#9 on the US news chart, an old hit with a new face: Local News's repackaging playbook

What it is An Android app giving Americans local news, weather and breaking alerts, monetized entirely through ads.

Why it took off The team behind it took its own old hit under the same name, relisted it under a new app ID and package, and kept buying installs to push the new listing into the top 10 of the Play US News chart; the Play category chart favors fresh listings, so a day of a thousand or two installs is enough to chart.

CHow you could follow it Don't build the Nth generic local news app; copy its playbook (new listing pushes the category chart, one template rolled out country by country) and apply it to a niche (police calls, weather alerts, a language community) or to a country the market hasn't filled yet.

C grade: it took off on the team's ready-made template, multiple developer accounts and a paid acquisition budget; the product has nothing novel to copy, and the category is already saturated with template matrices. The playbook is worth learning, but chasing this category isn't worth it. Few people know about it yet

A local news app that launched on Aug 12 hit 70k+ installs in three months and charted above CNN and SmartNews on the US Google Play News Top Free chart. Nothing about the product is new: the same team already ran an app with the identical name, which had nearly 7M installs 2023 years earlier. This time they relaunched it under a new developer account and package name, then pushed it up with paid acquisition. Below is how it climbed the chart, where the money came from, and why this business is hard to copy even once you understand it.

A five-star review from the town of Florence

In late September, a user left a five-star review on Google Play, all caps: "VERY INFORMATIVE NEWS ABOUT OUR TOWN OF FLORENCE, AZ……THANK YOU FOR ALL THAT YOU DO FOR US!" Florence is a town of just over 20,000 in Arizona. Another reviewer wrote in October: "My phone & especially this App are all I need. 😁 You're my #1. best Friend 🧡 now!!" Yet another said it "knows weather before I do."

These reviews pretty much describe the users: middle-aged and older Android users in small American towns who want their town's news and weather when they open the app, and tap when a push comes in. They don't know, and don't care, who makes the app.

The developer behind it is called Apps Skyline. Under this account on Play, only two apps are visible: this news app and a crossword game.

It is actually an old app

Looking through the developer info: Apps Skyline's website, support email and privacy policy all point to trendrad.com. The other developer account, NEWSDELIVER LIMITED, has two new news apps out (News Today, Global News) that also use trendrad.com. And NEWSDELIVER has an older app listed in 2023 August, named "Local News: Breaking & Latest", identical in name to this new one, with the same listing structure and 6.96M installs total (Google Play, 11-06).

NEWSDELIVER is a matrix of news apps rolled out country by country. Sensor Tower logs 22 apps for it: 9 still live, 13 removed. Its main markets are the US, Brazil and Japan. Among the live ones, the Portuguese Notícias Locais has 9.88M installs, the Spanish Noticias Locales 8.42M, and the Japanese version 4.38M. The same template just went up in South Korea as "현지뉴스" (ranked #2–5 in the Korea news chart, 91k installs), and News Today is being pushed in Brazil and Japan (#4–8 in Brazil).

So Apps Skyline is another account from this team, and this app is its old hit re-listed under its original name (inference, high confidence: the domain, email, title and package-naming patterns all match).

Why re-list under a new package

The answer is in the chart data. On 11-06, the old app sat at #41–63 in the US free news chart, and the new one at #9–11. (From 10-29 to 11-04 it held steady at #9,11-05, then climbed to #11.) On the same chart, CNN gained 44k installs over the past 7 days and SmartNews gained 45k, both ranking below it. In the same 7 days, it gained only 14,485.

Play's category charts clearly favor new packages and apps whose growth is fast relative to their base. An old package with several million installs barely moves when it adds two thousand a day. A new package adding one or two thousand a day is the one whose growth stands out on the chart. Once it cracks the top 10, the store page shows "#9 top free news & magazines", and the category page brings in some organic traffic too.

Over the same period, the old app gained only 3,144 in 7 days, roughly three to four hundred a day. The team's volume has clearly shifted from the old package to the new one. Re-listing has a second benefit: 13 removal records show that takedowns are routine for apps like this, so with multiple accounts and packages, losing one costs little.

