70k installs push a PDF reader into Thailand's tools chart at #8: an Australian company whose tax number has been cancelled, and an app built to be thrown away
What it is A free, ad-supported Android PDF / Office document reader that turns images and photos into PDFs, merges and splits files, and reads documents aloud.
Why it took off Someone paid to buy installs in batches, concentrating the budget on Thailand, where the bar to top a category chart is low. A product that charts that fast in a week, reaching the top 10 of the tools chart with 70k installs, did not earn it through the product itself.
DHow you could approach it Don't copy this app, and don't build another PDF reader. Teams already running paid-acquisition pipelines can learn from its method of picking countries with low-bar category charts to climb the rankings, then apply that to tool categories that aren't saturated yet.

Lumora PDF launched on Google Play on Oct 14. It drew only 807 installs in its first two weeks, then gained 70k in the following week and climbed to #8 on Thailand's free Tools chart. The product is no different from the hundred-plus PDF readers launched around the same time. The developer account is registered to an Australian company whose tax number has already been cancelled, and an earlier VPN from the same account has already been delisted. What it shows is not that PDF readers still have room, but that some charts are cheap enough that 70k installs is enough.
A 2-character review, 73 people tapped "helpful"
On Oct 31, a Thai user left a review on Lumora PDF's store page reading "สุดยอดครับ" ("Awesome"), and 73 people marked it helpful. The next day another Thai user wrote "ดี" ("Good"), and 49 people marked it helpful. On Nov 2, someone wrote "ไม่ชอบ" ("Don't like it") and got 10 likes. On the US store, an Oct 30 review, "hopeful that is great service for the future," sits at the top, and on Nov 5 a review that just says "trash" appeared (Google Play store page, 11-06).
Across the whole store page there are 161 ratings, and none of the visible reviews mention a specific feature: no one says a file wouldn't open, that merging works well, or that there are too many ads. A three-week-old utility collecting 73 likes on a two-word review does not look like genuine users voting on their own (inference). The same app shows a 4.6-star rating on the Thai store page and a 3.5-star rating on the US page.
What it is
A document tool for Android: open PDF, Word, Excel, and PPT files, turn JPG / PNG images from your phone or photos of paper documents into PDFs, merge and split PDFs, and read documents aloud (reading continues when you switch apps or lock the screen). It also has a local file list, recently opened files, and favorites. It's free, labeled "contains ads," with no in-app purchases. The version number has stayed at 1.0.0.
This feature set is standard for the category. The only thing that qualifies as a differentiator is background read-aloud. The title "Lumora PDF - Reader & Tools" follows the same template as PDF Pilot - Reader & Tools and PDF Reader Viewer - Tools, which launched around the same time.
How the volume came in: two quiet weeks, then a jump in steps
| Date | Total installs | What happened |
|---|---|---|
| 10-14 | 0 | Launched |
| 10-29 | 807 | Only a few hundred installs in two weeks |
| 10-31 | 4,196 | Starts to scale |
| 11-02 | 41,030 | Nearly 37k in three days |
| 11-05 | 55,122 | |
| 11-06 | 70,460 | +15,338 in one day |
(Public Google Play install count, 11-06; the increase between the first few days is the difference between two observations.)
The ratings back this up too. The US store star distribution 11-06 is: 1 stars 34, 2 stars 0, 3 stars 17, 4 stars 17, 5 stars 86. The 2-star count stayed around 0,4 until 11-04 to 11-05, then jumped from 0 to 13. Of the 155 ratings, only 4 came with written reviews (Google Play, 11-06). Paid installs are mostly people who tapped an ad inside another app, and they rarely leave reviews. There's no way to prove that the sudden block of five-star ratings was prompted, though.
