# A Macau engineer used four Threads posts to push a civil-service exam prep app to #4 on the Macau overall chart

**What it is** A quiz app for Macau civil-service 430/350 exam prep. The paid version includes real past papers from the last two years, full worked solutions, and 90-minute full-paper mock exams, at US$12.99 per month or a US$24.99 one-time purchase.

**Why it took off** It launched just after registration closed, about 80 days before the written exam, when ten to twenty thousand candidates were desperate for materials. The founder asked for demand in Cantonese on Threads, then posted the beta, then announced the launch. A few hundred likes were enough to crack the top five on a chart as small as Macau's.

**B** **How you could copy it** Don't go after Macau 430 itself. Take the playbook to a small region or language with a government-run unified exam you know well: validate demand by posting as a local, put real past papers and solutions behind the paywall, and launch right after registration closes.

Grade B: the playbook is clear and cheap to copy, and few people know about it. But each market has only a few thousand to a few tens of thousands of candidates, the exam runs once a year and resets afterward, acquisition depends on posing as a local, and a single product has a low ceiling. Few people know about it yet

On Oct 14, Macau software engineer KaKei Ho (@ka_kei__ on Threads, 368 followers) posted in Cantonese: the 430 unified exam registration had opened, Macau has few study resources, and past pass rates are low, "so I'm thinking of building an app to help candidates prep, does anyone want to support it?" Three weeks later, "澳門考公神器" went live on the App Store in Nov 3. On Nov 6 it ranked #4 on the Macau free overall chart, between Meta AI, RedFruit short dramas, and Gemini. It was #1 in Education free and #5 in Education Top Grossing. It had zero ratings. This piece looks at how it pushed into such a small pool, and whether the playbook travels.

### What it is

A quiz app for prepping the Macau civil service "comprehensive ability assessment." The exam has two tiers: the "430 Unified Exam" for bachelor's-degree holders and the "350 Unified Exam" for high-school graduates (the number is the entry pay point for the jobs you can apply for after passing; 430 points is roughly MOP 40k a month). It has four subjects: law, language comprehension, linguistics and mathematical logic, and chart/data analysis.

The app has four subject-based practice sets, a wrong-answer book and favorites, study handbooks, study analytics, and a 60-question, 90-minute mock exam. The paid Pro tier adds the most important piece: complete 2024, 2025 years of past papers, and 430 mock papers, which you can sit under timed, original-paper conditions and then review with full solutions. The free version only shows the first 5 questions of each paper.

The price is US$12.99 per month, or US$24.99 one-time (website: macaucivil.vercel.app). The exam is taken once, so most people pick the one-time purchase. The Android version doesn't use Google Play in-app purchases; you buy an "unlock code" from customer service instead.

The developer is Macau-based SHEPHERD TECHNOLOGY (牧羊人科技), with 3 apps on the account. The earlier one is "澳門考車神器" (driving-test prep), which the website says reached #1 in the Macau region with around two thousand downloads. 考公神器 copies that formula across the name, feature skeleton, website, and pricing.

### Why now: 10k+ candidates, 80 days

The exam follows a fixed schedule. This cycle's registration ran from Oct 8 to 20, and the written exam is on Jan 2027 or 24 31 (Public Administration and Civil Service Bureau notice, 10-07). Past numbers: in 2021 19,892 people sat the exam, in 2023 17,261, and in 2024 14,030 (Macau local media). In one cycle about 16,000 people sat it and only 6,175 passed, under 40%.

So every cycle, ten to twenty thousand people have already paid the registration fee and want that monthly salary, and they all search for materials during the three months between registration closing and the written exam. When it launched on Nov 3, registration had just closed and the exam was about 80 days away, exactly when candidates were most anxious and most willing to pay. The founder's iOS launch post also said: "About two months to go before the official unified exam, everyone, fighting!"

