# #6 on Lithuania's top grossing chart with 0 ratings: how a €14.99 constitution quiz app charted, and why it's not worth copying

**What it is** A constitution exam question bank for foreigners seeking permanent residency or citizenship in Lithuania: 352 questions, Lithuanian originals with Russian or English translations, mock exams, works offline, €14.99 one-time purchase.

**Why it took off** It didn't really take off: in the week before the exam, candidates pay all at once, and small-country category charts are easy to crack. A few €14.99 sales pushed it to #6, and it fell to #17 the next day.

**W** **What you can take from it** Stop building Lithuanian constitution apps. Apply the same formula, original-language questions + candidate's native-language side-by-side + offline one-time purchase + local-language search terms, to exams for citizens of other small countries or driving theory tests. Launch about a month before the exam, then get visibility in the candidates' native-language groups and with creators.

C grade: the play is worth learning, but this market has thousands of candidates a year, one-off demand, six or seven web pages and two or three apps already competing, and plenty of free material. A developer used the same approach for an Israeli driving-test question bank and it still has 0 ratings. Hardly anyone knows about it yet

A one-person Lithuanian constitution exam question bank app that, in Nov 5, reached #6 on Lithuania's App Store Reference top grossing chart, next to big apps like Muslim Pro and MyHeritage. Yet it has zero ratings in Lithuania. It didn't break out: 10 was only 5 days away from the immigration constitution exam, and the small-country category bar is low, so a few one-time purchases were enough. This piece explains how this pre-exam question bank business works, how crowded the market is, and where the play could be taken next.

### "Study the words first, then read the constitution in Russian"

On Jul 15, a Russian-speaking creator named Tanya Yara posted a TikTok titled "How to pass the Lithuanian constitution exam in one go?" Her method was simple: learn the vocabulary first, then read the Russian version of the constitution to understand what it says. The video got 12k views, the most of any in her exam-prep series. Other videos in the same series, like "How I passed" and "What was on the exam," got one to eight thousand views each (TikTok, 11-06 check).

She was pointing at a very specific problem. To get permanent residence or citizenship in Lithuania, you have to pass two tests: Lithuanian language, and "Basics of the Constitution." The constitution exam has 20 multiple-choice questions, and you need 14 correct to pass, all in Lithuanian. Most test-takers speak Russian: Ukrainians, Belarusians, Russians, Central Asians. If you don't know the words, you can't understand the questions.

**Konstitucijos Testas - Lietuva** is built for exactly these people. The developer is Arkadiy Broun, a solo dev, and it went live on Sep 18.

### What it is

An offline question bank with mock exams (Lithuania App Store page, 11-06):

- 352 multiple-choice questions, split into 14 chapters and 88 topics based on the official syllabus. Every question is in original Lithuanian, with English or Russian translations below. The store page says it "teaches you the exact wording you'll see on exam day."

- Mock exam: 20 random questions, passing score 14. It lists the time limit as 60 minutes, while the real exam is 45 minutes (NŠA schedule).

- After each answer you get the matching constitutional article, a short explanation, and the original quote. It also has full-text constitution search, wrong-answer review, daily goals, and streak tracking.

- Works offline, no sign-up needed. The interface is only in English and Russian.

- Free to download, with one in-app purchase, "Constitution Exam: Full Prep," at **€14.99** in the Lithuania store, as a one-time purchase.

Seven weeks since launch, still on version 1.0, with no updates.

### How it reached #6

| Date | Charts (Lithuania, Reference category) | Rank |
|---|---|---|
| 11-01 | Top Free | 155 |
| 11-04 | Top Free | 96 |
| 11-05 | Top Free | 152 |
| 11-05 | Top Grossing | **6** |
| 11-06 | Top Grossing | **17** |

From Oct 28 to 31, it was on no chart. Outside Lithuania, it has never charted anywhere. Its Lithuania store has 0 ratings, and its US store has 1 five-star ratings (Apple store data, 11-06).

Two things together explain that ranking.

**First, the bar to chart is low.** Lithuania has about 2.8M people. On the same day, the Reference top grossing chart had Live Translator, Translate AI, Muslim Pro, Coin ID, MyHeritage and Hallow next to it. These are big global apps, but they don't earn much locally in Lithuania. So to get onto this chart 20, a few sales a day may be enough. It dropped from #6 on 11-05 to #17 the next day, which looks more like a handful of €14.99 sales the day before than steady daily income (inference, since Apple doesn't publish revenue). Its free chart stayed around #100, so downloads aren't big either.

