> Vietnam's new traffic fines had drivers searching for distance-checking tools. In three weeks it turned the law's distance table into a product, built a Facebook user group on Android first, then when iOS launched, existing users bought the one-time purchase en masse. Vietnam's navigation Top Grossing chart also had an extremely low bar.

# After Vietnam started fining "tailgating": a following-distance app built by a Hanoi outsourcing firm hit #4 on the iOS Top Grossing Navigation chart three days after launch

**What it is** Mount a phone or iPad in your car as a following-distance meter. The on-device AI spots the car ahead and estimates the gap. If you get closer than Vietnam's legal minimum, the screen turns red and beeps. It can also connect to off-the-shelf Wi-Fi dash cams.

**Why it took off** A new Vietnamese fine made drivers hunt for distance-checking tools. Within three weeks the app turned the law's distance table into a product. It built an audience on Facebook through the Android version first. When iOS launched, existing users bought the one-time unlock in bulk, and the Vietnamese navigation Top Grossing chart has a very low bar.

**C** **How you could follow it** Don't build another one for Vietnam. Watch for traffic fines that other countries have just put into effect and that can be quantified. Within a few weeks, turn the local legal figures into an offline, no-recording, one-time-purchase phone tool, and cold-start it with the founder's real-world test videos and car-owner groups.

Grade C: the playbook is clear and copyable, but five or six similar apps have already crowded into Vietnam this wave, revenue is small, and demand rests on a single enforcement event. Once interest fades, nobody searches for it. Following it would mean switching countries and betting on the next fine, which isn't a ready-made opportunity. Almost nobody knows about it yet.

xADAS turns a phone mounted on the windshield into a following-distance gauge. On-device AI spots the car ahead and estimates how many meters away it is. If you get closer than the minimum distance in Vietnam's law, the screen turns red and beeps. It only reached iOS in Nov 4, has 0 ratings, and by Nov 6 was ranked #4 on the Vietnamese navigation Top Grossing chart. That sounds impressive, but two things stacked up: a new rule made drivers across Vietnam look for this kind of tool, and the navigation Top Grossing chart there has a remarkably low bar. The business is worth learning from, but jumping in to split that slice isn't worth it.

### Two bus drivers, 4–6 million Vietnamese đồng

On Aug 26 2026, Vietnamese traffic police Highway Team 3 fined two bus drivers on the Mai Sơn–National Highway 45 expressway. One was 42, the other 45. Both are from Ninh Bình province and drove 24-seat coaches. The offense was "bám đuôi", tailgating without a safe following distance. Each was fined 4–6 million đồng (about US$150–230, estimated) and got 2 points off their license. AI surveillance cameras caught them (VnExpress, 08-26).

These were the first two people on this road fined for following distance. Starting the next day, Aug 27, enforcement covered the whole Pháp Vân–Cầu Giẽ–Nghi Sơn expressway. Police also said smart cameras would be used going forward, with on-the-spot fines and penalty notices mailed afterward.

The trouble is that drivers can't tell by eye whether the car ahead is 55 meters or 70 meters away, yet the law is written in exact distances. Under Thông tư 38/2024, you need 60 meters at 35 km/h, 80 meters at 55 km/h, 100 meters at 70 km/h, and 120 meters at 100 km/h. Over the next two or three days Tuổi Trẻ, VietnamNet, and Thanh Niên all covered it. A Gia đình & Xã hội headline read "New rule in effect, drivers rush to search for reminder apps" (08-27).

Three weeks later, on Sep 19, xADAS's Android version went live on Google Play.

### What it is

The store name is "xADAS: Cảnh báo khoảng cách AI" (AI distance warning). Usage is simple: mount the phone on the windshield, or put an iPad on the dash, and open the camera. The screen paints the lane, marks the car in your lane ahead, and shows three numbers: GPS speed, the estimated gap, and the minimum gap the law requires at that speed. If the gap is shorter than the legal minimum, the screen turns red and beeps.

The store copy is almost lifted straight from the fine rules. The Thông tư 38/2024 distance table is pasted into the description, so users immediately understand this is a "fine-avoidance" tool. Other selling points:

- The AI model runs on the phone. It doesn't connect to the internet, doesn't record video, doesn't store location, needs no sign-up, and has no ads.

