Not the features, the Malay: how a late-entry tax app squeezed into Malaysia's finance Top Grossing at #2
What it is A tax helper for Malaysians: snap receipts and they're filed under the tax authority's deduction categories, it tracks through the year how much you can get back, and finally lays out the figures the official tax form asks for, for the user to submit themselves.
Why it took off The founder posted and commented in Malay in Facebook tax groups and affiliate-marketing groups, sponsored founder events, and appeared on podcasts, aiming at affiliate sellers who must file Form B and can't afford an accountant. Then, as Dec 31 deduction deadlines approached and people checked their remaining relief, it climbed to #2 on Malaysia's finance Top Grossing chart, where the bar is low.
BHow you could follow it Don't enter Malaysia, which is already crowded. Take the "local tax deduction tracking + annual fee" model to countries like Indonesia, Thailand, or the Philippines, pick one specific anxious group, and personally work the local tax groups and affiliate-marketing groups in the local colloquial language.

Fiskal is a Malaysian personal tax helper: snap receipts, sort them into the tax authority's deduction categories, and track through the year how much you can still get back. It isn't the first in this category; its features are nearly identical to MyTaxMate, which launched four months earlier, and five or six other indie developers are in the same space. It surfaced over the past two weeks because the founder personally worked Malay-language tax-help groups, affiliate groups, and founder events, and then year-end arrived with its "spend before Dec 31 to cut your tax" pressure.
At half past 8 on the morning of Oct 20, a post in a group chat
On Oct 20 8:33, 2026, a man named Azmeer Mokhtar posted in the Facebook group "LHDN CARI SIAPA HARI INI?" ("Who is LHDN hunting today?", a Malay tax-filing support group) that
Guys, ni la salah satu cara untuk jimat duit korg. Boleh pakai app Fiskal untuk claim pelepasan cukai. Kalau korg tak faham sgt psl cukai pon xpe, app ni siap ade bg knowledge.
Roughly: "Everyone, here's a way to save money. You can claim tax reliefs with the Fiskal app. Even if you don't understand tax much, the app explains everything." It came with two screenshots, 6 reactions and 3 shares.
He is Fiskal's developer. The App Store developer name is his own (Muhamad Azmeer Bin Mokhtar Ali), and he has only this one app under it. The operating company named at the bottom of the website is Nakhoda Technology Sdn Bhd, with a company registration number beginning 2026, registered this year.
The post itself is unremarkable. What's worth noting is the replies under other posts in the same group: people asking how to choose between Form B and Form BE, and how to report income from selling on Shopee or TikTok. Nearly identical comments appeared under them: "Korg kalau mmg tak berapa faham pasal cukai, saya suggest pakai app Fiskal je" ("If you really don't understand tax, I'd suggest just using Fiskal"). A "TikTok Affiliate Malaysia" group also had one: "Geng affiliate, nak buat accounting & tax filing senang kalau guna Fiskal app". The same script, seeded group by group.
How big it really is
Not big, but growing fast:
| End of October | November 5–6 | Source | |
|---|---|---|---|
| iOS ratings | 10-28 is 6 | 11-05 is 9,11-06 is 20 (+11 in one day); the App Store already showed 27 ratings that day, rated 4.85 | App Store Malaysia store |
| Malaysia finance Top Grossing | 10-28 #14 | 10-29 #5 → 11-05 #2 → 11-06 #4 | App Store charts |
| Malaysia finance Top Free | Usually ranked 29–70 | 11-05 #5, overall Top Free #45 that day | App Store charts |
| Google Play installs | 10-29 is 770 | 11-06 is 2,522 | Google Play |
Only charting in one Malaysian store. Launched on iOS in Sep 2, Play in Sep 14, and in Nov 1 it got 1.6.0.
"Top Paid #2" sounds scary, but the bar in Malaysia is low. The comparable MyTaxMate has only 74 ratings and no new ratings in the last 7 days, and sat steadily at #5–16 in finance Top Grossing over the same period. Going by that, Fiskal probably sells a few to a dozen annual subscriptions a day, with users in the thousands (inferred). It's a small business getting started, not a hit product.