### Where users came from: four posts

Almost all the promotion ran on the founder's own Threads. Numbers are from the 11-06 page:

| Date | Post | Engagement |
|---|---|---|
| 10-14 | "Planning to build an app... does anyone want to support it?" | 18k views, 229 likes, 29 replies |
| 10-24 | Android went first: "Apple has been really slow lately"; after the iOS launch, "there will be a giveaway" | 28k views, 522 likes, 31 reposts |
| 11-02 | iOS was still in review, so he shared the TestFlight beta link first | 2,700 views |
| 11-04 | "Officially live on iOS, the latest version will include past papers from every year" | 14k views, 276 likes, 25 reposts |

Not all the replies under the first post were supportive. The most-liked reply (44 likes) was "There are no jobs anyway, passing won't help" and others said "people with normal intelligence should pass without studying" and "just feed the questions to AI." He built it anyway: Android went live three weeks later, and iOS ten days after that.

A few hundred likes and ten to twenty thousand views don't mean much elsewhere. But Macau's entire iOS user base is only a few hundred thousand people, and reaching the top 10 on the free overall chart likely takes tens to a couple hundred downloads a day (estimate; Apple doesn't publish download counts). On Nov 5 it was #75 in Education free, and the next day it reached #4 overall. I couldn't find what the "giveaway" in the launch post was, and I can't say how many of the chart-day downloads it drove.

Other traffic sources:

- **Store search** : searching "綜合能力評估" in the Macau store puts it at #1; searching "澳門考公" puts it at #3 (11-06). "考公神器" itself is a term used in mainland China as well as Hong Kong and Macau.

- **Cross-promotion between the developer's apps** : the store page for the company's "澳門初級大人手冊" recommends it; the driving-test app has its own website, Facebook, and Instagram.

- I found no ad spend, no discussion on X, and no media coverage.

### Where the money comes from, and whether anyone is paying

Yes. By day 3 after launch it was #166 on the Macau Top Grossing chart and #5 in Education Top Grossing. The top five in Education Top Grossing were Duolingo, Speak, Epop, ThetaWave, and then this app. I can't estimate absolute revenue, only that it's small.

The paying competitor it's beating is "澳門統考易," a question bank app from a publisher that launched in February this year. Since late October it has sat between #7 and #40 on the Macau Education Top Grossing chart, which shows this audience already pays. On Nov 6, 考公神器 was #5 and 統考易 was #35. The main difference is the full past papers: 統考易's page doesn't mention them.

### Who it's competing with

| Competitors | What it is | Weaknesses |
|---|---|---|
| Macau Exam Prep (Kai Man Publishing) | Paid iOS question bank, launched 2026-02 | No full past papers or original-paper mock exams |
| onBoard430.com, macau430.com | Free quiz websites | Web pages with simple question banks and design |
| 通考幫 | Membership web platform | Not an app, and the marketing copy is heavy |
| 7-day Macau Comprehensive Ability Assessment exam and other old apps | 2020–2023 years of question bank app | No updates, pulled from the store, or no longer searchable in the Macau store |
| Book plus mini program, tutoring school | Paper books, offline classes | Expensive, heavy |
| Civil Service Bureau official website | Official statute question bank and sample exam questions | Most authoritative, but no drill-practice experience |

Plenty of people are doing this, but all of them are weak. None combines "last two years of past papers + full solutions + timed mock of the original paper + both platforms + a decent design." Mainland apps like Fenbi and Huatu target the national civil service aptitude test, so the content doesn't match.

### Can you follow it?

Macau 430 is one exam, don't chase it. The pool is only ten or twenty thousand people, one cycle every two years or so, and demand drops to zero after the exam. It already holds the top search spot and the overall chart, and the founder is a local who speaks Cantonese directly to candidates, so an outsider will find it hard to be more trusted than him. Car Exam Magic still has only 35 ratings today, so the ceiling is visible at a glance.

