The new map app that hit #8 on Saudi's free chart is actually a government app split apart: Balady+ and Naver's national-team playbook

What it is A local navigation map app in Saudi Arabia (beta), built by a joint venture of Naver and Saudi's National Housing Company, split out of the government services app Balady. Booking, delivery, and ticketing are planned.

Why it took off The old government app handed over the "Balady+" name and navigation-category placement, on top of brand awareness built over a year-plus through TikTok creators and an MBC TV product placement. The product itself hasn't been tested yet.

DHow you could follow Not recommended. Teams with a large-user-base app can learn its splitting method. Small teams can only borrow the shape of the need: narrow scenarios like construction and road-closure alerts in cities where roads change fast and big players update slowly, or indoor navigation.

Grade D: its traction came from a government brand, Naver's money and tech, and the old app's users and chart position, none of which followers can get. Saudi local maps already have two heavyweights, Hudhud and this one, and maps need continuous data collection. Whispers in small circles

On Oct 29, a navigation app called Balady+ launched in Saudi Arabia. A week later it hit #8 on the Saudi App Store overall free chart and #1 in navigation, leaving Google Maps behind. It looks like a new dark horse, but it's actually the map feature of Saudi's government services app "Balady" (run by the Ministry of Housing), split out and listed on its own. Behind it is a joint venture between Korea's Naver and the Saudi National Housing Company. Below: what it is, how the ranking rose, and what indie developers can take from it.

A reporter rushing to the studio

Earlier this 2026, Saudi MBC1 ran a popular football show called "Nadina," with an episode storyline where a reporter must reach the studio on time, relying on Balady+ navigation. Per Middle East ad trade outlet Campaign ME (2026-02-19), after the placement, audience awareness of Balady+ rose from 41% to 51%, consideration from 56% to 69%, and the brand claimed "nearly half the viewers installed the app that month."

Back then Balady+ wasn't a standalone app, just a map feature inside the government app "Balady بلدي", which also offered photo reporting, complaints, and 940 other municipal services. The map was split into its own app ten months after the parent launched, and it went straight to the top of the charts, powered by over a year of brand building and government placement.

What it is

The first line of the store page reads "Nobody knows balady like balady" (balady means "my country" in Arabic). The features are direct: driving and transit routes, traffic and accident alerts, lane guidance, enlarged junction views, speed cameras, and speed bumps; find nearby shops, read reviews, save places; the third line says "Explore more. Get rewarded," with points for frequent use. Available in Arabic and English, free, with an install size of about 435 MB.

The publisher is NAVER Innovation Company, which has only this one app. According to Korean outlet Chosunbiz (10-29), this is the beta of Balady+ from the Naver–National Housing Company (NHC) joint venture, covering all of Saudi Arabia. Naver drove vehicles across local roads and collected major points of interest; road closures and shop changes are updated regularly. The beta runs to year-end, after which it will connect to Naver's own SmartPlace for restaurant and salon bookings, followed by delivery, ticketing, and an AI assistant. Put simply, the goal is a lifestyle super app in Saudi Arabia with maps as the entry point.

This line has a history. In July 2024, the ministry first added map navigation to Balady; in May 2025, it launched Balady+ as "Saudi's first map app" (balady.gov.sa news); in 2023, Naver won a contract to build digital twins for 5 Saudi cities, and per Korean media, in August 2026, Saudi also planned to swap the Google Maps underlying Balady for Naver's high-precision maps.

How it climbed the charts

Saudi navigation free chart#4#2#1
Saudi overall free chartNot charted#42#8
Global rating count (cumulative)05273

(App Store Saudi storefront charts and ratings, 10-30 to 11-06)

Very few ratings: 41 in Saudi, while Korea has 29, concentrated in the first two days after launch, most likely Naver insiders or Korean users trying it out. The downloads behind the #8 overall rank should be far higher than the rating count suggests (inference).

The real turning point came around Nov 3. On Nov 2, the old government app shipped version 3.13.11, renaming "Balady+بلدي" back to "Balady | بلدي" and switching its category from Navigation to Business (Saudi App Store listing, 11-06). In other words, the old app gave up both the "Balady+" name and the navigation placement, and the new app hit the overall free chart the same day. The old app has 13.4k ratings on Saudi iOS and about 2.14M Android installs. Those users and people searching "Balady" are now being routed to the new app.