**Second, the exam is right around the corner.** The National Agency for Education (NŠA) scheduled 6 constitution exam sessions in 2026: 2-13, 4-30, 7-09, 9-24, **11-10** , and **12-08** . They start at 2 pm, are taken on computers at test centers, and cost €21 to register. There is also a language exam session on 11-11. The app charted on Nov 1 and climbed to #6 on Nov 5, which was right 5 to 9 days before an exam.

What shows the exam timing is driving this, not the app itself, is a similar app: LT Konstitucijos testai also entered Lithuania's Education top grossing chart the same week, 11-04 at #105, 11-05 at #76, 11-06 at #97. Both showing up together means test-takers were paying at the same time right before the exam.

Side note: if you search "Lithuanian constitution exam Oct 22" online, you get the Ministry of Justice's public constitution quiz (about 28.7k people took part in 2025), which is answered online and is a different thing from the immigration test. The government also released a free app for that quiz, and it competes for the same search terms as the immigration question banks.

### Where users come from

There is basically one route: **search on the App Store.** The title is in Lithuanian, "Konstitucijos Testas - Lietuva"; the subtitle is "Egzaminas, testai, pilietybė" (exam, tests, citizenship); the Russian store name is "Экзамен по Конституции Литвы" (Lithuanian constitution exam); and the description is written in both Lithuanian and English. A test-taker who types "constitution exam" into their phone will find it.

No other channel has turned up. Tanya Yara's videos recommend websites and free materials, not this app. In the Russian-language Facebook groups in Vilnius and Kaunas, people asking about exam prep get pointed to exams.lt and integra-l.eu. No one has mentioned it on X in nearly 30 days, and I found no sign it runs ads.

### Who it's competing with

This small market was clearly targeted by several solo developers at once in 2026, mostly launching between January and September:

| Competitors | Where | How it charges | Compared with alternatives |
|---|---|---|---|
| konstitucijostestas.lt | Web, launched around June | One-time €28.99 | Almost identical: 350+ questions, a 20-question mock exam, the same 60-minute timer, and trilingual (Lithuanian/Russian/English). It also has spaced-repetition drills for 512 vocabulary words. It ranks first for Russian searches. |
| LT Konstitucijos testai | iOS, launched 7-06, added 2.0 in October | €3.99 / week, €7.99 / month | Lithuanian only, no Russian translation; 4 ratings in Lithuania |
| Lithuanian Exam Prep | iOS + Android, launched in January | €9.90 / month or €29.90 lifetime | Bundles Lithuanian language A1/A2 with the constitution (400 questions); 9 ratings in Lithuania |
| Konstitucijos egzaminas | Android | Not verified | The Android counterpart of a similar app; this one doesn't have an Android version |
| integra-l.eu, exams.lt, constit.lt and six or seven others | Web | Mostly free | integra-l has free multilingual mock questions; exams.lt says it has 1500+ questions and is often recommended in Russian groups |

Compared with the closest one, konstitucijostestas.lt, it only adds three things: it's a native app, works offline, and costs half as much. Both share the same mismatch with the real exam, the "60 minutes" timer (inference that one copied the other; I couldn't confirm any relationship between them).

So its differentiation is thin. On the App Store, it's the best fit for Russian-speaking test-takers: constitution only, Russian side-by-side text, one-time purchase. But that only gets someone in the final week before the exam to pay directly. It doesn't support a real breakout.

### Where this business tops out

- **Small audience.** In 2024, Lithuania had about 217k foreign residents, roughly 9% of whom held permanent residence. NŠA doesn't publish how many people sit each exam. A reasonable guess is a few hundred to one or two thousand per session, with 6 sessions a year.

- **One-time need.** You pass and you're done. There's no repurchase and no referral to next year's you.

- **Lots of free substitutes.** Official sample tests, integra-l's free mocks, and creators like Tanya Yara are all making exam prep free.

The developer's own track record makes the same point. He built an Israeli driving-test app with the same approach in 2020, and today it has 0 ratings in the Russian and Israeli stores. His biggest app is actually a Hebrew alphabet learning app, with 792 ratings in the Russian store (Apple store data, 11-06). He has tried the "niche-language exam question bank" playbook at least twice, and neither got big.

