# Two Threads posts pushed a €9.99 Finnish citizenship prep app to No. 1 in the paid chart; four days later it fell to #156

**What it is** A citizenship exam quiz app for Russian-speaking immigrants in Finland: 35 illustrated lessons, 300 questions with explanations, timed mock tests, one-time purchase for €9.99.

**Why it took off** Finland set a deadline for the exam but official study materials haven't come out yet. On launch day, a Russian-speaking language teacher and an accountant with the same surname promoted it on Threads, and the one-time purchase put it in a barely contested Finnish paid education chart, where a few dozen sales got it to No. 1.

**C** **How you could play it** Skip this Finnish one. Take the playbook to other citizenship or language exams with a "new rule, fixed date, no official materials yet" setup. Go deep in the native language of the largest immigrant group, get teachers or consultants in the community to launch it, and sell one-time to chase small-country paid category charts.

C grade: the playbook is clear and the cost is tiny, so it's worth studying. But Finland only gets around 10,000+ new citizens a year, there are already 7+ similar apps and several websites, and official free materials arrive in early 2027, so following this one now isn't worth it. Finland has required a citizenship test for naturalization since Mar 2027 1, but the official study materials aren't out yet. A Russian-speaking developer doing industrial automation in Joensuu shipped Kansalainen into that gap and, on two posts in Russian-speaking communities, hit #1 on the Finland App Store Top Paid chart in Education. But that chart is shallow, the pool is small, and there are already seven or eight competitors. This piece breaks down how it climbed, why it's hard to hold, and whether the "policy date + small-language community" playbook works anywhere else.

### Nov 1: "Just four months left"

In Nov 1, an accountant account, @roman.accounting (Roman Mihailov), posted in Russian on Threads:

> Four months from now (in 2027 Mar 1), applying for Finnish citizenship gets a hard new requirement: passing the citizenship test (kansalaisuuskoe). There's no official study material yet and no exam dates... but you can start preparing now. iOS users can already use the new app Kansalainen.

By Nov 6 the post had 3,600 views and 21 likes. Around the same time, online Finnish teacher @maria_opettaja (bio: "ФИНСКИЙ ЯЗЫК ОНЛАЙН") posted: "For those preparing for the Finnish citizenship test: an app just came out where you can check how much you know about Finland. For now it's iPhone only. €1.99", with 895 views and 8 likes (Threads, 11-06 views).

Two days later, Nov 3, Kansalainen ranked No. 10 overall in the Finland paid chart and No. 1 in paid education.

One more detail: Roman Mihailov shares a surname with developer Evgenii Mikhailov, and a Roman findable online who also lives in Joensuu, the same city as the developer's company. He may well be a friend or relative helping with promotion (inference, unverified).

### What it is

A quiz app for the Finnish citizenship exam: 5 topics (history, government, rights and law, everyday services, culture), 35 illustrated learning articles, 300 four-option questions, each with an explanation; plus 40 questions in 40-minute mock tests, a mistake notebook and stats. Works offline, no sign-up, no ads, no third-party analytics SDK (per App Store description and privacy policy).

The developer's company is Sodder Oy, registered in Joensuu, listed as IT consulting with very small revenue. His account previously had a Russian-language electrical reference tool from 2014–2018, and in November he also launched BeforePay and Suomen väkiluku, so he's clearly testing several directions at once.

The current price is €9.99 one-time (Finland store; US store $8.99). The teacher's post said €1.99, and we started tracking in Nov 3, when it was already €9.99. Whether this is a low-price push before a price rise, you can't tell from outside.

There's a language change: the Nov 5 update to version 1.1 says "Kansalainen now has English and Finnish." That suggests the launch was probably Russian-only (inference), and the support page is still only in Russian; the self-description is "an app for learning about Finland in Russian." It was built from day one for Russian-speaking immigrants in Finland.

### Why now

The timeline is clear. Finland's new citizenship law takes effect Jan 1, 2027. Anyone applying for citizenship from Mar 1 on, aged 18 to 64, will have to pass the citizenship test (Migri, Yle). The test is run by the University of Helsinki, and official study materials won't go up on the Migri website until early 2027.