Why Thailand: this chart is cheap
Top 15 on Thailand Tools Top Free chart (Google Play) for 11-06:
| Rank | App | Cumulative global installs | New in the last 7 days |
|---|---|---|---|
| 3 | PDF Reader Viewer - Tools (HOSENR DEV, launched late September) | 510k | 280k |
| 4 | QuickDoc: PDF Reader Tools(Dev Globeg) | 3.67M | 430k |
| 5 | Thai name "PDF 阅读和查看" / PDF reading and viewing (OneTap Tools, launched July) | 770k | 220k |
| 8 | Lumora PDF | 70k | 70k |
| 11 | Thai name "PDF 阅读器" / PDF reader (CoreTools Lab) | 1.71M | 280k |
| 13 | Thai name "PDF 查看和扫描" / PDF viewing and scanning (Emily Yu) | 30.6M | 60k |
Of the top 15, 6 are PDF readers, and several are new packages that launched in the second half of this year. Lumora's 70k installs in a week (global figures; only part of that lands in Thailand) put it at #8. The competitors ahead of it take about 200–300k a week. That suggests the bar to reach the top 10 of Thailand's Tools chart is roughly several thousand installs a day. From 11-03 it also landed on the overall Thailand apps chart, climbing from #160 to #66. Other countries were not as cheap: on the same day it ranked #75 on Turkey's Tools chart, #81 in Japan, #86 in Taiwan, and #169 in Hong Kong. It has never charted on any top-grossing chart.
The reasoning for choosing places like Thailand and Turkey is straightforward: installs are cheap there, and PDF readers are apps people reopen repeatedly, so each open can show an interstitial or app-open ad. As long as ad revenue covers the cost of acquisition, the spending can continue (inference; its revenue and retention are not visible).
Who's behind it: an account that gets thrown away once used
The developer is listed as L & V CO PTY LTD, a private company in New South Wales. Checking Australian business registration, its ABN (Australian tax number) was cancelled in Jul 2026 14, and ASIC has published a proposed deregistration notice (ABN Lookup, ASIC notices). The contact email is a personal Gmail account. The privacy policy was built from a Google Sites template. The website pdftoolfilescan.com went live on the same day as the app, and when opened, 11-06 still shows an empty 404 storage bucket.
The same account previously published a VPN (Lonng VPN) and an "answer book"-style app called AnswerArchon. Both have been removed from Google Play (AppBrain and APKPure records).
This closely resembles the bulk-bought or rented overseas developer accounts common in the going-global tools scene: one account tests one tool, and when it gets delisted or stops performing, the operator switches to the next account and the next package name (inference; the team behind it was not identified). The Lumora brand name has no other presence online. It was never meant to become a brand.
Who it's competing with
This street is already crowded. Since July 2026, 174 apps with PDF or document in the name or package name have launched first on Google Play, with 78.2M cumulative installs and 8.52M in the last 7 days combined. Lumora's 7-day new installs rank roughly #38 among them (public Google Play data, 11-06).
| Competitors | Scale (11-06) | Compared with Lumora |
|---|---|---|
| Reampo (DongRuaLabs, Vietnam) | Launched 10-13, 860k installs, +465k in 7 days | Launched one day earlier, volume 12 times as large |
| PDF scanner Document Scanner(Radiant Retail) | Launched September, 1.94M installs, +480k in 7 days | Same playbook, much larger volume |
| PDF Pilot - Reader & Tools(Suffron) | Launched September, 730k installs | Even the title format is identical |
| PDF Reader - Easy PDF(QR Code Scanner.) | 433M installs | The top of the same playbook, run for four years |
| Adobe Acrobat, WPS, CamScanner | 5.8–950M installs each | Brand and subscriptions, a different business |
| Files by Google and system PDF viewers | Preinstalled | Some of the "just open it" demand is taken by these |
Among these new packages, Lumora sits in the middle to lower tier. It is not leading this wave, just one of many in it.
If it were you
In one line: Don't copy this app, and don't build the 175th PDF reader. The one useful takeaway it offers is that some countries' category charts are cheap enough that a few thousand installs a day can reach the top 10. Chart rank is not the same as product quality.
Who it suits: Teams already running Google app promotion, with a "tool template + ad monetization" pipeline, can use the approach of picking low-bar country category charts to climb rankings and then capturing organic traffic from the chart.
