A budgeting app with 23 ratings hits #6 on the Saudi finance Top Grossing chart: a paid-only expense tracker, and a TikTok account called "Sarah"

What it is An iPhone app for manual expense tracking and budgets, with no free tier, at SAR 19.99 a month in the Saudi store.

Why it took off The finance Top Grossing charts across the Gulf and North Africa are almost entirely trading apps, and a few dozen paying users can reach the top 10. It turns every download into a paid one with a hard paywall, then uses Saudi-dialect image posts from a "Saudi female founder Sarah" persona on TikTok to funnel traffic to Saudi women willing to pay.

BHow you could copy it Take an existing clean tool, localize it into Arabic with local currency and an Arabic store listing, post image carousels on TikTok under a local persona, and aim for the category charts of small countries where the bar is low. The paywall can be hard, but leave some free room to avoid "scam" reviews.

Grade B: the playbook is clear, cheap to run, and few people know about it, so it's worth a try. But it only proves small charts are reachable; revenue is likely a few dozen dollars a day. The Arabic budgeting niche is already contested by OutCap, Drahim and a wave of TikTok clones, and the product itself has no moat. Few people know about it yet

A budgeting app that launched in Oct 7, with nothing special about its features and only 39 ratings worldwide, was sitting in the top 6 of the Finance Top Grossing charts in 8 Arab countries by Nov 13, and #1 in Algeria. It has no new features. Three things stacked: the finance Top Grossing charts in these countries have an absurdly low bar, it offers no free tier, and a TikTok account claiming to be a "Saudi female founder" talks to women in Saudi dialect. Below: how it got going, which parts of this playbook can be lifted, and why the revenue is likely small.

A crying-face meme

On the morning of Oct 2026 (Saudi time) in 17, the TikTok account @budgenie.1 posted two image carousels, 5 slides each, tagged to Saudi Arabia. The account name is "Sarah 🤍🇸🇦", and the bio reads "✨ Founder of the Budgenie app ✨ I help you organize your expenses and save smart 💸💗".

The first slide is a crying child, captioned:

To whoever copies my app, may God rain down endless wealth on you (الي يسوي نسخ لتطبيقي اسأل الله ان يصب عليك رزق صبا)

Self-deprecating plus a blessing, a very typical piece of Saudi internet humor. The following slides are app screenshots: pink theme, amounts in Saudi riyals, copy in Saudi dialect opening with "السلام عليكم💗 فكرة تطبيقي…" (Hello everyone, my app's idea is…), with verbs conjugated in the feminine form (تقدرين, تاخذين). No hashtag mentions budgeting; it piggybacks on the then-popular general tags #الشعب_الصيني_ماله_حل and #fyp.

The two posts got roughly 1,500–1,600 views each (TikTok, 11-06). Not huge, but two days later a 5-star review appeared in the Saudi store:

I downloaded it after seeing a video about it, and I didn't expect to like the idea this much! (دخلت أحمله بعد ما شفت فيديو عنه، وما توقعت تعجبني فكرته كذا!) — App Store Saudi store, 10-19

What it is

Budgenie is a manual budgeting app: log income and expenses, set a budget per category, see what's left in each category and how many days remain in the month, a calendar of net flow per day, savings goals, multiple accounts, 10 color themes, CSV export. No bank linking, no SMS reading. The website says it has no ads and no analytics.

The developer is Oussama Zentar, and this is his only app. The store listing is in English only (the Apple API lists only EN), though the app itself supports 10 languages, Arabic included.

Pricing is the most aggressive kind. The store description says verbatim: "Budgenie requires a Budgenie Pro subscription". There is no free tier; you get a trial or a subscription from the start. In the Saudi store it's SAR 19.99 a month or SAR 129.99 a year (App Store Saudi page, 11-06), and about $4.99 / $29.99 in the US store.

How fast it's climbing: few people, high rank

Start with ratings count, the closest public proxy for users (App Store, all storefronts combined): Oct 28 26, Nov 6 39, up 13 in 10 days. Saudi 23, UAE 13, Egypt 2, Qatar 1, US 3.