- Besides the phone's rear camera, it can directly pull the feed from 70mai, Vietmap, and AZCAM Wi-Fi dash cams. iPads with USB-C can also use a standard USB camera.

- The iOS version has Dynamic Island, Lock Screen, and Picture-in-Picture support, and it keeps running in the background when you switch to navigation. It automatically reduces processing when the phone overheats.

It's made by Kaibatech in Hanoi (Công ty TNHH Kaibatech Việt Nam), which normally takes outsourced custom management-software work. The company's Facebook page has only 5 followers. The same DriveDeck brand also makes xLauncher, a split-screen launcher for Android car head units.

### How big it is now

| Metric | Metric | Sources |
|---|---|---|
| iOS Vietnam Navigation Top Grossing | Listed 11-04; 11-04 and 11-05 not on the chart; 11-06 at #4; Top Free #19 | App Store Vietnam |
| iOS ratings | 0 apps; listed only in Vietnam | App Store,11-06 |
| Android installs | 2,741 (10-29) → 3,047 (11-06), about 40 per day | Google Play store page |
| Android charts | Between #30 and #36 on the Vietnam Automotive Top Free chart | Google Play Vietnam |
| Android reviews | 5.0 stars, 43 reviews, all 5-star | Google Play,11-06 |
| Pricing | Free. Pro is a one-time 99.000đ purchase (about US$3.8). In-app purchase on Play is listed at $7.99. | Both store pages |

The Top Grossing #4 needs a grain of salt. 11-06 On the same Vietnamese navigation Top Grossing chart, the top spots go to location-subscription apps like MapXplorer and GPS Find Phone, made by Turkish developers. #9 is a solo developer's Đồng Nai province planning lookup. Below #11 you get long-tail apps like the marine chart app iSailor and Randonautica. A new app that gets a handful to a dozen one-time purchases a day can probably reach the top 5 (estimate). People are paying, but the volume is small.

### Where users come from

No paid acquisition found. TikTok has no related videos for "xADAS". On X there are 0 posts in 30 days. The YouTube channel @DriveDeckApps has an intro video with about 430 views. Its users come from three sources:

**The founder posts his own test videos.** Founder Hoang Le has been posting on his personal Facebook: "xADAS test 2: new method for measuring distance to the car ahead", "xADAS x 70mai: phone mounted on the windshield...", "Testing xADAS picture-in-picture on xHUD". He also has a self-deprecating promo post: "Just measuring distance, and you name it xADAS?"

**A Facebook user group.** The group is called DriveDeck Nest. It carries the download link, and you can chat directly there. On Google Play, the developer replies to every good review with roughly the same message, ending with a link to join the group. For example, someone who only wrote "Ứng dụng hay, cần thiết cho ae lái xe" (great app, every driver needs it) (10-24) got an official reply that walked through Thông tư 38/2024, offline operation, and no recording, then ended with "Please join the group and share experiences with everyone." Another user asked whether it supports Android Auto (10-29), and the answer was not yet. 43 reviews are all 5-star, and they bunched up starting Oct 24. That suggests reviews are being solicited, though I found no evidence of fake reviews.

**The car-modding crowd underneath.** xLauncher has its own account and license-key system. Its users are the people in Vietnam who install Android screens in their cars, and they overlap with xADAS's target audience. I haven't verified how many existing users switched over.

iOS launched and hit the charts on day one. The likeliest explanation (inference): the group built up on Android had a batch of iPhone users waiting, so they downloaded and bought the one-time purchase all at once on iOS launch.

