Fiskal: Malaysia Tax & Relief · Nakhoda Technology Sdn Bhd

Over two hundred installs a day was enough to chart in Finance: Malaysian tax-filing app Fiskal rode the budget and tax season

What it is A personal tax assistant for Malaysia. Snap a receipt and it's automatically filed under the relevant LHDN reliefs. It estimates your annual tax and refund, fills in your return line by line, and stores receipts in the cloud for 7 years. It also handles self-employed bookkeeping and rental income.

Why it took off October's budget raised the personal relief cap from RM9,000 to RM12,000, followed by LHDN's tax promotion month and the year-end window for spending on eligible reliefs. The Malaysian Finance chart has a very low bar: two or three hundred installs a day and a few annual subscriptions get you on it. It covers more features than a dozen similar apps, which is why it ranks highest.

BHow you could approach it Don't build another one in Malaysia. Go to countries like the Philippines, Indonesia or Thailand, where tax filing is still manual and the chart bar is low. Build a local-language assistant for employees, the self-employed and landlords: free calculations, with a paid tier for storing receipts for the legally required retention period. Launch two to three months before the filing deadline.

Grade B: the playbook is clear and portable to other countries, and few people know about it yet. But Malaysia already has a dozen similar apps locally. Moving to another country means rebuilding the tax rules and earning local trust, the market is small, it only peaks for one season a year, and official e-invoice pre-filling will keep squeezing this category over time. Nobody knows about it yet

On Nov 1, a freelance TV crew member in Malaysia wrote on the App Store: "I used it to file my taxes and bought the RM99 Pro version." Fiskal is a tax-filing app from a small family team in Malaysia. It's been live for just over two months, has only 2,522 installs on Google Play, and yet it's already in the top five of the Malaysia iOS Finance Top Grossing chart. Below: what got it going, how crowded this niche is, and what you can take away from it.

A five-star review

Oct 28, another App Store review: "I've been looking for an app like this. Other apps just store your receipts and tell you how much you saved. This one actually does something useful. Terus signed up for the Pro subscription for a year (bought a full year of Pro)."

Every year in Malaysia, between April and 3, you file personal income tax. The LHDN (tax authority) offers a long list of reliefs: lifestyle, sports equipment, computers and phones, tuition, medical, parents' medical costs, insurance, and more. Each has a cap, and you have to keep receipts and produce them if audited. Plenty of people stuff their receipts in a drawer all year and dig them out at filing time. Fiskal does just this: snap a photo of a receipt, it gets sorted into the right relief category automatically, it estimates your tax owed and refund across the year, and when filing time comes you fill in the MyTax form line by line with the numbers ready. Receipts are stored in the cloud for 7 years, and 7 years is exactly the retention period LHDN requires.

What it is

A Malaysian personal tax assistant. Launched on iOS in September 2 (the founder posted on LinkedIn the next day, "finally live on the App Store") and on Google Play in September 14. Developed by Nakhoda Technology, a team of the Mokhtar family: CEO Azmeer, CMO Irfan, and Imran.

Compared with similar apps, it covers the most ground:

  • The BE form for employees (the 1.6.0 version of 11-03, with the EA form entered line by line)
  • The B form bookkeeping for self-employed people and online sellers, with one account managing several businesses
  • HK-4 rental income for landlords
  • CP500 instalment prepayments

The interface is bilingual, English and Malay, and the official account posts in colloquial Malay. The store page opens with: "Not a government app, doesn't file taxes for you, and will never ask for your MyTax password." Every figure is tagged with its source and assessment year, and data is stored in Singapore. When you sell a tax tool, you first have to make people stop wondering whether you're a scammer.

How it makes money: The free version estimates tax, shows refunds and exports BE/B form figures, but on the phone you can only store 10 receipts. The Standard plan is RM59.90/year (about US$13), with unlimited receipts, cloud storage for 7 years and one-tap audit export. The Pro plan is RM99.90/year (about US$22) and adds self-employed bookkeeping, rental income and guided filing. Calculations are free. What you pay for is "keep your evidence and don't panic at an audit."