Now the rank (App Store Finance category Top Grossing, 11-06):

CountryFinance Top Grossing rankRatings in that store
Algeria#1 (#63 on overall Top Grossing)0
Bahrain#40
Egypt#52
Qatar#51
Saudi Arabia#623
Kuwait#80
UAE#913
Oman#130

A country with just 0 ratings can still rank #1, which shows how low the bar on these charts is. The top 30 on the Saudi Finance chart are almost all trading and brokerage apps: TradingView, Sahm, Investing.com, TickerChart. The few budgeting apps actually making money are local Drahim (#5, 20k+ ratings), budgenie (#6), Splitwise (#8) and OutCap (#10). US broker Webull has only 62 ratings in Saudi and also ranks #7.

So budgenie's "breakout" is visibility on the chart, not scale. In these countries, staying in the top 10 of a finance chart probably takes only a few subscriptions a day. Its revenue is likely in the tens of dollars a day (inferred, unverified).

The shape of the rankings shows this too. From Oct 28 to Nov 3, several countries dropped together (Kuwait 13 → 78, Egypt 28 → 108, UAE 6 → 47). Then on Nov 4–6 they all bounced back up, and Algeria charted for the first time. Countries rising and falling in sync points to waves of new paying users, possibly a new paid campaign or first trial cohorts converting to subscriptions (inferred), not stable organic demand.

Where users come from

The TikTok "Sarah" is confirmed. The store developer name is a male name, but on TikTok it's "Sarah, Saudi female founder". The persona is almost certainly marketing packaging. This "I built an app and I'm sharing it with my girls" format is common on Gulf TikTok and reads like a friend's recommendation rather than an ad. Pink UI, riyal amounts, addressing women directly: the target is young Saudi women willing to pay for a pretty tool.

The account doesn't look new. Based on the account ID, it was created in September 2022. It has 2,270 followers and 4,676 total likes, but its two remaining posts have only 44 likes combined, a big gap. The first comment in the Saudi store is from Oct 14, three days earlier than any surviving post. Most likely earlier content was deleted or hidden, or it's a bought aged account (inferred, unverified).

Ads: none found, but can't rule out. It's not in Meta's public ad library, and TikTok and Snapchat ads in the Middle East aren't visible externally. The early-November rebound across countries doesn't rule out small paid campaigns.

Store search barely helps. The name is "budgenie", subtitle "Budget & expense tracker", and the store page has no Arabic. Arabic users searching "ميزانية" or "مصاريف" will struggle to find it. No press coverage, no discussion on X, and no one posting revenue.

The Android version is questionable. The website says "Now on iPhone & Android" with package name com.ouss.budgenie, but when I opened the Google Play page in Nov 6 it showed 404.

What users say

Nearly all the negative reviews are about the paywall:

Paid scam / Don't waste your time it's basically a paid app there's no free version! — Saudi store, 10-14,1 stars
التطبيق مو سيئ بس ليش الاشتراكات المفترض Free و تضيف مميزات (The app isn't bad, but why is it subscription-only? It should be free, with paid extras added) — Saudi store, 10-17,2 stars

US store: 3 ratings averaging 2.67. Saudi store: 23 ratings averaging 3.1 (Apple lookup API, 11-06). But some people really use it: in Oct 22, one 5-star review wrote a long list of feature requests, the first being "when creating a category, the number you enter should be the budget, not what's already spent".

That's how a hard paywall works: people either pay or leave with a complaint. The ratings look bad, but every person who stays counts on the chart.

Who it's competing with

Arabic budgeting isn't an empty niche. In 2026 a new wave of indie developers also entered, using nearly the same playbook.

Money Manager, Wallet, Monefy, Cashew, YNAB2011–2023Hundreds to thousands of ratings across Gulf countriesEstablished global apps; Arabic is only a translation; mostly free with in-app purchases

One more thing to note: the big Saudi banks' own apps include spending analysis. It's free and automatic, but only covers their own cards.