What it sells and what it costs
The homepage tagline: "Your tax. Your records. Your control." Five things in one app: relief tracking (snap receipts, auto-sort them under the matching relief, and show how much room is left in each), a business ledger, rental income, CP500 instalment prepayments, and sorting the numbers into the MyTax form line by line.
Pricing is an annual subscription, bought in the app:
| Tier | Pricing | Audience |
|---|---|---|
| Free | RM0 | Up to 10 receipts, stored only on your phone |
| Standard | RM59.90/year (launch price, original 79.90) | Salaried people who file their own taxes |
| Pro | RM99.90/year (launch price, original 149) | People filing Form BE/B who have a business, freelance work, or rental income |
RM99.90 is roughly $22. The fee for an accountant to file once buys several years of this.
It puts more effort into trust than into "AI." The site repeatedly says: every relief cap and tax rate comes from official LHDN documents and is labelled with its tax year (currently YA 2025); it never asks for your MyTax password; it is not a tax agent and doesn't file for you, it only prepares, and you submit on MyTax yourself; data is stored in Singapore; free-tier receipts stay only on your phone. For someone afraid of "the tax office coming knocking," this sells more reassurance than "AI files your taxes."
Where users come from: a small team doing Malay-language grassroots promotion
Beyond seeding comments in groups, it has done these things, all within the Malay-language startup circle:
- Speaks to a specific group of people. The official Threads account posts in colloquial Malay and spells out its audience: "Buat affiliate, sales memang penting. Tapi ada lagi satu benda yang lagi penting once sales masuk, accounting, book keeping & tax filing. Sebab tu wujudnya Fiskal." ("Doing affiliate, sales matter of course. But once the sales come in, there's another thing that matters even more: accounting, bookkeeping and tax filing. That's why Fiskal exists.") Another post to property agents: "Pakai app Fiskal je. Sumpah senang kerja korg." ("Just use the Fiskal app. Honestly, it'll make your work so much easier.") Plenty of people sell through TikTok Shop in Malaysia, their commission income has to go on Form B, and they can't afford an accountant. The Pro tier is built for them.
- Sponsors offline founder events. Around Oct 18 it sponsored KNKV Business War at Crowne Plaza Kuala Lumpur and gave away 3 one-year Pro subscriptions on site. A pinned post says it also sponsored KNKV Branding & Marketing War 2027, "hoping to help more Malaysians understand tax in a simpler, easier, less painful way."
- The founding team appears on camera. The CEO was a guest on a local startup podcast @nakdigitalbisnes_ (the IG post got about 10-31), and a short video featuring CMO Irfan Mokhtar went out at about 11-04. The next day, 11-05, was the day it hit #2 Top Grossing and #5 Top Free.
- Someone shared it on their own. A cake brand account @surico.malaysia posted on Threads: "Iphone user, kalau bayar cukai wajib ada app ni" ("iPhone users, if you pay tax you must have this app"), getting 309 likes after 10-23. Someone also screenshotted asking Meta AI "what is this app." Whether it was a paid partnership can't be told.
- The website has a bilingual free calculator and landing pages. Pages are split by audience (self-employed, Form B) and by relief (such as SSPN education savings), and links carry tracking parameters that jump to the store. How well it works can't be seen from the outside.
What I couldn't find: no Meta ads found; the official TikTok account has only 553 followers and 11 videos, a few hundred views each; zero X discussion in the last 60 days; no media coverage; no one has shown off revenue.
On 11-06 it gained 11 ratings in a single day, which is abrupt against a base of 20. The 1.6.0 update notes say "a new welcome screen and a friendlier set-up" and "Paste your sign-up code." It may be a rating prompt added to the new onboarding flow, or a group pushing it together. I can't tell which.
Why now
Malaysia's personal income tax reliefs follow the calendar year and close on Dec 31. In these last weeks of the year, banks and finance accounts post "what you can still claim before year end," and Budget 2026 added and adjusted several reliefs. What everyone most wants to know is "how much room is left on this one," and that's exactly what Fiskal's homepage shows most prominently.
The real peak, though, is the filing season from 3 to April next year. Right now is only the first wave.
