6 PDF apps stopped growing on the same day: a small package with 20k installs reveals a whole paid-acquisition matrix
What it is An Android PDF reader listed under a British company name. It views documents, scans, converts, and merges files, and is free with ads.
Why it took off It didn't take off on its own: the same operator runs paid campaigns across a batch of reskinned PDF apps, and this one got the smallest share of budget. The top 200 spots on Japan's utilities chart are crowded with 43 PDF packages, and one or two thousand installs a day is enough to land at the bottom of the chart and look like growth.
DHow you could approach it Don't. What you can take away is the signals for spotting fake hype: different developer accounts going live and stopping on the same day, a ratings rate under 0.3% with only 1- and 5-star reviews, email addresses shared across accounts, and developer accounts tied to unrelated real company names. If you really want to build in PDFs, go for the no-ads, one-time-purchase, genuinely editable kind, and build reputation slowly.

Nova PDF is an Android PDF reader that launched on Sep 30. By Nov 6 it had 21k installs, and in the last 7 days it added 14.6k more, so it looks like it's taking off. Look closer and it isn't growing on its own. On the same days, 5 other PDF apps published under different developer names stopped growing and resumed growing together, which points to one operator switching the paid-acquisition budget on and off. This piece covers how it was spotted, how the matrix works, and why indie devs shouldn't follow it.
On Oct 28,6, all of them paused together
Oct 27: Nova PDF added roughly 1,066 installs a day. On Oct 28 and 29, the two days combined added only 4 installs. By Oct 30, it was back to over 1,800 a day (third-party estimate).
On its own, you could write this off as noise. But 5 other PDF apps built on the same template, each under a different developer name, show the exact same curve over those two days (third-party estimates):
| App (developer name) | 10-27 daily installs | 10-28 / 29 daily installs | 10-30 daily installs |
|---|---|---|---|
| PDF Pilot(Suffron) | 39,305 | 93 | 61,762 |
| PDF Reader Viewer(HOSENR DEV) | 23,449 | 70 | 68,390 |
| PDF Scanner Pro(App Berkah Dev Belahan Jiwa) | 15,353 | 58 | 25,446 |
| Swift PDF(XiaoBu) | 6,320 | 26 | 8,483 |
| Easy PDF Reader(londresdevelopers) | 3,183 | 12 | 2,992 |
| Nova PDF(RESTITUTION LIMITED) | 1,066 | 2 | 1,848 |
Organic traffic from word of mouth and search doesn't drop to zero at the same time across 6 apps. Only one explanation fits this table: the same operator (or the same ad agency) turned the budget for the whole batch off for two days, then back on. During the pause Nova got almost no installs, which means it has essentially no organic traffic. Every user is bought.
What it is
A standard PDF tool: opens PDF, Word, Excel, and PPT files, scans documents into PDF, converts images to PDF, merges and splits files, reads text aloud, and keeps recent files and favorites. Free, ad-supported, no in-app purchases (Google Play store page, 11-06).
The first line of the store listing reads "Nova PDF brings document reading and PDF tools to your Android phone or tablet". Swap Nova for Swift, Lumora, or Pilot and you get the listing of one of its sibling apps. The naming is also the same: "[Name] PDF - Reader & Tools". In the Japan store the title was localized to "Nova PDF - 文書リーダー&ツール".
What the numbers say
- 20,880 total installs and 30 ratings (Google Play, 11-06). Ratings are only 0.14% of installs.
- Star ratings only sit at the two ends: 8 1-star and 21 5-star reviews, with none from 2 to 4 stars. Normal users spread their ratings out, so a split like this usually means the app shows a rating prompt that asks "are you happy?" first and sends happy users to rate 5 stars (inferred).
- The only review visible on the store page is from Nov 2. It's three words, "Junk Fart Bullsh", and 3 people marked it helpful.
- It has charted in only two places: the Japan tools Top Free chart at ranks 184, 158, 199 (10-29 to 11-06), and the Hong Kong tools Top Free chart at rank 194 (10-30, for one day only). It has never charted on any overall chart.
Why is the Japan tools chart so easy to get onto? On that chart in Nov 6, 43 of the top 200 apps had PDF or "文書" in their names. Nova ranked 199, sibling Swift PDF ranked 197, and Lumora PDF ranked 81. When the chart is that crowded, the bar for landing further down is low, and a daily total of one or two thousand global installs is enough to get listed.
How the developer accounts were set up
The "About the developer" section on Play lists RESTITUTION LIMITED, an address on 6 St. Colme Street in Edinburgh, a UK mobile number, and an encrypted tuta.com email.