MoneyLoop's 426k-view video only earned 23 ratings, which is a reminder that going viral on TikTok doesn't mean people pay. budgenie had few views but still got a chart position, because it charged from day one.

Why it took off

  1. It picked a very low bar. The Gulf and North African Finance Top Grossing charts are dominated by trading apps, few budgeting apps charge, so a few dozen paying users can reach the top 10.
  2. The hard paywall turned small traffic into rank. No free tier means every download is either a trial or a subscription. The cost is concentrated negative reviews.
  3. The persona found a group willing to pay. Saudi dialect, addressing women, pink UI: it repackages a generic English app as "a budget book made by Saudi sisters".
  4. It rode the Gulf TikTok "I built an app" trend. OutCap, tadbir and others were posting at the same time, and the platform naturally distributes this kind of content.

The product itself has no differentiation and fewer features than Money Manager or Cashew. It rose on its playbook, not its product.

If it were you

The verdict: the playbook is worth learning and testable on a small budget, but don't expect it to make serious money. budgenie shows that "small countries and small categories are easy to climb", not that "Arabic budgeting is a big business". Its revenue is likely only tens of dollars a day, and Arabic budgeting already has OutCap, Drahim and a crowd of TikTok copycats competing.

Who it suits: indie developers who already have a clean utility app (budgeting, habits, period tracking, to-dos all work) and want a cheap way into a new market willing to pay; or people who can build in Arabic, understand Gulf women's aesthetics, and run TikTok themselves.

Who it doesn't suit: people who want to build a budgeting app from scratch and expect it to support them. The category isn't empty in the Gulf, and the product has no moat. Someone can copy it in a week. The author predicted as much in his own memes.

How to do it:

  • You don't need to rewrite the product. Take an existing general-purpose utility, add Arabic and local currency to the app, and switch to a color scheme that fits local taste. That's enough.
  • Don't copy its English-only store page. Make the store title, subtitle and screenshots Arabic, and target searches like "ميزانية" and "مصاريف". That's the clearest gap it left.
  • You can charge hard, but don't do what it did and withhold every free feature. Offer a usable free tier or a clearly stated 3-day trial, which cuts half the "paid scam" reviews.
  • To switch categories, take the same playbook to other low-bar categories (health, productivity, education) or other countries (North Africa, Iraq, Turkey). First check the top 10 on that country's category chart: how many are your competitors, and how many ratings do they have?

How to get users: TikTok image carousels, not videos. Use local dialect and the voice of a "founder" with the same gender and city as your target users. Put a local joke on the first slide, then four screenshot tutorial slides. Use this week's broad-reach hashtags, not category keywords. An account with some history posted from a local network works best. Note: if the persona doesn't match the real developer, users may expose it and the platform may flag it as misleading.

Timing: the Gulf TikTok "I built an app" wave is happening now, and similar accounts multiply each month. To use this playbook for Arabic budgeting, ideally launch before Ramadan 2027 (starting early February), when Gulf people are most focused on spending. After that, the Arabic budgeting chart spots will be filled by this wave of new apps.

What would show you misread it: ① budgenie still holds a top 10 spot in Saudi Finance after January 2027, and its ratings climb into the hundreds. That means it's not a few campaign waves but a group of people paying steadily, and the business is bigger than estimated. ② OutCap or another Arabic budgeting app publishes monthly revenue above a few thousand dollars. That means a better version is worth building seriously. ③ The opposite: if budgenie drops out of the top 30 in its countries before December and the TikTok account stops posting, it was a one-time chart push, and following it only means learning the playbook.

  • Verified Chart exposure (the Top Grossing bar is low): 23 Saudi ratings put it at Finance Top Grossing #6. Kuwait and Algeria, with 0 ratings, rank #8 and #1 (appstore library 11-06). Charting itself generates visibility.
  • Inferred Paid ads: nothing in the metaads library; TikTok and Snapchat Middle East ads can't be checked. Rankings in 11-04 to 11-06 stores rebounded together, so paid campaigns are possible.