The one-star reviews prove the point. 11-03 One reads: "Useless, a failure, it ended up as a map app, and the photo, send, and complaint features are gone." 11-02 Another: "Hard to use. Google Maps is enough, so take the map out of the app." The people writing these came for government services and got pulled in by the name.

Where users come from

  1. The old app steps aside: renamed, recategorized, and handed brand search and the navigation placement to the new app. This step is confirmed. How many users migrated, and whether the old app's pop-ups guided downloads, have not been verified.
  2. A year-plus of promotion: From July 2025, batches of TikTok creators promoted it under the #بلدي_أدرى tag, with single videos getting 50k to 100k views, such as "Everyone is fed up with Saudi map apps… try Balady+." In early 2026 came the MBC placement above. Around September, during MBC shows and the LEAP conference, they also promoted a "Tifo" game: pick a team and claim territory on a Riyadh map by coloring it.
  3. Points: One five-star review from 11-02 reads: "Surprised that you earn points just by using navigation every day." How many points are worth what, or what they redeem for, could not be found.
  4. Five-star reviews on launch day: 10-29 A batch of generic English five-star reviews showed up at once, one thanking NHC Innovation. Looks like insiders seeding them (inferred), small volume.

Korean media 10-29 all covered the story (Chosunbiz, Yonhap, Seoul Economic Daily, Edaily, SBS Biz), since Naver's overseas push is big news in Korea. Saudi local Arabic media and X barely discussed it, and no new TikTok campaign was found after launch.

Who it's competing with

ProductScale (Saudi Arabia, 11-06)Compared with Balady+
Hudhud هدهدOverall free chart #11, navigation #2, 5,084 iOS ratings; claims over 1M users as of AugustThe most direct rival. A Saudi private startup with lidar self-collection plus crowdsourced users, has CarPlay, and was first to say "local maps are more accurate than Google."

WazeNavigation #11Crowdsourced traffic, no local services
Radarbot350k ratingsOnly speed-camera alerts

Hudhud is the earlier, more startup-like one, and it built the "local map" need first. Balady+ is the later national-team version. The difference is government backing, a government entry point, and Naver's money, not the experience itself. From reviews, the praise centers on "timely updates for road closures and construction," and the complaints are "government features are gone" and "not as good as Google Maps." The product itself has not been tested yet.

If it were you

One-line verdict: Don't follow it. It rose on government brand, Naver's money, and a position handed over by the old app. Followers can't get any of those, and Saudi local maps already have two national-level players, Hudhud and this one.

Who it fits: Teams that already run a large-user-base app can learn its splitting method: incubate a feature inside the parent app to build awareness, then split it into a standalone app that inherits the name. At the same time, rename and recategorize the parent app to hand its chart position over to the new one.

Not for: indie devs and small teams who want to build a local Middle East map. You'd have to collect the data yourself and keep it updated. In Saudi Arabia, a national team plus a funded startup already hold the space, so newcomers have no room.

How to build it: What you can take is the shape of the demand: cities under heavy construction, roads that change fast, and global giants that update slowly, where "local change" is itself the selling point. A small team could start with one narrow use case, like construction and road-closure alerts for a single city, indoor navigation for malls and big venues, or desert off-road routes, instead of a national map (inference, the demand size for these niches is unverified). Point systems that trade for usage time, or team-claimed territory on the map, can borrow from past retention plays.

How to acquire users: Following its playbook, TikTok creators plus one shared hashtag work well in the Middle East, with single posts reaching 50k to 100k views. TV placement is a big-budget move that small teams can't afford.

When to get in: There's no window for followers. If you want to watch it, wait until it leaves beta, around December or early next year, and see how retention holds.

Signs you've read it wrong: ① After it goes stable, it drops out of Saudi's overall free top 50, and Hudhud also stalls, which would mean "local maps" aren't as big a demand as they look. ② Conversely, if a small team's local map in another Gulf country (UAE, Qatar, Kuwait) breaks into the top 5 of that country's navigation apps without government backing, then "local change moves fast, giants update slowly" is an opening small teams can win, and it's worth a second look.

