A weather app's business isn't weather: Live Weather hit 540k installs in three months, driven by paid acquisition and ad placements that get opened several times a day
What it is A standard-template Android weather app: hourly and daily forecasts, radar, alerts, home-screen widgets, and an ad on nearly every open.
Why it took off The same crowd already scaled PDF and file-recovery tools to the millions, and carried the off-the-shelf acquisition-and-ads playbook over to weather. Weather is a must-have that people open several times a day, so each bought user sees many ads and the numbers work. The Weather category is a low bar: a few thousand new installs a day can chart in 24 countries.
CHow you could play it Don't build the sixteenth white-label Live Weather. To get into weather, do what the clones do badly: a clean, low-ad version, a one-time-purchase no-ads version, or specialist weather for a narrow audience (fishing, surfing, farming) or a specific language market.

A developer with a seemingly random name, "Chavazoem Potenutme," listed Live Weather: Forecast & Radar on Google Play in Jul 20. The features are identical to dozens of same-named apps in the store. By Nov 6 it had 545k installs and sat on the Weather free charts in 24 countries. It isn't new, and it isn't the one being copied; it's one of the followers in the 2026-year wave of white-label weather apps. Below is how this business adds up, who's doing it, and whether you should get in.
One bad review: "People who want Temu will install Temu themselves"
In Sep 12, US user willie_the_kid left a one-star review: "I hate ads. If I wanted Temu I'd install Temu. I want the weather, but every time I open it there are ads, and there's no option to upgrade to remove them." By Nov 6,35 it had been marked helpful by many people, and it sits at the top of the store page. Nine days later the developer replied: "Sorry the ads affected your experience. Ads help us keep updating the app, and we'll keep optimizing ad frequency."
Another review that same day: "Messed up my app icon layout! And I can't uninstall it!" (14 people found it helpful). Another user wrote in Sep 22: "I just wanted to see which way the clouds are moving nearby."
These three reviews are essentially the whole business: users check the weather several times a day, and every check shows an ad; the app tries to keep itself on the home screen longer.
How big it is now
| Metric | Metric | Sources |
|---|---|---|
| Total installs | 504,571(10-29) → 545,541(11-06), +41k in 9 days | Google Play |
| Rating | 3.8 stars, 698 ratings; 129 one-star, 358 five-star, heavy at both ends, thin in the middle | Google Play,11-06 |
| Weather, Top Free chart | #5 in Thailand, #14 in Turkey and the Philippines, #17 in the US, #20 in Japan, Argentina, Hong Kong and Taiwan, across 24 countries | Google Play charts by country, 11-06 |
| Overall / Top Grossing | not charted anywhere | Google Play,11-06 |
| Version | 10-29 is 1.3.1,10-31, 1.5.0,11-02 is 1.6.0, two editions a week | Google Play |
| Paid | Contains ads; in-app purchases $2.99–$49.99 | Google Play store page |
"Charting in 24 countries" sounds huge, but it's just the Weather category chart. The weather category has a low bar: a few thousand new installs a day gets you into the top 20 in many countries. Rankings also bounce with ad spend: in the US it went from #10-29 to #10,11-01, dropped to #22,11-06, then came back to #17.
Where the users come from: almost all bought
Nobody is talking about it. Searching its package name and full name on X returns zero posts. On TikTok, the top 20 videos for related keywords don't include it. The only traces online are store pages, APK mirror sites and data aggregators.
One ratio says it all: 545k installs with only 698 ratings, roughly 1.3 ratings per thousand installs. For comparison, Japan's long-established Weathernews has 3.8, and the same-named JuXin version "Weather: Live Forecast & Radar" has 6.6 (Google Play, 11-06). Most arrivals neither rate nor review, which is the mark of a large pool of low-intent users. The most likely source is paid acquisition (inference, high confidence).
The mix of charting countries looks like it too: cheap markets like Thailand, Turkey, the Philippines, Nigeria and Indonesia appear alongside the US, Japan, Australia and Canada. Installs climb in steps and rankings track the day-to-day, and there were several step-jumps in 9 and October, which looks more like ad budgets being switched on and off (inference). Whether the spend goes through Google App ads or ad networks, and what each install costs, can't be seen from outside.
