A property agency on Phu Quoc built a planning-lookup app: 46 ratings, behind it 21k plots for sale
What it is A free land-planning lookup app for Vietnam's Phu Quoc island. It overlays 2030 years of land-use planning on satellite maps. Enter a map sheet number and plot number to see what the plot is zoned as and how much area each zone covers.
Why it took off A local agency funneled its own Facebook groups, TikTok and 29 partner agents' clients into it, then pushed its rating up in the Vietnam Reference chart with "leave a review, get Premium." The timing rode on land speculation ahead of APEC 2027 and on a real need: after the 2025 district merger, old and new map sheet numbers don't match.
CHow you could approach this Don't copy a Phu Quoc app. Find a region where land is being speculated on and the administrative boundaries were just redrawn. Turn the public planning maps into a free plot-level lookup, add local calculators, and partner with a local agency that has an active community. You build the tool; they bring traffic and deals.

Đất Vàng Quy Hoạch is a Vietnamese-language iPhone app that does one thing: it overlays Phu Quoc's 2030-year land-use plan on satellite maps. Enter a sheet number and plot number and it tells you what the plot is zoned as. It has been on the store for just over two weeks and has 46 ratings, so it's small. What's worth a look is who built it and why now. The publisher is a land agency on the island, and the app is free because it's there to bring in clients. This piece covers how it got started and whether others can copy the playbook.
A group post
On Oct 21, 2026, at 10:52 in the morning, an account called "Quốc Vương Phú Quốc" posted in "Thành Phố Phú Quốc News", a big local Facebook group for Phu Quoc Island:
Đã có đủ app check quy hoạch Phú Quốc trên IOS và Android……Hiện tại xài miễn phí cho tất cả người dùng, tk full tính năng cho khách hàng và đối tác Đất Vàng Phú Quốc
Roughly: planning lookup now works on iOS and Android, free for everyone; clients and partners of Đất Vàng Phú Quốc get all features unlocked on their accounts. The post image is a map with colored zoning blocks. The post got 104 reactions, 8 comments and 2 shares (Facebook, 11-06). The same account also posted a short video titled "Look up Phu Quoc land planning in 10 seconds, for 0 VND."
The app launched the same day. The developer on the App Store is GOLDEN LAND PHU QUOC LIMITED COMPANY, which has only this one app. Đất Vàng Phú Quốc ("Phu Quoc Golden Land") is a land agency on the island. Its site datvangphuquoc.vn claims "21,480+ plots for sale on consignment," "90+ clients per month," "29 partner agents," and that it can push listings to "12,000+ investors." Its channels are its community on Zalo, Facebook and YouTube.
What it is
Opening the app shows satellite and street maps with no login required. You can overlay planning layers and adjust their transparency to see both the zoning and the satellite imagery beneath. Looking up a plot by sheet number, plot number and commune requires login: the app outlines the plot on the map and shows a table of which zoning uses it falls into, the area of each in square meters, and the percentage. Accounts with permission can tap plots on the map directly.
Version 1.3.3 from Oct 24 added "old-to-new map sheet number conversion." That's a need specific to Phu Quoc right now, as explained below.
The store description repeats in capitals that this is not a government app. The data was digitized from the government's publicly available "Phu Quoc 2030-Year Land Use Plan," and the original maps can be downloaded from the special zone's government website. In other words, anyone can get the data. The app's value is turning PDFs and images into a plot-level lookup tool.
Free accounts can do basic queries, but some map layers are locked and there's a daily query limit. The Premium price isn't public. Judging from the post, Premium looks more like a perk for clients and people who leave good reviews than a product meant to make money.
How big it really is

| 10-28 | 18 | #90 |

| 11-04 | 43 | — |
| 11-06 | 46 | #156 |
(App Store Vietnam storefront, daily figures)
Average score 4.7, charted in just one store, Vietnam. In Nov 2, the same account posted that the app had "vừa cán mốc 1200+ người sử dụng" (just passed 1,200 users). That's the company's own claim and we can't verify it. Beyond iOS, the post says there's an Android version too, but we couldn't find its package on Google Play, so the install count is unknown.
