# Four identical VPNs launched on the same day: Tuka VPN and Iran's "switch to whichever still connects" business

**What it is** A free Persian-language VPN for Iranians: one tap to connect, monetized by ads.

**Why it took off** This year Iran cut the internet, then rolled out tiered access. Free VPNs get blocked fast, so users keep hunting for new packages that still connect. Tuka is a fresh package from an operator's matrix, its servers not yet blocked, and it gets traffic from older packages and shared channels.

**D** **How you could follow** Not recommended to copy. What you can borrow is the pattern: when something suddenly gets blocked and users are forced to find alternatives, shipping the one that works first is worth more than building it well. The gap to target is telling users which one still connects today.

Grade D: the product has no barrier to entry. The moat is in things followers can't get: bulk overseas developer accounts, servers that survive blocking, and millions of legacy users to funnel. It also carries sanctions-compliance and Google delisting risk, and the window tracks Iran's policy. Few people know about it yet

Tuka VPN is a free one-tap Persian VPN, listed Sep 16; by Nov 5 it had 196k installs, and in the last 7 days it added another 62k. It isn't special in itself: on the same day, at least three nearly identical Persian VPN templates were listed under three different developer accounts, and their daily install curves almost overlap. It grows because of a habit that formed after a year of internet shutdowns and throttling in Iran: when the old VPN stops connecting, people go to Play to find a new one. Below, how this business works, who is doing it, and whether you should touch it.

### A one-star review with 38 likes

In Oct 28, a user named Aref Alipour left a comment on Tuka VPN's store page: "Data packs this expensive, what is this? It doesn't connect at all, don't do this. Money earned this way isn't clean, it all ends up spent on medical bills, shameless." By early November, 38 people had marked it "helpful", making it the most prominent review on the app. Earlier, in Oct 18, someone left just one word: "تعطیله!!" ("It's down!!"), and another said it connected only once in ten tries.

That same week, installs kept climbing. On Nov 3 it updated to version 1.3, and over the next two days it added about 6 thousand a day (Google Play, 11-04, 11-05). The people cursing it are the same people installing it: in Iran, a VPN that works for a few days is something you keep replacing.

### What it is

One button, tap to connect, with server selection, and the interface shows connection status and duration. The title is "Tuka VPN - سریع و مطمئن", the second half Persian for "fast and reliable". No in-app purchases, labeled "contains ads", and the data safety section says "does not collect or share any data". The developer account is DG SOFT.

| Metric | Metric | Sources |
|---|---|---|
| Total installs | 195,539; 7 days +62,125 | Google Play,11-05/06 |
| Install curve | 10-08 about 14k, 10-21 about 85k, 11-03 about 184k | AppstoreSpy estimate |
| Rating | 4.29 points, 264 ratings; one star 37, three stars 18, five stars 207, two and four stars both 0 | Google Play,11-06 |
| Charts | Best overall Iran free chart rank #35–#48 | AppBrain summary |
| Other countries | Ranked 140–200 on the free tools charts in Germany, Canada, and Sweden | Google Play charts, 11-06 |

Two small details. On the store, the Nov 3 listing looked like "up 50k in one day", but the actual reason is Play's counter stalled from 10-27 to 10-31, so several days' worth of installs got lumped into one; the real daily rate is still 7 to 14k. Germany, Canada, and Sweden are exactly where many Iranian emigrants live, so the charting there is most likely Iranians abroad (inference).

### Why now

Iran had two nationwide internet shutdowns in 2026: about 20 days during the January protests, then 28 days after the war began in Feb 88, with partial restoration only by late May. Since then it has been tiered: people who bought "professional network" access or hold "white cards" mostly stay online, while ordinary users remain on the restricted tier (summary by vpnrice.com 10-21, citing Cloudflare Radar, Filterwatch, Al Jazeera). The squeeze continues into October: Iran has labeled Starlink a "war tool" (Al Jazeera 10-14), and parliament is reviewing a new internet regulation bill (Iran International 10-28).

