# A WiFi speed-test shell: how it squeezed into 13 country's charts by switching categories

**What it is** A free, ad-heavy WiFi signal strength and speed-test utility, a reskinned shell on Android.

**Why it took off** It put a utility app into the "personalization" category, where competition is weak, and in 13 emerging markets like Argentina, Vietnam and Mexico, 89k installs a week was enough to chart; the install curve comes in stages, most likely paid acquisition, with ads paying it back.

**C** **How you could follow** Don't build another WiFi app; learn the category arbitrage: find a tools chart with a high bar and an adjacent weak category ten times easier to enter, use one template across multiple package names, and monetize with paid acquisition in emerging markets plus ads; the prerequisite is an organization developer account and paid acquisition capability.

C grade: the playbook is learnable, but this WiFi slot has seen at least 6 new similar shells since 6 of 2026–September, and the larger incumbent running the same playbook is 16× bigger; following it requires organized accounts and a paid acquisition budget, and carries Google category and identity-verification policy risk. A WiFi Analyzer: Signal Strength app on Google Play hit 450k installs less than three months after launch. Its features are identical to dozens of rivals. It got there through a distribution playbook: the developer identity is manufactured, the category is picked, and installs come in bursts that are bought. Below, each step of the playbook, why it's worth understanding, and why it's not really worth copying.

### One review: ten minutes of ads

On 2026 Sep 8, a user named Er Baffo left a review on Google Play: "Ridiculous amount of ads. Opened it, waited nearly 10 minutes for an ad to get through. Uninstalled immediately." 52 people marked it helpful. In Oct 16, someone wrote: "Every time I open it, it's all ads." An older one from Aug 24 says more: "It didn't tell me the passwords of nearby WiFi."

These three reviews, the top ones on the store page, describe the app clearly: it makes money from ads, and many people install it expecting to see the passwords of nearby WiFi.

### What it is

A free, ad-supported WiFi utility with no in-app purchases. The store page lists nine features: current network info, live signal strength, speed test (download, upload, ping), nearby WiFi list, connected devices, hotspot settings shortcut, WiFi QR code scan and share, password generator, plus a pile of "network tools." Speedtest, the long-running WiFi Analyzer (olgor) and the open-source WiFiAnalyzer do each of these more deeply, and half of them already exist in the phone's system settings.

The version number has been 1.0.0 since launch. The last update was in Oct 8.

### The numbers: 450k installs, and a stepped curve

- Total installs 449,497, with 7 added in the last 88,880 days (Google Play public data plus third-party estimates, 11-06).

- Store launch 2026 Aug 18. From late August to 20 Sep, roughly one to four thousand new installs a day. On 4 Oct, +14k in one day, then almost zero for three days. From 21 Oct to 25, +195k over five days, with +70k on 25 alone. After that, about ten thousand a day.

- The last week's installs also move in jumps: 10-31 +21k, 11-01 and 11-02 together +0,11-03k, then 11-04 0 on 45 days.

Organic search growth is smooth. This curve starts and stops, and its shape matches waves of ad spend. No ads for this package name turned up in the ad library, so the paid acquisition point is an **inference** , with moderate confidence.

Another number is telling: the rating count rises steadily by 44–86 a day, independent of the install spikes. Of 2,844 ratings, there are zero three-star ratings (1,777 five-star, 474 one-star), yet only a handful of written reviews. This looks like star-rating prompts inside the app piling up scores. Whether the ratings were bought is **unverified** .

### How it got on the charts: wrong category, on purpose

In the store, it sits not under "Tools" but under **"Personalization"** , the category for wallpapers, themes, keyboards and stickers.

On 6 Nov, it ranked #39 on Argentina's free Personalization chart. It was the only network tool among the top 50, the rest were wallpapers and keyboards. On the same day it ranked 58–81 in Vietnam, Mexico, South Africa, India and Brazil, and 99–193 in Turkey, Indonesia, Saudi Arabia, the Philippines, the UAE, Nigeria and Thailand. 13 countries in all, **not one European or North American market** .