### If it were you

**In short: this app isn't worth chasing. The Lithuanian market is already crowded and capped low. What's worth taking away is the approach: a mandatory exam, side-by-side translation in the test-taker's native language, offline with a one-time purchase, and search terms in the local language. Also, small-country category charts are easy to chart on.**

- **Who it suits** : developers who are immigrants themselves, or who have contacts in immigrant communities, who understand the local exams and can translate questions into the test-takers' native language. It also suits people who want a small, steady side project at very low cost and are happy selling a few dozen copies a month.

- **Who it doesn't suit** : people who want a big business. One country and one exam may only have a few thousand test-takers a year. It's also a bad fit for anyone who doesn't speak the local language or can't guarantee the questions are accurate, since one wrong question means a one-star review.

- **How to do it** : don't build another Lithuanian constitution app. Look for exams with the same traits: mandatory, questions in the local language, and most test-takers not native speakers. Examples include citizenship or permanent-residence tests for other small countries, driving theory tests, and language proficiency exams. First check whether those countries' App Stores have question banks with native-language side-by-side translations. Copy this app's approach: original text plus native-language translation, mock exam rules matching the real exam exactly (this app's 60-minute timer is an obvious flaw to fix), offline use, and a one-time purchase at €10–15. Build a web version too, since the Russian search traffic goes to websites.

- **How to get users** : mainly through store search, with the title and subtitle using the exam's official name in the local language, and the store name in the test-takers' native language. Then show up in native-language Facebook groups, Telegram groups, and exam-prep creators' content. This app has never been mentioned in any of those places, which is its biggest gap.

- **When to launch** : watch the exam calendar. The one to two weeks before an exam is when payments concentrate, so launch about a month before a given session to catch that wave.

- **Signs you've read it wrong** : a week after the exam window, your app has appeared on the local category chart, but ratings haven't moved and the ranking disappears right after the exam. That means each session really only brings a handful of sales. Or you find there are already three or four similar apps locally, and a free web version ranks above them in search. In either case, switch countries.

Last note for anyone looking for ideas on the charts: a top spot on a small country's category bestseller list, with 0 ratings, usually means only a few sales. Check whether the ratings are rising before you look at the ranking.

## Why Konstitucijos Testas - Lietuva (iOS 6810117156) made it onto the charts

> Research date 2026-11-06. Data sources: our appstore database (agent-im server, chart_rank / app_snapshot / app_name, since 2026-10-28), Apple lookup API and App Store web pages (read via Jina), Jina web search, TikHub TikTok search, x-radar.

### Bottom line

This is a constitution exam question-bank app for foreigners applying for permanent residence or citizenship in Lithuania (mainly Russian speakers), made by solo developer Arkadiy Broun, sold as a €14.99 one-time purchase. It **didn't really break out** : it reached #6 (11-05) and #17 (11-06) on the Lithuania Reference Top Grossing chart because **that category chart has a very low bar** , plus **the immigration constitution exam 2026-11-10 was imminent** . A few one-time purchases in the week before the exam were enough. Differentiation is thin (at least 6 similar products are already on the web, and konstitucijostestas.lt has almost identical features). What's reusable is the playbook "statutory exam + minority language + native-language parallel text + one-time purchase", not the app itself.

### 1. What it is

- Helps foreigners prepare for the NŠA (National Agency for Education) Lithuanian Constitution Basics exam (Konstitucijos pagrindų egzaminas). To apply for permanent residence (NLG) or citizenship, you must pass this exam and the Lithuanian language exam.

- Content: 352 three-option multiple-choice questions, organized by the official syllabus into 14 chapters and 88 topics; each question is in Lithuanian with an English or Russian translation; mock exams of 20 questions in 60 minutes, pass mark 20 of 14; every explanation cites constitution articles and quotes; includes full-text constitution search, mistake review, daily goals and streaks; works offline, no sign-up (App Store description, lookup 2026-11-06).

- Pricing: free to download, one in-app purchase "Constitution Exam: Full Prep" sold for **€14.99** in the Lithuanian store (apps.apple.com/lt, 2026-11-06). The data card's $12.99 is probably the US price; the two agree.

- Released 2026-09-18, current version still 1.0, never updated. Interface languages are only EN and RU; the Russian store name is "Экзамен по Конституции Литвы".

- Developer Arkadiy Broun (artistId 1513394075), privacy policy hosted on warmbit.app ("WarmBit Lab", homepage is a single line). His other 6 apps: Shoresh Hebrew letters (792 ratings in the Russian store, his most-rated app), Israeli driving test ПДД Израиль (2020), learn-English for Russian speakers, Doman flashcards, Camino Today (2026-05), Letrio word game (2026-08). The KET Meistras mentioned in the data card is not in his catalog (lookup lt/us/il/ru), so **that data-card entry is wrong** .