The UK Companies House does have a RESTITUTION LIMITED (SC419537), incorporated in 2012, with its registered office at 6 St Colme Street. But it's a Scottish litigation-funding firm. Its website phone number doesn't match the one on Play, and it has nothing to do with the app. 6 St Colme Street is itself the office address of an accounting firm, and many companies register there.
The most likely scenario: someone used the public registration details of a real company to set up (or buy) an "organization"-type developer account. That gets around the closed-testing requirement for personal accounts and makes the listing look more legitimate (inference, not verified).
Two more threads tie it to the matrix:
- One account, two templates. RESTITUTION LIMITED also has an older app, PDF Converter & Doc Reader (10k+ installs, 4.3 rating), that uses an earlier version of the template. Nova uses the newer one. The HOSENR DEV account follows the same pattern: old-template apps first, new-template apps after.
- Cross-referenced emails. The support email Nova lists, [email protected], also appears in the privacy policy of a different HOSENR DEV app. The details on the two accounts were filled in by the same people.
The new template has 7 known apps so far, about 2.2M installs combined. Add the 17 apps on the old template and the whole matrix comes to roughly 20M installs (Google Play, 11-06).
Where the money comes from
Ads only. It requests "All files access", so it can be set as the default app for opening documents on the phone. Each file a user opens is another chance to show an ad. The data safety label says "device IDs may be shared with third parties", the typical wording for an app with an ad SDK (Google Play store page).
Which channels it buys, the cost per install, and how much each user is worth are not visible from outside. It doesn't show up in the public Google or Meta ad libraries when searched by package name, developer name, or domain. But apps like this mostly buy through Google's app promotion ads, and not showing up in those libraries doesn't mean it isn't spending.
Nova's one or two thousand installs a day is roughly a thirtieth of sibling PDF Pilot. Inside the matrix it looks more like a test or backup app that hasn't been given budget yet (inference).
Who it's competing with
| Product | Launched | Cumulative installs (Google Play, 11-06) | Compared with alternatives |
|---|---|---|---|
| Adobe Acrobat Reader | 2010 | 945M | The real thing, built on subscriptions |
| WPS Office | 2011 | 832M | Full office suite |
| PDF Reader - Easy PDF | 2022 | 433M | Same ads-plus-paid-acquisition model, but 20,000 times the scale |
| PDF Reader & Document Viewer(QTStudio) | 2026-10-13 | 7.11M | Launched two weeks later and getting 340 times Nova's volume |
| Same-template siblings (PDF Pilot, PDF Reader Viewer, PDF Scanner Pro, and 6 others) | 2026-09 to 10 | 70k to 850k | Same copy, paused on the same day. Nova is the smallest of them |
| QuickDoc, AdoPDF, Flow PDF, PDF Master Pro, and others on the Japan chart | 2026 | Japan tools chart, ranks 2 to 25 | Same playbook, pushed harder in Japan |
| The Files app built into phones, Google Drive | — | Every Android phone | Free with no ads, but most people don't know it can open PDFs |
PDF readers are among the most crowded tools categories on Play: about 170 new PDF apps have launched since July 2026, and 45 of them passed 500k installs (Google Play). Nova has no visible functional difference from them. Only the name and icon differ.
Why it looks like it's "growing"
A 2.3x increase in 7 days looks impressive, but the absolute numbers are small and all of it comes from paid spend. It gets noticed because:
- The matrix pushes volume in unison. Even the app with the smallest share of budget shows a high growth rate.
- The Japan tools chart is packed with PDF apps. The bar for ranks 150 to 200 is only one or two thousand installs a day.
- One account holds two apps, and a dozen accounts take turns pushing. When one gets banned or its returns drop, the next one takes over.
None of this has to do with whether the product is good. What's actually useful is the matrix structure it exposes.
If it were you
In one line: don't follow it. It's the smallest app in a re-skinned paid-acquisition matrix. There's no product to copy, the playbook itself violates Play policy, and the category is already saturated.
Who it might suit: teams already buying Android traffic through Google, with ad monetization experience, a stock of developer accounts, and the ability to absorb mass bans. They don't need this article.
Who it doesn't suit: indie devs who have never run paid acquisition, anyone hoping to grow through search, word of mouth, or content (two days of paused spend cost only 4 installs, which means this category's organic traffic is close to zero), and anyone who cares about their accounts and reputation. Publishing near-duplicate content across multiple accounts and borrowing another company's identity are both explicitly banned by Play.
What you can take from it: a way to spot fake momentum that you can use directly when choosing what to build:
- several apps under different developer names that stop and resume growth on the same day;
- rating count under 0.3% of installs, with the stars concentrated at 1 and 5;
- privacy policies or support emails shared across developer accounts;
- developer accounts that list a real company name and address unrelated to the business.