(Google Play install counts and per-country charts, App Store charts, 10-28 to 11-06. Google's install counts update once a day, with a one-day lag.)

Installs rose 1,752 times over 7 days, about 250 a day. The peak came in November 5: #5 on the iOS Malaysia Finance free chart, #45 overall free, and #2 on the Finance Top Grossing chart. The App Store rating went from 10-28 with 6 ratings to 27 ratings now, at 4.9. On 11-06 it gained 11 ratings in one day, a few days after the 1.6.0 update, so the new version probably added an in-app review prompt. The source of the 11-05 jump is unknown.

These absolute numbers are small. They rank this high because the Malaysia Finance charts have an extremely low bar: on the Play Finance free chart, the apps just above and below it have 159k and 978k cumulative installs, yet both added only about seven thousand in the last 7 days. The chart measures recent growth, and two or three hundred installs a day is enough to reach the top 40. On the iOS Top Grossing chart it's similar: a few annual RM59.90 / RM99.90 subscriptions a day are probably enough to reach the top five (estimated).

Why these weeks

Three things came together:

  1. The budget. The 2027 budget tabled in Parliament in October raised the total personal relief cap from RM9,000 to RM12,000, and changed several items including tuition, lifestyle and pets (RTM 10-13, Astro Awani). "How much can I claim this year?" suddenly became a national conversation.
  2. Tax month. From October 26 to November 3 is LHDN's "Bulan HASiL", a nationwide push for on-time filing. Fiskal climbed in the rankings between 11-02 and 11-05.
  3. Year-end. Lifestyle, sports and electronics reliefs only count if you spend before December 31 and keep the receipts. On top of that, LHDN is encouraging individuals to request e-invoices to claim reliefs from assessment year 2026 (RinggitPlus), which amplified the "keep evidence" message.

The real filing peak is next year, in April 3 (BE form deadline April 30). What we're seeing now is just the warm-up.

Where users come from

No press coverage, nobody mentions it on X, and searching "fiskal app" or "app cukai" on TikTok turns up no videos of it. What's visible is the founding family doing it themselves:

  • Threads replies. The official account @fiskal.my has 885 followers and keeps replying under popular Malaysian threads with things like "everyone who pays tax at work should install Fiskal" and "small business owners, file and keep your books in Fiskal and save on an accountant," with 34 to 272 views per post. The CMO also promotes it under other people's posts.
  • Facebook tax group. CEO Oct 20 posted in the Malay group "LHDN CARI SIAPA HARI INI?": "How to use Fiskal to save RM2,500 in tax relief," with 6 reactions and 3 shares.
  • Offline. Sponsored the local startup competition KNKV Business War, with 3 one-year Pro memberships given away on site. The CEO also went on podcasts to explain tax basics.
  • Website SEO. fiskal.my has 148 URLs in English and Malay: 42 relief detail pages, 30 "can I claim this?" pages, an income tax calculator and a PCB calculator. Spot checks on a few key terms show it isn't in the top ten yet.

Each of these channels is small on its own. The likely main driver is store search: the budget and tax month pushed up searches for "cukai" and "tax relief," and the app is named "Malaysia Tax & Relief." Once it charted, the chart itself brought in more exposure. Whether it ran paid ads hasn't been confirmed.

This lane was already crowded

In Malaysia, at least a dozen apps doing "snap receipts, file reliefs, calculate refunds" have appeared over 2024 to 2026 years. Almost all are local indie developers:

CompetitorsScaleHow it differs from Fiskal
MyTaxMatePlay cumulative 3,690; iOS 74 ratings at 4.9; iOS Finance Top Grossing ranked #5–#16The closest match, also fills in MyTax line by line. Mainly English, stronger web-guide SEO. No Malay-first focus, rent or CP500
TaxPooliOS 3 ratings; a single creator-made TikTok promo with 688k viewsFree, aimed at small businesses and e-invoices, works with licensed tax agents. Loud presence, but some users say it's hard to use
MudahCukaiiOS 7 ratings; a single creator TikTok with 127k viewsMalay-language, focused on receipt storage
Taxlah, CukaiMax, CukaiMate, TaxMe, Resitku and moreAll smallreceipt tracking plus relief totals, some as WhatsApp bots or websites
MyTax (LHDN official)1,449 iOS ratings, #13 on the Finance free chartofficial tax filing portals, no year-round receipt tracking
calculators like iMoney, RinggitPlusheavy web trafficone-off calculations only

Fiskal isn't the first, and TikTok buzz doesn't match TaxPool. But it now ranks best on both stores: on the iOS Top Grossing chart it sits at #2–8, ahead of MyTaxMate's #5–16, and on the Play Finance free chart it's #39, ahead of MyTaxMate's #167–193.