To get onto Instagram or YouTube, ordinary people need a "فیلترشکن" (filter-breaker, i.e. circumvention tool). Free VPN servers and protocols get identified and blocked quickly, so users don't pick the best one, they pick whichever one **still connects right now** . A new package, with server IPs not yet widely blocked and listed late enough to rank high in Play search, is how Tuka took off. Its edge is being new.

### Where users come from: a matrix rotating

Pulling Play apps with "VPN" plus Persian in the title, the traces of same-day bulk listings are clear:

| Listing date | App | Developer account | Installs | 7 new in the last day |
|---|---|---|---|---|
| 2026-09-16 | Tuka VPN - سریع و مطمئن | DG SOFT | 196k | 62k |
| 2026-09-16 | Beez VPN - پرقدرت و امن | SHUAA APPS | 197k | 63k |
| 2026-09-16 | Fancy VPN - قوی و پرسرعت | SMART TECH COMPUTERS | 179k | 58k |
| 2026-09-16 | Poly VPN - پرقدرت و امن | ErdoDevsApps | 121k | 68k |
| 2026-08-06 | Taj / Tiz / Bist VPN | Three different accounts | 32–400k each | — |
| 2025-10-16 | Bax VPN | EMAAR INDUSTRIES Apps | 1.43M | 77k |
| 2025-03-27 | Tooti VPN | DG SOFT | 2.24M | — |

(Google Play,11-06)

Titles all follow "short English name + VPN - two Persian adjectives"; Fancy's and Tuka's English descriptions are nearly sentence-for-sentence identical. What's more telling is the curves: Oct 12 Tuka added about 10.7k in a day, Beez 10.6k, Fancy 12.5k; Oct 21 the three added 21.2k, 21.8k, and 26k respectively (AppstoreSpy estimates). Four "different companies" jumping by similar amounts on the same day means the traffic comes from one source.

No direct evidence of how the push works, but three plausible routes: older packages (DG SOFT's own Tooti has 2.24M installs) show pop-ups in the app urging users to switch to the new package; the same ad campaigns are running; and Telegram "free circumvention" channels like @world_Filtershekan and @AzadNet forward Play links in bulk, the main distribution channel for Iranian VPNs, though I found no specific Tuka posts. On X, 60 days with zero mentions, and TikTok searches turn up nothing.

The account itself is interesting. DG SOFT's site dg-soft.org belongs to an engineering software reseller in Muscat, Oman, with an Oman address and a UK phone number. An Omani engineering software company's account publishing a Persian VPN looks like a overseas developer account rented or bought by an Iranian team (inference, unverified), since under sanctions Iranians can't easily open Play developer accounts themselves. Multiple accounts and package names also spread the risk of Google delisting and Iranian blocking.

The money comes from ads. Local ads in Iran are nearly worthless, but once users connect through the VPN, ad platforms see an IP from the server's country, and the CPM can be much higher (inference). A user who opens it several times a day, with ads shown before and after each connection, and near-zero acquisition cost, can work at scale if the volume is big enough. No public figures on actual earnings.

### Who it's competing with

Beyond these same-batch sock puppets, the category has an older, bigger layer: Key VPN 11M installs, Homa VPN 4.4M, Ahu VPN 2.74M, Hyper VPN 2.55M, Shah VPN 1.78M (Google Play, 11-06); Iran's local store Cafe Bazaar also has a big pile of "فیلترشکن" apps. On the other end are free open-source or non-profit tools like Psiphon, Lantern, and Tor, with tens of millions of Iranian users, but their protocols get targeted for blocking, and when they're blocked users flow into these new packages.

On product, no one differs. The difference is all in operations: whose package is newest, whose servers haven't been blocked yet, who has old users to funnel traffic, who can ship in batches.

### If it were you

**One-line verdict** : understand it, don't follow it. This is an operations business built on "Iranian internet shutdown + account matrix + constantly swapping packages". The product has no barrier to entry; the moat is in things followers can't get: bulk overseas developer accounts, servers that survive blocking, and millions of legacy users to funnel.

**Who it suits** : teams already running circumvention tools in markets like Iran or Russia, holding accounts, servers, and old packages. For them, this is just another batch of new packages.