### 2. Data: how far it actually went

| Date | Store | chart | Category | Rank |
|---|---|---|---|---|
| 2026-11-01 | lt | Free | Reference | 155 |
| 2026-11-04 | lt | Free | Reference | 96 |
| 2026-11-05 | lt | Free | Reference | 152 |
| 2026-11-05 | lt | Top Grossing | Reference | **6** |
| 2026-11-06 | lt | Top Grossing | Reference | **17** |

(Source: appstore database chart_rank; 10-28 through 10-31 were on no chart)

- Ratings: 0 in the Lithuanian store, 1 in the US store (5 stars) (lookup 2026-11-06). No reviews.

- Charted in only 1 Lithuanian storefront category; no other storefront ever charted it.

- **How to read this rank** : on the same day, on the Lithuania Reference Top Grossing chart it sat next to large global apps like Live Translator, Translate AI, Muslim Pro, Coin ID, MyHeritage and Hallow (database v_chart, 11-05, 11-06). Lithuania has about 2.8M people, so these big apps earn little there, and the bar for the top 20 is probably just a handful of sales per day. It went from #6 on 11-05 to #17 on 11-06, which looks like a few €14.99 one-time purchases the day before pushing it up, not steady daily revenue (inferred; Apple doesn't publish revenue).

- It stayed at Reference Top Free ranks 96–155, which suggests downloads are also very small.

### 3. Why users show up at this time: the exam calendar

- NŠA holds 6 Constitution Basics exams in 2026: 2-13, 4-30, 7-9, 9-24, **11-10** , **12-08** , all starting at 14:00, taken on computer at test centers, 45 minutes long, €21 fee, registration through MIGRIS (konstitucijostestas.lt blog cites NŠA order VK-1246 2025-12-18; NŠA's official timetable 2026-10-12 updates).

- It started charting on Top Free from 11-01, climbed to #6 on Top Grossing by 11-05, right 5–9 days before the 11-10 exam, and the Lithuanian-language exam was also in the same week 11-11. **The timing lines up exactly with last-minute cramming** . The next window is 12-08.

- Direct competitor LT Konstitucijos testai (Pavel Kuchynski) also charted on Lithuania's Education Top Grossing the same week: 11-04 at #105, 11-05 at #76, 11-06 at #97 (database chart_rank). Two apps surfacing at once suggests exam season is driving both, not either app's own pull.

- **Correction to the data card:** the card says the "exam 2026-10-22" is being held, but that was actually the Ministry of Justice's **national constitution knowledge contest** (konstitucijosegzaminas.lt, 2025 with 28.7k participants, Delfi). It's taken online, and it's a different thing from the immigration test. It's a nationwide event with an official free app, which could make search terms like "Konstitucijos egzaminas" more crowded.

- Demand size: in 2024 Lithuania had about 217k foreign residents, roughly 9% of whom hold permanent residence (123.emn.lt). They are mainly Ukrainians, Belarusians, Russians and Central Asians, and Russian is their common language. No public figure for candidates per exam session was found (unverified); estimate a few hundred to one or two thousand per sitting.

### 4. Where users come from (acquisition)

| Channel | Evidence | Verdict |
|---|---|---|
| App Store search (ASO) | Lithuanian title "Konstitucijos Testas - Lietuva", subtitle "Egzaminas, testai, pilietybė", Russian store name "Экзамен по Конституции Литвы", descriptions written in both Lithuanian and English; the only traffic signal is Reference Top Free ranks 96–155 | Almost certainly the main source |
| Natural exam-season demand | Charting timing matches the 11-10 exam; competitors charted the same week | Certain |
| Paid ads | No evidence found that it ran ads (our ad library only tracks a fixed list of products; not finding something there doesn't mean it didn't run ads) | Not found |
| TikTok / Instagram / X | A TikHub search for "konstitucijos egzaminas" surfaced a Russian-speaking blogger @tanyayara555's exam-prep series (1k–12k views), but the videos recommend the website and free resources, not this app; x-radar: 30 posts in the last 0 days | Not found |
| Facebook groups and communities | In Russian-speaking groups in Vilnius and Kaunas, people asking for prep materials were pointed to exams.lt and integra-l.eu | No mention of it found |