What's the bar on the Tools chart? That same day, the #20 free Tools app in Argentina was a QR scanner adding 1.81M in 7 days. At 89k a week, this app wouldn't register on the Tools chart at all. On the Personalization chart, it reaches the top 40. Chart placement brings store exposure, exposure brings organic installs, and that makes the paid acquisition spend go further (**inference** ).

This isn't a one-off. At least a few other WiFi tools were also put under Personalization: HoangSi's WiFi Map (launched July, already 7.48M installs), SVVN-RU's WiFi Manager, and QUEEN CITY's Wifi Password Show (launched 2024 years ago, 23M installs).

### Who's behind it: three identities that don't line up

The developer on the store is listed as SPIRITUAL CAPITAL INC. Digging deeper, the identities stack up:

- The **website** is wifiscanner409cy7ru.netlify.app, a free template host. The body is a privacy policy written throughout in terms like "the Game" and "register for the Game", clearly adapted from a game template.

- The **claimed identity** sits on a blogspot published 2026 Apr 24: "a registered 501(c)(3) nonprofit in Louisville, Kentucky," with a tax ID and a D-U-N-S number. The phone, +1 (502) 555-2346, falls in 555, the range reserved for fictional numbers in US film and TV. The email is a gmail address. The images come from a random stock library, and the text is AI-flavored prose about a turtle-wandering mini game.

- The **"developer info" on the store page** (11-06) names a different company: PKND BRANDS LIMITED, an office address in London and a Vermont phone area code. UK company records show it was incorporated only in 24 Feb 2026, and it's linked online to a baby products shop called Baa Baby.

Why the runaround? Since late 2023, Google Play has required new **individual** developer accounts to run a closed test with a dozen or so testers for two weeks before publishing. **Organization** accounts skip that, but need a D-U-N-S number. An account that passes organization verification can publish new apps without the test (**inference** : these identities appear built to obtain or borrow organization accounts; whether they relate to real organizations with the same names is **unverified** ).

The account doesn't do only WiFi. The "same developer" section of 11-06's store page also lists tarot and zodiac apps, an IPTV player, AI interior design, football scores, a prank fake-call app and an AI scanner. Whatever category has volume gets the next app, all on the same shell.

There's a sibling too: SVVN-RU's "WiFi Manager: Signal Analyzer," with the website wifiscanner409cy**8** .netlify.app, its number sitting right after this one's. Its description opens with the same phrasing, it's also in Personalization, launched in Jul 18, and has 250k installs. The two package names and emails differ, but the websites follow one numbering sequence, so they probably come from the same studio or template seller (**inference** ).

### Where the money comes from

Ads only, no in-app purchases. In emerging markets, the cost to buy one install is often a few cents to around a dime, and a few app opens with interstitial and app-open ads can earn that back. The "nearly 10 minutes of ads" review shows this model pushed to its limit (unit economics are **estimated** ; no public data).

It also shows what need it sells. A sister shell on the same theme ran Spanish-language Meta ads reading "Descubre contraseñas Wi-Fi gratis cerca de ti" (Discover free WiFi passwords near you). Its ad page had only 49 likes and a fake-looking name, "Marc Mason," and the same operator was pushing camera, blood sugar, location and sleep shells. Users expect to borrow WiFi and get a speed test and signal bars instead, which is where the "it didn't tell me the password" reviews come from.