**Who it doesn't suit** : solo indie developers; anyone unwilling to take on sanctions-compliance risk (serving users in sanctioned countries, or listing under borrowed accounts, can drag down your developer account or even your company); anyone who can't stand a package living only a few months.

**How to do it (if you still want to borrow the idea)** :

- Learn the pattern, not the business: when a platform or government suddenly cuts off something, users are forced to find alternatives, and those alternatives quickly stop working, the winner is release tempo, not product quality. When you see this kind of situation (an app blocked in a country, a service suddenly going down), shipping the one that works first is worth more than building it well.

- To do what it does poorly: build for "it connects, and it's clear about it". Iranian users' biggest complaint is installing something that doesn't connect and not knowing which one still works. A tool or channel that tells users "which ones still connect today, which protocols are still alive" is worth more than yet another VPN, though it still sits under the shadow of sanctions and blocking.

**How to acquire users** : this category doesn't rely on paid acquisition, it relies on three things: stuffing local-language selling points into titles to win Play search; forwards from Telegram circumvention channels; and older packages funneling users to new ones. Of the three, the third is something newcomers simply don't have.

**When the window closes** : the window tracks Iran's blocking. As long as tiered access stays in place, switching waves will keep coming; once full access is restored, or Google cleans out a batch of Persian VPNs and suspicious accounts together, this batch of packages will drop together. A single package's lifespan is measured in months.

**What would mean you read it wrong** :

- If Tuka, Beez, Fancy, and Poly are all still around in half a year, each still adding fifty to sixty thousand a week, that means it's not just a switching wave but a long-running business that keeps earning, worth a serious look at ad accounts by any team with the channels;

- Conversely, if this batch of same-day listings gets delisted together before year-end, or Iran lifts restrictions and new installs fall to a few hundred a day, then it was just the aftershock of one event.

## Tuka VPN - سریع و مطمئن (com.tuka.yourvpn) research report

Research date: 2026-11-06 · Channel: Google Play · Developer account: DG SOFT

### Bottom line

Tuka VPN on its own isn't special. It's one new card in a **free Persian-language VPN clone network for Iran** : 2026-09-16 On the same day, at least 4 near-identical Persian VPN apps went live under 4 different developer accounts (Tuka / Beez / Poly / Fancy). Each one has been climbing about 60k a day for 7 days, and their install curves almost overlap. The demand comes from 2026 years of internet shutdowns and tiered access in Iran, plus a habit: when an old VPN gets blocked, users go hunting on Play for a new one that works. The operators keep swapping in new packages and new accounts to catch that traffic in turn, and they make money from ads.

### 1. Data (our googleplay library, with historical backfill from AppstoreSpy)

- Global cumulative installs: 195,539 (app_snap 2026-11-05/06); 7 new installs over 62,125 days; 264 ratings, 4.29 stars.

- Curve since launch (app_day_ext, AppstoreSpy estimates): 2026-10-08 is 13,553,10-13, 38,173,10-21 is 85,136,10-27, 133,403,11-03 is 183,679,11-05, 195,539. Over the past month it has run roughly 6–9k per day, with jumps around 10-12, 10-21, and 11-02.

- **The data card says "11-03 single-day surge of 50k" is an illusion** : the Play install count stayed flat from 10-27 to 10-31, and the 11-03 "50,265" figure is actually a total across several days from 10-28 to 11-03, which AppstoreSpy averaged out to roughly 7–14k per day.

- Charts (chart_rank): it only appeared at the tail of the Tools free chart in the 30 storefronts we track: ca 155–199, se 155, de 147–194 (11-06 de 147). **Iran is not one of the 30 storefronts we track** . AppBrain's search summary shows "Best rank #48 Top Free, Iran", and another summary says #35, which suggests the main users are in Iran (the AppBrain page was blocked by a captcha, so I only saw the search summaries).

- Monetization: ad_supported=True, offers_iap=False, so it's ads only, no in-app purchases. The Data safety section claims it "collects and shares no data".

