Only 23 rubles left and no way to cash out: a gift card shop's "clear balance" app turns the leftover change users can't spend into revenue

What it is A Russian App Store balance-clearing tool: you enter your balance, it works out which of its own in-app purchases to buy so the balance lands on exactly 0.00, and then you can switch regions.

Why it took off Starting April 2026, Russian payment rails were cut off, users switched regions in bulk, and clearing the balance was required first. The money users spent was balance that was already worthless, so everyone paid, and the app's 18 ratings put it in the top 12 of the Russia tools Top Grossing chart. The gift-card shop behind it, gift-code.ru, sends it traffic and does its SEO, and when the leftover amount is too small it sells gift cards on the side.

CHow you could follow Don't crowd into Russia. If you have gift-card or top-up business, you can copy the loop of "tool app + gift card sales + affiliate commission", and be live within two weeks of the next region where a payment rail is cut and users switch en masse.

Grade C: the demand came from a platform event, and within two months more than a dozen copycats crowded in. The leaders were first movers, the second tier all have gift-card businesses, and the region-switching wave is already fading. What's worth learning is building tools around forced steps, but following into Russia isn't worth it. Chatter in small circles

Since Apr 2026, Apple ID top-ups stopped working in Russia. Apple also requires the account balance to be exactly 0.00 before you can switch regions, so lots of people get stuck with a few rubles of leftover change. Last Cent works out a set of in-app purchases that brings the balance to exactly zero. It launched in August 1, is the third player in this niche, has only 18 ratings on the Russian store, and still ranks #11 in the Russian Utilities Top Grossing chart. It's built by a shop that sells Apple gift cards. Below: how it makes money, where users come from, who it's competing with, and why you probably can't catch this wave.

A one-star review

In Oct 26, a user named Алексей gave Last Cent one star on the Russian App Store, titled "Обман" (scam): "My balance had 600₽ in it, I spent it on various apps, and what was left was 23₽. I wanted to use this app to clear it, but it said the minimum is 500₽, and it never warned me beforehand."

The developer replied in Oct 29: the app only knows how much you're short after you enter your balance, "there's no deception, everything is transparent and honest."

Three days ago, a user named Frolo4ara gave five stars, titled "Ура" (hooray): "There were a few kopecks left on my account and I couldn't clear them. Don't worry, the app makes you top up first. I topped up 50 lira, bought a gift card, paid twice inside the app, finally cleared it to zero, switched regions, and it took forever."

Both reviews describe the same thing. When the remainder is smaller than the cheapest in-app purchase, you have to top up first; topping up means buying a gift card; and the gift cards are sold by the people who make the app.

Why now: a region-switching wave

  • 2026-03-28: Russian carriers were told to stop phone-credit top-ups for Apple ID; Apple confirmed it will stop processing App Store payments in the Russian store from Apr 1 (RBC 3-30, Apple Russian support docs).
  • Russian users started switching their Apple IDs in bulk to the US, Turkish and other stores.
  • The switch has one hard requirement: your balance must be exactly 0.00. App Store prices come in fixed tiers, so hitting that to the cent is hard. Russian top-ups no longer work, so the leftover change can't be topped up and you just wait.

Every user switching stores hits this step. On Apr 13 the first balance-clearing app, "Zero Balance," launched, just 12 days after the ban.

How it makes money: users spend money that was already going to waste

Last Cent is free with no subscription. All revenue comes from its own consumable IAP, "Кирпичи для стройки" (bricks for construction). There are 10 tiers in the Russian store, from 15₽ to 75₽. You enter your balance, it works out which tiers to buy, and after purchase the balance is 0.00. The bricks are used to build houses, plant trees and place the Eiffel Tower in "My Block." The mini-game's purpose is to give every IAP an "item" (inferred: this also helps App Review approval).

This business has three traits:

  1. Every user pays. Anyone who opens it is there to spend, and the money is stuck balance from the old store that's worthless anyway, so users don't mind. That's why it has only 18 ratings yet still charted #8–12 in the Russian Utilities Top Grossing (10-28 to 11-06). Also, with no new money coming into the Russian store after April, the Top Grossing bar is low; a few dozen paying users is enough to chart (inferred).
  2. When the leftover is too small, sell gift cards. When your balance is below the cheapest tier, the app makes you top up first. The smallest Russian gift card is 500₽; its site sells them for 1010–1260₽, the 1000₽ card lists at 2470₽, and with promo code LASTCENT it's 1900₽ (lastcent.app, 11-06). One user can pay the app twice: a markup on the gift card, then the clearing IAP.
  3. Use once and leave. No retention needed, no content to produce.