Who it's competing with
Indie developers have crowded into this category this year: the bar for AI reading receipts has dropped, and Malaysia's reliefs are numerous, fiddly, and change every year.
| Product | Launched | Scale | Compared with Fiskal |
|---|---|---|---|
| MyTax (official LHDN) | 2023-01 | iOS 1,449 ratings, Top Free in finance #8–17 | The official filing portal, with no full-year receipt or relief tracking |
| MyTaxMate | 2026-05-21 | iOS 74 ratings, Top Grossing in finance #5–16; Play 3,690 installs | Nearly identical features (receipt scanning, MyTax field-by-field entry, 7-year archive, Form B), and launched 3+ months earlier; distribution skews English and Chinese-speaking users (inferred) |
| MudahCukai | 2026-05-06 | iOS 7 ratings; one TikTok creator video with 127k views | Also does Malay, relies on creator videos, product and rankings are both weak |
| TaxPool | Not verified | TikTok videos with 689k and 76k views | Free, runs on TikTok content |
| CukaiMax | 2026-02-27 | iOS #3 ratings | Same AI receipts plus relief caps, RM99/year, runs an SEO blog |
| CukaiMate | 2026-03-10 | iOS #1 ratings | Entirely free, positioned on privacy, has posted on Reddit |
| TaxMe | 2025-10-01 | iOS #11 ratings | An earlier AI tax-filing helper, very small scale |
One of them introduced itself with a post on Reddit r/MalaysianPF, and someone under it commented directly: you have no moat.
Fiskal's difference from these isn't features, it's three things: Malay-first, targeting the Malay community, while most competitors do SEO in English and post on Reddit; one Pro tier covers the common income mix of "salaried job + side hustle selling + rental income"; and it has a registered company, a CEO and CMO on camera, and sponsors offline events, so it looks more legitimate than the pile of individual developers. Features can be copied by anyone, and MyTaxMate could join the Malay groups at any time.
There's also a looming risk: LHDN is rolling out e-invoicing, and reports already say some reliefs may be pre-filled automatically. The day the tax office builds relief tracking into MyTax, much of the value of apps like this gets wiped out.
If it were you
B. Malaysia already has seven or eight players in this slot, so don't enter it. What's worth doing is moving this template to another country and doing grassroots promotion in the local language within the community. But the market is small, the revenue ceiling is low, and you're betting the local tax office won't just build this itself.
Who it suits: people whose first language is a Southeast Asian language (Indonesian, Filipino, Thai, Vietnamese), who know their country's personal income tax rules well, and who are willing to spend time in tax-filing groups and affiliate groups replying one by one, aged 1–2. Ideally one of them knows some tax, or can find an accountant to back the product.
Who it doesn't suit: people who want to build for Malaysia (too crowded); people who only write code and won't go into communities to talk (Fiskal's whole approach depends on the founders showing up personally, and the competitors relying on SEO and Reddit haven't taken off); people who want a big business (even #2 in Malaysia's finance Top Grossing means only a dozen or so sales a day, inferred).
How to do it: first confirm that the target country's personal income tax has reliefs that are "calendar-year, capped, and require keeping receipts"; that's the precondition for the whole product. Thailand's year-end tax-saving spending and Indonesia's annual SPT filing are worth looking at first (inferred, not verified how many similar products already exist there). Follow Fiskal's structure: snap receipts into reliefs, show remaining room per relief, estimate the full-year refund, and finally sort the official form's numbers line by line. Don't touch official account passwords, don't file on anyone's behalf, label every number with its source and year, and state "what we don't do" on the homepage. Annual subscription, launch price crossed out against the original, priced at a fraction of what an accountant charges for one filing.
How to get users: pick a specific group with a specific anxiety, not "all taxpayers." For example affiliate-commission sellers, ride-hailing drivers, or property agents, and write copy aimed at the pain points on their particular form. Join local-language tax-help groups and affiliate groups and reply thoughtfully under other people's questions; sponsor local founder events, appear on small podcasts, have the founders show up on camera. The website offers a free calculator in the local language to catch users from search.
When to start: work backward from the target country's filing deadlines. In Malaysia there's a wave of year-end relief claims and an April filing wave, and the window cycles with the calendar year, so missing one season means waiting a full year.
Signs you've misread it: ① Fiskal isn't clearly higher in next year's 3–April filing season than it is now (it can't get into the Malaysian finance Top Grossing top 3, and Play installs don't grow), showing even peak season can't carry this low-key approach; ② MyTaxMate also starts building a Malay community, and Fiskal drops out of the top 10 in finance Top Grossing; ③ LHDN launches full-year relief tracking or auto pre-fill inside MyTax; ④ the country you're going to already has two or three similar products seeding content and running ads in the local language.

