1.59M people just got their civil service exam scores. One app answers just one question: which position can you apply for?
What it is A Turkish civil service job-matching app: enter your education, major, exam scores and other details once, and it tells you position by position whether you can apply. Seeing all results requires a monthly subscription.
Why it's taking off Several million candidates just got their scores and have to fill in preference forms in December, so they urgently want to know what they're eligible for. Among apps that only publish announcements, it's the first to make "which one can I apply for" the selling point. The paywall sits at the step where it gives the answer, and the Android spike was probably driven by paid ads.
BHow you could follow it Don't copy it in Turkey. Take the approach to another country: find civil service or recruitment exams that millions sit each year, with announcements scattered across PDFs. Use an LLM to structure the position requirements and make eligibility judgments, launch before scores come out, and run short-video ads around angles like "even a low score can get you a job".

KadroBul is a Turkish indie app launched in Oct 20. After Turkey's civil service exam (KPSS) scores came out, it climbed to #3 in the Business category's free chart on the Turkish App Store. The Android version got about 12k installs in a week. Turkey's job-announcement apps are already crowded. This one didn't compete on announcements; it took the step after them. Users enter their details once, and it tells them position by position whether they qualify. To see every result, you pay 69.99 lira a month. Below: which timing window it caught, where the money is collected, who in Turkey has already copied it, and whether the approach works in another country.
Oct 30, 6:15 AM
On Oct 30 06:15, 2026, Turkey's testing center ÖSYM published the KPSS associate-degree (Ön Lisans) results. Registration for this round was 1.59M people. For the bachelor's (Lisans) round, announced three weeks earlier, 1.59M people actually sat the exam (per ÖSYM). The next milestone is already set: Dec 17 to 24, when candidates fill in KPSS-2026/2 centralized placement preferences.
Millions of people get their scores, and the first thing they want to know: with this score, this major, this age, which jobs can I apply for?
That same day, KadroBul posted on its TikTok and YouTube: "KPSS sonuçları açıklandı! Şimdi hangi ilana başvuracaksın?" (Results are out! Which posting will you apply to?). Also that day, a one-star review appeared on the App Store: "The system works fine, you enter your info and it immediately asks for money to show you 'what fits you', just like a subscription."
The next day, on Oct 31, it reached #3 in the Business free chart in the Turkey App Store, and that same day it entered the overall free chart at #35 (App Store chart, 10-31).
What it is
The first line of the store page says it all: "KadroBul reads public sector job postings for you and tells you which positions you can apply for."
Users enter their info once: education, major, KPSS score, age, driver's license, certificates. The app checks the requirements of every position in every posting against you, and results fall into three categories:
- Match: you meet every requirement;
- Check needed: one requirement needs you to confirm against the original posting, and it tells you which one;
- No match: it doesn't appear in your list at all.
Each requirement sits next to the original sentence from the posting. Majors are matched against ÖSYM's KPSS major code table, and older renamed majors are recognized too. Postings come from six official sources (kamuilan.sbb.gov.tr, Kariyer Kapısı, the Official Gazette Resmî Gazete, ilan.gov.tr, the employment agency İŞKUR, and local governments), updated daily; corrections, postponements, and cancellations are attached to the relevant posting. The apply button links back to the agency's or Kariyer Kapısı's official page; the app does not submit applications for you.
The hard part is on the data side: the requirements for these postings are mostly written in PDFs, with major codes, the P3/P93/P94 score types, age limits, and military service requirements all mixed together. A developer portfolio page online describes a project of the same name that used Gemini to read postings into drafts, then checked them by hand, on a Flutter + Supabase stack. Whether that developer is behind this app is unverified.
The developer, Muhammet Oğuzhan Oral, has only this one app on the account. A post on the Apple Developer Forums says 1.0.0 was submitted on Oct 9 and was stuck in review for about ten days. Two weeks after launch it shipped 4 versions, and on Nov 2 the 1.0.4 added "which profile items are still missing, how many postings each one affects, tap to fill it in."