### Who it's competing with

| Competitors | Scale (Google Play, 11-06) | Compared with alternatives |
|---|---|---|
| Speedtest by Ookla | 269M installs | Brand speed test, users search for it directly |
| WiFi Warden | 48.8M | Deeper features, paid tier |
| WiFi Analyzer(olgor) | 17.2M, 7 days +53k | Long-running channel analyzer, in the Tools category |
| WiFi Map(HoangSi) | 7.48M, 7 days +99k | Same playbook, 16× bigger, sells "connect to WiFi / see passwords" |
| WiFi Manager(Veyro Digital) | 2.31M, 7 days +116k | 2026-06 new shell, Tools category |
| Wifi Manager(alatheertech) | 1.62M, 7 days +208k | 2026-06 new shell, charted in 13 |
| WiFi Analyzer(CV MUDA SUGUHARTA) | 206k, +88k in 7 days | 2026-08 new shell, weekly growth almost identical to this one |
| WiFi Spectra(Eagle Flight) | 190k | 2026-09 new shell |

Between 2026 June and September, at least 6 new WiFi tool shells appeared. This one sits in the middle, unremarkable.

### How many people know about it

Almost none. TikTok has no relevant videos, X has had no discussion in nearly 30 days, there's no press coverage, and no public revenue figures. But the playbook itself (WiFi tool shell + Personalization category + emerging-market acquisition) is already run by a dozen or more developers, so this lane is not empty.

### If it were you

**C: worth understanding, not worth copying.** Anyone can build the app itself. What makes it run is a distribution pipeline: an organization developer account, a template you can reskin, a category with weak competition, segmented paid acquisition in emerging markets, and ads to recoup the spend. A dozen teams already run this pipeline, and the WiFi slot is crowded.

**Who it's for** : small studios that already ship utility shell apps, hold an organization developer account, and know how to run Google App or Meta ads. For you, the useful part is the category comparison: the same week, 89k installs meant nothing on the Tools chart and a top-40 placement on Personalization.

**Who it's not for** : independent developers who want to build a product of their own and grow users over time. There's no product moat here, and users aren't loyal (they came looking for passwords). Without an organization account and an ad budget, you can't get past the first step.

**What to do instead** : skip WiFi. Take the method. Find a utility category with steady demand (scanning, measuring, converting), then check how many installs it takes to chart on each country's Tools chart versus a weaker adjacent category (Personalization, Lifestyle, Entertainment). Only arbitrage where the gap is more than tenfold. Reskin one codebase across several package names, monetize with ads only, and expect one version to run for two or three months.

**How to acquire users** : mainly low-cost paid acquisition in emerging markets, with creatives that promise the exact result users want. Once on the charts, use chart exposure to add organic installs. Localize store pages into multiple languages and pack titles and descriptions with the right keywords.

**Risks** : Google enforces policies against both "mismatched category" and "misleading promotion." Opening an organization account under a manufactured identity means that if it's found out, the account and every app on it get pulled. Followers take on that risk themselves.

**Signs you've read it wrong** : ① This app or its sibling SVVN-RU gets taken down or moved back to Tools before December. That means Google is tightening, and the window is closing. ② Installs drop to a few hundred a day after spend stops and every chart placement falls off. That means chart-driven organic installs were small, and the profit is entirely the spread on bought traffic. ③ The reverse: early 2027 and many non-personalization utility shells sitting on the Personalization chart and still performing. That means the arbitrage is widening, but you'd be late to it.

Where users come from

- **Confirmed** **category arbitrage (PERSONALIZATION)** : in Argentina's free Personalization chart top 50, it's the only network tool, ranked #39. The same playbook shells HoangSi, SVVN-RU and QUEEN CITY are also in the Personalization category (chart_rank 2026-11-06).

- Inference **emerging-market paid acquisition** : installs come in stepped pulses (10-04 +14k in one day then three days of nothing; 10-21–25 five days +195k). It charts only in Argentina, Vietnam, Mexico, India, Brazil and similar markets, with ads only and no IAP. No ads for it turned up in the ad library, but a sibling shell with a 49-like fake-name Meta Page ran Spanish-language ads.

- **Confirmed** **organization developer account network** : the developer claims to be a 501(c)(3) in Louisville, built on blogspot 2026-04; the phone is in 555, a fictional range; the email is gmail. Website wifiscanner409cy7ru.netlify.app, sibling uses 409cy8.

