A same-name app launched ahead of the government: Vetri Tamilnadu gets 25k installs in a day

What it is A government-services navigation app for Tamil Nadu state: a collection of welfare schemes, job listings and links to official service websites. It shares its name with the official app the new government plans to launch, but describes itself as unofficial.

Why it took off The new government keeps branding everything "Vetri" and the official app keeps getting delayed, so this app grabbed the name first and ranks #1 in Play search. In October 22, media reported on e-Sevai 2.0; people looking for the official app searched, found this one, and installed it.

CHow you could ride this Don't go after the same keyword; learn the playbook. Watch for government transitions and new flagship programs, and in the window after an official app is announced but before it launches, ship an app targeting the brand term, state clearly that it's unofficial, and make sure the service guidance is actually useful. Ride the news for search traffic.

Grade C: growth came from the official-app gap plus ranking #1 in Play search. The #1 spot is already taken and the gap closes at any time; ad prices are low and users don't stick around; and there's a risk of removal. The lesson of grabbing a government-policy brand term is worth knowing, but following this one isn't worth it. Few people know about it yet

The new government of India's Tamil Nadu state has said it will build a super app called "Vetri Tamil Nadu", and more than two months later it still hasn't launched. A small developer used the name to publish a government-navigation app on Google Play. After local media covered it, the app added 25,000 installs in one day. Here's what it's riding, how much money is involved, and whether you could copy it.

Oct 22 afternoon, a news story

On Oct 22 2026, at 4 p.m., Tamil news site Samayam Tamil reported that TNeGA, the state's e-governance agency, had issued a tender for the "Vetri Tamil Nadu e-Sevai 2.0" platform, which will overhaul online government services statewide. Webdunia Tamil covered it the same day, and DT Next, Daily Thanthi and others followed in the days after.

The reader opens Google Play and searches "vetri tamilnadu". The App ranked first is Vetri Tamilnadu - Schemes Jobs. Its cumulative installs went from 474 on Oct 21 to 25,645 on Oct 22 (third-party estimates of Google Play installs), an increase of about 25k in a day.

But it is not a government App. The developer is VM Spark Creations, based in Krishnagiri, a small town in Tamil Nadu. Its registered name includes "VM Net Center", which looks like an internet café or a service agent (inferred). The first paragraph of the store listing is in all caps: "VETRI TAMILNADU IS AN INDEPENDENT INFORMATIONAL APPLICATION……" In other words, this App has no connection to the government.

Why "Vetri" is valuable

"Vetri" (வெற்றி) means "victory" in Tamil. It is also the brand word for actor-turned-politician Vijay and his party, TVK. The timeline goes like this:

  • Apr 12: At a campaign rally, Vijay promised a "Vetri Tamil Nadu Super App" that would bundle 100 services, including driving licences, ration cards, birth certificates and complaints, into one App (The Hindu).
  • May 10: Vijay became Chief Minister. Most of the new schemes since then have been branded "Vetri": free bus travel for women (Vettri Payanam), rural employment (Vetri 150), a training programme (Vetripadi), and in Nov 5, a "Vetri" discount vegetable pack of ten items for ₹100.
  • Aug 25: The state IT minister announced in the assembly that a "Vettri Tamil Nadu Super App" would be built, with 500 services and a budget of ₹5 crore (The Hindu 8-26).
  • Oct 22: The expression of interest for e-Sevai 2.0 was published. As of Nov 6, the official App still had not launched.

Ordinary users had been waiting for this App. A UX designer posted a Reel on Instagram in May showing a concept interface for "வெற்றி தமிழ்நாடு சூப்பர் ஆப்". It got 423k likes, and over the following months people kept commenting "App link" and "Link bro". People wanted it, the government hadn't delivered it, and this gap is where all of the App's traffic came from.

The developer moved quickly. The assembly announcement was in Aug 25, the privacy policy was written in Sep 18, and the App went live in Sep 22.

Where users come from: first place on Play search

On Nov 6, searching the India store on Play for "vetri tamilnadu" and "vetri tamil nadu super app", and even the broader "tamil nadu schemes", it ranked #1. Behind it were TVK's party-member App My TVK, TN Scheme Finder, and several official Apps.

It ranks first because every part of the name matches the search terms: package name com.vetritamilnadu.app, title "Vetri Tamilnadu - Schemes Jobs", and the opening line of the description, "Vetri Tamilnadu: TN Schemes, Jobs, E-Sevai Online Services". The all-caps disclaimer at the top is there to get through Play's review against "impersonating the government". The name is still the same name, though, so the traffic from the government brand still comes in.

I found no evidence that it runs paid acquisition. A small developer with a single App, selling in-app purchases at only $0.49, could hardly sustain 25k a day in ad spend. The steps in the install curve also line up with news dates (from 11-01 to 11-03 it rose about 8,000 more, which I infer came from follow-up coverage of Vetripadi and e-Sevai 2.0, unverified). The most plausible explanation is that news coverage is its ad spend. Searching for it on X turns up 0 posts.