Where users come from

Cumulative installs have grown roughly like this (third-party estimate; 11-06 is the figure on the Google Play page):

DateTotal installs
08-12Launched
09-07About 1,400
10-01About 23k
10-15About 44k
11-0671,461

From mid-September onward, it averaged one to two thousand installs a day, with several stretches where growth nearly stopped. Searching "local news app" on TikTok returns nothing but creator videos for NewsBreak. On X, searching its name and developer returns 0 posts, and no media outlet has covered it. An app with no social buzz and no press coverage that holds steady at one to two thousand installs a day most likely means paid acquisition, through Google app ads or Meta install ads (inference; I did not find its ad creatives).

The reviews also look like they come from bought users: 309 ratings against 71k installs, about 0.4%. Recent ones are mostly five-star reviews of one or two words ("love the app", "liked easy", "good"), plus a few with no discernible meaning.

The rest of its traffic comes from store search. The title uses high-frequency terms like "Local News", "Breaking" and "Latest", and it shares its name with the old app, so it picks up search recognition the old app built up (search ranking not directly tested).

Where the money comes from

The store page is marked "Contains ads" with no in-app purchases. The data safety section says location and app activity data are shared with third parties. In other words, the money is all ads: US ad rates for Android users, plus location-based targeting.

Too many ads. "to many ads !!!!!!!!!!!" (late October, 2 star), "it's great but need less ads" (September). The most telling is a one-star review from 10-09: "wth is the forced ad you've got a virus about? Only with this app." Its interstitial showed a scare ad saying "your phone is infected," a common creative from low-tier ad networks. The developer replied to this review.

No revenue figures are public. One third-party model estimates the whole NEWSDELIVER account's October revenue at between $0 and $55k, a range too wide to be useful. The only inference that holds up is this: a team willing to keep swapping the same template and keep buying installs is probably doing the math and finding it works (inference).

Who it's competing with

The US Play store has a large crop of "local news + breaking alerts + weather" apps, and a big share of them are template apps like this one (install counts from Google Play, 11-06):

ProductScaleHow it differs
NewsBreak94.5M, +84k over 7 days, #5 in newsCategory leader, with local creators and a content ecosystem, plus heavy creator video on TikTok
SmartNews60.7MLong-established, with an editorial and algorithm team
Google News4.3B (preinstalled)System-level, no interstitials
Local News - Latest & Smart(EASE Group)14.3M, 7 days +35kSame template and monetization model, far larger scale
Breaking News - Live Headlines(YING LIANG HK)12.7M, 7 days +73kSame template, more aggressive paid acquisition
Breaking News: Local & Alerts(Beloud)38.6M, plus a dozen-plus country editionsHas been splitting into country-specific packages since 2017, the same playbook one generation earlier
CrimeRadar (part of NewsBreak)4.61M, +100k over 7 days, #3 in newsCovers only crime and police alerts; the only one on this list with a real product difference

Its features, titles and screenshot approach are nearly identical to EASE, YING LIANG and Beloud. The difference is distribution, not product: new packages chasing charts, borrowed names for search, multiple accounts spreading across countries.

If it were you

C: Worth learning from, not worth copying. It worked because one team had ready-made assets: a monetization model that already ran, a template validated by several million installs, multiple developer accounts, and an ad budget it was willing to keep spending. You would have to build all of that from scratch. The product itself has nothing to copy, and the category is already crowded with matrix players like EASE, YING LIANG and Beloud, with NewsBreak and Google News at the top.

Who it fits: small teams that have already shipped tool or content apps on Play, have run app install ads, and understand US Android eCPM and cost per install. For them, the thing to take is the playbook, not the category.

Who it doesn't fit: anyone who hasn't run ads and is counting on organic installs (this app has no organic spread at all); anyone unwilling to handle heavy ads and location data sharing; anyone with only one developer account who can't afford a takedown.

How to do it: if you still want to do news, don't make the Nth generic "Local News" app. Learn from CrimeRadar and niche down: police and crime alerts, school closures, local weather warnings, local news for a particular ethnic community, or languages and countries the templates haven't saturated yet. (This team is itself expanding into Korea, Brazil and Japan, which suggests non-English markets still have room.) The two more useful lessons are these: Play's category charts are friendly to new packages, and a new package adding one or two thousand installs a day can reach the top 10 of the US news chart. And a template split by country and spread across accounts works; prove it in one market, then copy it.

How to acquire users: start with paid acquisition, use category chart exposure to pick up organic installs, and use high-volume category search terms in the title. Test in one country with a small budget first, work out how much ad revenue one install brings back, then scale.