Two other things it does: the title stacks the three most-searched weather terms, "Live Weather", "Forecast" and "Radar"; and the store page is localized into 75+ languages (APKPure page), so it's searchable everywhere. The few Thai reviews I found are all four or five stars, with content like "ดี", "ดีมาก" or "Good", two or three words each. It looks like a rating prompt that only fires for happy users, but I can't confirm that.
Where the money comes from: weather is an ad slot people open many times a day
Why do factories love weather? Because the math works:
- Real need. Every phone needs a weather app. Many cheap Android phones in Southeast Asia and Turkey come with weak or radar-less weather apps, so paid acquisition converts well there.
- High frequency. People open weather several times a day, and add home-screen widgets and severe-weather alert pushes, so one user sees a lot of ads. A bought user who opens the app once and leaves never pays back. One who opens it three to five times a day might.
- App-open and interstitial ads. Complaints like "every time I open it there's an ad" and "Temu" point to full-screen formats: app-open and interstitial. Big e-commerce advertisers like Temu are buying a lot of interstitial inventory in Android utility apps.
- In-app purchases are negligible. $2.99–$49.99 is most likely ad removal or a membership, but users say they can't find it, and it hasn't charted on any country's Top Grossing list (inference: paid revenue is a tiny share).
The cost is reputation: pushy widgets, changed home-screen layouts, hard to uninstall. The data safety section says it "may share personal information and app activity with third parties" and "data cannot be deleted". The rating sits at 3.8 stars, with 18% one-star.
Who's behind it: a utility-app factory
The same developer account has three more apps: Document Viewer & PDF Editor (1M+ installs), PhotoRestore Plus file recovery (1M+), and HyperPDF. The AppBrain data aggregator says this account has been active since 2025, with 4 apps totaling roughly 4M downloads. Each package name uses a different prefix (alpha, restore, opop, hyper), a common factory-account pattern.
The weather app has no standalone website: the website on the store page is the landing page of a different file recovery app, photorestoreplus.com; its privacy policy sits on Google Sites, and support runs through Gmail. The legal entity named under "About the developer" is HYBRID TRAINING NI LTD of Newry, Northern Ireland, registered with Companies House under number NI699649,2023, and business directories classify it as a fitness facility company. A fitness company holding a developer account for a weather app and a PDF tool suggests a borrowed or bought UK entity (inference). The real team's country was not verified.
So it's not that the weather app is well made. It's that a crew that already scaled PDF and file-recovery apps into the millions has run its existing playbook of paid acquisition, monetization and ASO on a new category.
Who it's competing with: weather is one of the most crowded utility categories on Play
| Layer | Examples | Scale |
|---|---|---|
| Big players and established names | The Weather Channel, WetterOnline, AccuWeather, Meteored, Windy | each tens of millions to 150M installs |
| Built into the system | Google Weather, Samsung Weather | Preinstalled on all Pixel and Samsung phones, no ads |
| Older clones on the same playbook | Local Weather (Enjoy Life Studio, 2020), Live Weather (WaiWao Studio, 2023), Live Weather: Daily Forecast (WINDWAVE, 2024-12) | 31.4M / 20.7M / 10.5M |
| Entered the same period in 2026 | Weather: Live Forecast & Radar (JuXin, April) | 900k, +7k in 60 days, #1 on the US weather chart |
| Weather Forecast: Live & Daily(Affirming Voices,7-30) | 310k, +148k in 7 days | |
| Daily Weather Alarm - Radar (X5, August) | 170k, +56k in 7 days | |
| Weather Forecast - Live Alerts, Weather & Rain Radar Forecast | each about 3M |
(Google Play,11-06)
Nearly identical names and feature lists: hourly and daily forecasts, radar, alerts, multiple cities, widgets, sunrise and sunset, lifestyle indices. Even Live Weather itself isn't fast among the new arrivals: Affirming Voices, listed 10 days after it, added 7 installs in the same window, 3.6 times as many as Live Weather.
If it were you
The verdict: You can see the math of "paid acquisition → frequent opens → full-screen ads", but copying it with a white-label weather app doesn't pay. The same playbook is already run by more than a dozen factories, the product has no moat, and latecomers only compete on who has the bigger acquisition budget and the more aggressive monetization tuning.
Who it fits: Publishing teams already doing utility-app paid acquisition on Play, with monetization and UA staff who can ship packages in batches. For them, weather is just another package, worth checking whether their CPI and ad eCPM can be made to work.
Who it doesn't fit: Solo or two-person indie devs with no UA budget or experience, and anyone hoping to grow slowly on organic traffic and word of mouth. Organic traffic in this category was swallowed long ago by big brands and system preinstalls. What's left is bought.