- Rating distribution [37, 0, 18, 0, 207]: the 2-star and 4-star counts are both 0, a shape that isn't quite natural; Beez from the same batch shows [0,0,0,30,244]. Incentivized ratings aren't ruled out, but I haven't verified it. The ratio of ratings to installs is about 0.13%, which is on the low side.

- Version: 1.2 (9-30 update) → 1.3 (11-03 update). Apptopia lists the launch date as 2026-09-29, while our library has 09-16, so the store's listing date may have been reset.

### 2. Competitors: the same clone matrix + same category

Searching the googleplay library for "title contains VPN + Persian" shows clear **same-day batch listings** :

| Listing date | App | Developer account | Installs | 7 new in the last day |
|---|---|---|---|---|
| 2026-09-16 | Tuka VPN - سریع و مطمئن | DG SOFT | 195,539 | 62,125 |
| 2026-09-16 | Beez VPN - پرقدرت و امن | SHUAA APPS | 196,544 | 63,280 |
| 2026-09-16 | Poly VPN - پرقدرت و امن | ErdoDevsApps | 120,944 | 67,755 |
| 2026-09-16 | Fancy VPN - قوی و پرسرعت | SMART TECH COMPUTERS | 178,866 | 57,836 |
| 2026-08-06 | Taj / Tiz / Bist VPN | Milestone Tech / SMART TECH / CLARION | 32–400k | — |
| 2025-12-07 | iWar / Babr VPN | Milestone Tech / CLARION | 910K / 1.61M | — |
| 2025-10-16 | Bax VPN - سریع و قدرتمند | EMAAR INDUSTRIES Apps | 1,434,435 | 77,145 |
| 2025-03-27 | Tooti VPN - قدرتمند و سریع | DG SOFT | 2,244,615 | — |

- These apps share several traits: the titles are all "short English name + VPN - two Persian adjectives"; all use one-tap connect with server selection; all are ad-supported with no IAP; Fancy and Tuka's English descriptions are nearly identical sentence for sentence ("built for those who expect simple, fast…", "No confusing menus…"); and the developer sites are "company" sites on .info/.org/.tech, with privacy policy paths at /privacy_policy/ or /privacy-policy/.

- **The daily curves move in sync** (app_day_ext): 10-12 Tuka 10,734, Beez 10,637, Fancy 12,508; 10-21 Tuka 21,228, Beez 21,796, Fancy 25,964; 11-02 Tuka 14,209, Beez 14,022. Apps under different accounts jumping on the same days by nearly the same amounts suggests one traffic source (the same operator pushing, or the same ad and cross-promo setup), not organic growth on each app.

- The DG SOFT account itself: the Play developer page lists Tuka, Tooti, and Lady VPN (AppBrain's summary shows Lady at 500k+), and the same account also has "DG-SOFT - Digital Engineering" (app.dgsoft.android). dg-soft.org is the website of a WaterGEMS engineering software reseller in Muscat, Oman, but the phone number is a UK +44 number. **An Omani engineering software company's account is publishing Persian VPNs** , which looks like an Iranian team renting or buying an overseas developer account (under sanctions, Iranians can't easily open Play developer accounts themselves). This is inference and unverified.

- Bigger, older players in the category: Key VPN (11M), Homa VPN (4.4M), Ahu VPN (2.74M), Hyper VPN (2.55M), Lina/Roy VPN (Mycroft developer, 160–1.9M each), Shah VPN (1.78M). Iran's local store Cafe Bazaar also carries plenty of "فیلترشکن" (filter-breaker) apps. On the big-company and open-source side there are Psiphon, Lantern, and Tor, all free, but Iran's blocking regularly takes down their protocols.

### 3. Demand and timing: why it's happening now

- In October 2026, the situation tightened further: Iran labeled Starlink a "war tool" (Al Jazeera 10-14); parliament is reviewing a new internet regulation bill (Iran International 10-28); and Reuters reported Iran is preparing to cut undersea cables in the Gulf (10-23).

