> Its App Store page in Iran is titled 'Instagram VPN,' and searching 「翻墙」 in the Iran store lands it at #6. The Russia listing is packaged as a game accelerator to avoid censorship. It also arrived just as Iran throttled connections in October and blocked UDP, which broke many older free VPN tools.

# Same app, called "Instagram VPN" in Iran and "game accelerator" in Russia: CloverVPN installed 2.9M times in three months

**What it is** A free Android VPN with no signup and one-tap connect, earning from opening and interstitial ads. Its main users are most likely Iranians who want to get around blocks and use Instagram.

**Why it took off** In Iran, its store page is literally titled "Instagram VPN", and searching "VPN" in the Iran store puts it at #6; the Russia page is dressed up as a game accelerator to slip past censorship; and it landed right as Iran's October throttling and UDP blocking broke many older free VPN tools.

**C** **How you could apply it** Don't copy an Iran VPN. Take the trick of "custom store pages per country": rewrite your tool app's store page for each country with the words and selling points locals actually search for.

C grade: the playbook is easy to follow, but keeping up requires running proxy servers, maintaining old developer accounts, and tracking blocking events closely, plus you carry Play policy and sanctions risk. JumpJump, Nora and the mass-published Persian VPN apps using the same playbook are already crowded, leaving no entry point for small teams. Few people know about it yet

CloverVPN is a free, ad-supported one-tap VPN on Google Play. It launched in Aug 8 and had 6M cumulative installs by Nov 2.92, with 8k new installs in the last 456 days. The product is no different from hundreds of rivals; it wins on distribution. One package ID shows different store pages by country. Iranian users see a Persian "Instagram VPN", Russian users see "game accelerator", and users elsewhere see a plain English VPN. The listing was published under a developer account once owned by a Nigerian ride-hailing company, and growth coincided with Iran's new round of throttling in October. The playbook is easy to follow, but the barriers and risks to copying it are not in the product.

### An English review, the developer replied in Persian

On Sep 17, 2026, a user named ali werik left a five-star review on the US Google Play page: "Absolutely excellent and convenient it has been connected for 6 hours without any interruptions🔥🔥" (connected for 6 hours with no drops). By Nov 6, 143 people had marked it helpful, and it's now the top review on the app.

The next day, developer KANYRIDE replied, not in English but in Persian: "Thank you very much for your love and support! We're glad you're happy with CloverVPN and we will keep improving."

The other two pinned reviews are similar: on Sep 30 someone said it's "one of the most stable and fastest VPNs I've used recently" and only wished some apps could skip the VPN; on Oct 16 a user named Saeed Mahjoori wrote "A VPN that just works as expected these days", again asking for split tunneling. Iranian users know exactly what "these days" refers to.

An English-named, English-described VPN whose reviews and replies on the US page are from Iranians. That's the way into understanding it.

### What it is

Opening it shows one big button that connects with a tap. It's free, unlimited data, no signup, the store listing says "contains ads", and there are no in-app purchases. The privacy policy names TopOn (a Chinese ad mediation platform) for ad aggregation, with AdMob as an ad source; the official site's app-ads.txt also lists ad networks like Bigo and Yandex. The team is most likely a Chinese going-global team (inference).

The English homepage is plain: "fast, stable and simple VPN designed for everyday internet use", covering public Wi-Fi security and one-tap connection. The real content is on the other countries' pages.

### Iran sees a different app

Opened with the Iran store page (Play's "custom store listing per country" feature), the title becomes **"CloverVPN؛ VPN اینستاگرام"** , Instagram VPN. The first sentence of the Persian description reads "Protect your connection better while browsing and using Instagram with CloverVPN", followed by "One-tap connection for smoother Instagram feed, Reels and Stories", with a feature bullet specifically saying "Good for Instagram".

Instagram has long been blocked in Iran. DW reported in May this year that for most Iranian internet users, paying for a local VPN to use Instagram, TikTok and YouTube is "part of daily life". A free VPN, no signup, with Instagram right in the title, is exactly what this group is looking for.