What you can take away is this approach: **a small region × one government-run unified exam × one fixed registration window** . For driving tests, civil service exams, professional qualifications and naturalization tests, the question banks are public or semi-public, and the competition is often just publishers and neglected old apps. The App Store overall chart in a small region has a low bar: a few hundred local social interactions can push you into the top five, and once you're charted the store brings in another wave of organic traffic.

### If it were you

**B** , worth a try. The playbook is clear and few people know it, but each market is tiny and it depends on being a local.

**Who it's for** : developers who already live in a small region or minority-language market, who speak the local language, and who can post in local Threads, Facebook groups or Telegram groups as "one of us"; someone who can finish a question bank app alone in three weeks.

**Who it's not for** : anyone hoping one app will earn tens of thousands of dollars a month. Products like this bring in only enough for a side income in one exam season, and it takes a stack of similar apps and cross-promotion to add up; Shepherd Technology also uses these apps as its portfolio to win outsourcing work.

**How to do it** : start by finding the exam. The criteria: government-run and unified, thousands to tens of thousands of candidates each cycle, a fixed registration period, past papers legally obtainable, and existing competitors limited to publishers or websites. Copy the playbook: practice by subject (four subjects, or by the syllabus), wrong-answer notebook, timed mock of the original paper; put past papers and solutions behind the paywall; on iOS offer a monthly subscription plus a one-time purchase, priced at about twice the monthly fee. Clarify the copyright of past papers first, since the source of the rights isn't visible from outside.

**How to get users** : in the first few days of registration, post on local social platforms "planning to build an app, anyone want it?" and use the replies to validate demand; then pre-announce, post the public beta, and announce the launch, with a post at each step. Name the app with words candidates actually search for, so it ranks first in store search.

**When to launch** : launch two to three months before the written exam, after registration closes. Later, candidates have already bought their materials. Miss the window and you wait for the next cycle.

**Signs you've got it wrong** : ① Civil Service Magic dropped out of the Macau Education top 20 before the 2027 January written exam, which shows this payment point can't hold up for a whole exam season; ② if your local "anyone want it?" post gets clearly fewer replies and likes than other local posts, these candidates aren't in your circle, so try a different exam.

Where users come from

- **Verified** **The founder openly develops on Threads (local Cantonese circle)** : @ka_kei__ 10-14 posted to validate demand (229 likes/29 replies) → 10-24 Android launch (522 likes) → 11-02 TestFlight (2.7K views) → 11-04 iOS launch (276 likes); the next day it hit #4 on the Macau overall chart

- **Verified** **Timing: between the unified exam's registration deadline and the written exam** : registration 10-08 to 10-20, written exam 2027-01-24 or 01-31 (Civil Service Bureau); in past cycles, 1.4–20k candidates sat each time

- **Verified** **The Macau regional chart has a low bar, and charting brings organic traffic from store exposure** : 11-06 free overall chart #4, sitting next to big apps like Meta AI, RedFruit short dramas and Gemini; the Macau iOS user pool is very small

- **查实** **商店搜索** :澳门区搜「綜合能力評估」排第一、搜「澳門考公」排第三(iTunes Search API)

- **Verified** **The same developer's app matrix and cross-promotion on social media** : Car Exam Magic has a website, Facebook, Instagram and Threads; the Beginner's Guide app page recommends Civil Service Magic; the outsourcing website shph.tech lists these apps as case studies

- Inferred **iOS launch campaign or candidate group reposts** : a 10-24 post announced "there will be giveaways after the iOS launch"; the specific mechanics were not found

## Why the Macau Civil Service Magic (iOS id6824132115) took off

> Research date 2026-11-06. Data comes from our appstore / googleplay databases (DuckDB), Apple's lookup API, Jina/Exa search, and the original Threads page text. Anything unverified is marked "unverified".