**The deadline is set, but the official materials aren't out** , and this is when a prep app sells best. Around Oct 9, Fontanka, RBC, Interfax and Vedomosti all ran detailed exam coverage, and Russian-speaking immigrants looking to apply went searching for something to study with.

The audience fits too. Russian citizens have consistently been the largest group among Finnish citizenship applicants (Migri 2/2025); in 2025 Finland gave about 14.7k people new citizenship, a historic high. The pool isn't big, but the Russian-speaking slice is its largest piece.

### What the No. 1 spot was worth

| Date | Finland overall paid chart | Finland paid education chart | Cumulative ratings |
|---|---|---|---|
| 11-03 | 10 | 1 | 0 |
| 11-04 | 16 | 2 | 1 |
| 11-05 | 82 | 5 | 2 |
| 11-06 | 156 | 7 | 2 |

App Store Finland store, 11-03 to 11-06. The Ukraine store's paid education chart over the same period went from No. 14 to No. 40, likely Russian speakers living in Finland using Ukrainian Apple IDs, or the same people.

Discount this No. 1. In Nov 6, the top 25 of Finland's paid education chart were mostly older apps from 2010–2016: AnkiMobile, SkyView, Star Walk, Toca Boca. On a chart like this, a few to a dozen sales a day gets you into the top ten. Two ratings in six days (both 5-star) suggests a sales volume of a few dozen (estimate).

So it climbed not because the product beat rivals, but because two things lined up: two people in the Russian-speaking community spoke for it on launch day, and the one-time price put it in a paid chart almost nobody was competing for, while the free chart was packed with rivals. Once the post buzz faded, its rank dropped from 10 to 156 in four days.

### Who it's competing with

This window wasn't visible only to it. From February 2026 through November, at least 7 similar apps appeared on the App Store, plus several websites:

| Product | Launched | Scale | Compared with alternatives |
|---|---|---|---|
| Kansalaisuus Koe(Andrei Maltsev) | 2026-02 | 3 ratings | Also one-time, €4.99, half the price; 7 languages including Russian, Ukrainian, Arabic and Somali; launched 8 months earlier |
| I Know Finland(Aleksandr Akulov) | 2026-08 | 2 ratings, free education chart #25–#85 | Free, 220 questions, also in Russian, the most direct rival; also has an Android version |
| Kansalaisuuskoe – citizenship(Lesti Software) | 2026-06 | 11 ratings | Free download with a one-time in-app purchase, 8 languages, with an AI tutor and a "exam readiness" score; the founder has been promoting it on LinkedIn; also has an Android version |
| Kansalaisuuskoe ◎ | 2026-06 | 0 | Free, 854 questions, Finnish only |
| Finnish Citizenship Test Prep (Indian team) | 2026-08 | 0 | Free, 1,221 questions plus 45 lessons |
| Websites such as kansalaisuuskoe.com and civiclearn.com | 2026 | Unknown | 800 questions, one-time payment, ranking on Google for the term "kansalaisuuskoe" |
| enb.fi | 2026 | Unknown | Free practice questions, in Russian and Ukrainian |
| Migri official materials | Early 2027 | Official | Free and authoritative; once they're out, every third-party app gets squeezed |

App Store Finland store, 11-06. Kansalainen's selling points are Russian as the first language, illustrated lessons instead of only quizzes, and a one-time purchase with no sign-in. But Russian and one-time pricing were already done by others, and 300 questions is on the low side of the pack.

### If it were you

**One-line verdict** : not worth following this one. Finland's pool is too small and too crowded, and the official free materials will arrive within months. What's worth learning is the playbook: **find an exam where a law sets the date but the official materials aren't out yet, launch it through someone the immigrant community trusts, and sell one-time to chase small-country paid category charts.**

**Who it suits** : people already inside an immigrant community, fluent in the language, and able to get the exam content right. One person can build a version in a few weeks.

**Who it doesn't suit** : anyone hoping for long-term income from a single app. This kind of business has a built-in deadline: a wave before the exam, then another drop when the official materials come out. Finland gives only about 10,000+ new citizens a year, so the ceiling is visible from the start.