Later versions added the US and Turkish stores: most of the balance is deducted from the account and the rest is covered by a bank card, so no top-up is needed (version 1.4, 8-27). The US store calculates sales tax by ZIP code, "we checked over fifty real receipts" (version 1.5, 9-03).

Who's behind it

The developer account belongs to an individual, Maksim Chekmazov, who has only this one app. The privacy policy links to gift-code.ru, and the support email on the site is [email protected]. gift-code.ru has been selling Apple gift cards since 2022; its homepage says 31,460 cards sold and 28,920 customers, and it is operated by XP Digital Solutions in Kyrgyzstan. The Last Cent site's line "Apple digital goods since 2022" refers to this shop.

There's also a free alternative: ask Apple support to clear the balance manually. Last Cent mentions this itself in its description.

The barrier to entry is low. Last Cent ranks above other top-up sellers' apps because of its parent shop's 30k customers and its early three-language SEO. It can't match the first mover, Zero Balance: its ratings are an order of magnitude lower and it charts lower. Media covered "balance-clearing apps" a lot (vc.ru, Т—Ж, Instagram), but nobody covered Last Cent specifically.

If it were you

C: worth learning from, not worth chasing. This niche was created by a single platform event, and over two months more than a dozen apps crowded in. The leaders are first-movers who are indie developers; the second tier are shops that already had a gift-card business. Newcomers have neither the first-mover edge nor the top-up margin. The store-switching wave is also fading: in September articles already discussed "why you can switch back to the Russian store now" (appleinsider.ru 9-09, body text not read).

Who it suits: people already selling gift cards, top-ups or game credits. A utility app brings customers into the shop, the shop's customers use the app, and affiliate commissions get rivals to distribute it for you. That closed loop can be copied directly.

Who it doesn't suit: indie devs with no top-up business who want to ride this demand purely through in-app purchases. The Russian niche is already packed, and clearing is a one-time need, so you won't capture the user's next payment.

What's worth learning: find the forced step in a platform's rules that everyone has to go through, such as "balance must be 0 before switching stores," and build tools around it. Users are spending money that was already going to waste, so the conversion rate is nearly 100%. Wrapping a consumable IAP in a mini-game shell is a proven way to collect that money.

How to build and acquire users: watch for the next region where payments are cut off or store-switching happens in bulk, or for scenarios where "balance can't be spent cleanly," such as gift-card balances, points, or leftover wallet change. Launch within two weeks of the event, name the app after the local-language search term for "clear balance," write a batch of long-tail Q&A pages, and negotiate affiliate splits with local gift-card shops.

When to move: the window is the first few months after the event. For this wave, April was the opening; anyone who entered in September ranks below #20.

Signs I've misread it: ① If by early 2027 more than 20 balance-clearing apps are still in the top 3 of the Russian Utilities Top Grossing and Last Cent's ratings are still rising, then the switching demand hasn't faded and there's still room in the second tier; ② If a new balance-clearing app without gift cards and without first-mover advantage reaches the top 10 within a few weeks, the category isn't crowded and I got the call wrong.

One line

The Russian App Store 'balance reset' tool: users enter the leftover balance on their Apple ID, and the app calculates a set of its own consumable in-app purchases ('Кирпичи для стройки' bricks, 15–75₽ across 10 tiers). Buy the exact amount to leave the balance at 0.00, and the user can switch the account to a store like the US or Turkey. The operator is the Russian gift card shop gift-code.ru (Kyrgyz company XP Digital Solutions), and the app also funnels users to the shop's gift cards.

