got ₱780" and "due in 5 days, not the 120 days they promised."
What it says on the store page, versus what it does
What the store page says (App Store Philippines, 11-06):
- Loans of ₱2,000–50,000, terms of 91–180 days, APR of 8%–20%, "capped at no more than 36%, including all interest and fees";
- It also includes a worked example: borrow ₱10K, 91 days, 12% APR, interest of ₱299.
These numbers weren't picked at random. Apple's review requirements for personal loan apps say the APR (including fees) must not exceed 36%, and the shortest repayment term must be at least 60 days. Sdev Cash's description sits just inside those limits.
What borrowers say (App Store Philippines reviews, 10-26 to 11-04):
- Terms of 5 to 7 days;
- Nominally borrow ₱1–2K, with a "service fee" of 40%–60% deducted up front, so they receive ₱700 to ₱1,200, and owe ₱1,300 to ₱2,000;
- Several loans stacked at once: "this app gives you 3 lenders, ₱10K each."
Based on the figures in the reviews, the effective APR is several thousand percent (inferred).
How the ratings went up
Philippine App Store data: 10-28 has 1,111 ratings, 11-06 reached 3,329, adding 85 to 372 per day, +1,816 over the last 7 days, averaging 4.71. For comparison, in the same week Happycash added +1,443, Pesos.ph +1,343, and VPlus +1,047. Sdev Cash ranks just behind the big banks BDO and BPI.
Read the latest 100 reviews, though, and you can see how the 4.71 was produced: 65 five-star and 35 one-star, not a single two-to-four-star review. At least 43 of the five-star reviews are templated sentences, like the Tagalog "Honestly... the service is so good! Very satisfied in every way" or English lines such as "Borrowed $3,000 to fix a broken appliance" and "$500 to upgrade my laptop." A Philippine peso-loan app whose five-star reviews talk about US dollars can only be fake.
So rating growth can't be read as download volume. How many real downloads there were is hard to estimate from the outside, probably somewhere in the thousands to tens of thousands (estimate).
Where users come from
Review farming in the finance chart. The bar to crack the Philippines iOS Finance Top Free chart is low: a little over a thousand ratings a week gets you into the top 20. Once you're there, anyone searching "loan" or "cash loan" sees it (inferred, not verified).
YouTube loan reviews. The Philippines has a cluster of YouTubers who make "is this loan app legit?" videos. CherryM Portelo, 122k subscribers, posted "SDEV CASH review: borrow 50k, only 24 pesos deducted?! Legit?" at the end of October, which got 11.7k views in a week. The description links to a loan referral site, and the tags are stuffed with "no harassment loan app" and "legit loan app philippines". The irony is that these are the exact things its borrowers complain about in one-star reviews. These videos usually pay commission per applicant.
Info site. sdevcash.com is dressed up as a "loan comparison platform". The loan agreement is hosted on sdevtechnologies.com, dated Jul 30, almost three months before the app went live. This was set up in advance.
Facebook ads. Philippine online lenders commonly run Facebook ads. We couldn't find whether this one does (unverified).
Who's behind it
The App Store developer is listed as SDEV TECHNOLOGIES OPC, a real Philippine IT company. In Nov 1, that company posted a public statement on its Facebook page: "We have no relationship with SDEV Cash." The app used their registered company name and real office address. "We are an IT company, not a lending company." They said they had received multiple fraud complaints and reported the matter to the NBI Cybercrime Division.
Who actually lends the money? The loan agreement in the app names DF CREDIT LENDING Corporation, which holds a Philippine SEC lending license (No. 3244, issued 2020). This company's official brand on Android is Funpera, with 500k+ downloads on Google Play, and its store page also says "91–180 days". Sdev Cash is most likely another iOS-only front under that license. Whether the licensee knows about it or authorized it is unclear.
Put together, it's a well-worn playbook: borrow a real license, register a developer account under someone else's company name, write the store page to pass review, farm ratings and push YouTube reviewers to climb the charts, collect through debt collection, and when it gets banned, come back under a new name.