**How to do it:**

1. Swap the exam, keep the playbook. Look for citizenship, permanent residence, language or driving theory tests that are getting stricter: when the new rule takes effect, whether official textbooks are out, and what language the largest immigrant group speaks. Only move once all three line up.

2. Go deep in that one immigrant language first. Support pages, study materials and mock tests all in that language. Don't start with 8 languages.

3. Use the structure of illustrated lessons plus a question bank plus timed mock tests. Have a subject expert verify the questions and explanations, since one wrong answer in a prep app gets you roasted.

4. Price one-time. Small-country paid category charts have a much lower bar, and climbing them buys a few days of store exposure.

**How to get users** : at launch, recruit language teachers, accountants and immigration consultants in the community, and post in Threads, Facebook groups and Telegram groups with something like "a few months until the exam, official materials aren't out, you can practice with this now." The cost is near zero, but it's a one-time wave. For sustained volume you need a web version that captures search terms, like kansalaisuuskoe.com does.

**When to move, before what** : for this Finnish case, there was a window before the exam, from 2027 1 through March, before the official materials dropped and made it hard to sell. For other exams the pattern is the same: launch before the new rule takes effect and before the official materials come out.

**What would mean the read was wrong** : ① Kansalainen climbs back up the charts in 2027 1–March and its ratings rise into the dozens or hundreds, which would mean this small pool is deeper than it looks and following it still has time; ② paid prep apps keep selling after the Migri official materials are out, which would mean people want native-language explanations and mock tests, not just questions, and these apps last longer than expected.

- Inferred **Paid shallow-chart exposure / store search** : most of the top 25 on the Finnish education paid chart are 2010–2016-year-old apps, so a few sales can get you charted; after 2 days of launch it reached #1

- Inferred **Low launch price, then raised** : the Threads post says €1.99, the current price is €9.99; our database already recorded 11-03 as 9.99

- Inferred **Ads / TikTok / X / media** : none found; the privacy policy states there are no ad SDKs; x-radar returns nothing for the past 60 days

## Kansalainen (iOS, id6785535944): a Finnish citizenship exam prep app

> Research date 2026-11-06. Chart and rating data come from our appstore database (app_day / app_profile / v_chart, 2026-11-03 to 11-06); web evidence comes from Jina search and page scraping.

### Bottom line

This isn't a product that "took off." It's a **launch spike in a small pool** : the Finnish citizenship exam has been mandatory for naturalization applications since 2027-03-01, and from October Russian-language Finnish media covered it heavily. On launch day the developer posted through Russian-speaking Threads circles (a Finnish-language teacher and an accountant who shares the developer's surname and city), combined with a **one-time purchase (the post said €1.99, now €9.99)** . On the Finnish paid chart, where the bar is very low, it hit #1 in education and #10 overall, then within 4 days slid to #156 overall. Real scale is small (2 ratings total), and the category already has at least 7 similar apps and 4+ websites.

### 1. What the product is

- Developer: Sodder Oy (Y-tunnus 3409406-8, registered in Joensuu, IT consulting; reported revenue on the order of €1 thousand), founder Evgenii Mikhailov, with a background in industrial automation and electronics engineering (LinkedIn fi.linkedin.com/in/evmikhailov; finder.fi, fonecta.fi). The account also has 2014–2018 years of Russian-language electrical reference tools (Электроник, Витая пара, etc.), plus BeforePay (11-02) and Suomen väkiluku (11-05), both launched around the same time as 2026-11, which suggests they are testing products in batches.

- Content: 5 topics, 35 illustrated study articles, 300 four-option questions with explanations, 40 questions in 40-minute mock exams, a mistake notebook, and statistics; **English / Finnish / Russian** , with interface, study, and mock-exam languages selectable separately. No account, works offline, no ads or third-party analytics SDKs (per the App Store description; privacy policy at sodder.fi/kansalainen/privacy.html, dated 2026-10-24).