The difference is coverage. Most rivals only handle employee receipts. Fiskal also covers self-employed people, online sellers and landlords, which gives the Pro tier a clear buyer. The two top reviews buying Pro both come from that group. So the differentiator explains why it's this app at this moment; the demand itself comes from the budget and tax season.

There's also a longer-term threat: LHDN is pushing e-invoice receipts with auto-prefilled reliefs. If that lands, the basic "keep my receipts" feature of these apps loses its value.

If it were you

Verdict: B. Launching another one in Malaysia is late. There are about ten similar apps, and the top spots are still contested. What's worth copying is the playbook: find a small country where tax filing is manual, relief categories are many, and category chart barriers are low, then build a local-language tax assistant covering employees, self-employed and landlords. Give the calculation away free and charge for statutory-retention archives. The weaknesses are clear too: each country needs its own tax rules rebuilt, tax apps need local trust, the market is small and only peaks once a year, and locals may already be building it.

Good fit for: people from that country who understand local tax law or have an accountant nearby, and small teams that can promote in local-language Facebook groups and Threads. The Malaysian one is run by a family team.

Not for: anyone who doesn't know the local tax rules and wants one template across ten countries. One wrong relief figure and the reputation is gone. It's also a poor fit for anyone wanting steady year-round growth, because volume follows the tax calendar.

How to do it: first check who is already in your target country (the Philippines, Indonesia, Thailand and Vietnam are all worth a look) and how far they've got. Pick an underserved group such as the self-employed, online sellers or landlords, and sell them the Pro tier. Cite sources for numbers, and state in the first line of the store page that it's not a government app and never asks for your password. Justify payment with statutory retention periods and "export everything in one tap if audited", not with OCR.

How to get users: mainly store search, with "Tax" and the local word for tax in the app name. Ship updates on the policy calendar: when the budget is announced, during tax awareness month, before the year-end relief deadline, and before the filing deadline. A website with relief detail pages and "can I claim this?" pages picks up long-tail search. A TikTok creator promoting a similar app got one video to six-figure views, so it's worth testing.

Launch by when: Work backwards from the target country's tax filing deadline and launch at least two to three months early, leaving time to get discovered and build up ratings. Malaysia's deadline is next year's Apr 30; to catch the Malaysia gap, you need to launch by January.

What would mean you got it wrong: ① Next year, 3, during the April tax-filing peak, Fiskal's installs aren't clearly higher than they are now. That would mean the demand is shallower than you thought, and its chart rank during the warm-up period came only from a low bar to entry. ② LHDN's e-invoice prefill for tax reliefs gets built and widely adopted in 2027. Receipt tracking gets absorbed by the government, and only self-employed bookkeeping is left. ③ The category charts in your target country have a much higher bar than Malaysia's, or local banks and big accounting players already build relief tracking in. Then the small-team route of using chart rankings to build volume doesn't work.

Why Fiskal: Malaysia Tax & Relief (my.fiskal.app) broke through

Research date 2026-11-06. Data from our googleplay / appstore databases ("Play DB", "iOS DB"), web search (Jina) and TikTok search (TikHub). Uncertain points are marked "unverified" or "inferred".