### One line

Macau Civil Service Magic is a question-drilling app for the Macau civil service "430/350 unified exam" (Comprehensive Ability Assessment), made by a local one-person or small-team studio, Shepherd Technology (SHEPHERD TECHNOLOGY CO., LTD.). It took off for three reasons: **it launched just before the registration deadline, about 80 days before the written exam** (an annual demand window with tens of thousands of candidates each time); **the Macau App Store chart has a very low bar** , and the founder pushed it onto the overall chart with a Threads post that got a few hundred likes; and **the same person copied the Car Exam Magic playbook** . The product itself is a complete version of "past papers + solutions + mock of the original paper". Its rivals are an old app from a publisher and a few free websites, so it didn't win on differentiation; it simply did the complete, polished version better.

### I. Data: where it stands now

| Date | Store | Free overall chart | Overall Top Grossing chart | Best Education rank | Score |
|---|---|---|---|---|---|
| 2026-11-05 | Macau mo | — | — | Free #75 | 0 |
| 2026-11-06 | Macau mo | **#4** | **#166** | Free **#1** ; Education bestsellers **#5** | 0 |
| 2026-11-06 | Hong Kong hk | — | — | Free #20 | 0 |

(Source: appstore database app_day / v_chart, 2026-11-06)

- As of 11-06, the Macau free overall chart top 8: Macau Weather, Meta AI, RedFruit short dramas, **Macau Civil Service Magic** , Monster Hunter: Wilds Travelers, Gemini, Douyin, Doubao. The Education bestsellers top 5: Duolingo, Speak, Epop, ThetaWave, **Macau Civil Service Magic** . In other words, people were buying Pro on day 2 after launch, and it made the top five in Macau's education paid chart.

- Apple lookup: first released 2026-11-03, version 1.0.3 (2026-11-04), rating 0, interface language listed only as EN (actually Traditional Chinese).

- Pricing (website macaucivil.vercel.app): Pro **US$12.99/month** or **US$24.99 lifetime** ; the free version shows an interstitial ad every 5 questions. The Android version doesn't use Google Play in-app purchases; it sells "login-free activation codes", which you buy from customer service.

- Android: Google Play package name tech.shph.macaucivilserviceexam, **100+ downloads** (Play page, 2026-11-06), listed around Oct 24.

- The Macau chart bar: all of Macau's iOS users number only a few hundred thousand, so to reach the free overall top 10 you probably need tens to a hundred or two downloads a day (inferred; Apple doesn't publish download counts). So "overall chart #4" doesn't mean large scale; it means a concentrated burst in a very small pool.

### II. Where the demand comes from: the exam cycle (timing)

- “430 Exam” = Macau civil service comprehensive ability assessment for bachelor's-degree holders. Once you pass, you have 5 years to apply for senior technician and similar posts, at salary point 430, roughly MOP 40k a month (Macau Daily News / macautimes, 2024).

- This cycle's application window: **2026-10-08 to 10-20** . The Civil Service Affairs Bureau has said the written exam is on **2027-01-24 or 01-31** (safp.gov.mo news, 2026-10-07).

- Past cycle sizes: in 2017, 20,636 people sat the exam; in 2019, 9,225; in 2021, 19,892; in 2023, 17,261 (14,326 attended); in 2024, 14,030 sat and 11,206 attended (macautimes 71361, Macau Headlines 476722). There is also a high-school-level “260 Exam”, with 9,019 candidates sitting in January 2026.

- Low pass rate: about 16,000 people sat the 430 exam, 6,175 passed, roughly 38% (macautimes 53880).

- Bottom line: every cycle, 1–20k candidates have already paid MOP 300 in fees and are aiming for a MOP 40k monthly salary. They spend the 3 months between the application deadline and the written exam hunting for study material. The developer launched in Nov 3, right after applications closed and about 80 days before the exam, which is when people are most willing to buy a prep tool.