### Who it's competing with

Once the penalty rule came out, a whole batch of "phone distance-check" apps showed up in Vietnam. This is the most important finding in this piece:

| Competitors | Launched | Scale | How it differs from xADAS |
|---|---|---|---|
| VIETMAP LIVE - MiMi AI | 2022 | Vietnam Navigation, Top Free #3, iOS rating 2,370, claims 2M users; Pro 590.000đ/year | Distance alerts rely on the distance-measuring road segments marked in the map, not on camera measurement; subscription required |
| WYN - Cảnh báo giao thông | 2023-08 | Vietnam Navigation, Top Grossing #3, rating 1,166, claims 1M downloads | Handles speed limits and speed cameras, does not measure distance to the car ahead |
| Cự Ly 38 | iOS 2026-09-23 | Listed in 37 stores, very few ratings, never charted in Vietnam Navigation | Nearly identical features: camera + GPS + Thông tư 38 lookup table, plus voice alerts; launched on iOS 6 weeks before xADAS |
| Safe Dist, Safe Gap | 2026 | Scale unverified | Same AI distance measuring, aimed at Android car head units and older phones |
| Xế Việt | 2026 | Scale unverified | Navigation app with a built-in camera ADAS and dashcam recording |
| Zestech, Vietmap and other car head units and dashcams | 2025–2026 | Hardware giants | Built-in ADAS, but you have to buy the hardware; Zestech 11-04 just added distance measuring to its head unit |
| GapMeter | iOS 2026-10-05 | 0 rating | English global version, shows the following-time in seconds under the "two-second rule" |

Its most distinctive feature is that it can connect to the Wi-Fi dashcams users already own and use an iPad as a HUD on the dash, so there's no need to stick a phone to the windshield. But there's no evidence users came for that. It surged because of timing, plus the group it built on Android first.

There's also a risk: enforcement is now concentrated on specific segments of a few northern expressways, and the road authority is recommending that traffic police clearly publish the enforcement segments (VietnamNet). Once the news fades, "distance checking" may well go back to being a small feature nobody searches for.

### If it were you

**Bottom line** : Don't go build another distance-check app in Vietnam. Five or six already crowd that space, and the revenue ceiling is visible. What's worth copying is the approach: lock onto a newly enacted penalty rule and turn its numbers into a product within three weeks.

**Who it suits** : one or two people who can build phone-side vision models (lane and vehicle detection plus monocular distance estimation); people who know a country's traffic law and its local language, and who have a car-owner community or car head-unit circle to seed first.

**Who it doesn't suit** : anyone who wants to go head-to-head with Vietmap, WYN and a pile of similar apps in Vietnam; anyone who builds only a generic English version and hopes the global market will find them (GapMeter had a 0 rating one month after launch); anyone hoping to earn long-term subscription revenue from this, since Vietnamese users see this kind of tool as a one-time purchase.

**How to do it** : find the next country and the next penalty rule. Look for where fines are starting to be issued from measurable indicators like distance, speed or running red lights, and copy the table from the local regulation word for word into the app and store copy. Models that run offline on the phone, record no video and require no sign-up, with the privacy statement on the first screen. Ideally, support the dashcams that sell well locally, since that is the easiest way to pull ahead of similar apps. For pricing, copy its model: free to use, Pro as a one-time purchase for a few dollars.

**How to get users** : no paid acquisition. The founder drives and tests the app himself, then posts videos to local car-owner groups and Facebook groups; build your own user group and reply to every store review with the group link; in the days after a penalty rule makes the news, ride the search terms, and use the search phrases locals actually type ("XX alert", "avoid fines") in your store title.

**When to do it** : within two or three weeks after the penalty news breaks. xADAS took three weeks to reach Android, and similar Vietnamese apps piled in within a month. Miss the first month and you're mostly picking up scraps.

**Signs you've misread it** : (1) xADAS's iOS ranking drops out of the top 20 Navigation Top Grossing within a week or two and its rating doesn't rise, which means the #4 spot was just a one-time purchase from long-time group members with no ongoing new demand behind it; (2) a month after the penalty rule for your chosen country takes effect, you search the relevant keywords in the store and no new apps appear near the top, meaning drivers aren't actually looking for tools; (3) a major navigation player like Vietmap makes camera distance-checking a free feature, and single-function apps like this become very hard to sell as one-time purchases.