Where the money comes in
All postings are free to view. In the free version, "positions that fit you" shows only one; the rest require KadroBul Plus: ₺69.99 per month (Turkey App Store, 11-06), under $2 at today's exchange rate. Plus unlocks three things: all matching postings and positions, push alerts when a new posting fits your profile, and reminders for the day applications open and close.
Money is collected at the moment users most want the answer, so the reviews split in two:
"plusını hemen aldım teşekkür ediyorum" (I bought Plus right away, thank you). App Store, five stars, 11-02
"Abonelik aktif oldu detaylar filtreleme çok iyi" (Subscription is active, the details and filtering are very good). Google Play, 10-30
"Plus al canikom" (Go buy Plus, buddy). App Store, one star, and that line is the title, 11-04
There are few revenue signals, but one: on Nov 5 it hit #28 in the Turkey App Store Business Top Grossing chart. The bar for Top Grossing in this category isn't high, so it only shows people are paying, not how much.
Where users come from
Timing comes first. The surge days line up with the score release dates: iOS ratings were 3 on Oct 28, 44 on Nov 6, and in the last three days they added 10, 15, and 11 per day (App Store, 11-04 to 11-06). Same week, the veteran Kamu Personeli Alımı, 9 years old with 14.5k ratings, added only 10, and Memur 365 added 8.
Android is the bulk, and it jumped all at once. Google Play installs were 21 on Oct 31, then 337 on Nov 1, jumped to 10,228 in one day on Nov 3, and reached 11,960 by Nov 6. That's nearly 10k extra installs in a day that its own content accounts can't explain, and no big-account shares, press coverage, or forum threads turned up. Paid ads are the most likely cause (inference, unverified). The timing lines up with the Nov 2 1.0.4 release.
Its own short-video accounts are small, but the material is worth watching. TikTok @kadrobul has 8 followers, and each video gets a few dozen views; YouTube @kadrobul has 109 subscribers, and most of its twenty-some Shorts sit at 1,000 views, with the top one at 18k (YouTube, 11-06). Instagram and Facebook post the same batch. The material is all skits, each hitting one emotion:
- "How I got placed with a 50 on the KPSS, 85 friend is still waiting" (how I got a placement with a 50, a friend who scored 85 is still waiting). This is the most-viewed one.
- "My friend became a court clerk but didn't tell me".
- "Atandığım ilana sadece 3 kişi başvurdu" (only 3 people applied for the job I got hired for);
- "Did you check Kariyer Kapısı today? Don't check it, let KadroBul check it".
It keeps hammering three points: there are jobs even for low scores, postings you missed were taken by others, and niche positions have no competition. Self-posted, this content does only so-so, so it's better suited to paid ad spend (inference).
Search terms in the name. "Memur Alım İlanları" (civil service job postings) is one of the most-searched phrases during score season, and it's written straight into the app name. Before Oct 28 had any real traction, it was already #12 in the free Business chart.
Who it's competing with
The postings-app category was already crowded; in the Turkey App Store alone, dozens of apps have memur, kamu ilan, or kadro in their names. But before October, almost none did "judge position by position whether you can apply."
| Competitors | Scale | How it differs |
|---|---|---|
| Memurlar.net | Android 1.15M installs, iOS 7,939 ratings | Civil service news portal with postings and salary news, no matching |
| Kamu Personeli Alımı(2017) | iOS 14.5k ratings | News site app, postings only |
| Memur 365(2024) | Android 236k installs | News plus postings, ad-supported |
| MemurJet(2025) | iOS 60 ratings, about 1,500 Android installs | Rough filtering by province and score, does not check majors and age posting by posting |
| KPSS Atanma Rehberi (listed 10-14) | iOS 10 ratings | Also judges posting by posting, but only for the central placement track |
| KadromuBul (listed late October) | iOS 5 ratings, Android 214 installs | Name and selling points nearly copied, plus historical cutoff scores |
| AtamaBody | TikTok 6,479 followers | "Find postings that suit you by major and score". Content built on TikTok first, app not heavily pushed yet |
| Official Kariyer Kapısı | Nationwide | You can apply there, but it doesn't help you judge eligibility |
There's also a kadrobul.com that says "coming soon", with a subscription called Pro and a contact email belonging to someone else; the relationship is unverified. In other words, two weeks after launch, people in Turkey were already copying its name and selling points.