Why budgenie (iOS id 6800877596) got traction

Research date 2026-11-06. Sources: our appstore / googleplay / metaads libraries (agent-im machine), Apple lookup and store pages, the budgenie.app website, TikHub (TikTok), Jina search, x-radar. Anything unverified is marked "unverified" or "inferred".

One line

budgenie is an ordinary manual budgeting app: logging income and expenses, category budgets, calendar, savings goals. It forces a subscription with no free tier (Saudi store SAR 19.99/month, SAR 129.99/year). It launched 2026-10-07 ago, and the developer has only this one app. It reached the top 10 of Gulf Finance Top Grossing through three things stacked together: the Gulf Finance Top Grossing bar is extremely low (the chart is full of trading and brokerage apps, with few budgeting apps earning money); a hard paywall turns every download into a paid trial or subscription; and a TikTok persona, a "Saudi female founder named Sarah", posting Saudi-dialect, pink-themed photo carousels to pull Saudi women in. The product itself isn't differentiated. What's worth copying is the playbook.

1. Data: how big it is now

Ratings (all stores combined, appstore library app_day): 10-28 is 26, 11-06 is 39. Over 10 days it gained 13 ratings, roughly 1.3 a day. The volume is very small.

  • Saudi (sa): 15 → 23 (11-06). UAE (ae): 10 → 13. Egypt 2, Qatar 1. The US has only 3 ratings, averaging 2.67 (Apple lookup, 11-06).
  • The Saudi store page shows 25 ratings and a 3.3 average (apps.apple.com/sa, 11-06).

Top Grossing (Finance category, appstore library app_day, 11-06):

Store11-06 rankTrend since 10-28Ratings in this store
Algeria (dz)#1 (overall Top Grossing 63)First charted 11-060
Bahrain (bh)4—0
Egypt (eg)528 → slid to 108 → jumped back to 6 on 11-042
Qatar (qa)5Oscillating between 5 and 321
Saudi Arabia (sa)612 → 30 → back to 623
Kuwait (kw)813 → slid to 78 → back to 8 on 11-060
UAE (ae)96 → 47 → back to 913
Oman (om)130

How low the bar is (Saudi Finance Top Grossing, 11-06, appstore library v_chart): the top 30 are almost all trading and brokerage (TradingView, Sahm, Investing.com, TickerChart). Budgeting apps are Drahim (#5,21,101 by ratings), budgenie (#6,23), Splitwise (#8), OutCap (#10,77), دفتر الحسابات (#11), وفير (#17), Wallet (#18), and YNAB (#24, with only 41 Saudi ratings). Webull has only 62 Saudi ratings and still ranks #7. In Kuwait and Algeria, 0 ratings is enough to reach the top 10 and hit #1. Conclusion (inferred): in these stores, a few subscriptions a day is enough to hold the Finance Top Grossing top 10. budgenie's absolute revenue is probably only tens of dollars a day. Unverified.

Shape of the rankings: from 10-28 to 11-03, several stores dropped together (kw 13→78, eg 28→108, ae 6→47). From 11-04 to 11-06 they rebounded together (eg 6, kw 8, sa 6, dz charted for the first time). Several countries rising and falling in sync suggests waves of new paid users (inferred: fresh content or a new ad push, or first 3-day / 7-day trials converting), not steady organic volume.

Google Play: the website says "Now on iPhone & Android" and the package is com.ouss.budgenie, but the Play store page shows 11-06 as 404 (in both the US and Saudi stores), and our googleplay library has no record of it. The Android version may not be live yet or may have been pulled. Unverified.