- Inferred **Store search ASO** : the title and short description are stuffed with WiFi analyzer / signal strength / speed test, and the store listing is localized into many languages

- Inferred **Content / creators / press** : TikTok search returns 0 results, x-radar shows 0 in the last 30 days, and there is no press coverage on the web

### Bottom line

This is a **reskinned WiFi utility app** : signal strength, speed test, and nearby network list. Dozens of identical products already sit on Play. Whether it works has little to do with the product itself. It's the output of a "mass-produced shell" playbook:

1. **A borrowed or registered "organization developer account"** : the developer is SPIRITUAL CAPITAL INC, claiming to be a 501(c)(3) nonprofit in Kentucky. But its website is a blogspot built only 2026-04 ago, the phone number is from the fictional 555 range, and the contact email is gmail.

2. **A factory-numbered template website** : wifiscanner409cy7ru.netlify.app, with a privacy policy copied from a game template.

3. **The same shell has at least one sibling** : SVVN-RU's WiFi Manager: Signal Analyzer, website wifiscanner409cy8.netlify.app, with an identical description style, also filed under Personalization.

4. **Filing a utility app under the less competitive PERSONALIZATION category** , it climbs category charts in Argentina, Vietnam, Mexico, India, Brazil and other emerging markets.

5. **The install curve comes in pulses** , most likely paid acquisition, with monetization through ads.

It has little visibility right now, but this route is far from rare. It's already crowded with identical shells.

### 1. Who they are

- Product: free, ad-supported, no in-app purchases (`ad_supported=True`, `offers_iap=False` in app_snap). Features: real-time WiFi signal strength, speed test (download / upload / ping), nearby WiFi list, network info. Version has been 1.0.0 the whole time, last update 2026-10-08 [googleplay database app_snap, 10-29~11-06].

- First listed on the store 2026-08-18, category PERSONALIZATION, not TOOLS [googleplay database app table].

- Developer "SPIRITUAL CAPITAL INC":
    - Play developer website wifiscanner409cy7ru.netlify.app, contact email zunigsusa535071@gmail.com [googleplay database app table].
    - The site copy is a privacy policy that says "the Game" and "register for the Game" throughout, clearly a game template [r.jina.ai scrape of wifiscanner409cy7ru.netlify.app].
    - The search-found page spiritualcapitalinc.blogspot.com was published on 2026-04-24. It states "registered 501(c)(3) nonprofit, 1433 Saint James Ct, Louisville KY" and lists an EIN 33-4225366 and a D-U-N-S 137300710. The phone +1 (502) 555-2346 is from the fictional range reserved for US film and TV. The email is the same gmail as on Play. Images come from the random picsum gallery. Half the text is AI-flavored prose promoting a game called Turtle Odyssey. Another person online, Angelique Johnson, is listed as CEO of "Spiritual Capital, Inc." (from a University of Michigan alumni talk). Whether she is connected to this account is unverified.
    - **Verdict** : this is a developer account posing as a US nonprofit, using a D-U-N-S number to pass Google Play organization verification. Since 2023-08-31, creating an organization account requires a D-U-N-S number. Since 2023-11, new personal accounts must also run a closed test (initially 20 testers for 14 consecutive days, later lowered to 12 testers). Organization accounts skip that test [support.google.com Play Console docs; reddit r/androiddev]. This account first published games (Turtle Odyssey / Female Archer Adventure), then added IPTV Playlists and this WiFi tool. That is the classic "warm up the account, then switch categories" pattern. AppBrain shows 3 apps from this developer, and there is a second netlify site, scananything634y8.netlify.app [Jina search snippet; AppBrain page body not captured].