Why this one
Half of it is the selling point: among dozens of "we check postings for you" apps, only this one says "tells you which position you can apply for," a line that works as an ad ("don't check it, let KadroBul check it") and also as a paywall. The other half is timing: it launched between two score releases, ahead of December's preference filing, plus one round of (inferred) paid acquisition.
The selling point is easy to copy. The data is hard: six sources, thousands of positions, a PDF for each, read and structured every day with no mistakes allowed, because one error means a user misses an application.
If it were you
One judgment: following it in Turkey is already late, and what's worth money is the method itself. Take an exam or recruitment process that's publicly documented but messy enough that ordinary people can't parse it, use an LLM to turn the postings into structured requirements, and move from "aggregating postings" to "telling you whether you qualify," with payment at the point where you get the answer. Running this in another country is an opportunity worth testing, but it's a bet on willingness to pay and on data accuracy.
Who it suits: indie developers or small teams of two or three who can build their own data pipeline (scraping PDFs, having a model read them, spot-checking by hand), ideally ones who understand the target country's exam rules or know people who've sat them.
Who it doesn't suit: people who only want a shell and won't check data every day, and people who want to live off a single market long-term, because this demand follows the exam calendar and the seasonality is steep.
How to do it:
- Picking a market: look for three things. One, millions of people take a standardized exam every year. Two, job postings are scattered across several official channels. Three, requirements are written in PDFs with no official screening tool. Candidates to look at first include Indonesia's civil service recruitment (CPNS), India's state public service commissions and SSC, and civil service exams in Vietnam and the Philippines (inference, none of their existing competitors verified).
- Product: the first version covers one exam and one type of posting, for example only central placement; get it accurate first, then go broad. Attach the original text to every judgment; "check needed" is better than a wrong judgment.
- Payment: postings stay free, with only one matching result shown free; charge monthly, priced to match a local cup of coffee; put push alerts and deadline reminders behind the paywall so users stick around.
How to get users: name the app using the phrase locals actually search for postings with; use these three emotions for the short-video material (jobs even for low scores, others applied while you didn't see it, niche jobs have no competition), post the same batch yourself and also run it as paid ads; have material and ad spend ready one week before score release.
When to launch: at least two weeks before the target country's next score release or application window. Apple review can stall for about ten days, and this app got stuck too.
What would show you're wrong: a month after the score season ends, subscription renewals drop sharply and new installs fall back to single digits, meaning it was a seasonal one-off purchase. Or, in a test in the target country, users don't trust the "check needed" results and go read the PDFs themselves, meaning the judgment step doesn't sell.

Why KadroBul: Memur Alım İlanları (iOS 6816638026) took off
Research date 2026-11-06. Storefronts checked: the product is listed only in Turkey (its only language is TR, and our database only has chart records for the tr store), so only tr was checked.
One line
A matching tool for Turkish civil service and public sector job announcements: users enter their education, major, KPSS score, age, driver's license, and certificates once, and the app checks each position's requirements against the user, returning one of three results: "you qualify / check one item / not eligible, hidden". Announcements are free to browse; the Plus monthly subscription unlocks "all matching positions + new-listing push alerts + application open/close reminders". Developer MUHAMMET OGUZHAN ORAL is an individual developer, and this is the only app under the account.
Verdict
It caught the KPSS results season (Lisans results 10/7, Ön Lisans results 10/30, KPSS-2026/2 unified placement preference submission 12/17–24). In a category already crowded with "announcement aggregator + push" apps, it changed the pitch: not "we check the announcements for you" but "we tell you which positions you can apply for." That pitch works as a paywall (free users see one match; the rest requires Plus). The growth was mostly on Android: about 12k installs in 7 days, with most landing on a single day, 11/3. We found no big accounts, media, or organic traffic that explains it; paid acquisition is the most likely cause, but unverified.