- Inference **User migration from the older product xLauncher (car head-unit split-screen launcher)** : same brand, DriveDeck, with an account and license-code system, aimed at Vietnamese car-modding circles

- Inference **Android first, then iOS, with pent-up demand downloading at once** : Android 09-19 launch reached about 3,000 installs; iOS launched 11-04, and within 11-06 it was #4 in Top Grossing (inferring there was pent-up demand)

- Inference **Prompted reviews** : all 43 Play reviews are 5 stars; the developer replies with a template and includes the group link

## Why xADAS (DriveDeck, Kaibatech Vietnam) charted

> Data card: ios_6818745998 · channel iOS · research date 2026-11-06

### One line

xADAS is a "phone as ADAS" app built by Kaibatech, a small outsourcing software company in Hanoi. You mount a phone or iPad on the windshield or dash, and an AI model running on the device recognizes lanes and the car ahead in the same lane, estimates following distance, and turns red with a sound alert when the distance falls below the minimum safe distance set by Vietnamese law. It took off because of a regulatory event: **Vietnam began issuing expressway fines for "not keeping a safe distance" (fines of 400–6 million VND, 2 license points deducted, starting 2026-08-27)** , and drivers suddenly all went looking for distance-checking tools. In that wave it launched on Android first (2026-09-19), and through the founder's Facebook test videos and a user group, built up about 3,000 installs. The iOS version launched 11-04 and reached #4 in Navigation Top Grossing on day three. But that category's chart threshold is very low, so "#4" corresponds to very little revenue and should not be read as a big business already taking off.

### 1. Basic data

| Project | Data | Source |
|---|---|---|
| iOS release | 2026-11-04, v1.0.0 (11-05 update), listed only in the Vietnam store (not found in the US store lookup) | iTunes lookup(vn / us),2026-11-06 |
| iOS charts | 2026-11-06 Vietnam Navigation Top Grossing #4, Top Free #19; 11-04 and 11-05 are not charting | appstore library, chart_rank |
| iOS ratings | 0 reviews | iTunes lookup |
| Pricing | Free, with a one-time purchase "xADAS Pro" for 99.000đ (about 3.8 USD); Android in-app purchases $7.99 each | App Store web page; Google Play library app_snap |
| Android | com.kaibatech.drivedeck.xadas, 2026-09-19 launch, installs 2,741 (10-29) → 3,047 (11-06), about 40 per day; Vietnam Auto & Vehicles Top Free #30–36 | Google Play library app_snap / chart_rank |
| Android reviews | 5.0 stars, 43 reviews; the developer replies to each one and guides users into the Facebook group | Google Play page, 2026-11-06 |
| Developer | Kaibatech Vietnam Co., Ltd (tax code 0108833504, Zen Tower, Hanoi); custom management software outsourcing; Facebook page with 5 followers | masothue.com;kaibatech.com;facebook.com/kaibatech |

**How low the bar is on Vietnam's navigation Top Grossing chart** : 2026-11-06 On the same chart, the top spots go to MapXplorer and GPS Find Phone, Turkish-developer location subscription apps. #9 is "QH Đồng Nai" (a local planning map lookup) by an individual developer, and from #11 down it's long-tail apps like Wärtsilä iSailor and Randonautica (appstore library, v_chart). A new app squeezing into the top 5 on day one suggests a few to a dozen one-time purchases that day (inferred, not verified). People are really paying, but the volume is tiny.

### 2. Why users are showing up now: timing

Thanh Niên(08-29)、VietnamNet(08-27)、Tuổi Trẻ(08-26)都跟进了。
    - [vnexpress.net/hai-tai-xe-dau-tien-bi-phat-loi-khong-giu-khoa…](https://vnexpress.net/hai-tai-xe-dau-tien-bi-phat-loi-khong-giu-khoang-cach-tren-cao-toc-5113746.html)
    - [giadinh.suckhoedoisong.vn/quy-dinh-ve-giu-khoang-cach-an-toa…](https://giadinh.suckhoedoisong.vn/quy-dinh-ve-giu-khoang-cach-an-toan-tren-cao-toc-co-hieu-luc-nguoi-lai-xe-thi-nhau-tim-kiem-phan-mem-canh-bao-172260827154418224.htm)
    - [tuoitre.vn/xu-phat-loi-khong-giu-khoang-cach-tren-cao-toc-ta…](https://tuoitre.vn/xu-phat-loi-khong-giu-khoang-cach-tren-cao-toc-tai-xe-can-di-cach-nhau-bao-nhieu-met-100260826071715644.htm)

- **The pain point is simple** : you can't tell by eye whether it's 55 m or 70 m (a Gia Lai police web article's own words), and a phone camera plus AI can produce a number. xADAS's store copy quotes the distance table from Thông tư 38/2024, and the red warning is designed around "will I get fined."