- Sibling app with the same template: com.wifiscan.analyzer.signal.strength.pro, "WiFi Manager: Signal Analyzer".
    - Developer SVVN-RU, website wifiscanner409cy8.netlify.app, email nagajp654@gmail.com, published 2026-07-18, also under PERSONALIZATION.
    - The opening line of the description follows the same pattern ("…is a simple and reliable network utility … Check WiFi signal strength, measure network speed, discover nearby WiFi networks…").
    - 251,871,7 days of installs +34,902; 1,901 ratings but only 3 written reviews; version 1.0.1 [googleplay database, 11-06].
    - The two accounts have different names and different emails, yet their websites follow the "wifiscanner409cy + number" pattern. This likely points to one studio or one outsourced template vendor running a matrix of apps.

### 2. Growth data (googleplay library)

- Cumulative installs: 449,497 (11-06), 7 days +88,880. Rating 2,844 with only 6 written reviews. Rating score 3.96 [app_profile, app_snap].

- Curve since launch (app_day_ext, AppstoreSpy estimates, spread evenly between observations): | Period | Cumulative | Pattern | |---|---|---| | 08-30 ~ 09-20 | 5k → 57k | steady 1–4k per day | | 09-21 ~ 10-03 | 57k → 74k | drops back to 0.6–2.6k per day | | 10-04 | +14,333 | single-day spike, then almost 0 for three days | | 10-08 ~ 10-09 | +21k | second spike (10-08 is exactly 1.0.0's update day) | | 10-21 ~ 10-25 | 146k → 342k | +195k over 5 days, +70k on a single day 10-25 | | 10-26 ~ 11-06 | 342k → 449k | about ~0.6–15k per day |

The curve is stepped, switching "on" and "off", not the smooth growth organic search produces. The shape matches budgets pushed in waves (Google App Campaigns or Meta). The ad libraries have no direct evidence, so this remains an inference.

- Rating count rises steadily by 44–86 per day and is unrelated to the install spikes. Star distribution is [1★474, 2★237, 3★0, 4★355, 5★1777], with zero 3-star ratings and very few written reviews. This looks like pure star ratings from the in-app review prompt. Whether ratings are being bought is unverified.

- Charts: since 10-29, it has appeared daily on the PERSONALIZATION Top Free chart in 11–14 countries. Its best rank is #35–39 in Argentina, followed by Vietnam, Mexico, South Africa, India and Brazil at #50–80, and Turkey, Indonesia, Saudi Arabia, the Philippines, the UAE, Nigeria, Thailand and Malaysia at #90–197. **Every one is an emerging market, with no US or European store** [chart_rank].

### 3. Competitors

| Competitors | Platform | Launched | Scale (googleplay library 11-06) | How it differs |
|---|---|---|---|---|
| Speedtest by Ookla | Android / iOS / web | Long-established | 269M installs | A branded speed test that only does speed; it bundles speed, signal and scanning together and relies on paid acquisition in emerging markets |
| WiFi Analyzer(olgor.com) | Android | 2018 | 17.2M, 7 days +53k | An established channel / signal analyzer under TOOLS; shallower features, filed under personalization |
| WiFi Warden | Android | 2016 | 48.8M | Deep features (WPS, channels, eSIM) with paid tiers; this one is pure ads |
| WiFiAnalyzer (open-source, VREM) | Open source / Android | Long-established | Not in the database | Open source with no ads; this one is an ad shell |
| WiFi Map: WiFi QR Scanner(HoangSi) | Android | 2026-07-08 | 7.48M, +7k over 99 days; rating only 4,910 | Same playbook (PERSONALIZATION category, almost no written reviews, emerging markets) at 16× the scale; leans toward "connect to WiFi / reveal passwords" |
| WiFi Manager: Signal Analyzer(SVVN-RU) | Android | 2026-07-18 | 250k, +35k in 7 days | **A sibling from the same template** (wifiscanner409cy8.netlify.app) |
| Wifi Manager(alatheertech) | Android | 2026-06-08 | 1.62M, 7 days +208k | A new shell from the same period, under TOOLS, charting in 13 countries |
| WiFi Manager(Veyro Digital) | Android | 2026-06-11 | 2.31M, 7 days +116k | A new shell from the same period, under TOOLS |
| WiFi Analyzer(CV MUDA SUGUHARTA) | Android | 2026-08-27 | 206k, +88k in 7 days | A new shell from the same period whose 7-day growth is nearly identical |
| WiFi Spectra: Net Analyzer(Eagle Flight) | Android | 2026-09-03 | 190k | Same-period clones |
| Wifi Password Show: Master Key(QUEEN CITY) | Android | 2024-01 | 23M | An earlier WiFi shell in PERSONALIZATION, pitched on "reveal passwords" |
| Android system settings and router vendor apps (eero, FRITZ!, Nokia WiFi) | Big-company features | — | Millions to tens of millions | The system already has a signal bar and speed test entry; vendor apps only cover their own routers |