Who it's competing with
Philippine online lending is a red ocean. The same finance free chart has more than a dozen cash-loan apps (App Store Philippines storefront, 11-06):
| Type | Examples | Relation to Sdev Cash |
|---|---|---|
| New fronts running the same playbook | Happycash (44k ratings), Pesos.ph (51k), Mega Peso (77k), VPlus, XLKash, Crawfort and others | Nearly identical template, one company per brand |
| Established compliant players | JuanHand, Cashalo, Home Credit (154k ratings), Billease | Relatively transparent terms and fees, no widespread harassment complaints |
| Wallets and banks | GCash's GLoan / GGives, Maya, MariBank, GoTyme | The largest small-loan gateways in the Philippines. Online lenders feed on the people these platforms turn away. |
Sdev Cash has no product edge over these peers. Its interface and copy are one template. Its only real difference is that it pushed harder on ratings.
Where the money comes from, and where the risk is
Revenue doesn't go through Apple In-App Purchase, so it doesn't appear on the grossing chart. Income comes from the loans themselves: heavy upfront deductions and very short terms, so a single loan pays back quickly. Collections are responsible for getting the money back.
This approach is explicitly illegal in the Philippines. SEC Memorandum Circular No. 18 from 2019 bans harassing collection practices, and the 2022 Financial Products and Services Consumer Protection Act and lending rate caps also apply. It's only a matter of time before the SEC issues a cease-and-desist order and Apple removes it. As of Nov 6 it is still live.
If it were you
In one line: stay away. This isn't a product that took off. It's a predatory lending front that climbed the charts once.
- Who it's for: nobody. Its growth came from review farming, impersonation, gaming the review process, and aggressive collections. Any follower should avoid all of these, and none of them lasts.
- Who it's not for: anyone trying to build a "Philippine loan app". Legitimate lending requires a license, capital, and risk controls. The downstream market is already held by GCash, Maya, and a dozen licensed incumbents. What's left is the segment these fronts are feeding on.
- What you can take away: three observations about method, unrelated to lending itself.
- The Philippines iOS finance category has a very low bar to chart. A little over a thousand ratings a week gets you into the top 20. Legitimate tools like bookkeeping, budgeting, and price comparison are cheap to push up the chart in this category.
- The Philippines has an established YouTube distribution channel for "finance app reviews" that pays per result. Legitimate finance or comparison products can use it too.
- "No harassment" and "SEC-verifiable" are terms borrowers are actually searching for. If you want to build something in this market, side with the borrower: for example, helping people check whether a loan app is licensed or a front, or how to file a complaint when harassed. The demand is validated, but the business model isn't figured out yet.
- What would prove this read wrong: if Sdev Cash is still live in six months, the harassment complaints in reviews disappear, and the terms and fees match the store page, then it has become a compliant lender and this analysis needs revising.

Sdev Cash (iOS 6776602812) research report
In one line: Sdev Cash is a Philippine iOS cash-loan app, live since 2026-10-19. Its growth doesn't come from the product. The store page is written to pass Apple's review (91–180 days, APR ≤36%), but what it actually runs is 5–7 day, high-deduction short loans, with collections using mass messages to contacts and death threats. Store ratings were pushed up with template five-star reviews. It also uses the company name and address of a real IT firm as its developer. That firm has issued a statement denying any link and reported it to the NBI Cybercrime Division. This is not a business worth copying. It is a high-risk, very likely illegal predatory online lender (OLA).
1. Data (our App Store library, cc=ph)
- Live since 2026-10-19, version 1.0.1 (10-21 update, with release notes that only say "fixed the bug"). This is the only app under the developer account. Bundle
com.sdevcash.loan.credit.ph. - Ratings count: 10-28 on 1,111,11-06 and 3,329 (iTunes lookup already showed 3,389 that day). It adds 85–372 per day, and +1,816 over the last 7 days. Average rating 4.71.