Bottom line

Fiskal is a Malaysian personal tax app: scan receipts, and they're automatically sorted into LHDN relief categories; estimate annual tax and refunds; get figures organized field by field for the MyTax form; receipts kept for 7 years. It's the most complete player in a crowded niche: it covers employee BE forms, self-employed B-form books, HK-4 rent and CP500 instalments. It gained traction from two things: timing, with Malaysia's 2027 budget in October raising the individual relief cap from RM9,000 to RM12,000,10/26–11/3, plus the tax authority's "Bulan HASiL" (tax month), and the rush before year-end to use up relief allowances; and a very low bar on Malaysia's finance category charts, where a couple hundred installs a day gets you to #39 on the Play Finance free chart and a few subscriptions gets you into the top 5 on the iOS Finance Top Grossing chart. Growth came from the founders posting themselves on Threads, Facebook groups and LinkedIn, plus offline sponsorships giving away memberships, all at small scale. So its absolute size is still small (2,522 cumulative installs on Play worldwide).

1. Data: how big it is and how fast it's growing

Google Play (Play DB)

  • Store listing date 2026-09-14 (LinkedIn in early September said "Android version in progress"; a separate Instagram post said "Fiskal is now on Google Play").
  • Cumulative installs: 10-28 769 → 10-31 1,427 → 11-02 2,142 → 11-04 2,373 → 11-06 2,522. Up 1,752 over 7 days, about 250 per day. Google updates install counts only every other day, so daily change reads 0 on some days.
  • Malaysia Finance free chart: 10-29 #86 → 11-01 #115 → 11-05 #51 → 11-06 #39. On the same day, #38 Fundora had 159k cumulative and #40 Prihatin had 978k, but neither gained more than 6,700–7,700 over 7 days. So the chart measures recent momentum, and the bar is low. It has only charted in the Malaysia storefront.
  • Rating count blank (too few, not shown by the store).

App Store (iOS DB, Malaysia storefront only)

  • Launched 2026-09-02, developer account is the personal account of Muhamad Azmeer Bin Mokhtar Ali. The founder posted on LinkedIn "finally LIVE on the Apple App Store" on 2026-09-03. The recall card's claim that the iOS version "went live at the end of 2025" is wrong.
  • Malaysia Finance Top Grossing chart: 10-28 #14 → 10-29 #5 → 10-31 #4 → 11-05 #2 → 11-06 #4.
  • Malaysia Finance free chart: mostly between #29 and #70; peaked at #11-05 on 5, and that day also hit #45 on the Malaysia overall free chart. It fell back to #11-06 overall and #133 in Finance by 17.
  • Rating count: 10-28 only 6; 11-05 9; 11-06 20 (up 11 in one day). The App Store page showed 27 ratings at 4.9 stars at the time. 11-03 shipped 1.6.0 versions, one major redesign. A jump of 11 ratings in one day suggests the new version added an in-app rating prompt (unverified).
  • Reviews show people buying Pro directly: "Terus sign up pro subscription setahun" (10-28), "freelance TV Crew… Subscribed to the Pro RM99 version".

Pricing: the free tier stores only 10 receipts on the phone; Standard is RM59.90/year, unlimited receipts, cloud storage for 7 years, one-tap audit export; Pro is RM99.90/year, adding self-employed books, HK-4 rent and guided filing (fiskal.my/en/pricing, App Store listing). The Play DB records in-app purchase prices of $14.99–$23.99, matching these two annual tiers.

2. Competitors: this niche is far from empty

The recap said "almost no similar localized tax-relief tracking apps", which is wrong. In 2024–2026, at least a dozen Malaysian apps have appeared doing the same thing (scan receipts, map them to LHDN reliefs, calculate the rebate):

Verdict: Fiskal is not the first, nor the loudest marketer (TaxPool's borrowed ML Studios TikTok reach is far bigger), but it is currently the highest-ranked on the charts. Fiskal's iOS Finance Top Grossing ranks 2–8 beat MyTaxMate's 5–16, and its Play Finance Top Free rank of #39 beats MyTaxMate's 167–193.

The 11-05 jump (iOS overall free #45, Finance free #5, grossing #2) has no identified source. Possible causes: 1.6.0 redesign got it into store featuring, or an in-app review prompt; buzz around the close of Bulan HASiL 11-03; or a personal account's post went viral. None verified.