Bottom line: there are plenty of established products for this job. Between 2026 and September, at least 6 new shells appeared together in 6. This one doesn't stand out among them.

### 4. Growth tactics

- **Paid acquisition (inferred, moderate confidence)** : stepped install spikes, charting only in emerging markets, ad-only monetization. This fits a low-CPI paid acquisition plus AdMob model. The googleads database (which only tracks a fixed list of products) and the metaads database show no ads for this package name. That doesn't mean it wasn't advertised. Supporting evidence: a similar app in the category, com.wifi.network.analyzer.tool, is promoted by a fake-named Meta Page "Marc Mason" with 49 likes, using Spanish copy "Descubre contraseñas Wi-Fi gratis cerca de ti" (find free WiFi passwords nearby). That same Page also promotes four other shells for camera, blood glucose, location and sleep [metaads database advertiser/ad tables]. This suggests fake-named Pages running ads in Latin America is the standard approach in this niche.

- **Category arbitrage (confirmed)** : filed under PERSONALIZATION, not TOOLS. The top 50 free Personalization apps in Argentina are all wallpapers, keyboards, themes and stickers. This is the only network tool there, and it ranks #39. In Argentina's TOOLS chart, the #20 QR scanner added 1.81M new installs in 7 days, so TOOLS has a much higher bar [chart_rank 11-06]. HoangSi, SVVN-RU, QUEEN CITY, Prop studio and Moboco, which use the same playbook, also file their WiFi tools under PERSONALIZATION.

- **Store search ASO (inferred)** : the title "WiFi Analyzer: Signal Strength" plus a description packed with WiFi analyzer / signal strength / speed test and similar keywords. The listing is localized into Arabic, Albanian and other languages [Jina search results for hl=ar / hl=sq pages].

- **Organization account matrix (matrix confirmed, the core is inferred)** : a developer account posing as a nonprofit, numbered netlify websites, and the sibling SVVN-RU.

- **Content / creators / press: none** . TikTok search returns 0 results, and x-radar shows 0 in the last 30 days. On the web there are only the store page, AppBrain, and chart pages from Sensor Tower / Appfigures.

### 5. How visible it is

Few people know about it yet. Revenue isn't public, and there's no press or X coverage discussing the product itself. But it isn't a secret playbook: a dozen or more teams are already running this "WiFi utility shell + Personalization category + emerging-market paid acquisition" combination.

### 6. Differentiation

No real feature differentiation. Compared to Ookla, olgor, WiFi Warden, and the open-source WiFiAnalyzer, it's thinner. If there's any edge, it's only two things, and both are at the distribution layer:

- Category picked as PERSONALIZATION, sidestepping the competition in the TOOLS chart;

- Bulk-listed under organization accounts.

These two things are why it could chart, but both are easy to copy, and they already have been.

### 7. Takeaways

- Tool apps push into lower-barrier adjacent categories to win store exposure. Watch out: Google has policy risk around "category mismatch."

- Only targets emerging markets with pure ad monetization: low CPI, AdMob fill is good enough, and one 1.0.0 version can run for over two months without an update.