How to do it, if you still want weather:
- Don't build the sixteenth "Live Weather". Build the part the clones get wrong: users are angry about too many ads, changed home screens and apps that can't be uninstalled. A clean, low-ad weather app with a one-time purchase to remove ads will find people looking to switch in the review sections.
- Or go narrow: fishing, surfing, farming, cycling and drone flying, or one language or one country (e.g., Thailand or Turkey, where it charts but the localization may be machine translation). Niche users pay for accurate professional metrics, and subscriptions are steadier than ads (inference).
- Widgets and lock screens are where these apps actually earn retention, so that's where the most polish should go.
How to get users: For the clean version, look for people on the one-star reviews of weather apps and Android help threads on Reddit, and target keywords like "no ads" and "ad free weather" in ASO. For the niche version, go to fishing, surfing and farming forums and YouTube channels. If you want to copy the factory approach with paid acquisition, first test CPI and ad return in cheap markets like Thailand and the Philippines, and only scale to the US and Japan once the numbers work.
Timing: This category doesn't have a window. Factories have been doing it since 2020, and new entrants keep arriving in waves. The only shift is that big-brand preinstalled weather is getting better, so the room in the low-cost phone market will slowly shrink.
What would mean you read it wrong:
- Half a year on, Live Weather and most of the new weather apps from the same period have stalled at a few hundred thousand and dropped off the charts, which suggests paid acquisition isn't paying back and the factory has pulled budget. This path is even less worth following.
- Conversely, if a small weather app built around "no ads / one-time purchase" starts surfacing in reviews and charts with a rating clearly above 3.8, that suggests the "clean version" gap is real and worth building.

Bottom line
This isn't running on the product itself. It's an ad-monetized weather app built to a standard template by a "utility app factory" (the same account also has a PDF reader and a file recovery app, both at 1M+). Paid acquisition (mainly Tier-2/3 countries, plus the US and Japan) pours in thousands of installs a day. Weather apps' natural high open frequency, home screen widgets, and severe-weather push alerts keep users around, and interstitial and app-open ads (users complain of seeing Temu ads) earn back the acquisition spend. The recall data's line "charted in 24 countries" refers only to category charts: the weather category has a low bar, and a few thousand installs a day is enough to reach the top 20.
1. Basic data (source: googleplay library app_day / app_snap / chart_rank, 2026-10-29 ~ 11-06)
- Installs: 504,571 (10-29) → 545,541 (11-06), +41k in 9 days, roughly 4.5–7k a day (the store refreshes every 2–3 days, so growth shows up in steps).
- Earlier trajectory: the googleplay library
app_day_ext(historical data backfilled from AppstoreSpy) shows volume only picked up after September, with daily jumps on 10-08, 10-13, 10-21, and 11-03 (2k–3k/day; the basis differs from the store, so absolute values don't match, only the shape is useful). Likely testing from 7 through August, with budget added late September into October. - Ratings: 698 reviews, 3.8 stars; distribution [1★129, 2★38, 3★52, 4★105, 5★358], heavy at both ends and thin in the middle.
- Rating-to-install ratio only 0.128%. For comparison over the same period: Weathernews 0.38%, JuXin's same-name clone "Weather: Live Forecast & Radar" 0.66%, X5 "Daily Weather Alarm" 0.27%. A ratio this low means most installs come from users who never rate, which doesn't look like organic traffic.
- Category charts (11-06): #5 in Thailand's Weather Top Free, #14 in Turkey and the Philippines, #17 in the US, #20 in Japan, Argentina, Hong Kong, and Taiwan, #21 in South Africa, #23 in Australia and Canada, #24 in Singapore, the UAE, and Nigeria, #30 in Indonesia; 24 countries in total. It has not reached the overall chart (best_free_rank 88 is also a small-country chart) and has not charted in Top Grossing. The US fell from #10-29 at 10 to #22 at 11-01, then recovered to #17; Japan went from #41 back to #20. Rank moves with budget.
- Versions: 10-29 is 1.3.1.0,10-31 is 1.5.0.0,11-02 is 1.6.0.0, with 2 releases a week (store page shows "Updated on Oct 30, 2026").
- Monetization: store lists "Contains ads" plus "In-app purchases $2.99–$49.99".