The Vietnam Reference category has a low bar. A few ratings a day can reach the top 100. Charting here doesn't show how big the app is, only that it's in a category with few players.
Where users come from
1. The agency's own community, main channel, confirmed. On launch day it was posted first in a large local group, and another Phu Quoc property group reshared the same video. The company also runs TikTok @datvangphuquoc (6,733 followers, 143 videos, 34k total likes, 11-06), a Facebook page and a YouTube channel. These accounts already exist to sell land, so their followers are people already looking at land on Phu Quoc.
2. Reviews traded for Premium, confirmed. The Nov 2 post said, in part:
Mọi người vào review app nhé. Chiều nay tầm 18h hệ thống tự quét để upgrade tự động hạng premium cho mọi người đang dùng app đã review.
Roughly: go leave a review on the app. At about 6 this evening, the system will scan and automatically upgrade everyone who reviewed to Premium. The rating curve matches: 11-03 gained only 1, then 11-04 gained 15 in one day, the biggest day of the whole observed period. Looking back, 8 written reviews on the App Store cluster on Nov 1, mostly one-liners like "useful," "accurate," "Ngon" (good). That suggests a mobilization round happened before the post. After the push, the ranking fell back: 11-03, then #65,11-06, then #156.
When replying to reviews, the developer also pushed again: "We hope you'll keep supporting us and introduce the app to your friends and colleagues in real estate."
3. Agents bringing clients, inferred. The site says there are 29 partner agents, and the app gives clients and partners full-feature accounts. Agents using it to look up plots on the spot for clients is the most natural way it spreads.
4. Search, already in progress, effect not verified. The official site is a content site: planning zones, land prices by street and commune, a Phu Quoc encyclopedia, an APEC 2027 story map, and 5 calculators (land use fees, transfer taxes, loans, old/new sheet conversion, administrative forms). Whatever you search about buying land on Phu Quoc, it wants you to land on its site.
No paid ads found, no media coverage, and no discussion on X.
Why now
Three things converged.
- The 2025 administrative merger. Kien Giang province merged into An Giang, and Phu Quoc went from a city to a "special zone," with its wards and communes renumbered. Buyers' red books (land certificates) carry the old sheet numbers, while the new planning maps use new ones, and they don't match. "Old-new sheet conversion" became something everyone on the island needs, which is why version 1.3.3 added it.
- APEC 2027 is held on Phu Quoc. Since the second half of 2025, Vietnamese media and property groups have talked up "riding the APEC wave," and the island has been speculating on land. Buyers' biggest worry is zoning: could this plot be expropriated, or converted to residential use? Checking planning is a must before any deal.
- National planning was just adjusted. Decision 1177/QĐ-TTg of Jun 30 2026 adjusted the national land-use plan for 2021–2030, and local plans are being updated to follow, so data in older tools is out of date.
Who it's competing with
Planning lookup is a mature and crowded category in Vietnam. National platforms have had it for years, and there's a matrix of one app per province. Dedicated Phu Quoc tools are a local agency thing, and local agencies copy each other.