When several of these show up together, however high the growth rate looks, it was bought. Don't treat it as a demand signal.
If you really want to build a PDF tool: don't compete with them on paid acquisition. The gaps they leave open are no ads, fast opening, real editing and signing, and a one-time purchase, grown slowly through search and word of mouth. But you're up against Adobe, WPS, and the built-in phone viewers, so this path will be slow.
What would mean you read it wrong: (1) Nova gets more budget over the next month or two, daily installs climb to tens of thousands, it reaches the top 50 of the Japan or another country's tools chart, and ratings start spreading out with written positive reviews. That would suggest it's becoming a real product, and worth another look. (2) The reverse: if Google takes down this batch of template apps en masse before year end, it means this path is closing, and even teams that are good at buying traffic should move to another category.

Why Nova PDF - Reader & Tools (com.novapdf.reader) got any traction
Channel: Google Play | Developer account: RESTITUTION LIMITED | Store debut: 2026-09-30 | Research date: 2026-11-06 Data sources: googleplay library (app / app_snap / app_day_ext / chart_rank, 2026-10-29 to 11-06; app_day_ext is historical data backfilled by AppstoreSpy, marked "AppstoreSpy estimate" below), Google Play store and developer pages, privacy policy page, UK Companies House, Jina search, x-radar, googleads / metaads libraries; existing matrix reports: play_com.pilot.readdo.hosenr.md, play_com.swift.pdftool.reader.leser.md, play_com.pdfexpert.docre.qvzmk.md.
Bottom line
It isn't a breakout: it's the smallest-budget package in a family of Android PDF reader reskins, with 5 weeks of 21k installs since launch, while its sibling packs from the same template sit at 70k to 850k. Its install curve and its siblings' stop and restart on the same days (10-28, 10-29 all close to 0), which points to one operator running them all from a single paid acquisition account. The money comes from ads (with ads, no in-app purchases). The product has no real differentiation. It sits at #158–199 on the Japan store's Top Free tools chart only because 43 of the top 200 spots are already PDF apps, so the bar to rank there is low.
1. Data: where it stands now
- Total installs 20,880 (11-06), +7 over 14,592 days; 30 ratings, average 3.86 (app_snap 11-06). The number of ratings is only 0.14% of installs.
- Star distribution [1★8, 2★0, 3★0, 4★0, 5★21]: nothing in the three middle tiers, only the two extremes. That usually means a rating prompt pushes happy users to give five stars (5-star). 11-02 to 11-03 added 4 new 1-star ratings. The only visible review on the store page (11-02,3 people found it helpful) is "Junk Fart Bullsh" (Play store page).
- Version 1.0.1 → 1.0.2 (11-02); labeled "contains ads",
offers_iap=False. Data safety labels say "device IDs shared with third parties" and "data not encrypted", typical ad-SDK declarations (Play store page). - Install curve (AppstoreSpy estimate + our library):
| Date | Cumulative | Daily adds (averaged across observation intervals) |
|---|---|---|
| 10-22 | 316 | 159 (installs only started picking up three weeks after launch) |
| 10-23 | 3,051 | +2,735 |
| 10-26 | 5,218 | ~1.1k |
| 10-27 | 6,284 | ~1.1k |
| 10-28 → 10-29 | 6,288 | +4 over two days |
| 10-31 | 9,983 | ~1.8k |
| 11-03 | 17,319 | ~2.4k |
| 11-05 | 19,245 | ~960 |
| 11-06 | 20,880 | +1,635 |
- Charts (chart_rank): it has only charted on two lists, Japan TOOLS Top Free #184 → #158 → #199 (10-29 to 11-06), and Hong Kong TOOLS #194 (10-30, one day only). It never entered any overall chart. AppBrain's Australia new-release free chart once listed it (on the days around 6.3K installs, per a Jina search snippet), suggesting early volume may also have been bought in Australia (unverified).
- In the top 200 of Japan's TOOLS Top Free chart, 43 apps have PDF or 文書 in their names (chart_rank 11-06). The top 25 includes QuickDoc, AdoPDF, Flow PDF, PDF Master Pro, and HOSENR's PDF Reader Viewer. Nova PDF ranks #199, its sibling Swift PDF ranks #197, and Lumora PDF ranks #81.