- **Timeline** : penalty rules 08-27 → xADAS Android 09-19 → privacy policy 10-18 → iOS 11-04. It shipped within 3 weeks after the need was amplified by the news.

### 3. Where users come from: acquisition

| Channel | Evidence | Verification status |
|---|---|---|
| Founder's personal Facebook content | Founder Hoang Le (facebook.com/H5TARK; Play contact email hoang@kaibatech.com) posts a run of real-world tests: "xADAS test 2: measuring car distance with a new method", "xADAS x 70mai: phone mounted on the windshield…", "Trying xADAS picture-in-picture on xHUD", plus a self-deprecating promo post: "Just measuring distance and you name it xADAS?" | Yes (post titles visible, body requires login) |
| Facebook user group "DriveDeck Nest" | facebook.com/groups/drivedeck; the group hosts download links and a chat group, and the developer replies to every Play review inviting users to join | Yes |
| Migration from an existing product (xLauncher) | The sister brand DriveDeck xLauncher is a split-screen launcher for Android car head units and Android boxes, with an account and license-code system (drivedeck.vn/login, "manage your xLauncher license"). Vietnam's car-modding crowd already has a user base for this. | Partly confirmed (product exists, user numbers unknown) |
| YouTube | Channel @DriveDeckApps, intro video with about 430 views (posted about 1 months ago) | Yes, but very small |
| Store search and news trends | After the penalties, searches for "khoảng cách / cảnh báo" rose; the Android version has sat around #30 on Vietnam's free automotive chart for a long time | Inferred |
| Paid ads / TikTok / X | TikHub search for "xADAS" returns no relevant videos; x-radar 30 posts in 0 days; not in the ad libraries | No evidence found |
| Prompted reviews | All 43 Play reviews are 5 stars, concentrated from 10-24 onward; the developer replies with a template that includes the group link. Signs of review solicitation; no evidence of fake reviews. | Not verified |

Conclusion: this is a cold start built on the **founder making content himself and adding Facebook groups and car-enthusiast circles** . No paid acquisition seen.

### 4. Competitors

After the 08-27 penalties, **a whole batch of "measure following distance with your phone" apps** appeared in Vietnam. That's the most important finding:

| Product | Where | Launched | Scale | How it differs from xADAS |
|---|---|---|---|---|
| VIETMAP LIVE - MiMi AI | iOS / Android | 2022 | Vietnam navigation free chart #3, iOS rating 2,370, official site claims 2M users; Pro 590.000đ/year | Its following-distance alert is "warns you when entering a distance-check road segment" (map data), not camera-based measurement; xADAS estimates the distance to the car ahead in real time with the camera. |
| WYN - Cảnh báo giao thông | iOS / Android | 2023-08 | Vietnam navigation app: Top Grossing #3, Top Free #7,1,166, self-reported 1M downloads | Speed camera, traffic camera and speed-limit sign alerts, with ads plus subscription; no camera-based distance measurement |
| Cự Ly 38(BSP / Tan Nguyen) | iOS(+Android) | 2026-09-23 | Listed in 37 store regions, very few ratings (IndieTower) | Nearly identical features: camera + GPS + Thông tư 38 reference table, with Vietnamese or English voice alerts; launched on iOS 6 weeks before xADAS |
| Safe Dist(shoppro.vn) | Android / head units | 2026 | Unknown | Same category, AI distance measurement, alert below 50 m, split screen; focused on Android head units |
| Safe Gap | Android | 2026 | Recommendation posts in Facebook groups | Same category, free, works on older phones |
| Xế Việt | Android / iOS | 2026 | Unknown | A navigation app with built-in camera ADAS and recording; a general-purpose all-in-one |
| Pilo3 | iOS | 2026-07-10 | Rating 40 (vn), Vietnam navigation Top Grossing #85 | Instrument-cluster app for VinFast VF3 owners (navigation, tire pressure, PiP); not focused on distance measurement |
| Zestech / Vietmap and other head units and dashcams with built-in ADAS | Hardware | 2025–2026-11 | big tech | Those require hardware. xADAS goes the other way, connecting to the Wi-Fi dashcam feeds from 70mai, Vietmap and AZCAM, so users can use hardware they already own. |
| GapMeter(DEEPLY AI) | iOS (global) | 2026-10-05 | 0 rating | English-market version, shows the following time in seconds under the "two-second rule" |
| Dash Cam / Drive Guardian AI | iOS | 2024-09 | Rating 1 (vn) | Dashcam with forward collision warning; general-purpose |
| Nexar / iOnRoad and others | Global | 2010s | Early players | Earlier-generation phone ADAS never took off; xADAS is a version built for Vietnam's local rules. |