Who it doesn't suit: Solo indie developers, people who haven't run paid ads, and anyone hoping to break through with a better product. Users here can't tell the 6th PDF reader from the 1st and won't pay. And the overseas company accounts and bulk-swapped packages that drive its volume are a tactic that can be removed at any time.
How to do it: If you already build tool apps, use Lumora as a benchmark: before launch, check how many weekly new installs the #10 spot on the target country's category chart gets. Thailand's Tools chart is currently about tens of thousands of installs a week, far cheaper than Europe or the US. Spending paid acquisition on charts like this is more useful than ranking #100 on the US chart. And pick a category that isn't yet crowded with 174 packages.
How to get users: Follow this order: Google App Campaigns, first test small in Hong Kong, Taiwan and Japan, then concentrate budget on low-cost, low-bar markets like Thailand and Turkey. Once it cracks the top 10 of a category chart, pick up some organic installs from chart placement and store search.
When is the window: No deadline. Someone has always built in this category. But the built-in PDF viewers on Android keep getting better, so the plain "open a file" need will only shrink.
What would mean I read it wrong: If Lumora is still in the top 20 of the Thai utilities chart a month after paid acquisition stops, with installs still climbing by thousands a day, then these users stick and organic reach is bigger than I think, so the category isn't played out. Conversely, if it drops off the chart within a week or two, or the whole package gets pulled, that is what this playbook looks like when it runs its course.

- Inferred Paid acquisition (likely Google App Campaigns): the install curve is stepped. From 11-01 to 11-03 it ran at 1.1–13k a day, then 11-06 added another +15k. The rollout went Hong Kong, Japan, Taiwan, then Thailand, Turkey, Italy, Poland. No organic content turned up anywhere. googleads and metaads don't track it, so this can't be confirmed directly.
- Confirmed Low-bar chart exposure (Thai utilities free chart): on the Thai utilities free chart it went from #134 on 10-31 to #7 on 11-05, and 15 PDF readers sat in that chart's top 5. From 11-03 it entered the Thai overall app chart (chart_rank).
- Inferred Store search / ASO: the package name com.pdftool.filescan.reader.document and the title "PDF - Reader & Tools" are packed with keywords.
- Confirmed Bought or sock-puppet developer account: the ABN for L & V CO PTY LTD, 2026-07-14, is cancelled, and ASIC has issued a proposed deregistration notice. The contact is a personal Gmail and the privacy policy is a Google Sites template. The developer's earlier apps Lonng VPN and AnswerArchon were both pulled (per AppBrain / APKPure). The website pdftoolfilescan.com went live the same day as the app, and opening it returns S3 404.
- Inferred TikTok / X / press: a TikHub search for "Lumora PDF" returns only unrelated same-name content. x-radar shows 30 posts in 0 days. No press coverage.
Why Lumora PDF - Reader & Tools (com.pdftool.filescan.reader.document) shows up in the data
Channel: Google Play | Developer: L & V CO PTY LTD | Store launch 2026-10-14 | Research date 2026-11-06
Bottom line
There's nothing special about it. It's a standard "PDF reader + ads" utility app. In the second half of 2026 there were at least 174 identical apps on Play, and this is just one of them. The account sits under an Australian shell company whose ABN has been cancelled. That same account previously published a VPN and an answer-book style app, both now pulled. It added about 7k installs in 70 days, almost all from bought traffic, mainly in Thailand, then Turkey, Japan, Taiwan and Hong Kong. Money comes from in-app ads (labelled "contains ads", no IAP). Its chart placement looks good only because the Thai utilities chart has a low bar.
1. Data: where the volume came from
Lifetime installs worldwide (googleplay library app_snap / app_day_ext, where app_day_ext is AppstoreSpy's historical estimate):
| Date | Total installs | Notes |
|---|---|---|
| 10-14 | 0 | Store launch |
| 10-28 | 807 | Only a few hundred installs in the first two weeks after launch |
| 10-31 | 4,196 | About 1,100 a day |
| 11-02 | 29,670–41,030 | From 11-01 to 11-03 it ran at roughly 1.1–13k a day, the first volume push |
| 11-05 | 55,122 | About 7,000 a day |
| 11-06 | 70,460 | +15,338 in one day, the second wave |
- 7 days of new installs and 69,653,30 days of data still aren't enough. The install curve is stair-stepped: nearly zero for the first two weeks, then a sudden jump to tens of thousands a day, then a drop, then another jump. That shape is the classic sign of batched paid campaigns, not organic word of mouth.