1. Why it took off

1.1 Timing: 2026-04-01 Russian payment channels fully shut down (platform event)

  • 2026-03-28 Russia's four major carriers were ordered to stop phone-bill top-ups for Apple IDs, effective Apr 1; Apple officially confirmed that from 2026-04-01 it would no longer process App Store / Apple Media Services payments in Russia (RBC 2026-03-30; xakep.ru 2026-04-03; Apple support document support.apple.com/ru-ru/126891).
  • Result: large numbers of Russian users moved their Apple IDs to stores like the US and Turkey (iguides.ru: 'С апреля 2026 года пользователи из России начали массово менять регион Apple ID').
  • Apple requires the balance to be exactly 0.00 before changing region (support.apple.com/ru-ru/118283). Russian accounts could no longer be topped up, and leftover amounts couldn't match a full price, so many users got stuck with a few dozen rubles. This hard pain point is where the niche came from.

1.2 wasn't the first: it was the third to enter

  • The niche pioneer is Zero Balance (Aleksandr Pustotin, launched 2026-04-13, just 12 days after the ban). It is now #2 in the Russian utilities Top Grossing chart, overall Top Grossing #38–69, Russian rating 190 (database, 2026-10-28~11-06).
  • Balance Cleaner (2026-06-13) ranks #9–12 in utilities Top Grossing; Last Cent launched 2026-08-12 later and is the third.

1.3 performance (database)

ruUtilities Top Grossing#8–12 (2026-10-28~11-06), 11-06 was #11
ruOverall Top Grossing#152–193 (10-28~11-05), 11-06 dropped out of the top 200
ruScore15 → 18 (10 days +3)
trUtilities Top Grossing#157–192 (10-29~11-02), rating 30 → 35
usRating count (lookup 11-06)44,4.3 ratings; in-store 2 reviews
  • The '15→53 rating' in the data card combines the ru and tr stores; tr dropped off the charts and stopped being collected from 11-03, so it looks like a drop back to 18. In reality growth was steady and the absolute numbers are small.
  • Few ratings but still reaches the Top Grossing chart, because of how it monetizes: the balance users are stuck with gets entirely spent on its in-app purchases, so every user is effectively a 100% conversion. Also, after April the bar for the Russian Top Grossing chart was very low (no new payments coming in), so a few dozen paying users were enough to chart (inferred).
  • The website says 'over 2500 people have reset their balance and switched regions' (lastcent.app, scraped 2026-11-06); Zero Balance's website says 'over 2000 people'.
  • The US store rating count (44) is higher than the Russian one (18). A plausible explanation: users rated it after moving to the US store (inferred, unverified). The app also offers USD balance resets (calculating US sales tax by ZIP code).

1.4 Why users pay: the money was already sitting there as "unspent balance"

  • Users are paying for money that was already worthless (stuck in the old store, can't be withdrawn or transferred), so the psychological cost is close to 0. After Apple's cut, what's left is all developer revenue.
  • When the balance is too small for the cheapest tier, the app prompts users to top up first. The smallest Russian gift card denomination is 500₽; the Last Cent website sells 500₽ denominations at 1010–1260₽; the 1000₽ denomination is 2470₽ at list price and 1900₽ with promo code LASTCENT (lastcent.app/podarochnaya-karta-apple/ru/). So 'top up → reset' captures two layers of profit: a markup of about 2x on gift cards, plus in-app revenue. A 1-star negative review, 'left 23₽ but it says I must top up 500₽' (2026-10-26), reflects this mechanism exactly.
  • Some people stay, but not through retention. It's a one-time tool: use it once and leave. The brick-building mini-game just makes the spending look like a purchase (and helps with App Review).

Where 1.5 users come from (growth levers)