- Price: one-time purchase. Current price €9.99 (fi) / $8.99 (us) (iTunes lookup 2026-11-06). At launch the Threads post said €1.99 (see below); the price recorded in our database from 11-03 was already 9.99. **Whether it started low to push up the charts and then raised the price is unverified** .

- The support page is written only in Russian, introducing the app as "an app for learning Finnish and training knowledge in Russian" (sodder.fi/kansalainen/support.html). The core user is clearly Russian-speaking immigrants in Finland.

### 2. Data: a single launch spike

appstore database, Finland storefront (fi):

| Date | Overall Top Paid | Education Top Paid | Cumulative ratings |
|---|---|---|---|
| 11-03 | 10 | 1 | 0 |
| 11-04 | 16 | 2 | 1 |
| 11-05 | 82 | 5 | 2 |
| 11-06 | 156 | 7 | 2 |

Ukraine storefront education Top Paid: 11-03 #14 → 11-06 #40 (0 ratings).

- The Finland education paid chart is shallow: among the top 25 on 11-06, most are 2010–2016-year-old apps (AnkiMobile, SkyView, Star Walk, Toca Boca, etc.) (v_chart, fi / paid / 6017). On a chart like this, a few to a dozen sales a day gets you into the top ten, so **rank doesn't say much about revenue** .

- 6 ratings total over 2 days, consistent with an estimate of a few dozen sales (unverified).

### 3. Why users are showing up now: timing

- The amended Finnish Citizenship Act took effect 2027-01-01, and **from 2027-03-01** naturalization applicants aged 18–64 must pass the citizenship exam (migri.fi FAQ; migri.fi news "Kansalaisuuslaki muuttuu 1.1.2027"; Yle 74-20239842). The exam was developed by the University of Helsinki, and official study materials won't be published on the Migri website until early 2027 (Yle Russian edition 74-20250682; helsinki.fi).

- **Official materials haven't come out and the deadline is clear, making it the best window for a prep app.** Around 2026-10-09, Russian-language outlets such as Fontanka, dp.ru, RBC, Interfax and Vedomosti ran detailed coverage of the exam, and the Finnish Russian-language outlet Rulehti posted on Threads on 10-12.

- Audience: Russian citizens have long been the largest group of naturalization applicants in Finland (Migri "Maahanmuutto Suomeen 2/2025"). In 2025 Finland added about 14.7k new citizens, a record (migri.fi 2025 statistics). The pool isn't large, but Russian speakers are the biggest single group.

### 4. Where users came from: acquisition evidence

1. **Threads Russian-speaking circles (confirmed)**
    - @maria_opettaja ("ФИНСКИЙ ЯЗЫК ОНЛАЙН", an online Finnish teacher): posted about 11-02, "For people preparing for the Finnish citizenship exam: an app was released… currently iPhone only, €1.99", with a store link, 895 views, 8 likes (threads.com/@maria_opettaja/post/DfPCZ8ll2ll).
    - @roman.accounting (Roman Mihailov): posted on 11-01, "Just four months left… there are still no official textbooks… iOS users can already use the new app Kansalainen," 21 likes (threads.com/@roman.accounting/post/DfQFfKmEes9). Online, a Roman Mikhailov is listed as a finance specialist at Accountor Suomi in **Joensuu** , the same registration location as Sodder Oy. He also shares the developer's surname, so **he may well be an acquaintance or relative helping promote it** (unverified).
    - The timing of both posts lines up with the peak on 11-03.

2. **Store search / paid chart exposure (inferred)** : by launching as a paid one-time purchase, it entered a much shallower paid chart rather than the crowded free chart. Charting #1 on the education paid chart brought some exposure on its own.

3. **Ads, TikTok, X, Reddit, media** : none found. x-radar returns no results for "kansalaisuuskoe" in the past 60 days, and the privacy policy states there are no ad SDKs. There is no evidence of paid acquisition.

4. The Ukraine storefront chart placement likely came from Ukrainians in Finland or Russian speakers using Ukrainian Apple IDs (the app has no Ukrainian language), drawing on the same community traffic.