2. Competitors: who else is doing this
PDF / Office readers are among the most crowded tool categories on Play. A parallel report counted 170 new PDF apps since 2026-07, of which 45 passed 500k installs (googleplay library, see the Reampo report).
| Competitors | Platform | Launched | Scale | How it differs |
|---|---|---|---|---|
| Adobe Acrobat Reader | Android / iOS / desktop | 2010 | 945M installs | Brand plus subscriptions; Nova is free and lives on ads |
| WPS Office | Android | 2011 | 832M | Full office suites |
| PDF Reader - Easy PDF(QR Code Scanner.) | Android | 2022 | 433M | Also ads plus paid acquisition, but 20,000× the scale |
| PDF Reader & Document Viewer(QTStudio) | Android | 2026-10-13 | 7.11M | A new package in the same period got 340× its volume |
| Same-template B siblings: PDF Pilot (Suffron), PDF Scanner Pro (App Berkah Dev Belahan Jiwa), PDF Reader Viewer (HOSENR DEV), Easy PDF Reader (londresdevelopers), Swift PDF (XiaoBu), Lumora PDF (L & V CO PTY LTD) | Android | 09-07 to 10-14 | 70k–854k (11-06) | Same listing copy, same "<Brand> PDF - Reader & Tools" naming, same day paid spend stopped; Nova is the smallest of them |
| Direct rivals on the Japan chart: QuickDoc (Dev Globeg), AdoPDF (sirbodev), Flow PDF (Mr Dev Build), PDF Master Pro (Tural Abbasbayli, template A), and others | Android | — | Japan TOOLS #2–#25 | Same playbook, Japanese-localized titles, all competing for the same Japan traffic |
| PDF Hero & Doc Reader(AGX Developer) | Android | 2026-08-10 | 1.54M, 7 days +160k | The "same-name, same-category" app mentioned in the recall card is a large template-A-era package; there is no direct account-level evidence linking it to Nova |
| Files by Google / Google Drive / Chrome's built-in PDF viewer | Big-company features | — | Preinstalled | Free, no ads; this kind of app lives off users who don't know their phone can already open files |
Conclusion: no product differentiation. The features are standard: view PDF / Word / Excel / PPT, scan with camera, image-to-PDF, merge and split, read aloud, recent files and bookmarks. The listing copy matches Swift / Lumora / PDF Pilot word for word from the same template (all start with "PDF Reader and Document Tools … brings document reading and PDF tools to your Android phone or tablet").
3. Growth tactics: where users come from
- Paid acquisition, switched on and off centrally across the matrix (strong evidence, channel unconfirmed)
- Over 10-28 and 10-29, 6 template-B packages simultaneously almost stopped growing (AppstoreSpy estimate):
| Package | 10-27 daily installs | 10-28 / 29 daily installs | 10-30 daily installs |
|---|---|---|---|
| PDF Pilot(Suffron) | 39,305 | 93 | 61,762 |
| PDF Reader Viewer(HOSENR) | 23,449 | 70 | 68,390 |
| PDF Scanner Pro(App Berkah…) | 15,353 | 58 | 25,446 |
| Swift PDF(XiaoBu) | 6,320 | 26 | 8,483 |
| Easy PDF Reader(londresdevelopers) | 3,183 | 12 | 2,992 |
| Nova PDF (this app) | 1,066 | 2 | 1,848 |
The developer account names are all different, yet growth went to zero on the same day and came back on the same day. That can only mean one operator (or one buying agency) paused spend across the board. In the two days Nova's spend was off it added just 4 installs, which means it has almost no organic volume.
- The googleads and metaads libraries return nothing when searched by package name, developer name, or website domain (11-06). Those libraries only track products on their watchlist, so no result doesn't mean no spend. The specific channel (Google UAC, ad networks, programmatic) is unconfirmed.
- Store search / ASO (confirmed, small volume): title localized to "Nova PDF - 文書リーダー&ツール"; the listing is stuffed with PDF, Word, Excel, PowerPoint, scan, convert, merge, split. Over the two days spend was off it added only 4 installs, so search-driven organic volume is close to zero.
- Rating prompt steering reviews to five stars (inferred): the star distribution has only 1-star and 5-star ratings, with 2–4 stars at zero.
- Content / creators / press: none. x-radar has no related entries for "Nova PDF" in 90 days; the web only shows auto-aggregated pages from AppBrain, chrome-stats and AppAgg. chrome-stats even auto-generated a comparison page, "Nova PDF vs PDF Reader Viewer (HOSENR)", a hint that the algorithms treat the two as the same category.
4. Which matrix it belongs to: account-level evidence
- One developer account runs two templates at once. RESTITUTION LIMITED has two apps (Play developer page, AppBrain):
- Older package PDF Converter & Doc Reader (com.pdftool.converter.gdluc): 10k+ installs, 95 ratings, 4.3 stars, last updated 9-11. Its listing uses template A (opening with "📄 Document Reader – PDF Viewer & PDF Tools"), the same batch as PDF Master Pro and HOSENR's older PDF Smart. The developer website pdfconvertersapp.com belongs to this older package (privacy page titled "PDF Converter", homepage is S3's 404).