| Product | Scale | Compared with alternatives |
|---|---|---|
| Guland | Android 710k installs; iOS Vietnam 441 ratings | National platform, Phu Quoc planning already on the web |
| Thongtin.land(2017) | iOS Vietnam 8,785 ratings; Android 570k | Nationwide, paid subscription, 34 provinces |
| "Thông tin quy hoạch", one app per province | Same developer: 390k installs in Dong Nai, 190k in Ba Ria–Vung Tau, 120k in Ho Chi Minh City | Closest playbook: one app per region, relying on store search. No Phu Quoc-only version seen. |
| Meey Map(2024) | iOS Vietnam Business Top Grossing #10; Android 40k | National property platform, paid |
| Ngôi Nhà Phú Quốc (web) | An agent's promo video, 8,600 views (2026-08) | Another Phu Quoc agency's web tool with the same features, including old/new sheet conversion and land price calculators, launched more than two months earlier |
| Quy hoạch Phú Quốc(iOS,2021) | 1 ratings | An old Phu Quoc-only app, no longer operated |
(Android install figures from Google Play; iOS figures from the App Store, 11-06)
Feature-wise, nothing here is unique to it. What sets it apart is three things: it covers only one island, it goes down to the plot level, and its data is kept current through the merger. On iOS, dedicated Phu Quoc apps are nearly nonexistent. Behind it stand an agency, its community, its agents, and over 20,000 plots on consignment.
Where the money comes from
The app itself charges nothing. The money comes from outside: consignment fees from sellers, commissions on matched deals, and recruiting partner agents. People who look up planning are people looking at land, and logging in requires an email or a Google or Apple account, so each account is a lead. How many consignments or deals the company gets from the app isn't visible from outside.
If it were you
Bottom line: C. The playbook is clean, but this app itself isn't worth copying. Its cold start rests on one agency's existing community and agent network, and its revenue rests on that agency closing deals. An indie developer has neither. The ceiling for a single island is low, local agencies already have the same tool, and national platforms carry Phu Quoc data too.
Who it suits: People already in property or land brokerage in a particular region, or who know local agencies well enough to partner with them. Or someone who knows GIS and is willing to build white-label tools for agencies for a service fee.
Who it doesn't suit: Anyone hoping to earn from subscriptions on the app alone (Vietnamese land buyers prefer to ask agents, and paid platforms like Thongtin.land already hold that spot). Anyone trying to build a national platform to compete with Guland or Thongtin.land on data. Anyone without local contacts planning to build an audience from scratch.
How to do it: Pick a place where land is being speculated on: a major event, a recent administrative redraw, or freshly updated planning. Digitize the public government planning maps, build a plot-level lookup that shows zoning shares, and add local calculators (land use fees, transfer tax, old/new sheet conversion). Keep the tool free and require login for plot lookups, since login is the lead. One app per region, with the place name and "quy hoạch" in the title, to win store search. The province-by-province apps on Android already show this can reach hundreds of thousands of installs. The most realistic route is to partner with a local agency that has a community: you provide the tool, they provide traffic and deals, and you split revenue by lead or by closed deal.
How to get users: Do what it did: launch in local property groups on Facebook and Zalo, make short videos like "look up planning in 10 seconds for 0 VND," and give agents and clients full-feature accounts so they can use it with buyers on the spot. Pushing ratings through "leave a review, get Premium" does work, but it violates Apple's rules: reviews can be removed and the app can be penalized. Weigh that yourself.
On timing: This Phu Quoc wave rides APEC 2027, and interest will likely fade after the summit. The sheet-number mismatch is also a transitional problem that will disappear in a year or two. For another region, you'd need to find what's happening there right now.
What would mean I got it wrong: ① By early 2027, its ratings still sit under 100 and it hasn't spread past Phu Quoc, which would mean "one agent, one tool" tops out at this size. ② It starts a second region, or agents in other cities adopt its system, which would mean the tool itself sells and deserves an upgrade. ③ Apple wipes its reviews or pulls the app, which would mean trading Premium for good reviews can't be copied. ④ National platforms (Guland, Thongtin.land) add old-to-new map-sheet conversion and its new installs stop, which would mean its edge was just a time lag.

Đất Vàng Quy Hoạch (iOS id6823221259) research report
2026-11-06. Data: our appstore / googleplay library (agent-im server), Apple lookup API, Jina search and page text, TikHub, x-radar.