### 5. Competitors

| Name | Where | Launched | Scale | How it differs |
|---|---|---|---|---|
| konstitucijostestas.lt | Web | About 2026-06 (earliest blog post 6-20) | Unknown; trilingual Lithuanian, Russian and English, with fairly strong SEO (ranks high in search results) | Nearly identical name; same "350+ questions, 20-question 60-minute mock exam, LT/EN/RU"; it also adds a 512-word spaced-repetition vocabulary trainer and a leaderboard; one-time purchase €28.99. Its app version costs half as much, works offline, and needs no sign-up |
| LT Konstitucijos testai(Pavel Kuchynski) | iOS | 2026-07-06,10-10 posted 2.0 | 4 ratings in Lithuania, Education top grossing chart #76–105 | Subscription, €3.99 per week or €7.99 per month; interface is Lithuanian only, no Russian translation |
| Lithuanian Exam Prep(OGUZHAN KACAR) | iOS / Android(lt.examen) | 2026-01-07 | 9 ratings in Lithuania; at 10-28 it was #145 on the Education Top Grossing chart | Bundles the national-language A1/A2 exam and the constitution (400 questions), €9.90 per month or €29.90 lifetime; it covers only the constitution, so its edge is single purpose and a low price |
| Konstitucijos egzaminas(com.flysky.ltcitizenship) | Android | Not verified | Not verified | The Android counterpart of a similar app; this one doesn't have an Android version |
| Official app from konstitucijosegzaminas.lt | iOS / Android | Held every year | National contest, 28.7k participants | Free, but aimed at the national contest, not the immigration exam; it competes for search terms |
| integra-l.eu, exams.lt, constit.lt, konstitucijapass.lt, konstitucijatest.lt, lithuania-citizenship-test.com, open-exam-prep.com, istorijatau.lt, Quizlet | Web | 2023–2026 | integra-l has free multilingual mock questions; exams.lt claims 1500+ questions and is often recommended in Russian-speaking communities | Mostly free or paid on the web; what this app adds is a native app, offline use and a one-time purchase |
| NŠA official sample questions | Web | Always present | Official | Free, but few questions and no translations |

**Conclusion: lots of competition** . Six or seven web competitors, and at least two similar apps on iOS. In 2026 this niche was clearly targeted by several indie developers at once (all launched between 2026-01 and 09).

### 6. Differentiation

- Compared with the closest one, konstitucijostestas.lt, it differs in only three ways: native iOS, offline without sign-up, and half the price (€14.99 vs €28.99). Question count (352 vs 350+), mock-exam rules (both say 60 minutes, while the real exam is 45 minutes; this identical deviation suggests one copied from the other, inferred), and three-language parallel text are almost the same.

- Against other iOS competitors: LT Konstitucijos testai is Lithuanian-only and subscription-based; Lithuanian Exam Prep bundles the language and constitution exams at a higher price. This app's position is "constitution only + Russian translation + mid-priced one-time purchase", which makes it the best fit for Russian-speaking candidates on the App Store.

- Are these differences why it charted? **Only partly** . The Russian parallel text plus one-time purchase makes it easier for candidates in the week before the exam to pay directly; but it got seen mainly because the Lithuanian chart bar is low and exam-season demand was there.

### 7. Visibility

Almost nobody knows it yet: 0 Lithuanian ratings, no media coverage, 0 posts on X, nobody talking about it on TikTok; only similarweb and appagg automatically indexed the page. Revenue is not public.

### 8. What to borrow

- Playbook: look for statutory required exams in a minority language where the candidate's native language is not the local one (immigration constitution, citizenship test, driving theory, language proficiency tests), build a question bank with the original text plus the candidate's native-language parallel text, offline, one-time purchase (€10–15), and do ASO with local-language keywords in the local store. The developer already used the same approach on the Israeli driving test (2020).

- Small-country category charts have a low bar: a few one-time purchases can chart, and the urge to pay clusters in the week before an exam. This fits a low-cost validation test, not evidence of a big business.

- Caveat: the market ceiling is very low (6 exam sittings a year, a few hundred to a thousand-plus per sitting), and there are many free web resources.

### 9. Uncertain

- Actual revenue and downloads (Apple doesn't publish them); how many transactions it took to chart can only be inferred.

- No public NŠA statistic on candidates per constitution exam was found.

- The relationship between konstitucijostestas.lt and this app (same author, or one copied the other) is unverified.

- Didn't check whether they buy Apple Search Ads (ASA); couldn't find it.

- The Android equivalent (com.flysky.ltcitizenship) — its scale wasn't verified.