- Newer package Nova PDF: uses template B.
- This matches HOSENR DEV: one account first ships a template-A package, then a template-B package.
- Email cross-link: Nova's support email [email protected] appears on the privacy policy page of HOSENR DEV, pdfsmartapp.com/privacy/ (see the HOSENR report). So the RESTITUTION and HOSENR accounts were filled in by the same people.
- Borrowed real UK company name and address (inferred):
- The Play "About the developer" section lists RESTITUTION LIMITED, address 6 St. Colme Street, Edinburgh EH3 6AD, phone +44 7348 457403, email [email protected].
- Companies House has a same-named company, SC419537 (incorporated 2012-03-15, registered address also 6 St Colme Street), a Scottish litigation funding company (restitutionltd.co.uk) with no connection to the app. Its official phone number is 07547 824773, which differs from the one on Play.
- 6 St Colme Street is the office address of accounting firm MHA, and many companies list their registered address there.
- So it's likely that a real company's public registration details were used to open (or buy) a "organization" type Play developer account, sidestepping the closed-testing requirement for individual developer accounts and making the account look more credible (inferred, not verified). The recall card calls it a "Turkish / UK shell company"; no evidence of a Turkish link was found.
- 7 template-B packages are known so far, totaling about 2.2M installs (googleplay library 11-06); adding the 17 template-A packages, the whole matrix is about 20M installs (HOSENR report).
5. Why it "took off"
- Matrix-wide centralized spend: growth starts and stops in sync with sibling packages (10-28/29 all flatlined), and the volume comes entirely from paid spend (AppstoreSpy estimate).
- This pack is getting very little budget: 1–2.5K installs a day, roughly 1/30 of PDF Pilot. It looks more like a test or backup pack in the matrix, and hasn't been given more budget yet (inferred).
- Low-barrier chart spots: Japan TOOLS chart top 200 has 43 PDF apps; with a few thousand global installs a day, it can hold 158–199 (chart_rank).
- Monetization: ads only, no in-app purchases. It requests all-files access so it can be the default app for opening documents, and each file open gives another ad impression (privacy page permission table). No public revenue data.
- Spreading risk across accounts: one account holds both Template A and Template B; a dozen-plus accounts rotate traffic, and when one gets banned or its ROI drops, the next one takes over.
So the recall score 72 is inflated by the ratio of "up 2.3x in 7 days"; the absolute numbers are tiny. What's worth looking at is the matrix structure it exposes, not the app itself.
6. Differentiation
No user-level differentiation: the copy is a template, the features are category standard. The only thing that counts as "different" is the name (Nova) and the icon. Its growth has nothing to do with differentiation; it comes from matrix ad buying and account organization.
7. Visibility
- Almost nobody knows this app: no public revenue, no media coverage, nothing on X or TikTok, only automated pages from AppBrain, chrome-stats and AppAgg.
- But the playbook of "PDF reader reskin + paid acquisition + ad monetization" is already widely known and crowded: Japan TOOLS chart top 200 has 43 PDF apps; HUMAN's Trapdoor report (2026-05) and Android Authority (2025-11) have both exposed misleading-ad funnels in the same category (see the PDF Master Pro report).
8. What to borrow
- How to spot an ad-buying matrix:
- several different developer accounts stop rising on the same day and recover on the same day;
- the rating rate is below 0.3%, with star distributions that only have two peaks;
- privacy pages or support emails overlap across different accounts;
- developer accounts use real company names and addresses unrelated to the business. Using these signals when picking products can filter out this kind of fake heat.
- The playbook itself: a general-purpose need-driven tool, plus a "default opener" entry point and ad monetization, spreading risk across many accounts, many apps and many templates, and charting in markets with low chart barriers like Japan and Thailand.
- Don't copy it: repeating content across accounts and borrowing other companies' identities violate Play policies, and the category is already saturated.
9. Still unclear
- Specific acquisition channels, CPI, ARPU; the split of volume by country (we only see it charting in the Japan and Hong Kong tools charts, not how installs break down by country).
- What the relationship is between the RESTITUTION LIMITED developer account and the Scottish company with the same name: borrowed information, a purchased account, or coincidence.
- Whether it gets scaled up with more budget, or stays a test app.
- Whether it has Trapdoor-style misleading or intrusive ads: no APK reverse-engineering was done, and user reviews can't establish it.