- Chart position (11-06): #107 on the Philippines overall Top Free chart and #18 on the Finance Top Free chart. Not on the Top Grossing chart (loan revenue doesn't go through Apple In-App Purchase, so this is normal). It is charted only in the Philippines storefront.
- Side-by-side comparison (Philippines finance category in the same library, sorted by 7-day rating growth): Sdev Cash's 1,816 ranks behind the big banks BDO, GoTyme, MariBank, Security Bank, and BPI, but is higher than every other cash-loan app: Happycash 1,443, Pesos.ph 1,343, VPlus 1,047, XLKash 1,042, Mega Peso 908, Crawfort 854.
- Sdev Cash was not found in our Google Play library. It may not be on Play, or it may be outside the charts we scraped (unverified).
2. Competitors
The Philippine cash loan space is a crowded red ocean. On the Philippine Finance Top Free chart, there are at least a dozen cash loan apps:
- Established, licensed players: JuanHand (WeFund Lending, 202M rating), Cashalo (Tilt Finance, 202M), Home Credit (154k), Billease (BNPL, 49k), Salmon (57k).
- New OLAs running the same playbook (mostly shell lenders with Chinese backing, one brand per company): Happycash (Yinshan Lending, 2024-1.24M), Pesos.ph (Philippine RUP Financing, 2025-1.15M), Mega Peso (CEIMMARJ, 2025-677k), VPlus (Peso Agad, 2026-325k), XLKash, PXT Loan, Fidoph, Cashify, FT Lending, Crawfort (2026-06).
- Big-brand and bank features: Maya (has loans), GCash's GLoan / GGives (not on our iOS finance chart, but the Philippines' largest microloan entry point), MariBank, GoTyme, BDO and other bank apps.
- Sister products under the same license: Sdev Cash's loan agreement names the lender as DF CREDIT LENDING Corporation (SEC CS202002430, license 3244,2020-02-19). The brand this company actually uses publicly is Funpera on Android (500k+ downloads, with the same wording: "91–180 days, APR 0–25%"). Source: ploan.ph/register/3244/. So Sdev Cash is very likely another front that borrows this license and was brought over to iOS specifically.
- Compared with these rivals, it has no product-level difference. The UI and copy follow one template (screenshot filenames: 01_cash_support, 02_flexible_receiving_options…).
3. Where users come from and how it gets traction
- Compliant-looking store listing + inflated ratings (confirmed).
- Apple's review requires personal loan apps to show an APR no higher than 36% and a minimum repayment term of 60 days. Its description matches that exactly: "91–180 days, APR 8–20%, maximum no more than 36%", with a worked example attached.
- Actual disbursements are nothing like that. Real 1-star reviews (App Store Philippines RSS, 10-26 to 11-04, 100 reviews in total): "Fake… its not 120 days, only 5 days"; "10k loan naging 1300 tas yung 1300, 700 lang ma re receive"; "I Loan 10k, I received 780"; "receive 780php… charge 500+php service fee… 5days due"; "This app will provide you with 3 lenders. 10k each" (3 loans stacked at once, typical of loan aggregation and multiple borrowing).
- Of these 100 reviews, 5 are 65-star and 1 are 35-star. There are zero 2–4-star reviews. At least 43 of the 65 5-star reviews follow template patterns: Tagalog lines like "Ang totoo / Sa katunayan / Para sa akin…… Napakagandang serbisyo! / Sobrang kuntento sa lahat", or English lines with dollar amounts ("$3,000 for broken appliance", "$500 for laptop upgrade"), which make no sense for a Philippine peso loan. 4.71 ratings and most of the rating growth are fake. Don't read rating growth as a proxy for downloads.
- The remaining genuine ratings come from borrowers, who were either pressured into positive reviews or came back to vent after collections.
- YouTube loan-review creators + affiliate landing pages (one case confirmed). CherryM Portelo (122k subscribers) posted about 10-30 days ago "SDEV CASH REVIEW: P50,000 LOAN, ₱24 LANG ANG BINAWAS?! Legit Ba?", with 7k views in 11.7 days. The description links to onlineloanhere.com, and the tags stack "no harassment loan app" and "legit loan app philippines". This is the cost-per-application (CPA) creator distribution common among Philippine OLAs.