One line
It's a Vietnamese iOS app that overlays Phu Quoc's (Phú Quốc, a "special zone" of An Giang province since 2025) 2030-year land use plan onto satellite maps. Enter a map sheet number and parcel number to see that plot's planned use and area breakdown. The publisher is a local Phu Quoc land agency, ĐẤT VÀNG PHÚ QUỐC (GOLDEN LAND PHU QUOC LIMITED COMPANY), with its office on 668 Cách Mạng Tháng Tám. The app is free and serves as the agency's lead channel, not a standalone business.
Verdict
It gained traction because a local agency funneled its existing community into the app, then padded ratings with "leave a good review, get Premium." The data is public planning maps, the product has little moat, and the scale is tiny: 46 ratings, ranking #65–156 in Vietnam's Reference free chart, a low bar for that category. What's worth studying is the playbook: pick a hot sub-area where land is trading, turn public planning data into a lookup tool, then route users back to agents to close deals. It's copyable, but the ceiling in any single market is low.
1. Data
- Released 2026-10-21, version 1.3.3 (10-24 update, added old-to-new map-sheet conversion). Category Reference / Lifestyle, average rating 4.70 from 46 ratings (Apple lookup, 11-06).
- Rating count: 10-28 18 → 11-03 28 → 11-04 43 (+15 in a single day) → 11-06 46 (appstore library app_day). Charted only in the Vietnam store.
- Vietnam Reference free chart positions: 10-28 #90,11-03 #65 (best), 11-06 dropped to #156 (appstore library chart_rank). Rank is slipping after the rating push.
- Self-reported on datvangphuquoc.vn: 21,480+ listed plots for consignment, 90+ clients per month, 29 partner agents, "pushed to 12,000+ investors" (Zalo / Facebook / YouTube communities).
- Self-reported user count: the founder or company page "Quốc Vương Phú Quốc" posted 11-02 that the app "vừa cán mốc 1200+ người sử dụng" (just passed 1200 users).
2. Competitors
Planning lookup in Vietnam is a mature, crowded category. National platforms have long existed, and province-by-province app matrices exist too. Phu Quoc-only tools are where local agents are copying each other.

Summary: There's nothing unique about its capabilities. The difference comes down to three things: it covers only Phu Quoc, goes down to the plot level, and tracks the "old-to-new map sheet conversion" after the 2025 merger; on iOS, almost no app is dedicated to Phu Quoc; and it's backed by a brokerage and its community.
3. Where users come from (evidence found)
- Launched to its own Facebook and community (confirmed). On launch day (10-21 10:52), "Quốc Vương Phú Quốc" posted in the local group "Thành Phố Phú Quốc News" (hiephoibds): "The planning-check app for Phu Quoc is now available on iOS and Android... free for all users, full features for Đất Vàng Phú Quốc's customers and partners," getting 104 reactions, 8 comments, and 2 shares. The same page also posted a video, "KIỂM TRA QUY HOẠCH ĐẤT PHÚ QUỐC – CHỈ MẤT 10 GIÂY – CHI PHÍ 0Đ" (check planning in 10 seconds), and another Phu Quoc property group (1404135493037492) carried the post too.
- Leave a good review, get Premium (confirmed). 11-02 homepage post: "APP kiểm tra quy hoạch just passed 1200+ users. Everyone go review the app. This afternoon around 18h the system scans automatically to upgrade..." In short, they asked people to leave reviews, and the system would scan that day at 18 and upgrade them to Premium automatically. The timing matches the rating curve: 11-03 only +1,11-04 +15, the biggest single day in the whole observation window. This is a textbook review-for-reward setup.
- Company account network (confirmed, limited reach). TikTok @datvangphuquoc has 6,733 followers, 143 posts, and 34k total likes (TikHub); there's also the Facebook page phuquocdatvang and the YouTube channel datvangphuquoc.
- Agent and partner networks (inferred). The website says there are 29 partner agents; the app description says "full-feature accounts for partners and customers." Agents giving it to clients to look up land is the most natural spread path.