### 5. Differentiation

1. **Plugs into existing dashcams and cameras** : it can take the feed from 70mai / Vietmap / AZCAM Wi-Fi dashcams directly, and iPad supports USB UVC cameras. Users no longer have to stick their phone to the windshield; they can mount an iPad on the dash as a HUD. Most competing apps only use the phone's rear camera.

2. **Native iOS experience** : the Pro version has Dynamic Island, Lock Screen and background picture-in-picture; without GPS on iPad, speed is estimated from the video; it automatically throttles when the device overheats.

3. **Privacy and one-time purchase** : no account, no ads, no recording; Pro is a one-time 99.000đ, no subscription. Vietnamese users are very sensitive to subscriptions, and the competitor Vietmap Pro costs 590.000đ/year.

4. **Ecosystem** : the same brand also has xLauncher (head-unit split screen) and xHUD (coming soon), tapping into the car-modding crowd.

**Is differentiation why it took off?** Only partly. The real reason is **timing** (the search demand created by the penalties). At least 4–5 apps with nearly identical features launched in the same period, all splitting this wave of demand. xADAS hit #4 on iOS on day one, more likely because the Facebook group and existing users from Android were waiting for the iOS version, so downloads and one-time purchases came in a concentrated burst (inferred), plus the navigation Top Grossing chart has a low bar. Connecting dashcams and using an iPad as a HUD is its most distinctive feature among these similar products, but there's no evidence yet that users came for it.

### 6. How many people know about it

- Revenue is not public; no media coverage; X 0 posts, TikTok 0 posts; YouTube views in the hundreds; the developer's company page has 5 followers.

- But **this category** has been heavily covered by Vietnam's mainstream media (penalty news), and a batch of similar apps has already crowded in. So xADAS as a product is "still little known," while its category in Vietnam is "already crowded."

### 7. What to borrow

- **Build tools around regulatory or enforcement events** : as soon as new penalties were announced, the regulatory numbers (the distance table from Thông tư 38) went straight into the product and copy, so users immediately read it as "avoid the fine."

- **Support hardware users already own** (Wi-Fi dashcams, USB cameras, iPad), turning "phone-based distance measurement" into "add AI to the dashcam you already have."

- **Ship Android first to gather feedback and build a community, then go to iOS to collect payment** : Vietnamese iOS users have high willingness to pay, the navigation category's Top Grossing bar is low, so a modest number of one-time purchases can chart, and charting brings more exposure.

- The same playbook can be copied to other countries that have just introduced following-distance rules or speed enforcement: localize with that country's regulatory numbers.

### 8. Still unclear

- How many revenue events sit behind iOS Top Grossing #4 (inferred: a handful to a dozen-odd 99.000đ one-time purchases), and whether it can be sustained depends on the chart positions and rating growth over the next few days.

- Facebook group size and engagement on the founder's posts (login required).

- How many of the 43 Play 5-star reviews were prompted.

- The real scale of similar apps (Cự Ly 38, Safe Dist, Safe Gap), and who captured the largest share of this demand.

- Will the fine hype fade? Enforcement is currently focused on specific highway sections (VietnamNet: the road authority suggested traffic police clarify enforcement sections), so the buzz may be short-lived.