Timing: this is not a window-type opportunity and has no clear deadline. But Play's scrutiny of ad-fraud creatives and location data sharing will only tighten, and the later you enter, the higher the cost of takedowns and account bans.

Signs that would mean this read is wrong: (1) the new package holds the top 15 of the US news chart through the end of December and ad load doesn't decline, which would mean the economics are better than they look and worth re-evaluating; (2) conversely, it drops out of the top 50 or gets removed within a month or two, and the same team launches another new account and package, which would mean this is a business that survives only by constantly swapping packages, and harder for outsiders to enter; (3) an individual or small team builds a niche local news app (say, police alerts only, or a single language) that reaches the top 20 of a country's news chart without a big budget, which would mean the niche route is real.

Where users come from
  • Inference Paid acquisition (likely Google App Campaigns / Meta): daily installs jump between zero and two or three thousand, consistent with budget switches on and off; the old package's volume drops as the new one's rises; no social or press traces. Our ad library doesn't track this developer, and I found no creatives.
  • Confirmed Play category chart exposure: US free news chart #10-29 through 11-04 at #9, and from 11-05 at #11; the store page shows #9 top free news & magazines
  • Inference Store search (borrowing the old app's name): the title matches the old app with 6.96M installs word for word, using high-volume terms like Local News / Breaking / Latest
  • Confirmed Team's existing assets (multi-account matrix): shares the trendrad.com domain and email with NEWSDELIVER; the same template split by country (US, Korea, Brazil, Japan, Mexico, Spain); Sensor Tower records 22 apps for this account, 13 of them removed
  • Inference TikTok / X / Reddit / media: searching "local news app" on TikTok returns only NewsBreak creator content; x-radar shows 0 posts; no media coverage

Local News: Breaking & Latest (com.localnews.android.en, Apps Skyline): why it works

Channel: Google Play (US listing only). Research date 2026-11-06. Data sources: our googleplay database (app / app_day / app_day_ext / chart_rank / review / developer, hereafter "the database"), AppstoreSpy backfilled curves (app_day_ext in the database, cited as "AppstoreSpy est."), and the web pages listed in the text.

Bottom line

This is not a new product. It is a news aggregation matrix team (using the developer accounts NEWSDELIVER LIMITED and Apps Skyline on Play) that re-listed its 2023-year-old hit under its original name with a new package and a new developer account. It then used steady paid acquisition (roughly 1–2 thousand installs a day, rising when budget is on and falling when it's off) to push the new package to #9–11 in the US news category free chart, earning interstitial ad revenue from older American Android users. What made it work is the distribution playbook and the team's existing assets, not the product itself, which is nearly indistinguishable from its competitors.

1. First, some corrections to the data card

What the data card saidWhat we actually found
The other package with the same name, com.novanews.android.localnews.en, is a duplicate listing by Apps SkylineThe old same-name app's package is com.novanews.localnews.en, developer NEWSDELIVER LIMITED, went live 2023-08-24, 6,962,468 installs total (library, 11-06). It is not under Apps Skyline
The old app "News Today: Local & Alerts" was pulled 10-04, likely re-uploaded under a new packageNow com.breaking.android.newstoday "News Today: Local & Alerts" is still live, under NEWSDELIVER LIMITED, 49,025 installs, ranking #4–8 on Brazil's News Top Free chart (library). On Aptoide, "News Today" lists the developer as Apps Skyline (https://breaking-news-apps-skyline.en.aptoide.com/app), and Soft112 also credits Apps Skyline, so this app has changed hands or been re-packaged between at least two accounts. The takedown in 10-04 is not verified
Global News already has 500K+ downloadsThe library shows com.breaking.android.globalnews "Global News: Weather & Local" with only 1,135 installs (NEWSDELIVER). The com.globalnews.android.novanews from the card is not in the library; the 500K+ figure is unverified