The developer's website, avjust.com, is a Tamil-language guide to government services (for example, how to find co-operative store outlets). This suggests the person was already in the business of "government-information SEO", and the App is simply another outlet for the same content (inferred).

What it does, and where the money comes from

The features are thin: links to official portals (ration cards, land records, TNPSC exams, voter ID, Aadhaar), articles on welfare schemes and job postings, a collection of YouTube tutorials, and bookmarks. It earns from AdMob ads, plus a $0.49 "VIP crown badge" purchase.

The reviews are polarized. The top negative review, from Oct 18, reads "not working empty waste of time" and was marked helpful by 5 people. Another consists of just three words: "worst don't try". The positive reviews are long Tamil paragraphs ending with "வாழ்க பாரதம்... வாழ்க தமிழகம்" (Long live India... long live Tamil Nadu). Reading the negative reviews, many people seem to have installed it thinking it was the official App, then left when they couldn't get anything done (inferred).

Ad rates for long-tail government traffic in India are low, and users don't stick around. Tens of thousands of installs here won't turn into much money. My estimate is a few hundred dollars a month (rough estimate).

Who else is competing for the same traffic

Plenty of others already cash in on the "Vetri" name. This App just won first place in Play search:

If it were you

Grade C. There's a tactic here to learn, but don't copy it wholesale. It took off because of the gap while the official App was missing, plus first place on Play search. First place is already taken by it, and the gap will close at any time.

Who it suits: People who already produce government-service content in a particular country or local language (tutorial sites, YouTube channels, service agents), treating the App as one more outlet for that content, without expecting it to make money on its own.

Who it doesn't suit: Anyone who needs one App to make a living; anyone unfamiliar with the local language and political calendar; anyone who can't accept that the App could be taken down at any time.

How to do it: Don't go after the word "Vetri" itself. Learn the underlying playbook: track election cycles and flagship scheme timelines. In the months after a government announces "we will build an App" and before the official one launches, ship an "independent information guide" App. Match the name and package name to the brand keywords, state "unofficial" clearly in the first line of the description, and make the content genuinely useful as a service guide (which counter, what to bring, how much it costs), rather than just a pile of links.

How to get users: Free. Every time local-language media runs a related story, that's a free placement. Pair it with a same-named tutorial site or YouTube channel to catch search traffic.

Deadline: After the government announces, before the official launch. In this case, it took 28 days from the assembly announcement to the App going live, and the surge in Oct 22 came two months later.

Where I could be wrong: (1) After the official Super App launches, it still ranks in the top three for "vetri tamilnadu" searches and its installs keep rising. That would mean these Apps can survive the gap, and their value is higher than I thought. (2) If it gets taken down from Play before the start of 2027 for impersonating the government, that would mean the risk of this playbook outweighs the reward, so there's no point studying it. (3) If its developer uses this wave to build a second and third similar App, and both of them gain traction, that would mean this is a small business that can be repeated, not a one-off stroke of luck.

  • Inferred Owned SEO content site: the developer's site avjust.com is a Tamil-language tutorial site for government services. I found no direct evidence it funnels traffic to the app.
  • Inferred Paid acquisition: no evidence found. Ad libraries don't cover it, and a solo indie app with $0.49 in-app purchases doesn't look like a paid-ads play.

Why Vetri Tamilnadu - Schemes Jobs (com.vetritamilnadu.app) shows up at the top

Channel: Google Play (India) | Developer: VM Spark Creations (Krishnagiri, Tamil Nadu, a storefront called "VM Net Center") | Store launch: 2026-09-22 | Research date: 2026-11-06

Bottom line

It has no product edge. It wins by squatting on a name the government is about to need, before the official app exists. "Vetri (வெற்றி, victory) Tamil Nadu" is the brand term of the new ruling party, TVK. 2026-05 Since Vijay became chief minister, almost every new state scheme has carried the "Vetri" prefix: Vettri Payanam, Vetri 150, Vetripadi, Vetri Laptop. In August 25, the state IT minister announced a "Vettri Tamil Nadu Super App" in the assembly, but the official app still isn't live. The developer published a privacy policy in September 18 and listed in September 22 under the name "Vetri Tamilnadu". In October 22, Tamil media ran a wave of coverage that "Vetri Tamil Nadu e-Sevai 2.0" was coming, and it took in about 25k installs that day. Anyone who searched Play for the official app found this one first.