- SEO (confirmed in progress, results unverified). The website is a Next.js content site with planning zones, land prices by street / ward, a wiki, an APEC 2027 story map, and 5 calculators (land-use fees, transfer taxes and fees, loans, old/new map sheets, administrative forms). In effect: whatever you search for, you land on this site.
- Ads: No ad campaigns found (the ad library only tracks products on its list, so no results doesn't mean no ads). X / media: x-radar shows 30 posts in the last 0 days, and no media coverage.
4. Why now
- 2025 administrative merger: Kien Giang province merged into An Giang province, Phu Quoc went from a city to a "special zone," and its former wards and communes were reorganized. The old map sheet numbers on red books (land certificates) no longer match the new ones, so "old-to-new map sheet conversion" became a must-have. 1.3.3's update notes feature exactly this, and the competitor phuquochome built the same feature.
- APEC 2027 hosted in Phu Quoc: A land-speculation cycle from 2025 Q3 to 2027, covered by media and communities (vietnamnet, thuonghieucongluan, and several FB groups). Buyers' biggest worry is planning: will this land be expropriated, can it be converted to residential use? A planning check is a must before any deal.
- National land-planning adjustment: 2026-06-30's 1177/QĐ-TTg approved an adjusted national land-use plan for 2021–2030, and local plans are being updated to match, so data in older tools has gone stale.
5. Differentiation
- One island only, plot-level detail, data kept current through the merger: more granular and fresher than national platforms for Phu Quoc. The Phu Quoc setting also comes with three extras: old/new map sheet lookup, Phu Quoc's land-use fee formula (K coefficient), and land prices by street.
- Free, with the map viewable without logging in. Plot-level lookups require login and have daily limits; brokerage clients and partners get full access. It doesn't make money from memberships. The account itself is the lead.
- The real edge is the brokerage behind it: an existing community, 21k+ consigned plots, and an agent network. That means it can cold-start without ad spend, and it can mobilize people to rate the app.
That edge is why it took off, but it only holds in one market. The product itself is easy to copy: Ngôi Nhà Phú Quốc on the same island already has a web tool of the same kind, and national platforms also have Phu Quoc data.
6. Where the money comes from
The app is free. The membership is just a reward for reviews; no price was listed. The money comes from outside the app: consignment listings, brokering sales for commission, and recruiting partner agents. Our data doesn't show its revenue. What the website publicly shares are operating figures like "90+ customers / month."
7. How many people know about it
Few people know about it yet. It's only spread through Phu Quoc property FB groups and the company's own accounts. No media coverage, 0 posts on X, and revenue isn't disclosed. But "local brokers building their own planning-check tools" is already standard practice in Phu Quoc: phuquochome had one by August 2026, and two older Phu Quoc-specific apps (THACH THEN on iOS, azonlines on Android) have been around for a while.
8. What to borrow
- Pick a hot area where land speculation is happening (a major event, a recent administrative change, a fresh planning update), digitize the government planning maps, build a plot-level lookup tool, and add a local-specific fee calculator. Keep the tool free, use it to capture leads, then convert them into sales or consignments.
- One app per region, competing for the "quy hoạch + place name" search in the store. The Android "Thông tin quy hoạch" network already shows this approach can reach hundreds of thousands of installs.
- Cold-start with your own community launch, then use "reviews for Premium" to pump the rating count and push into the small-category charts. Getting into the top 100 of Vietnam's Reference chart only takes a few ratings a day.
9. Still unclear
- Android package name and install count (the post says there's an iOS and Android version, but I couldn't find a datvang package in our Play data).
- "1200+ users" is self-reported and unverified. Membership pricing and daily lookup limits weren't found.
- How many consignments or sales the app actually brings the brokerage can't be seen.
- Trading reviews for rewards carries risk under Apple's rules: reviews could be removed or the app penalized. Nothing of the sort has been seen so far.