2. Key finding: Apps Skyline and NEWSDELIVER are the same team

  • Same domain: Apps Skyline's Local News (English) and 현지뉴스 (Korean) both use trendrad.com for the developer site, email and privacy policy ([email protected], trendrad.com/en/privacy-policy.html). NEWSDELIVER's new News Today and Global News also use trendrad.com (library app.developer_domain / email_domain). NEWSDELIVER's old apps use newsdeliverdaily.com.
  • Same name, same template: the new package's title "Local News: Breaking & Latest" is word-for-word identical to NEWSDELIVER's old app, and the description structure matches too (library app.title / description).
  • Package names follow a pattern: NEWSDELIVER's old apps are com.novanews.android.localnews.{es,br,jp,ru} per locale; the new accounts use com.localnews.android.{en,kr.apps}, com.breaking.android.{newstoday,globalnews}, and com.dailynews.android.novanews (Daily News, credited to Apps Skyline on the Play page).
  • Scale: Sensor Tower logs 22 apps for NEWSDELIVER (9 live, 13 removed), mainly in the US, Brazil and Japan (https://app.sensortower.com/publisher/android/NEWSDELIVER+LIMITED). The library shows this account's 6 apps with 29.7M installs combined: Notícias Locais 9.88M, Noticias Locales 8.42M, Local News 6.96M, ローカルニュース 4.38M. The same account on iOS also has "Local News -Breaking & Latest", plus AI chat (Daily AI, Chai.X) and short drama (ShortNow).
  • On Play, Apps Skyline currently shows only two apps (Local News and a Word Play crossword game, play.google.com/store/apps/developer?id=Apps+Skyline). 현지뉴스 is listed only in the Korean store, so it doesn't appear on the developer page.

Conclusion: Apps Skyline is another developer account for this news network (a backup account). This app is a hit that was moved to a new account and re-uploaded under a new package.

3. Growth curve: looks like paid buying against a budget, not organic spread

AppstoreSpy estimates (library app_day_ext, cumulative installs):

DateTotal installs
2026-08-12Launched
09-071,409
09-158,831
10-0122,830
10-1544,033
10-2656,960
11-0671,461 (value collected by our library)
  • From mid-September it has run a steady 1–3K installs a day. There are several stretches of near zero: 10-05, 10-06, 10-10/11, 10-27/28, with only 4–48 installs a day. Daily installs jump between zero and a few thousand, which matches ad budgets being switched on and off. Organic traffic and word of mouth don't stop this abruptly.
  • Up 14,485 over the last 7 days (library app_profile.installs_gain_7d). Over the same period the team's old app only rose 3,144, a few hundred a day (library app_day). The team's spending has shifted from the old package to the new one.
  • New ratings: 309 ratings against 71,461 installs, about 0.43%. Recent reviews are mostly one- or two-word five-star praise ("love the app", "excellent", "good"), plus a few unreadable entries ("re de 3", "2*#71 ,cd dtopay", "Troy-Pilo"). This looks like typical low-intent users from paid acquisition rather than fake praise, though incentivized ratings can't be ruled out.
  • Sister packages are rising in step: the Korean 현지뉴스 has 91,449 installs and ranks #2–5 on the Korean News Top Free chart; News Today has 49,025 installs, ranking #4–8 in Brazil and #9–15 in Japan (library chart_rank 10-29 to 11-06). One template, one package per country, pushed at the same time.

The chart bar is low

On the US News Top Free chart, it sat at #9 from 10-29 to 11-04, then #11 from 11-05 (library chart_rank). CNN, up 44k in 7 days, SmartNews at 45k, and EASE's Local News at 35k all rank below it (library v_chart 11-06). Play's category charts clearly favor new packages that are growing relatively fast: a new package adding only a thousand or two installs a day can get into the top 10 of the US news chart. Once charted, it gets category page exposure and some organic installs. This is one reason to switch to a new package rather than keep pushing the old one: the old package has a large base but slower growth, and only ranks #41–63 (library chart_rank, com.novanews.localnews.en).

4. Where users come from (acquisition)

ChannelEvidenceConfirmed?
Paid acquisition (likely Google App Campaigns or Meta install ads)Daily installs jump between zero and a few thousand, matching budget switches; spend on the old package drops as spend on the new one rises; no social or media footprint. Our Meta, Google and TikTok ad libraries do not track this developer (not on our list, so absence isn't proof of no spend). No (inference)
Play category chart exposureRanks #9–11 on the US News Top Free chart, and the store page shows "#9 top free news & magazines" (Play page, 11-06)Yes
Store search (ASO)The title uses high-search-volume words "Local News", "Breaking", "Latest" and shares its name with the old hit, so it inherits search weight and brand recognition built up by the old appPartly (title visible; search ranking not tested)
Existing team resourcesThe same template has already run in the US, Brazil, Mexico, Japan and Korea, with 6.96M installs on the old app; monetization, buying and content sources are all in placeYes (domain and same-name evidence)
TikTok / X / Reddit / pressTikHub search for "local news app" returns only NewsBreak creator UGC; x-radar search for NEWSDELIVER and the product names returns 0 results; no media coverageChecked, nothing found