2. Why it took off

2.1 Timing: the new government's brand term, with the official app still missing

  • During the 2026-04-12 campaign, Vijay announced a "Vetri Tamil Nadu Super App" at a rally in Kanyakumari, promising to bundle 100 services such as driving licenses, ration cards, birth certificates and complaints into one app (The Hindu 2026-04-12, Moneycontrol, The South First).
  • 2026-05-10 Vijay became chief minister after TVK won 108 seats (BBC, The Hindu 2026-05-10).
  • 2026-08-25 IT Minister R. Kumar announced the "Vettri Tamil Nadu Super App" in the assembly: 500 services with a budget of ₹5 crore (The Hindu 2026-08-26, Dinamani 2026-08-25, Thanthi TV).
  • 2026-10-22–27 TNeGA issued an expression of interest (EOI) for the "Vetri Tamil Nadu Integrated e-Sevai 2.0 Platform". Samayam Tamil (10-22 16:10), Webdunia Tamil (10-22), DT Next (10-24), Oneindia and Daily Thanthi (10-27) all reported "Vetri e-Sevai 2.0 is coming". This lines up with the single-day +25k installs on 10-22.
  • Around the same time, a run of new schemes carried the "Vetri" name: Vettri Payanam free bus travel for women (10-02 expanded, covering 84 lakh people), Vetri 150 rural employment (10-20), and Vetripadi training (11-02). Each new article brought more people searching "vetri tamil nadu". The +8,000 over 11-01–03 may come from follow-up coverage of Vetripadi and e-Sevai 2.0; this is unverified.
  • People have wanted this app for a while. UX designer siren.uix posted a Reel of a concept UI for "வெற்றி தமிழ்நாடு சூப்பர் ஆப்" in May, which got 423k likes. Under it, people have kept commenting "App link" and "Link bro" for months, the latest 16 hours ago (Instagram DYJRHLfqIUh, DYOb9GJmCNd). People want it, the official app doesn't exist, and this gap is where its traffic comes from.

Where 2.2 came from: Play Store search, grabbed the name

  • 2026-11-06 On Play India (gl=in, hl=en), searching "vetri tamilnadu", "vetri tamil nadu super app", and even the generic "tamil nadu schemes", it ranks #1, and for "vetri tamilnadu" it gets a large featured card. Ranked below it are My TVK (the party membership app), TN Scheme Finder, TNPSC exam-prep apps, and the official TNeGA-family apps.
  • The package name com.vetritamilnadu.app, the title "Vetri Tamilnadu - Schemes Jobs", and the opening line of the description "Vetri Tamilnadu: TN Schemes, Jobs, E-Sevai Online Services" line up almost exactly with what users search for. The description's first line, in capitals, says "NOT A GOVERNMENT APP". That is there to get past Play's government-impersonation review while still capturing traffic from the government brand.
  • Paid acquisition: no evidence found. Ad libraries only track products on their lists, so a missing result doesn't mean there was no spend. But a solo indie app with $0.49 in-app purchases would struggle to fund 25k installs in a single day through ads. Install curves matching news dates points to organic search as the most plausible explanation.
  • Content site: the developer's site avjust.com is a Tamil-language guide to government service procedures (WordPress, explaining things like where to find Amudham cooperative stores), and the privacy policy is hosted on needki.com. It's reasonable to infer this person already runs a "government service SEO content" business, and the app is another outlet for that content. The "VM Net Center" in the address sounds like an internet cafe or agent office; this is an inference, not verified.
  • No discussion at all on X (x-radar searched "Vetri Tamilnadu app" and "vetritamilnadu" over the last 60 days, 0 results). The YouTube search API quota ran out that day, so I couldn't check there.

2.3 Why people stay or pay: they barely stay, and barely pay

  • The features are links to the official portals, articles on schemes and jobs, a YouTube video collection, and bookmarks. It uses Room for local caching, earns from AdMob ads, and has a $0.49 VIP tier.
  • With 41 reviews and a 3.9-star rating, the negative reviews that say "not useful" get voted up heavily. That suggests many people installed it looking for the official app, found it wasn't, and left. Revenue comes from ad impressions at very low CPMs, so the pool is small.

4. Differentiation

Its only real difference: the name and package claim the term 'Vetri Tamilnadu', and it went live before the official app. The content is the same as other government-portal navigation apps (official links, articles, videos), and arguably lower quality. That difference is the whole reason it breaks out. It has no moat. Once the official app launches, or Play delists it for impersonating a government service, the traffic is gone.

5. How many people have seen it

  • Revenue is not public. No media outlet or large X account has written about it, and X shows 0 discussion.
  • But "riding the Vetri name" is already crowded: at least three webpage clones, and Play has other apps with the same or similar names, such as Vetri Guide and VetriApp. The playbook itself isn't new. This app simply took the top spot in Play search.

6. What others can borrow

  • Front-run the political and policy calendar: when a new government takes office and a new scheme is announced before the official app is built, this window usually lasts 2–6 months. Launch an "independent info navigation" app quickly, match the brand term in the name, and state the disclaimer clearly in the first line. Any other state, or any other country, that changes government or launches a new flagship scheme can run the same play.
  • The news is the ad: install curves match the dates of local-language media coverage one for one, so it captures traffic without spending a cent.
  • Be clear about the money: long-tail government traffic in India earns very low ad CPMs, and users who are tricked in by the name tend to uninstall quickly. An app like this can reach tens of thousands of installs but won't make much money, and it risks being replaced by the official app or delisted.

7. Still unclear

  • Whether 10-22's single-day +25k included paid acquisition or WhatsApp group sharing: ad libraries don't cover it, and the YouTube quota ran out, so I couldn't check.
  • Which news item drove the +8,000 over 11-01–03: not identified.
  • AppGoat's "#50 in India's Education chart" is unverified. In our database, its best rank is #125.
  • When will the official app launch, and will Play pull it for impersonating the government?