2. What it is and how it makes money

  • Features (budgenie.app + store page): manual income/expense logging, emoji categories, remaining budget per category with "days left this month", a calendar showing daily net flow, charts, savings goals, multiple accounts, 10 color themes, dark mode, CSV export, and sync between iPhone and Android (Apple / Google sign-in). No bank connection. The privacy policy says there are no ads and no analytics SDKs, and subscriptions run on RevenueCat.
  • Languages: the app has 10 languages, including Arabic. But the store listing is English-only (the lookup's languageCodes is only EN), and the description isn't localized to Arabic (the Arabic page in the Mauritania store is Apple's auto-translation). So it isn't an Arabic-first product. It's a general app that uses promotion to funnel traffic to the Gulf.
  • Pricing: the store description reads, verbatim, "Budgenie requires a Budgenie Pro subscription", which is a hard paywall. In-app prices in the Saudi store are SAR 19.99/month and SAR 129.99/year (apps.apple.com/sa). The US prices recorded in the recall card are $4.99/$29.99.
  • What users say: negative reviews are almost all about the paywall. "Paid scam… there's no free version!" (sa, 10-14,1 stars); "التطبيق مو سيئ بس ليش الاشتراكات" (The app isn't bad, but why subscriptions?, sa, 10-17,2 stars). Positive: "دخلت أحمله بعد ما شفت فيديو عنه" (I only downloaded it after watching the video, sa, 10-19,5 stars). One 5-star review has a long feature request (sa, 10-22), so at least some people are really using it (appstore library reviews).

3. Growth tactics: where users come from

3.1 TikTok persona "Sarah 🤍🇸🇦" (confirmed)

  • Account @budgenie.1, display name "Sarah 🤍🇸🇦", bio: "✨ مؤسسة تطبيق / Budgenie ✨ أساعدك على تنظيم مصاريفك والادخار بذكاء" (Founder of the Budgenie app. I help you organize your spending and save smart). 2,270 followers, 4,676 total likes (TikHub handler_user_profile, 11-06).
  • The persona doesn't match the developer: the store lists the developer as Oussama Zentar, a male name. Searching online turns up an Oussama Zentar in Tangier, Morocco, who runs "Saasforall" (a LinkedIn directory). Whether it's the same person is unverified. "Saudi female founder Sarah" is almost certainly a marketing persona.
  • Looks like a seasoned or purchased old account: by the TikTok uid timestamp, the account was created 2022-09-11. It now has only 2 posts with 44 likes combined, far short of the 4,676 total likes, so earlier content was probably deleted or hidden (inferred). Also, Saudi reviews appeared 10-14 ago, earlier than the two surviving posts (10-17). Early traffic may have come from deleted content. Unverified.
  • What the two surviving posts look like (both published 10-17, geo-tagged SA, both 5-photo carousels, roughly 1,500–1,600 views each):
    • The first slide is a meme: a crying child with the caption "الي يسوي نسخ لتطبيقي اسأل الله ان يصب عليك رزق صبا" (Whoever copies my app, may God pour blessings of wealth on you). It uses Saudi internet humor, self-deprecation plus a blessing. The hashtags are generic traffic tags of the time: #الشعب_الصيني_ماله_حل😂😂 and #fyp.
    • The later slides are app-screenshot tutorials: pink theme, amounts in Saudi riyals, Saudi-dialect copy, and feminine verb forms addressed to women (تقدرين / تاخذين / تقدري). The opener is "السلام عليكم💗 فكرة تطبيقي…" (Hi everyone 💗 My app is about helping you manage your spending…).
  • This is a very common format on Gulf TikTok: a personal "I made an app" photo post. It doesn't read like an ad. It reads like a friend's recommendation.

3.2 Paid ads (none found)

  • Meta Ad Library (metaads, app_link) has no budgenie. TikTok's ad library only covers ads served to Europe, so a miss there doesn't mean no spend. Several store charts moved in step, so some small paid buy can't be ruled out. Unverified.

3.3 store search, SEO, media, X (almost none)

  • The store page is English only. The name is "budgenie", subtitle "Budget & expense tracker". Arabic keywords barely connect, so organic Arabic search from ASO is likely small (inferred).
  • On X (x-radar, last 60 days), budgenie and Oussama Zentar each have 0 posts. Jina search only turned up the website, store page and AppBrain auto-pages. No press coverage, no TrustMRR listing, no founder posting revenue.
  • Easy to confuse: @budget.genie on TikTok ("Budget Genie", budgetgenie.io, Android package io.budgetgenie.app) is a different English budgeting product, unrelated to budgenie. The French budgenie.fr is a personal finance blog, also unrelated.