5. Why users stay, and where the money comes from

  • Who the users are: judging by the review tone ("VERY INFORMATIVE NEWS ABOUT OUR TOWN OF FLORENCE, AZ", all caps, "My phone & especially this App are all I need", "knows weather before I do"), the users are mainly older American Android users. They want local news and weather alerts the moment they open the app and don't care who makes it.
  • How it makes money: the store listing says "Contains ads", with no in-app purchases (library offers_iap=False); the data safety section says location and app activity data is shared with third parties (Play page). In short, US ad rates plus location-targeted ads.
  • Heavy ads: users complain "to many ads !!!!!!!!!!!" and "need less ads", and one 1-star review reads "wth is the forced ad you've got a virus about? Only with this app." (10-09, the developer replied). This suggests scare-style ads claiming the phone has a virus have appeared, a common low-quality creative from interstitial ad networks.
  • Retention relies on push: the listing pitches breaking alerts, and similar apps use push to pull users back, so each open means more ad impressions.
  • Revenue: no public figures. AppGazers estimates NEWSDELIVER's whole account earned between $0K and $55K in October. It is a model estimate with a very wide range (https://appgazers.com/reports/developers/android-NEWSDELIVER+LIMITED).

6. Competitors

On US Play there are a lot of apps doing "local news aggregation plus alerts". A large share are template apps from overseas teams:

Local News: Breaking & Latest (NEWSDELIVER, their own old app)Android/iOS2023-086.96M, 7-day +3,144Essentially the same product; the new package is its replacement

Has anyone copied it?: it is itself a copy of a template in this category, the Nth one, and a copy of the team's own old app. We found no outside team specifically copying it. The same group is also running the Korean version, News Today (Brazil, Japan) and Global News (Europe).

7. Differentiation

Almost none. The features (local headlines, breaking alerts, weather, community news), titles and screenshot style all match EASE, YING LIANG, Opera and NewsBreak, and match the team's own old app. It works not because the product is different, but because:

  1. The team already has a validated monetization model (US interstitial ads plus location data), so it dares to keep buying;
  2. Ship new packages under new accounts to exploit Google Play's bias toward new apps in category charts. At roughly 1,000–2,000 installs a day, they break into the US store's top 10. Spread takedown risk across several accounts (Sensor Tower logs this account with 13 removed apps);
  3. The same template is shipped as one package per country (US, Korea, Brazil, Japan, Mexico, Spain). Once it works in one place, it gets copied to another.

8. What to borrow

  • Play's US "News & Magazines" category chart has a low bar: a new package adding 1–2K installs a day can reach the top 10. Using a new package to push into the category chart for exposure is cheaper than pushing the old one.
  • Multiple developer accounts, one template spread package by package across countries, and same-name re-uploads to carry over the old app's search weight. The loss from any single package being removed is limited.
  • The target audience is older American Android users. Ad rates are high and they are not picky about product differences; as long as there are alerts and weather, they stay.
  • Risks: heavy ads, scare-style ad creatives, and sharing location data are all areas Play policy actively checks. These matrix apps have short lifespans (the old ones have already dropped from thousands of installs a day to 300-400 a day), so they keep swapping packages to stay alive.

9. Still unclear

  • Which acquisition channels they buy from and what the CPI is: our ad libraries don't track this developer, so no creatives can be found.
  • Whether News Today was re-uploaded under a new package after being taken down from 10-04: Aptoide and Soft112 show it was once listed under Apps Skyline and is now under NEWSDELIVER. The exact sequence is unverified.
  • The team's company entity and nationality: the only signals are a Hong Kong-style "LIMITED" name and the trendrad.com domain. The trendrad.com homepage can't be read, and ScamAdviser gives the subdomain mob2.trendrad.com a low trust score.
  • Revenue: only AppGazers' modeled range is available, with no public figures.