### 5. Competitors: the category is already crowded

| Product | Where | Launched | Scale | How it differs from Kansalainen |
|---|---|---|---|---|
| Kansalaisuuskoe – citizenship(Lesti Software Oy / Lev Stipakov) | iOS + Android | 2026-06-13 | fi 11 ratings, free education chart 170; the founder keeps posting on LinkedIn and claims to have reached #12 on some chart | Free download + one-time in-app purchase, 8 languages, with an AI tutor "Aino" and a "readiness" score; questions in Finnish/Swedish |
| Kansalaisuuskoe ◎(Alaeddine Messaoudi) | iOS | 2026-06-05 | fi 0 ratings | Free, 854 questions, split into 10 sections by the yhteiskuntaorientaatio curriculum, questions only in Finnish |
| Finnish Citizenship Test Prep (Vishwen Labs, India) | iOS | 2026-08-07 | 0 ratings | Free, 1221 questions + 45 lessons, Finnish/English |
| I Know Finland(Aleksandr Akulov) | iOS + Android | 2026-08-19 | fi 2 ratings, free education chart moving between #25 and #85 | Free, 220 questions, **also in Russian** (Finnish / Swedish / Russian / English), the most direct Russian-language competitor |
| Kansalaisuus Koe(Andrei Maltsev) | iOS | 2026-02-26 | 3 ratings | **Also a one-time paid purchase at 4.99 EUR** , 350 questions, 7 languages including Russian / Ukrainian / Arabic / Somali, launched 8 months before Kansalainen |
| Finland Citizenship Test 2027(kripas khatiwada) | iOS | 2026-09-30 | 0 ratings | Free, English only |
| kansalaisuuskoe.com / .org, civiclearn.com/kansalaisuuskoe | Web | 2026 | Unknown | 800 questions, Finnish / Swedish / English, one payment for lifetime use; rides SEO on the term 'kansalaisuuskoe' |
| enb.fi free practice questions | Web | 2026 | Unknown | Free, Russian and Ukrainian available |
| kansalaisuustestit.fi | Web | "Coming soon" | — | Teased |
| Migri official materials | Official | Early 2027 | — | Free and official; once it launches it will erode the value of every third-party app |

Bottom line: Russian language, one-time purchase, and offline use have **already been taken** (Kansalaisuus Koe, I Know Finland).

### 6. What is the differentiation, and is it why it charted?

- The differences you can name: (1) Russian as a first-class language (the support page is Russian-only, study materials and mock tests work in Russian); (2) 35 illustrated study articles plus the question bank, not just drilling; (3) 9.99 one-time purchase, no subscription, no login.

- These differences are **not** why it charted. It charted because: (1) it got endorsements from two people in the Russian-speaking community on launch day; (2) the paid model landed on the Finnish Paid Education chart, a chart with almost no competition. Its question count (300) is actually among the lowest of the competitors.

### 7. Visibility and copycats

- Revenue is not public. No media or large X accounts covered it; it has only appeared twice in small Russian-speaking circles on Threads → **word is spreading in the niche** .

- Copycats: it's not really a case of one following another. In this category, 2026 years running from February to November, more than 7 apps have appeared, all racing for the same policy window.

### 8. What others can learn

- **A policy-date-driven exam-prep category** : the "vacuum period" after a law takes effect but before official materials are out is a business one person can build in a few weeks. It applies to citizenship, driving theory tests, and language exams; the hard parts are content accuracy and whether to go multilingual.

- **Small market, shallow chart, one-time purchase** : in a market as small as Finland, the paid category bar is very low, and one community push can reach #1 and earn store exposure. The cost is that the exposure fades fast.

- **Use opinion leaders in immigrant communities** (language teachers, accountants, immigration consultants) to launch in Threads / Facebook groups, at almost zero cost.

### 9. Uncertain

- Was the launch price 1.99 EUR, and when did it raise the price? (Our database only has data from 11-03 onward, by which point it was already 9.99.)

- What is Roman Mihailov's relationship to the developer?

- Actual sales (estimated to be in the tens of units).

- Can it spike again during the 2027 1–March exam-demand period? After Migri releases its free official materials, how much value is left in a paid app?

- Whether it was promoted in Telegram / VK / Facebook Russian groups (search can't cover that).