### 3. How users came in (growth tactics)

The timeline is calculated from the timestamps in the Threads post shortcodes (Instagram/Threads ID scheme):

| Time (UTC) | Action | Engagement (Threads page, 2026-11-06) |
|---|---|---|
| 2026-09-28 | Founder @ka_kei__ posts the iOS launch of the same company's previous app, “Macau Primary Civil Servant Handbook” | 1.5K likes |
| **2026-10-14** | “Applications open 430; Macau study resources are scarce and pass rates are low, so I'm thinking of building an app. Anyone want to support?” Posted first to test demand | 229 likes / 29 replies |
| 2026-10-24 | Launches on Google Play first; “there will be promotions after the iOS launch” | 522 likes / 31 reposts |
| 2026-11-02 | iOS under review; shares TestFlight public beta link | 2.7K views |
| 2026-11-04 | “Now officially live on iOS, latest version includes past papers by year” | 276 likes / 25 reposts |
| 11-05 → 11-06 | Macau Education Free #75 → overall chart #4, Education #1 | — |

- **Public indie development on Threads (confirmed)** : founder KaKei Ho (@ka_kei__, 368 followers, bio “🇲🇴🧑‍💻 Software Engineer”) asked “有冇人 support” in Cantonese, then teased, shared the beta, and announced the launch. Each step spread through Macau's local Threads circle. A few hundred likes is enough to chart in Macau.

- **Developer's own portfolio (confirmed)** : the driving-test app has a website at macaudrive.app (driving-test guide, forum, driving school map, referral commissions on school bookings), Facebook @macau.drive, and IG/Threads @macau.drive.exam. The Primary Civil Servant Handbook app's page recommends the civil-exam app (“You may also like” on apps.apple.com/mo/app/id6814849358). Apps under one developer account send traffic to each other.

- **Store search (partly confirmed)** : searching “綜合能力評估” in the Macau store ranks it first; searching “澳門考公” ranks it third (iTunes Search API, 2026-11-06). “考公神器” in the name is a search term common across mainland China, Hong Kong and Macau.

- **Word of mouth and promotions (unverified)** : I haven't found what the “promotions after iOS launch” in the Google Play launch post actually were. 11-06 reaching overall #4 probably relates to that promotion or to reposts in exam candidate groups. The Facebook group “Macau Civil Service Exam Study Group” is where local candidates gather, and people there often recommend “downloading a prep app is more useful than buying books”, but I haven't found any post recommending this app.

- **Channels with no evidence** : no ad spend found (our ad library doesn't track small products like this); no discussion on X (x-radar: 30 days, 0 posts); no press coverage.

### 4. Competitors

| Name | Where | Launched | Scale | How it differs from 考公神器 |
|---|---|---|---|---|
| Macau Unified Exam Easy (Kai Man Publishing Media) | iOS | 2026-02-04 | 0 rating, but from 10-28 to 11-06 it sat at Education Top Grossing #7–#40 every day (appstore library) | Made by a publisher, covers 430/350 subjects with category practice, mock exams, and wrong-answer review. The page does not mention original past papers. Proof that people in this market pay. 考公神器 overtook it on Education Top Grossing on its 2st day (11-06 #5 vs #35) |
| onBoard430.com | Web | Not verified | Unknown | Completely free practice and study-guide website, with a navigation of official sites |
| macau430.com | Web | Not verified | Unknown | Free, with a challenge mode and Ebbinghaus-style spaced review |
| Tong Kao Bang tongkaobang.com | Web / membership | Not verified | Claims 5,000+ active users and 10,000+ questions (unverified) | Membership web platform with heavy marketing copy (advertises a “95% pass rate”) |
| 7 days until the Macau comprehensive ability assessment (Android com.daysko.safp / iOS 1671781686) | iOS+Android | About 2023 | Unknown; can't be found in the Macau iOS store now | Older-generation question bank app |
| Macau Comprehensive Ability Assessment exam - statute multiple-choice questions | Android | 2020 | 710 installs, 2024-04 delisted (AppBrain) | Only law questions |
| “Macau, exam, prep…” (iOS 6453887671) | iOS | 2023 | Can't be found in the Macau store now | Claims 1000+ questions |
| “Macau Civil Service Mock Past Papers” + mini program | Book + WeChat mini program | Around 2025 | Promoted in Facebook candidate groups | Paper book with a mini program |
| 430 tutoring school courses | Offline | Available every cycle | — | Much more expensive, a coaching service |
| Official Civil Service Affairs Bureau | Website | Always present | Free | Publishes the law question bank and sample exam papers. The most authoritative content, but no drilling experience. |