The most useful takeaway is a detection rule: when a new app hits the overall chart within a week but has only a few dozen ratings, first check who the developer is, and whether an older app with the same name recently renamed itself or changed categories. Many "breakouts" are just old traffic in a new wrapper.

Why Balady+ (iOS 6811765383) got traction

In one line: This isn't a new app built from scratch. It's the map feature of Saudi's government app "Balady بلدي", split out and released as its own app by Naver Innovation, a joint venture of Naver and the Saudi National Housing Company (NHC). It inherits the government brand "Balady+", over a year of TV and creator promotion, and the older app's user base; the older app also moved from navigation to the business category, freeing up the spot. Reaching #8 on Saudi's overall free chart came mainly from national-level resources and user migration, and the product itself is still unproven.

1. Data (this database, appstore, from 2026-10-28)

  • 2026-10-29 listed, version 1.0.0. The developer has only this app, with bundle ID com.naveri.baladyplus.
  • Saudi Arabia (sa): navigation category free chart #4 (10-30) → #2 (11-03) → #1 (11-06). Entered the overall free chart from 11-03: #42 → 15 → 14 → 8 (11-06).
  • Very few ratings: 41 in Saudi Arabia, 73 globally, 29 in South Korea. Korean ratings mostly appeared in the first two days after launch (10-31 6 and 11-01 14), likely Naver staff or Korean users trying it out, so they aren't a demand signal for Saudi Arabia. Going by rankings, actual downloads are likely far higher than the rating count suggests (inference).
  • Key evidence: the older app was renamed and recategorized at the same time. The government app "Balady بلدي" (id1522185123, 13.4k ratings on Saudi iOS; the Android package momra.balady.android has about 2.14M installs, with the developer name now NHCi) was previously called "Balady+بلدي" and ranked #3 in Saudi navigation. After 11-03 shipped version 3.13.11, it moved to the Business category (ranking #12 that day) and was renamed "Balady | بلدي". On that same day, the new Balady+ entered the free overall chart. Brave Search still has old cached pages of the older app showing the name "Balady+بلدي", along with update notes describing map games like "Penalty Shootout: pick a team, claim buildings, color Riyadh's map."
  • Peer rankings (sa, 11-06, free): Hudhud overall #11 / navigation #2, Google Maps overall #18 / navigation #3, Waze navigation #11.

2. What it is and who's behind it

  • Where the Balady brand came from: 2024-07, the Ministry of Municipal and Housing put "Balady Maps" navigation into the Balady App (momah.gov.sa). 2025-05-15, the Ministry launched "بلدي بلس" through its executing agency NHC, calling it "the first Saudi maps App" focused on 3D maps, indoor navigation, speed bump and road closure alerts (balady.gov.sa news). 2025 Hajj season, it updated 11k+ landmarks (momah.gov.sa/en/node/14987). At the time, Balady+ was the maps piece of the government App, sitting in the same app as 940 municipal services like photo reporting.
  • How Naver got in: In 2023 Naver won digital twin contracts for 5 cities. In 2026-08 Saudi Arabia designated Naver's technology a national standard and planned to replace the Google Maps layer under Balady with Naver's high-precision maps (gate.com citing Korean media). Naver Cloud and NHC Innovation formed a joint venture, Naver Innovation (edaily, newsis/widedaily).
  • 2026-10-29 open beta: The new app keeps the name of the "representative Saudi map and government service app," covers the whole country, and supports Arabic and English. Naver sent vehicles to drive the roads and collect points of interest, offering driving, walking, and transit routes, plus speed cameras, speed bumps, enlarged junction views, and real-time accident alerts (Chosunbiz). The beta runs through year-end, with a stable release expected around December or early next year. Planned additions include SmartPlace for restaurant and salon bookings, food delivery, ticketing, and an AI assistant; it is also in talks with local restaurant booking platform Wddk and Meta (Ray-Ban glasses).