One line
Fiskal is a personal tax filing helper for Malaysians: snap your receipts, it sorts them into LHDN (Malaysia's tax authority) relief categories, estimates your year's tax payable and refund, then fills in the MyTax form field by field for the user to submit. It is not the first in this category: MyTaxMate launched four months earlier with the same features, and at least five or six other indie developers are building in the space. Its rise in recent weeks came mainly from grassroots distribution in Malay-language communities: the founder personally posting and replying in Facebook tax-help groups, sponsoring founder events, appearing on local startup podcasts, and using a Malay Threads account to target TikTok/Shopee affiliate sellers, property agents and small business owners who need to file Form B. Year-end tax-saving spending season also helped with timing.
1. Data: how big is it, really
| Metric | Value | Source |
|---|---|---|
| iOS release | 2026-09-02; currently 1.6.0 (2026-11-01) | Apple lookup |
| iOS ratings | 10-28 was 6 → 11-05 was 9 → 11-06 is 20 (single day +11); Apple lookup already showed 27 that day, average rating 4.85 | appstore.app_day, Apple lookup 2026-11-06 |

| Google Play | Listed 2026-09-14; installs 10-29 were 770 → 11-06 was 2,522 (over 7 days +1,752, about 150–700 per day) | googleplay.app_day |
| Pricing | Free tier (10 receipts); Standard RM59.90/year (list price 79.90, launch discount); Pro RM99.90/year (list price 149, includes line-by-line Form BE/B preparation, business ledger, rent, CP500) | fiskal.my/en/pricing |
| Malaysia only | Only the my store appears in the library | appstore.app_profile |
How to read these numbers: the bar for Top Grossing in Malaysia's Finance category is low. The comparable MyTaxMate has only 74 ratings and 7 new in the last 0 days, and over the same period has steadily sat around #5–#16 on Top Grossing. So "#2 on Top Grossing" implies a few to a dozen-plus annual subscriptions a day (inferred), not a big business. Over two thousand Play installs and about twenty iOS ratings put the real user base at a few thousand.
2. Competitors: this track is already crowded
| Product | Where | Launched | Scale | Compared with Fiskal |
|---|---|---|---|---|
| MyTax (LHDN official) | iOS/Android | 2023-01 | iOS MY 1,449 ratings, Top Free in finance #8–17 | Official tax filing and e-KYC entry point, with no year-round receipt or relief tracking; Fiskal positions itself as the prep tool before MyTax |

Annual plan with a 7-day trial. It launched 3.5 months before Fiskal and currently has more ratings and installs. Distribution skews English and toward Chinese-Malaysian users (inferred) |
| MudahCukai(Luqman Hakim) | iOS | 2026-05-06 | iOS 7 ratings, Top Grossing #70–#196; TikTok creator videos with 127k views (2026-07) | Targets the same Malay-speaking market through TikTok creators; both product and distribution are weaker than Fiskal |
| TaxPool(ML Studios) | iOS/Android | Not verified | TikTok videos with 689k views (2026-07), 76k (2026-11-04) | Free tracking of personal tax and PCB; relies on TikTok content |
| CukaiMax(Mohd Aizzat) | iOS/web | 2026-02-27 | iOS #3 ratings | Also AI receipt scanning plus relief caps, RM99/year; built an SEO blog |
| CukaiMate(Young Shung Ng) | iOS/web | 2026-03-10 | iOS 1 ratings; posted on Reddit r/malaysians | Fully free, no ads, privacy-focused |
| TaxMe(Jing Xian Chai) | iOS/web | 2025-10-01 | iOS #11 ratings | AI tax helper, receipts and relief |
| KiraCukai.my, bank and KWSP calculators and guides | Web | — | — | Only calculators and content, no app |
Bottom line: this category was built over by indie developers in 2026 years (AI receipt reading became cheap, and LHDN relief items are numerous and fiddly). Fiskal is a late entrant with no product-level feature that's unique to it.
Sources: appstore library; Apple lookup; mytaxmate.my; cukaimax.com; cukaimate.com; taxme-app.com; TikHub search for "app fiskal cukai".