Summary: **many people try to do this, but all are weak** . There is one paid app (Unified Exam), a few free websites, and several half-abandoned older apps. None offer 2024/2025 past papers with full solutions, timed original-paper mock exams, both platforms, and good design. Mainland products like Fenbi and Huatu focus on the national civil service exam (Xingce), so the content doesn't match.

### 5. Differentiation

1. **Original past papers** : the Pro version lets you read the full past papers for 2024 and 2025 years and 430 mock exams, and take 90-minute original-paper mocks. This is exactly what Unified Exam and the free sites lack and what candidates want most.

2. **Completeness and design** : category practice across four subjects, wrong-answer review (including “weak-point focus”), bookmarks, a study handbook, study analytics, offline use, and a localized illustrated official website. These follow the template 考车神器 already proved.

3. **Pricing** : a monthly US$12.99 option next to a lifetime US$24.99 option. For candidates taking a one-time exam, lifetime is the better deal, which sells well for use within a single cycle.

4. **Local identity + Cantonese** : the founder talks to candidates on Threads in Cantonese and openly says it is “unofficial”, which keeps trust costs low.

Is this why it took off? **Partly** . Chart placement came mostly from timing and the founder's voice in local social circles. But it passed Unified Exam, which had been selling for 9 months, on Education Top Grossing within 2 days, suggesting the “past papers + solutions” paid hook is working.

### 6. Visibility and copycats

- No revenue disclosed; no press coverage; no discussion on X; only the founder's Threads account (368 followers) and a website. The studio site shph.tech uses “考车神器 #1 in Macau, 2,000+ downloads” as its portfolio for outsourcing work. → **Still little known** outside the small circle of Macau candidates.

- Copycats: none for now (existing competitors are all older).

### VII. What others can borrow

- **“A small region × one government exam × one window a year”** : driving tests, civil service exams, naturalization tests, professional licensing exams. These question banks are public or semi-public, and competitors are usually just publishers and half-dead apps. The bar to reach the overall top charts in a small country or region's App Store is low; a few hundred social interactions can put an app in the top five, and store exposure then brings more organic installs.

- **Post to test demand before building** : 10-14 posted asking if anyone wanted it, 10-24 Android launched, 11-04 iOS launched, all done in three weeks. The launch timing fell after the application deadline and before the exam.

- **App portfolio as a growth asset** : several local apps from the same developer funnel users to each other, and the product also serves as a portfolio piece for the outsourcing studio (shph.tech).

- **iOS subscription plus lifetime purchase, Android sells activation codes** : this sidesteps Google Play in-app billing and suits small markets.

### 8. What's still uncertain

- Real download and paying-user counts: the absolute numbers behind Macau overall #4 and Top Grossing #166 can't be pinned down. Only that they're small (inferred at tens to hundreds of downloads a day).

- What the "iOS launch event" actually was (a giveaway, a permanent free membership, or group reposts), and whether it drove the 11-06 chart climb.

- Where the past exam papers came from and the copyright/compliance risk (did the Civil Service Affairs Bureau ever publish the original papers?).

- How long this ranking lasts: the exam is in late January 2027, after which demand drops to zero until the next round (roughly every two years). 考车神器 still has only 35 ratings, which shows how low the ceiling is in the Macau market.