- The reality: ordinary Iranian users need a "فیلترشکن" (circumvention tool) to reach Instagram, YouTube and the like. Free VPN servers and protocols get fingerprinted by DPI and blocked fast, so users **keep switching** : whichever new app still connects right now is the one they install. The comments show how short-lived these are: 10-18 someone writes "تعطیله!!" ("it's dead!!"), and another says they only connect 1 out of every 10 tries.

- So Tuka took off not because it beats the competition, but because it's **a fresh package** : its server IPs haven't been widely blocked yet, it was listed late, and it ranks well in Play search and in "new VPN" word of mouth.

### 4. Growth tactics (where users come from)

1. **Play Store search and title keywords** (inferred, more credible): the title puts the Persian selling point "سریع و مطمئن (fast and reliable)" right in, so Iranian users searching for VPN or فیلترشکن on Play will find it. AppBrain shows it charted in Iran's Top Free at #35–#48, and the chart placement itself brings exposure.

2. **Matrix rotation + coordinated push** (the data confirms it exists, the exact mechanism is unverified): 4 packages listed the same day had curves jumping in sync, which points to one operator behind them. Three possible methods: older apps (Tooti 2.24M, Bax 1.43M, etc.) use in-app pop-ups to nudge users toward the new packages; the same ad network is running paid campaigns; or Telegram channels post them all together. New accounts and new package names also spread the risk of Google delisting or Iranian blocking.

3. **Telegram "free VPN" channels** (a category convention, no specific Tuka post found): I found channels such as @world_Filtershekan, @AzadNet, and @bia_2 batch-posting Play links to "new filter-breaker tools", which is the main distribution channel for Iranian VPNs.

4. X and TikTok: x-radar shows 0 results for "Tuka VPN" over the past 60 days; TikHub's TikTok search turned up no related videos. Jina found a TikTok from a Pakistani account, @techsalaarkhan, titled "Tuka VPN: Facebook CM Settings", which has nothing to do with Iranian users and is a one-off.

5. How the money comes back: ads only, no IAP. A user opens it several times a day, and interstitial or rewarded ads show before and after each connection. Ad rates for Iranian users are low, but volume is high; customer acquisition is nearly free, relying mainly on store search and cross-promotion from the operator's own matrix.

### 5. Differentiation

**Almost no product differentiation** : features, UI, copy, and monetization all match the dozens of apps in the same batch and category. The real "edge" is operational:

- It's a new package, new account, new servers, so for now it "still works";

- Behind it is a matrix that has already been proven (DG SOFT's own Tooti has 2.24M installs), which can cross-promote and batch-list new apps.

Those operational factors are why it's getting traction, not the product itself.

### 6. Visibility and copycats

- Visibility: **still very few people know about it** . No revenue is public, no media or big X accounts have covered it, and the only results I can find are auto-generated aggregator pages on Softonic, CNET, AppBrain, Apptopia, and Similarweb.

- Copycats: this category is mass-copied by design. Beez, Poly, and Fancy, listed the same day, aren't copycats so much as products from the same operator or circle. The 2026-08-06 batch (Taj, Tiz, Bist) is the same.

### 7. What's worth borrowing

- In categories driven by platform events (Iran, Russia, Myanmar circumvention tools), what wins is **release cadence and the matrix** , not the product: whichever new package works gets the switching wave.

- The playbook: multiple overseas developer accounts, batch listings on the same day, cross-promotion from old apps to new ones, local-language selling points stuffed into titles, and ads for monetization; when one package gets blocked, the next one goes up.

- Risks: Google's VPN policies, developer accounts banned by association, and Iranian blocking. The business's cash flow depends on constant new listings, and a single app's useful life may be only a few months.

### 8. What's still uncertain

- Who the operator is: whether DG SOFT / SHUAA / SMART TECH / ErdoDevs are one team, and whether the accounts are rented or bought.

- The specific push channels: in-app cross-promotion, ads, or Telegram. There's no direct evidence for any of them.

- How much ad revenue it makes, and whether the rating distribution has been manipulated.

- Iran's real ranking history (our library doesn't collect the Iran storefront).

- Where the VPN servers come from and how safe they are (the Data safety section says no data is collected, but the app carries ads; Iran has had fake-VPN spyware before, unrelated to Tuka itself).