2. Who's behind it (sources: Play store page, Companies House, AppBrain/Jina search results)
- Play developer page (dev id 9036980221579545206), tagline "Reliable Utilities for Digital Management". AppBrain says the account "currently has 4 apps, active since 2025, roughly 4M total downloads": Document Viewer & PDF Editor (com.alpha.docu.viewer, 1M+, 2.36K ratings), PhotoRestore Plus-File Recover (com.restore.phovid.plus, 1M+), HyperPDF - PDF Editor & Reader, plus this weather app. Each package prefix differs (alpha / restore / opop), a common practice for factory-style accounts.
- The website listed is photorestoreplus.com (the landing page of another app), with support email [email protected] and the privacy policy hosted on Google Sites (sites.google.com/view/aliveweather-privacy). So the weather app has no dedicated website.
- The legal entity under "About the developer" is HYBRID TRAINING NI LTD, based at the Old Gasworks Business Park in Newry, Northern Ireland, phone +44. Companies House number NI699649,2023. Both Kompass and Endole classify it as a "fitness facility" company. A fitness company holding a developer account for weather/PDF tools is a strong sign the UK entity is a borrowed or bought shell, a practice common among tool-going-global teams in China and across Asia. The developer name "Chavazoem Potenutme" is a randomly generated name. The team's real nationality is unverified.
- One more lead from the library: searching photorestore turns up Houpumobi Tech's Photo Restore (12.2M installs, domain photorestorex.com). That suggests a cluster of similar factories operates in the file recovery and weather niches, but whether they are the same company has not been verified.
3. Competitors (sources: googleplay library v_chart US/Thailand Weather Top Free 2026-11-06, app_profile)
Weather is one of the most crowded utility categories on Play, in three tiers:
- Big names and incumbents: The Weather Channel (150M), WetterOnline (150M), AccuWeather (130M), Meteored (81.9M), Windy (69.2M), WeatherBug (40M), MyRadar (19M). At the system level there's also Google's built-in weather (Google App / Pixel Weather) and Samsung Weather, both preinstalled.
- Older clones with the same template (ad-monetized factory products built on paid acquisition): Local Weather (Enjoy Life Studio, 31.4M, 2020), Live Weather (WaiWao Studio, 20.7M, 2023), Live Weather: Daily Forecast (WINDWAVE LIMITED, 10.5M, 2024-12), Nice Weather (Znd Digital, 9.16M), Weather Forecast - Local Radar (ZANKHANA, 4.07M).
- Newer entrants in 2026 (climbing charts in the same recall window): Weather: Live Forecast & Radar (JuXin Ltd, 2026-4.9M, +60k in 7 days, #1 on the US Weather chart), Weather Forecast: Live & Daily (Affirming Voices, 2026-07-30.3M, +148k in 7 days), Daily Weather Alarm - Radar (X5 Network Area, 2026-8.17M, +56k in 7 days), Great Weather Alarm (GoFish Apps, 2026-9.12M), Weather & Rain Radar Forecast (Deep Orbit, 2026-32.9M), Weather Forecast - Live Alerts (RODRIGUEZCASTILLO FABIOLA, 2025-123M).
Several of these have nearly identical names ("Live Weather" / "Weather: Live Forecast & Radar"), and their feature lists are almost the same (hourly/daily forecasts, radar, alerts, multiple cities, widgets, sunrise/sunset, life indices). This app isn't the one being copied; it's one of the copiers, and among the 2026 entrants it isn't the fastest (Affirming Voices started 10 days later, and its 7-day growth was 3.6 times this app's).
4. Growth tactics
| Channel | Evidence | Confirmed? |
|---|---|---|
| Paid acquisition (mainly Google App Campaigns and ad networks) | Rating-to-install ratio 0.128%, far below organic peers in the same category; Thailand, Turkey, the Philippines, Nigeria, and Indonesia (low-cost markets) charted alongside the US and Japan; installs grow in steps and rank moves daily; several step-jumps in ipd from 9 through October; no content trace on its website, in media, or on social | No (inferred, strong indirect evidence). Our Meta, Google, and TikTok ad libraries don't track it: it isn't on the list, but that doesn't mean it isn't advertising. |
| Store search ASO | Title targets the three most-searched keywords "Live Weather", "Forecast", and "Radar"; long, keyword-dense description; supports 75+ languages (per the APKPure page) | Partially confirmed (title and localization are visible; how many installs search brings is unknown) |
| Influencers and content (TikTok/X/Reddit) | TikHub search for "Live Weather Forecast Radar app" returned no mention of it in the top 20 videos; x-radar searches for the package name and full name over 90 days both returned 0 results | Confirmed none |
| Media and celebrities | Jina searches for the developer name, package name, and email return only store pages, APK mirror sites, and aggregator pages like AppBrain and Apptopia | Confirmed none |
| Prompted reviews | The 13 Thai reviews we pulled are all 4–5 stars, with content of only "ดี / ดีมาก / Good" (two or three words); the developer replies to negative reviews with the same template | Suspicious, not verified |
5. Why users come, why they stay, and where the money comes from
- Why users come: weather is an essential need on every phone, with high search volume and high conversion from paid acquisition. Many Android phones (especially low-cost models in Southeast Asia and Turkey) ship with weather apps that are poor or lack radar.