4. Why now: timing

  • 2027 budget (tabled in Parliament in October): the total individual relief cap rose from RM9,000 to RM12,000, and tuition, lifestyle, and pet reliefs were adjusted (reported by RTM 10-13, Astro Awani, and the Finance Ministry's Langkah Cukai annex). "How much can I claim" suddenly became a national topic.
  • Bulan HASiL 2026 (10-26 to 11-03): LHDN's nationwide tax awareness month, themed on "voluntary compliance". Fiskal's Play and iOS ranks climbed between 11-02 and 11-05.
  • Year-end window: lifestyle, sports, and electronics reliefs only count if spent before 12-31 with receipts kept, and 11 and December are naturally the season for "tidy up receipts, chase the cap".
  • E-invoices: LHDN encourages individuals to request e-invoices from YA2026 to claim reliefs (RinggitPlus), which amplifies the "keep proof" message.
  • Malaysia's real filing season is 3–April (BE form deadline 4-30). Right now it's only warm-up; the real peak hasn't arrived.

5. Differentiation: how it stands apart

  1. Broadest coverage: most rivals only do "receipts plus personal reliefs". Fiskal covers employee BE forms, self-employed and online-seller B-form bookkeeping, HK-4 rental income, and CP500 installments in one app, with Pro at RM99.90/year aimed squarely at the self-employed and landlords. Reviews show the buyers are freelancers (a TV production crew). One user put it this way: "none seemed to offer anything more than receipt storage and what you can deduct".
  2. Malay-first: the official account posts in colloquial Malay (korang, jimat cukai), with an interface in both English and Malay. Fiskal's posts are clearly aimed at Malay middle-class and small traders; MyTaxMate and others mostly use English.
  3. Credibility and compliance: every figure is sourced with its assessment year; it states plainly "not a government app, we don't ask for your MyTax password, we don't file for you"; data is stored in Singapore. In a category like tax, this reduces user suspicion.
  4. Generous free tier, clear paywall: tax estimates, rebates, and BE/B-form figures are free; you pay for "unlimited receipts + 7 years of cloud archive + an audit pack". 7 years is LHDN's required retention period, so the fear of an audit is what makes people pay.

Is differentiation why it broke out? Partly. Its grossing ranks are higher than MyTaxMate's, and reviews show people buying Pro directly, which suggests "all-in-one plus Pro for bookkeeping and rent" did get a segment of self-employed users to pay. But "why these few weeks" is mostly explained by timing (budget, tax month, year-end), and "why a small volume can chart" is down to the low bar of Malaysia's finance charts. Differentiation explains why it got more downloads and payments than a dozen similar apps in the same window, not where the demand came from.

6. How many people have seen it

  • Revenue isn't public; not on TrustMRR, and the founders haven't posted any revenue figures.
  • No media coverage, no discussion on X; 38 followers on Instagram, 885 on Threads.
  • Still little known. But the category itself is already crowded with Malaysian indie developers, and rivals are simultaneously using TikTok creators.

7. What to borrow

  • Low-bar country category charts plus seasonal necessity: a few hundred installs and a handful of subscriptions can push you into the top of Malaysia's finance chart. Tax needs an annual, fixed anxiety that generates news whenever policy changes, so release and promotion can follow the policy calendar (budget, tax month, filing deadline).
  • Selling subscriptions on retention: give away the calculation results, charge for "compliance archiving" (7 years, audit pack), which is an easier pitch than selling OCR.
  • One app covering employees, self-employed, and landlords, giving the Pro tier clear buyers (online sellers, freelancers, landlords).
  • Threads reply traffic: reply under hot Malay-language Threads posts. Costs almost nothing, but the reach is limited.
  • The same template could be moved to other Southeast Asian countries where people file their own taxes with lots of deductions (the Philippines, Indonesia, Thailand), but each country means redoing the tax rules, earning local trust, and probably competing with indie developers who already run local apps.

8. Still unclear

  • The specific source of 11-05's jump (store featuring, a review prompt, or a post that went viral).
  • Whether they ran Meta or Google ads.
  • Paid conversion and real revenue. iOS Finance Top Grossing #2–8 in Malaysia may map to only a few RM59.90/99.90 subscriptions a day.
  • Retention after tax season ends, and how LHDN's e-invoice pre-fill, once built out, will hit apps like this.