- Charts (chart_rank): starting 10-29 it appeared at #100–180 on the free utilities charts in Hong Kong, Japan and Taiwan. From 10-31 it expanded to Italy, Poland, Thailand and Turkey. Thailand went from #134 up to #8 (#11-05 to #7), and from 11-03 it entered the Thai overall app chart (160 → 93 → 80 → 66). Its best in Turkey was #33, in Japan #62, in Taiwan #54. It never reached any grossing chart.
- In the top 15 of the Thai utilities free chart on 11-06, 5 were PDF readers (HOSENR DEV, Dev Globeg, OneTap Tools and CoreTools Lab, one each, plus Lumora), several of them launched only 2025–2026 years earlier. So breaking into the Thai top 10 only needs a few thousand to ten thousand installs a day.
- Ratings: 11-03 has 72 reviews, 11-06 has 155 reviews, averaging 3.5–3.8. The US histogram is [1★34, 2★0, 3★17, 4★17, 5★86]. The 2★ count and the 0,3★ and 4★ counts each rise in blocks of 13 or 14 reviews, a distribution that doesn't look organic. The Thai store page shows 4.6 stars. The top-liked Thai reviews are one-word praise like "ดี (good)" and "สุดยอดครับ (awesome)", with 49 and 73 likes. The English reviews include empty lines like "hopeful that is great service for the future". Almost none mention specific features, which looks like low-intent users from paid traffic. Solicited five-star reviews can't be ruled out (unverified).
- Monetization: the Play page says "contains ads" and no in-app purchases (offers_iap = False, no iap_range). The data safety section says it collects and shares no data, which doesn't match using an ad SDK.
2. Competitors: plenty of identical apps
In the googleplay library, 174 apps launched after 2026-07-01 with pdf or document in the name or package, with 78.2M lifetime installs and 7M new installs over the last 8.52 days combined. Since October, 47 launches have had PDF in the name. Lumora's 7-day new installs rank about 38 within that new-app group.
| Competitors | Platform | Launched | Scale (googleplay library, 11-06) | How it differs from Lumora |
|---|---|---|---|---|
| Adobe Acrobat Reader | Android / iOS | 2010 | 945M installs | Brand, cloud sync, subscriptions. Lumora is just a local reader. |
| WPS Office | Android | 2011 | 832M installs | Full office suites |
| CamScanner | Android | 2010 | 582M installs | Started from scanning, big subscription revenue |
| PDF Reader - Easy PDF(QR Code Scanner.) | Android | 2022-01 | 433M installs | Top example of the same "PDF reader + ads" playbook, a buying machine |
| Document Reader & PDF Editor(QR Code Scanner.) | Android | 2022-07 | 133M installs | Same as above, also on the Thai chart |
| PDF scanner Document Scanner(Radiant Retail LLC) | Android | 2026-09-11 | 1.94M installs, 7-day +480k | Newer package from the same period, 7 times Lumora's volume |
| Reampo: PDF Converter & Maker(DongRuaLabs) | Android | 2026-10-13 | 860k installs, 7 days +465k | Launched one day apart from Lumora, 7 times the volume |
| PDF Pilot - Reader & Tools(Suffron) | Android | 2026-09-18 | 730k installs | Same naming format ("XX PDF - Reader & Tools") |
| PDF Reader Viewer - Tools(HOSENR DEV) | Android | 2026-09-29 | 510k installs | #3 on the Thai utilities chart, a direct rival |
| Google Files / Google Drive / the system PDF viewer | Big-company features | — | Preinstalled | Opens PDFs, but no merge, split or image-to-PDF tools |
Lumora's features (reading PDF/Office files, image-to-PDF, scanning, merge and split, read-aloud, file management) are standard for this category. The only thing that stands out is background read-aloud.