- SEO / info-site flooding (confirmed to exist).
- sdevcash.com is dressed up as a "loan comparison platform". sdevtechnologies.com hosts the loan agreement and privacy policy, and the agreement page went live 2026-07-30, nearly 3 months before the app launched.
- OLA directory sites like pesoabot.com have also listed its pages.
- Store search for "loan / cash loan" (inferred). Using the inflated ratings and rankings, it reached #18 on the Philippine Finance Top Free chart and picks up organic traffic. Unverified.
- Meta / TikTok feed ads: none found. Our ad libraries only track listed products, and the TikTok ad library covers Europe only. Philippine OLAs commonly run Facebook ads, but this is marked unverified.
4. Where the money comes from
- Revenue doesn't go through Apple, so it doesn't show on the grossing charts. The money comes from the loans themselves: nominal ₱1–2k short-term loans of 5–7 days, with a "service fee" of 40–60% deducted upfront (borrowers receive ₱700–1,200 and owe ₱1,300–2,000), with multiple loans stacked at once.
- Collections drive repayment: contacts get group-messaged the day before the due date, lenders impersonate borrowers to send indecent messages, make death threats, and post IDs and selfies to Facebook. Sources are App Store reviews and posts on Reddit r/ola_harassment and r/ploanph (only search snippets retrieved, full text 403).
- These practices violate the SEC's MC 18-2019 (which prohibits unfair collection), the 2022 Financial Products and Services Consumer Protection Act (FCPA), and SEC circulars on OLA interest rate caps. The risk of a Cease and Desist Order (CDO) from the SEC and of removal by Apple is high.
5. How many people have seen it
- Revenue is not public. X (x-radar, last 30 days) shows zero discussion, and there's no press coverage.
- But it's already notorious in victim circles:
- Reddit has two threads: "BEWARE SDEV CASH" (r/ploanph) and "SDEV CASH APP" (r/ola_harassment);
- The impersonated SDEV Technologies OPC 11-01 posted a public statement on Facebook saying it has received multiple fraud complaints and has reported the matter to the NBI Cybercrime Division (https://www.facebook.com/SDEVTECH/posts/1688644286605721/);
- data sites like apptail and appinsider have also indexed it.
- Copycats: no one needs to copy it, since it is already one more front within a broader category.
6. Verdict
- Why it took off: it follows the mature "OLA front factory" playbook, in four steps:
- borrow a real license (DF Credit Lending) and register an Apple developer account using another company's name;
- write the store listing to pass review, while actually lending ultra-short-term loans with upfront deductions;
- use templated five-star reviews and YouTube reviewers to drive traffic and climb the finance charts;
- use aggressive collections to guarantee repayment, and swap in a new front whenever one is banned.
Fast growth doesn't come from product strength. The Philippine iOS Finance Top Free chart has a low bar (1,800 ratings can get you into the top 20 within a week), and this app inflates ratings more aggressively than its peers.
- Differentiation: none. The only "difference" is launching on iOS first (Funpera is Android-only) and inflating ratings harder. That is not a legitimate differentiator anyone can copy.
- What's worth borrowing (methodology only):
- The bar to chart in the Philippine iOS finance category is low, so legitimate utility and budgeting apps can also climb cheaply;
- The YouTube loan-review creator plus affiliate landing page CPA channel is mature, and legitimate finance and price-comparison products can use it;
- Legitimate players can sell "no harassment, SEC-verifiable" as a selling point (creator tags already show "no harassment loan app", so the demand is real).
- Unknowns:
- Real download volume: most ratings are manufactured, so only a rough estimate of thousands to tens of thousands is possible;
- Whether DF Credit Lending knows about this and authorized it;
- Whether it runs Meta ads;
- Whether Apple or the SEC has taken action (still listed as of 11-06).