  1. Mother store driving traffic (confirmed): gift-code.ru ("selling Apple gift cards since 2022", homepage shows 31,460 cards sold and 28,920 customers) has a nav link "Обнулить баланс" that points to lastcent.app/go/gift-code. The store's blog post "Как обнулить баланс в App Store" lists Last Cent as "recommended method 1", with the link tagged ct=giftcode_blog_obnulit for attribution. The app's privacy policy points straight to gift-code.ru/privacy, the store's support email is [email protected], and the operator is XP Digital Solutions (Bishkek). The site's "Expertise since 2022" claim refers to this same store.
  2. SEO (confirmed): lastcent.app has about 50 long-tail articles in Russian, English and Turkish, such as 'balance too small to spend', 'a few cents left after US sales tax', and 'changing region after moving'; download buttons all carry ct=seo_ru_home_* attribution parameters. When Jina searched 'Last Cent обнулить баланс', the official site and the gift-code blog ranked near the top.
  3. Affiliate program (confirmed to exist, scale unknown): lastcent.app/partners pays other gift card shops 25% (calculated on the full in-app purchase before Apple's cut, with the customer's gift card still bought from the partner shop), and individual promoters 40%. In effect, other gift card shops serve as its distribution channel.
  4. Social / content (weak): VK posts (wall-226054876_260) and user replies recommending it on Threads. On Instagram / YouTube, short videos about 'обнулить баланс' mainly promote Zero Balance and Balance Cleaner. Last Cent was not found on X or TikTok.
  5. App Store search: the name is itself the core search term 'обнулить баланс', so the ASO keywords match demand exactly (inferred; its contribution is unverified).
  6. Media: Т—Ж, vc.ru (written by heaven8, promoting Balance Burn) and others have covered the 'reset balance' topic, but none named Last Cent. No evidence of ad spend found (the ad library doesn't track it).

manually buying cheap apps / in-game currency———it's hard to hit 0 exactly (Т—Ж has a dedicated list of "20 cheap apps")

2.2 How Last Cent is different

  • It's a gift card seller itself: when the balance is too low, you buy top-up gift cards on its own site (about 2x markup), so one user can generate revenue twice. The site also has a gift card channel page (Russia / US / Turkey / India stores), catching top-up demand after the store switch.
  • Multiple stores, multiple currencies: Russia, US and Turkey stores; the US store calculates sales tax by ZIP code (most competitors only handle rubles).
  • "Honest disclosure of limitations" in the description: minimum amounts, the need to top up, and the option to contact Apple support for free are all stated upfront, addressing the "scam" one-star reviews common in this category.
  • A house-building mini game: gives in-app purchases something to buy, while reducing the risk of App Review rejection (similar Lima does this too).

2.3 Are these differences why it took off?

Only partly. The real reason is the demand created by a platform event + gift card store's existing traffic and SEO. The product itself (the balance-padding algorithm) has no moat, and more than 10 similar products appearing within two months proves that. It ranks higher than later rival balance sellers (Balance Burn, Lima) mainly because gift-code.ru has 30k existing customers and built trilingual SEO early and thoroughly; but it hasn't beaten the first mover, Zero Balance (ratings an order of magnitude fewer, top-grossing rank one tier lower).

3. How many people have seen it

  • Revenue is not public; nothing found on TrustMRR or X, and no big accounts or media have named it.
  • But the "zero out App Store balance" category itself has been widely discussed: vc.ru, Т—Ж, dtf and Instagram reels have all covered it; the niche already has more than 10 apps, including sock-puppet clones and balance sellers' self-built versions. Verdict: Last Cent itself has only spread in small circles, and the category is already crowded.

4. What to borrow

  • Catch the mandatory platform-rule step: Apple's "balance must be 0 before switching stores" is a step every user must go through; tools built around this bottleneck can monetize at 100%, because users are spending money that would otherwise be lost.
  • Monetize the "stranded balance" of your own store: consumable in-app purchases with a mini-game shell turn the residual value users hold into developer revenue.
  • Graft a tool app onto an existing business: the gift card store uses the app as a customer acquisition funnel, and the app in turn drives traffic back to the store (top-up gap), plus a full-revenue-share affiliate program to attract peers to distribute for it.
  • Other countries facing payment blockades, store-switching waves (Iran, other sanctioned regions in the future), or similar scenarios with Apple / Google gift card balances can copy this playbook.

5. Still unclear

  • Actual revenue and downloads (Apple doesn't disclose; the Russian store's Top Grossing bar dropped after April, so ranks can't be converted to money).
  • How much comes from gift cards vs. in-app purchases; how many users the affiliate channel actually brings.
  • Whether the ratings in the us / tr stores were left by Russian-speaking users who switched stores, or by real local users.
  • The kartaapple.ru link mentioned in the data card has not been verified; the affiliated party that was verified is gift-code.ru / XP Digital Solutions.
  • How long demand will last: the store-switching wave will fade over time; appleinsider.ru (2026-09-09) has already run articles on "why it's worth switching back to the Russian store now" (body text not retrieved, unverified).