3. Growth tactics
- Paid acquisition (likely Google App Campaigns, no direct evidence): the install curve is stepped, reaching tens of thousands a day, and matches the rollout order (Hong Kong, Japan, Taiwan first, then Thailand and Turkey). No organic discussion on TikTok or X, and the website doesn't load. All of this points to paid traffic. googleads doesn't track it (neither adv_map nor adv_app finds it), so "not found" doesn't mean "not spending".
- Store search / ASO: the package name com.pdftool.filescan.reader.document and the title "PDF - Reader & Tools" are both keyword-stuffed. After breaking into the Thai utilities top 10, chart exposure and keyword rankings may have brought in some organic installs (unverified).
- Content, creators, press: a TikHub search for "Lumora PDF" returned 20 results, all unrelated same-name items (lemora.ai, jewelry, a publisher). x-radar shows 30 posts in 0 days. A Jina search for "Lumora PDF" only returns unrelated same-name brands. No press coverage.
- Account background (sock puppet / bought developer account): the developer, L & V CO PTY LTD, is a private company in 2206, NSW, Australia (ACN 647 930 274). Its ABN was cancelled in 2026-07-14, and ASIC has issued a proposed deregistration notice. The contact email is a personal Gmail ([email protected]), and the privacy policy uses a Google Sites template. The website pdftoolfilescan.com went live the same day as the app (10-14) and returns S3 404 (NoSuchKey). The same account previously published Lonng VPN (com.lv.coptyl.lonng, AppBrain records it pulled on 2025-11 / 2026-07) and AnswerArchon (pulled 2025-10-02). This looks like an overseas-company developer account, bought or rented in bulk by an export-tools team: test one utility app on it, and when it gets pulled or stops working, switch to the next.

4. Why it "took off"
- Paid traffic: about 70k installs over 7 days, bought in two or three waves, with a single-day peak of 15k (app_day_ext / app_snap).
- Picked cheap charts: the Thai utilities free chart only needs a few thousand installs a day to reach the top 10, so 70k installs was enough to land #66 on the Thai overall app chart (chart_rank).
- Money comes from ads: in low-CPI markets like Thailand and Turkey, PDF readers get opened often, and interstitial and app-open ads can pay back the install cost. That's why the playbook keeps getting run (inference, no revenue data seen).
- The category demand is constant: "can't open this PDF or Word file on my phone" is an everyday need. Swap in a new package name, a new icon and a new account, and the paid-acquisition loop starts again, with no timing needed.
5. Differentiation
Essentially no differentiation. The features and naming format are identical to dozens of other packages from the same period, and the brand name "Lumora" returns nothing online. It gained volume through paid acquisition plus picking a low-bar market. The product itself isn't the reason.
6. Visibility and copycats
- Visibility: few people know it, but everyone in export-tools circles knows this category (PDF reader paid acquisition is a public, well-worn playbook). Revenue isn't public, there's no press coverage, and X and TikTok show 0.
- Copycats: hard to say who copied whom. It's one of the wave itself (174 new packages in the same category launched after July).
7. Takeaways
- "PDF / document reader + ads" is a volume business: standardized feature templates, plus shell overseas developer accounts, using Google App Campaigns to buy cheap installs in Southeast Asia, Turkey and East Asia, with ads paying it back. Targeting markets with low chart bars to push into the category top 10 also earns some organic exposure.
- As a sample, the more useful study is the Reampo (DongRuaLabs) and Radiant Retail packages that had 5–7 times its volume in the same period, and how they scaled a single package.
8. Still uncertain
- There is no direct evidence on which channels or what budget were used (googleads and metaads don't track it).
- Real ad revenue, retention, how long one account lasts: the first few apps have all been pulled, so no telling how long this one will last.
- Are the ratings fake or incentivized? 2★ at 0, 3★ and 4★ all climbing together. Suspicious, but unconfirmed.
- Who is behind it, and whether it's related to same-format PDF apps like PDF Pilot or HOSENR, is unverified.