Data (from our library)
- iOS (appstore library, tr store): rating count went from 10/28 to 3,11/6 to 44 (on the lookup day 46, average 4.63). Daily gains: 11/4 +10, 11/5 +15, 11/6 +11; over 7 days +41–42. Business Free chart: 10/28 #12,10/31 #3 (it also hit overall Free #35 that day); 11/1 #5,11/6 #27; 11/5 also charted on Business Top Grossing #28, which means Plus has real revenue.
- Android (googleplay library, com.kadrobul.app, developer Oguzhan Oral): installs went from 10/29–10/31 to 21,11/1 to 337,11/3 to 10,228 (+9,891 in one day), 11/5 11,412,11/6 11,960. +11,939 over 7 days; Business Free tr #20.
- iOS rating growth of comparable apps the same week (appstore library, tr, 10/30–11/6): Kamu Personeli Alımı (launched 2017, 14.5k ratings) +10; Memur 365 (1,492 ratings) +8; KPSS Atama Bildirim (422 ratings) +17; MemurJet +9; KadroBul +42. That week it grew fastest in this category.
- Versions: 10/20 launch → 1.0.2 (10/28) → 1.0.3 (10/29) → 1.0.4 (11/2, "lists each missing item in the profile, shows how many notices each missing item affects, one-tap fill"). Two weeks, 4 versions. A developer post on the Apple Developer Forums says 1.0.0 was submitted on 10/9 and is stuck in review (Brave search result summary).
Why users are showing up now
- Results season has hard deadlines: ÖSYM 2026-KPSS Lisans scores are released 10/7, Ön Lisans scores 10/30 (osym.gov.tr). KPSS-2026/2 centralized placement preference entry runs 12/17–24 (hurriyet, dunya). Once millions of candidates get their scores, the first thing they search for is "with this score, what programs can I apply to?" KadroBul's own TikTok 10/30 posted "KPSS sonuçları açıklandı! Şimdi asıl yarış başlıyor" (results are out, the real race starts now). Its first iOS surge (category #3, overall #35) fell on 10/31, the day after Ön Lisans scores came out.
- Real pain point, and the old solutions were bad: announcements are scattered across six official sources: kamuilan.sbb.gov.tr, Kariyer Kapısı, Resmî Gazete, ilan.gov.tr, İŞKUR, and Yerel Yönetimler. Each listing's position requirements sit in PDFs (major codes, P3/P93/P94 score types, age, driver's license, military service). Checking this by hand is exhausting. A review: "Gerekli bilgilerimi girdim bana uygun bütün memur alım ilanlarını gösteriyor büyük zahmetten kurtarmış" (I entered my info and it lists every civil service listing that fits me, saving me a huge hassle) (10/21,5 stars).
- Users will pay: a review says "plusını hemen aldım" (bought Plus right away, 11/2); on Play, "Abonelik aktif oldu detaylar filtreleme çok iyi" (subscription active, the filters are great, 10/30). There are also complaints about the paywall: "sana uygun olanlar dediğinde direk … ücret talep ediyor" (when I tap 'suitable for me' it goes straight to asking for money, 10/30,1 stars), "Plus al canikom" (just buy Plus, 11/4,1 stars), "baya para tuzağı" (a real money trap, Play, 10/28). The paywall sits at the moment users most want the answer, which is why some pay and others leave bad reviews.
Where users come from (growth levers)
- Short-video content account (verified, but small): TikTok @kadrobul has only 8 followers, 3–41 views per post; YouTube @kadrobul has 109 subscribers and 23 Shorts, about 1.2K views each; Instagram @kadrobul.app posts Reels (behind a login wall, views not retrieved); the Facebook page has 61595869151928. The material is short skits: "scored 58 and became a municipal civil servant" (58 points was enough for a city job), "Arkadaşın atandı ama sana söylemedi" (your friend got placed and didn't tell you), "Bugün Kariyer Kapısı'na baktın mı? Sen bakma, KadroBul baksın" (checked Kariyer Kapısı today? Don't bother, let KadroBul do it). Organic views this low can't drive nearly 10k Android installs a day.