3. Growth tactics: where users come from
- Founder personally posting and replying in Facebook tax groups (confirmed). The Facebook group "LHDN CARI SIAPA HARI INI?" (group ID 1483603055330698) is a Malay tax-help community. Founder Azmeer Mokhtar posted there 2026-10-20: "Cara jimat cukai guna app Fiskal untuk tuntutan RM2500", labeled as AI content, and it drew 6 reactions and 3 shares. Under several other posts in the same group (asking how to choose Form B/BE, how to file tax for Shopee/TikTok selling, "Berniaga di SHOPEE atau TIK TOK"), nearly identical comments appeared: "Korg kalau mmg tak berapa faham pasal cukai, saya suggest pakai app Fiskal je". The "TikTok Affiliate Malaysia" group also had "Geng affiliate, nak buat accounting & tax filing senang kalau guna Fiskal app". This looks like coordinated seeded commenting (source: Jina search results and Facebook page text).
- Well-targeted audience: TikTok/Shopee affiliate sellers, property agents, small business owners (confirmed). The official Threads account @fiskal.my posts in colloquial Malay, for example "Buat affiliate, sales memang penting… accounting, book keeping & tax filing. Sebab tu wujudnya Fiskal" and "Agen hartanah… Pakai app Fiskal je". Malaysia has a large base of TikTok Shop affiliate sellers who must file Form B but can't afford an accountant. Fiskal's Pro tier (RM99.90) is designed for this group.
- Offline founder events and podcasts (confirmed). Fiskal sponsored KNKV Business War (around 2026-10-18, Crowne Plaza Kuala Lumpur, speaker Prof Adam Richman), giving away 3 one-year Pro plans on site. The official Threads pinned post says it will also sponsor "KNKV Branding & Marketing War 2027". The CEO appeared on the local startup podcast @nakdigitalbisnes_ (IG post about 10-31). A reel featuring CMO Irfan Mokhtar was posted around 11-04. All of this sits within the Malay-language founder circles around KNKV.
- Third-party account reposts (partly confirmed). On Threads, @surico.malaysia (a cake brand account) posted "Iphone user, kalau bayar cukai wajib ada app ni" 10-23 and got 309 likes. At least two Threads posts show people sharing Fiskal screenshots and asking Meta AI "what app is this", and Meta AI identified it as Fiskal, which suggests the screenshots are spreading organically. Accounts like @puterikasim also mention Fiskal. Whether any of this was paid partnership cannot be confirmed.
- SEO and free calculators (confirmed to exist, effectiveness not verified). fiskal.my hosts English and Malay tax calculators (YA2025), with landing pages built by relief type and audience (such as /for/self-employed, SSPN, Form B), and links with utm parameters that go to the store.
- In-app invite/sign-up codes (exist, mechanism unverified). The 1.6.0 update notes say "Paste your sign-up code". This may be tied to campaigns or referral codes from promoters.
- Paid ads: none found. The metaads library has no advertiser for Fiskal or fiskal.my (the library only tracks products on its list, so absence doesn't prove there was no spend). The official TikTok account @fiskal.my has only 553 followers and 11 videos, each getting a few hundred views, so it isn't a main channel. There's no discussion on X (x-radar: 0 posts in the last 60 days).
The jump from 11-05 to 11-06: iOS ratings rose by +11 in a single day, the Finance Top Free chart reached #5, and the overall Top Free chart reached #45. The timing follows closely after the podcast post (around 10-31), the 1.6.0 launch (11-01), and the CMO reel (around 11-04). +11 ratings in one day against a base of 20 stands out; it may be that 1.6.0 added a rating prompt to its new onboarding flow, or a group pushed it collectively. Which one it was cannot be confirmed.
4. Why it took off
- Timing: year-end tax-saving spending. Malaysia's personal reliefs run on the calendar year and close in Dec 31. Institutions like CIMB were publishing "what you can still claim before year-end" content at this time, and Budget 2026 also added and adjusted relief items. Year-end is when people most want to know "how much allowance is left", and Fiskal's "remaining allowance per relief" matches that. Still, April filing season is the real peak; this is only the first wave.