- Why users stay: weather apps are opened several times a day naturally, and they have home screen widgets and push alerts (severe-weather warnings), so retention is high for a utility. That's exactly why factories are willing to buy weather installs: each user sees many ads.
- Where the money comes from: mainly ads. Top 1★ review (35 found it helpful): "Ads every time I open it… if I wanted Temu I'd install it myself, I want the weather, and there's no option to upgrade to remove ads"; the developer replied "ads help us keep updating." This points to app-open and interstitial ads, and big e-commerce advertisers like Temu buy heavily on interstitial inventory in Android utility apps. In-app purchases of $2.99–$49.99 are probably ad removal or VIP, but users say they can't find the option, so paying users are likely a small share; it has not charted in any Top Grossing list, which supports this.
- Signs of intrusiveness: two negative reviews (14 and 6 people found them helpful) say the icon layout was scrambled after install and the app can't be uninstalled. This is common in apps like this: aggressive widget, shortcut, lock screen, or persistent notification placement. It's also why the rating sits at 3.8 stars, with 1★ making up 18% of reviews. The data safety section says "personal info and app activity are shared with third parties" and "data cannot be deleted."
6. Differentiation
Almost no product differentiation. The feature list is identical to a dozen same-name apps, and the data source is very likely the same set of third-party weather APIs. Its only real differences are operational:
- The factory account's reusability: the same team already took PDF and file recovery apps to 1M+, with ready-made acquisition, monetization, and ASO workflows that can be copied to another category.
- Fast update cadence (2 versions a week), likely constantly tuning ad frequency and the paywall.
- Multilingual localization (75+ languages) plus simultaneous multi-country spend, which is why 24 countries have category chart positions.
None of this is unique to it: JuXin, Affirming Voices, and X5 used the same playbook over the same period. So differentiation isn't why it ran. It ran because the weather math works (paid acquisition → high-frequency ad monetization), and it had the resources to execute that playbook.
7. Visibility
Nobody knows about it yet: no media coverage, no X/TikTok buzz, no public revenue. But this niche is already crowded with copycat factories, and everyone knows weather apps can monetize with ads. So "nobody knows" doesn't mean there's an opening. It just means this play sits outside the spotlight, and the barrier is paid acquisition budget and monetization tuning.
8. What others can learn
- Product logic: pick a category of tools that are "must-have + opened often + can run home-screen widgets and push notifications." More ad impressions per user means paid acquisition can pay for itself.
- One account (a shell company) runs multiple utility categories, sharing one paid acquisition, monetization, and ASO workflow, with a different package-name prefix for each app to spread the risk.
- The weather category's Top Free chart has a low bar. Running paid acquisition across several countries plus 75 localized languages buys a pile of country-level chart positions cheaply, which feeds back into store recommendations and search ranking.
- Lesson from the other side: too many ad impressions, forced changes to the home screen, and apps that are hard to uninstall drag ratings down to 3.8 stars. If you do build this, differentiate on "fewer ads + paid ad-removal."
9. Uncertain
- I don't know which ad channels they spend on, the CPI, or whether ROI is positive (the ad libraries don't track it).
- AppstoreSpy's historical installs (about 42k cumulative as of 11-05) don't match the store's 540k. It could be a definitional or estimation issue, or early installs from non-store sources (like cross-promotion from other apps). Not verified.
- I haven't verified who the real team behind this is or what country they're in, or how HYBRID TRAINING NI LTD relates to the team.
- I don't know what the in-app purchases of $2.99–$49.99 actually sell or how much revenue they bring in.