3. Where users came from (growth tactics)

  1. Migration from the older app and brand inheritance (action confirmed, migration scale unverified): Map functions were split out of Balady, the old app was renamed and moved to the business category, and the new app took over the "Balady+" name and the navigation spot. Negative reviews serve as counter-evidence: people wrote "it became a map app, photo reporting and complaint services are gone" and "Google Maps is enough, take the map out of the app" (sa, 11-02/11-03). That suggests some of the arrivals were already Balady government users, redirected or drawn in by brand-name searches.
  2. Brand awareness was bought a year earlier (confirmed): From 2025-07, batches of creator recommendation videos appeared on TikTok under the #بلدي_أدرى tag (the same line as the store description's "Nobody knows balady like balady"), with single posts reaching 50k to 100k views. For example, @m.3d3: "the best map app in Saudi Arabia, Balady+," and @7alsabe: "everyone's fed up with Saudi map apps... try Balady+." 2025-12 also ran a co-branded #تطوعك_يبني_مستقبل video that reached about 100k views. 2026-01/02 ran a storyline placement on MBC1's football show Nadina: brand awareness rose from 41% to 51%, consideration from 56% to 69%, and it claimed nearly half of viewers who saw it installed the app that month (Campaign ME). Around 2026-09, during the MBC and LEAP period, it promoted the "Tifo" football territory game (TikTok @mbc1, @nadeenashow, @techvoice).
  3. Points rewards (existence confirmed, scale unknown): The store description says "Explore more. Get rewarded," and a 5-star review says you earn points just by using navigation daily.
  4. Launch-day praise (inference): On 10-29, a batch of vague English 5-star reviews appeared together, one saying "thanks Balady, thanks NHC Innovation"; there were also 29 Korean ratings. It looks like staff or partners seeding positive reviews, but at a very small scale.
  5. Media: 10-29 Korean mainstream outlets covered it together (Chosun Ilbo exclusive, Yonhap, Seoul Economic Daily, Edaily, SBS Biz, and Naver's own Instagram). Arabic-language media and X are nearly silent: x-radar's local corpus had no hits in nearly 60 days, and a TikTok search for videos after the new app's launch turned up no new paid promotion this time.

5. Why it took off

  • Resources: government branding, the executing agency NHC, Naver's money and tech, plus over a year of MBC TV and TikTok creator promotion that built awareness first.
  • Timing or platform event: this time it was a split launch. Users of the old government app's navigation, its brand search traffic, and its navigation category position were all transferred to the new app on 11-03. The ranking jump and the old app switching categories happened on the same day.
  • Market conditions: Hudhud already educated the market on the need for "Saudi local maps that are more accurate than Google" (Riyadh's frequent roadworks and detours were covered by Semafor and Jawlah), and Balady+ rode that wave, with the backing of the state.
  • The product itself: praise centers on "timely updates for roadworks and closures"; complaints center on "the government features are gone" and "not as good as Google Maps." There is no evidence the product has won on experience yet.

6. Visibility and copycats

  • No public revenue, and it is currently free. Korean media covered it heavily because Naver going global is big news; Saudi local media and X discussion were sparse.
  • Copycats: none. Similar domestic maps include Hudhud (earlier) and Iraq's Darboona. They are not copycats but part of the same wave.

7. What it means for us and what we can borrow

  • This is a project from a big company plus a government. Indie developers cannot replicate its playbook.
  • Ideas worth borrowing: (1) incubate features inside a "parent app" with a large user base, then split them into standalone apps that inherit the brand and traffic, while moving the parent app out of its category to make room for the new one; (2) the entry point for local maps is "local changes fast, global giants update slowly," and markets with heavy construction like the Middle East and Gulf have openings; (3) retention tactics such as trading navigation time for points or adding map games.
  • The category already has two national-level players in Saudi Arabia (Hudhud and Balady+). Newcomers should not enter.

8. Still unclear

  • Whether the old Balady showed in-app popups or push notifications guiding users to download the new app, and how many users migrated, is unverified.
  • Android install numbers are unverified: our Play database does not index com.naveri.baladyplus.
  • Whether the points rewards are cash or vouchers, how large they are, and whether there is paid acquisition or Apple Search Ads, could not be found.
  • High ranking with few ratings may also reflect short-term effects of concentrated promotion during the test period. Retention can only be judged after the formal version launches in December.