- Distribution approach: go deep into Malay-speaking communities and find people with a pain point. Most competitors use English SEO and post on Reddit (r/MalaysianPF readers skew Chinese-Malaysian and urban professional). Fiskal used Malay to enter Facebook tax groups, affiliate groups and founder events, speaking to the anxiety of "TikTok income, afraid of LHDN coming after me, don't understand Form B". The copy is "Tak payah bazir duit bayar accountant" (no need to waste money paying an accountant).
- Product: clear about compliance, builds trust. The website and app repeatedly stress that figures come from official LHDN data and are labeled by tax year (YA), that it never asks for your MyTax password, doesn't file on your behalf, stores data in Singapore, and keeps free-tier receipts only on your phone. For people afraid of "LHDN coming after me", this reassures more than "AI does your taxes" does.
- Pricing: RM59.90/99.90 a year plus a "launch discount", an order of magnitude cheaper than hiring an accountant, with small one-time annual payments that let it chart on Top Grossing even with a small base.
5. Differentiation
On features there is no clear difference: receipt recognition, relief caps, line-by-line MyTax, 7-year vault, audit pack, Form B, MyTaxMate has all of it, and earlier. Fiskal's real differences come down to three things:
- Malay first, targeting the Malay community (bilingual website, Malay Threads and Facebook groups);
- One app for five jobs: relief tracking, business ledger, rent (HK-4), CP500 installments and CP502, line-by-line MyTax. Pro alone covers the income mix common in Malaysia: a day job plus side hustle selling and rental income;
- The team looks like a real local company: a registered company, Nakhoda Technology Sdn Bhd, with the CEO and CMO on camera and sponsorship of offline events. Among a pile of solo-developer competitors, that reads as more credible.
These differences are indeed why it took off, but it's mainly distribution, not the product itself. Features are easy to copy, and by the same token MyTaxMate could move into Malay-language communities at any time.
6. How many people have seen it
- Hardly anyone knows about it yet. No media coverage, no TrustMRR listing, the founders haven't posted their revenue; 0 mentions on X; I found no Reddit threads dedicated to Fiskal. The talk stays in Malay-language FB groups and small circles on Threads, and most of it was posted by the team itself.
- But the category itself is already crowded: 2025-10 through 2026-07 has at least 6 similar apps on the charts. Those apps have posted in Reddit and FB developer groups, and one thread has a comment saying flatly "you have no moat" (r/MalaysianPF "We're 3 Malaysians in our 20s…").
7. Copycats
It's not that someone copied Fiskal. Fiskal is competing in the same category as MyTaxMate, CukaiMax, MudahCukai, TaxPool, CukaiMate and TaxMe, and MyTaxMate was the feature-level first mover.
8. What others can borrow
- "Tracking local tax relief" is a replicable template: the rules are public but tedious and change every year, users are afraid of being audited, and they are willing to pay annually. Indonesia (PPh 21 / SPT), the Philippines, Thailand (ลดหย่อนภาษี; rushing to buy tax-deductible products at year-end is a national habit) and Vietnam could all copy it directly.
- Target one specific anxious group, not "all taxpayers": for example affiliate-commission sellers and property agents, who match the concrete pain point of Form B.
- Go to market in local-language communities: the founder answers questions one by one in tax-help groups, sponsors founder events and appears on local podcasts. Costs are low, and in small markets it beats paid acquisition.
- Make compliance a selling point: state the source of the rules and the tax year, don't touch official passwords, and spell out "what we don't do."
- Annual plan plus a "launch price, original price struck through" offer, pushed around year-end and before tax season.
9. Still unclear
- Whether the single-day +11-06 rating jump on 11 came from a rating prompt, concentrated pushes in groups, or paid promotion; and whether the third-party accounts on Threads were paid partnerships.
- Actual paying users and revenue: the grossing chart's bar in MY's finance category is very low, so it can't be converted into numbers.
- Meta and TikTok ads: the metaads library doesn't track it, so I can't rule out that it advertised.
- Retention: you won't know whether it can hold the peak season and beat MyTaxMate until the 2027 3–April tax season.
- Dependence on the official platform risk: LHDN is already pushing e-invoice auto-filled relief claims (IG: "Malaysians may soon see some tax relief claims automatically filled"). If the government builds relief tracking into MyTax, the value of apps like this shrinks.