Bottom line: the Arabic and Gulf budgeting space is not short of products, and a batch of indie developers has poured in over the past 2026 years. budgenie has nothing exclusive on features.

5. Why it took off

  1. The Top Grossing bar is very low, and it charges hard: in the Gulf, Finance Top Grossing is filled by trading and brokerage apps, so budgeting apps rarely make real money. A subscription-only app needs just a few dozen paying users to reach the top 10. Saudi 23 ratings ranked #6, Kuwait 0 ratings ranked #8, Algeria 0 ratings ranked #1, all showing this (appstore database, 11-06). It "broke out" mainly through visibility on the charts, not scale.
  2. The persona found a high-willingness-to-pay audience: Saudi dialect, speaking to women, pink interface, riyals, plus a "sister founder sharing" tone. On TikTok Saudi, it reached women willing to pay SAR 19.99/month for a good-looking budgeting tool. Comments say viewers came because of the videos (sa, 10-19).
  3. A hard paywall turned small traffic into revenue: no free tier, so people either trial or subscribe, or leave. Hence few ratings and many bad reviews (US 2.67), yet high revenue rankings. The cost is reputation, and the negative reviews are mostly about a "payment scam".
  4. Timing: Gulf TikTok is full of "I made an app" content from indie developers (OutCap, tadbir and mobtakirr were all posting around the same time), and the platform distributes this content organically. budgenie rode that wave.

6. What's the differentiation, and is it why it broke out?

  • At the product level there is almost no differentiation: its features are similar to Money Manager, Cashew and Monefy, or fewer (no bank connection, no SMS reading).
  • What really stands out is packaging and channel: a generic English-listed app sold on TikTok through a "Saudi woman founder" persona and content in Saudi female aesthetics, backed by an aggressive hard paywall, placed in a category and region with a very low Top Grossing bar.
  • So the reason it charted is the distribution play plus exploiting the chart's low bar, not the product itself.

7. How many people know it

  • Still few: no press coverage, 0 discussions on X, no disclosed revenue, 2.2k TikTok followers, and two surviving posts at about 1.5k views each.
  • Copycats: none specifically found copying it. But the same Arabic budgeting app plus TikTok playbook already has a group of players (OutCap, تدبير, موزون, MoneyLoop), so the space isn't empty. Its own meme, "who copied my app", suggests the founder expected to be copied.

8. What to borrow

  • On small-language, small-region, low-bar Top Grossing charts, a simple hard-paywall tool can break into the top 10 with very few payers. You can use these charts first to validate demand and pricing.
  • Reuse the same generic app without rewriting, and just localize the content: add Arabic and local currency inside the app, then post image carousels on TikTok using local dialect, local personas, and the target audience's aesthetic (here, pink for Saudi women). Image carousels cost far less than video.
  • Start with an old or aged account, carry a local IP, and ride the broad trending hashtags of the week.
  • Risks: a persona that doesn't match the developer risks being seen as misleading by the platform or users. The hard paywall draws concentrated bad reviews in the Gulf, which will hurt ratings and conversion over time.

9. Uncertain

  • Absolute revenue: only inferable from the charts, and small. Unverified.
  • Where early traffic came from: there were reviews by 10-14, earlier than the surviving TikTok posts. The account's total likes of 4,676 don't match the 44 likes on the surviving posts. Whether early viral posts were deleted or an old account was bought can't be verified.
  • Whether there is paid spend (Meta, TikTok Middle East, Snapchat; Snapchat is strong in Saudi Arabia). Our ad libraries can't see Middle East TikTok or Snapchat ads.
  • Whether the Android version is actually live (the website says yes, the Play page shows 404).
  • Whether the developer is Oussama Zentar of Saasforall in Tangier, Morocco. Unverified.