- Paid acquisition (inferred, unverified): YouTube Shorts view counts cluster neatly around 1.2K, subscriptions sit at only 109, which looks promoted; the same batch of joke clips goes out on IG / FB / YT / TikTok together, which also looks like ad creative. Android 11/3 gained +9,891 in a single day, and on iOS 11/4 the daily rating count has been rising by double digits, lining up with the timing of "11/2 posted 1.0.4 + bigger spend". Our metaads library doesn't track this advertiser; reading the Meta Ad Library page directly returned no content. Unverified.
- Store search (inferred): the name "KadroBul: Memur Alım İlanları" targets the high-volume phrase "memur alım ilanları" directly, and search volume for that phrase rises during results season; the Business category has a low bar, so 10/28 ranked Business Free #12 before it had real traction.
- Not found: X (30 days, 0 posts per x-radar), media coverage, Reddit / Ekşi discussions, or creator partnerships.
Competitors
This category is very crowded. In the iOS tr store alone, dozens of apps have memur / kamu ilan / kadro in their names, and most are "announcement aggregator + push alerts."

| kadrobul.com (contact email sonersimsekhd@, says "coming soon", subscription called Pro) | Web | 2026-11 | Not live | Same name, a different team? Not verified |
| "KadroBul" in kadirterzi.com's portfolio | Android (portfolio) | — | — | The three matching states it describes, and Flutter + Supabase + Gemini reading announcements, are nearly identical to this product; could be a freelancer's portfolio piece or a same-named project, not verified |
Differentiation
- Per-position, per-requirement eligibility checks, not just a list of announcements. Three states (qualify / check / not eligible and hidden); each requirement sits next to the exact line from the original announcement; major matching uses ÖSYM's KPSS major code table and recognizes old major names. Doing this requires structuring PDF announcements from six sources (the portfolio page says Gemini drafts first and humans verify). This is what truly sets it apart from long-running aggregator apps like Memurlar.net, Memur 365, and MemurJet.
- The paywall is the differentiation itself: announcements are free, but "which ones you can apply for" is free for just one. Older apps rely on ads; this one uses subscriptions, which is how it reached the Business Top Grossing chart.
- Is that why it took off? Partly, yes. The pitch gave it something to say among many similar apps ("Sen bakma, KadroBul baksın"), and it produced the paid conversions users mention in reviews. The real traction came from the results-season timing, plus (suspected) paid acquisition. The pitch is also easy to copy: 10/14–11/03 already has KPSS Atanma Rehberi, KadromuBul, and AtamaBody saying much the same thing.
How many people have seen it
Nobody knows about it yet. No public revenue (not on TrustMRR, the founder hasn't posted any numbers), X discussion for 0 only, no press coverage, and the founder's own social accounts sit at double to triple-digit followers. But Turkish locals are already copying the pitch and the name (KadromuBul, AtamaBody, a same-named kadrobul.com).
What others can borrow
- Find a public-service exam, job, or subsidy scene where the official information is open but badly structured, and upgrade "aggregating info" into "telling people if they qualify." Put the paywall at the "tell me the answer" step.
- Time the launch to the exam calendar: go live right before results day, or one to two weeks before application deadlines, and name the store listing around high-frequency search terms.
- Use bite-sized short video (regret at missing the notice, getting in with a low score) across IG, YT Shorts, and TikTok, as both organic content and ad creative.
- It can be moved to other countries with uniform civil service exams and scattered announcements: India's SSC and state PSCs, Indonesia's CPNS, Korea's civil service, China's national and provincial civil service exams.
Unknowns
- Whether 11/3's Android +9,891 single-day spike came from paid ads, a big IG account reposting, or store featuring is unverified (no data from the Meta Ad Library).
- Conversion to paid, retention, and Plus pricing are all unknown (the store lookup didn't return in-app purchase prices).
- What the relationship is between this and kadirterzi.com and kadrobul.com (outsourcing, partnership, or same-name competitors).
- Whether it can keep users after the results season ends (once the December application window closes). The demand is strongly seasonal, but local government and 4/B contract job announcements run all year.