The effect shows in search results: on Nov 6, a captured Iran-region Play search for "فیلترشکن" (VPN) ranked CloverVPN #6, behind JumpJumpVPN, Coolline, Super VPN, Windscribe and Hotspot Shield (results vary with exit IP, so treat as a reference only). The same method searching "vpn" in the German store's top 30 results did not include it.

### Russia sees yet another

The Russian store page title is **"Clover: Ускоритель игр"** , game accelerator. The description talks about lowering latency and reducing packet loss, and only in the last paragraph mentions "VPN technology".

The reason isn't hard to guess: Russia's regulator Roskomnadzor has long demanded Google remove VPNs, and in February this year Google was fined 22.8M rubles for Play "promoting VPNs" (TechRadar, 2026-02-25). Repackaging a VPN as a game accelerator is an old way to dodge keyword censorship and keep a listing live in Russia. How many installs Russia contributes can't be measured from outside.

### Why late October

The numbers first (public Google Play install data):

| Date | Total installs | Score | Rating |
|---|---|---|---|
| 10-29 | 2.46M | 11,134 | 4.74 |
| 11-01 | 2.61M | 11,953 | 4.75 |
| 11-03 | 2.82M | 12,456 | 4.60 |
| 11-06 | 2.92M | 13,363 | 4.59 |

In 8 days it gained 456k installs, averaging 57k a day; ratings grew by 250 to 330 a day.

The timeline lines up with Iran's internet shutdowns. In January 8, Iran cut its national internet. In February 28, after US-Israeli airstrikes, it went almost fully dark again for about 88 days, and only partially restored international links in late May. Come October, authorities started throttling connections, dropping UDP traffic, and restricting Cloudflare, and that same month mobile data prices rose by as much as 40% (Wikipedia, "Internet censorship in Iran"). A lot of free circumvention tools that ran over UDP or Cloudflare stopped working, and CloverVPN's acceleration sits right in that window. The timing fits, but the causation can't be confirmed.

There's another clue: on Google Play's Tools free chart in Germany, it climbed from #48 to #16, and in the Netherlands 71→25, in the UK 193→57 (the 10-29 and 11-06 slots are the start and end dates). On the German and Dutch tools charts, the same period also saw a crowd of VPNs with Persian titles. Most likely users in Europe or Iranian users on European exit nodes are pushing these charts up (inference). But rankings that high in two charts can't account for 57k new installs a day globally; most of it probably comes from places where public charts can't see the full picture, like Iran and Russia (inference).

### A Nigerian ride-hailing company's account

Developer KANYRIDE was originally a ride-hailing company in Uyo, Nigeria called Kany Ride, which also has an Instagram account @kanyride.ng. Its taxi app was removed from Google Play in 18 2025 (AppBrain), and the account later went on to publish CloverVPN and a small game called BlockyPOP.

I haven't verified whether the account was bought, but it's a common practice in the VPN scene: JumpJumpVPN (123M installs), a leading Iranian VPN, lists its developer as "SOON BODYWERKZ AUTO PTE. LTD.", the name of a Singapore auto body shop. Using an aged account with history gets around Play's closed-testing rule for new personal accounts (20 testers for 14 days) and makes VPN-category review easier to pass and less likely to be banned.

### Where the money comes from, and a slightly odd rating pattern

Revenue is entirely from ads. Ad prices in Iran are low, but users who circumvent censorship open and reconnect the app over and over, generating many opening and interstitial impressions; higher-paying traffic from Germany, the UK and the Netherlands pulls the average CPM up. Actual earnings can't be found.

Rating structure is worth a look: of 13,363 ratings, only 147 came with a written review, about 1.1%. The histogram's 2-star count stayed at 0; 1-star ratings rose from 402 to 1,047, and the overall score dropped from 4.74 to 4.59. This looks like the classic pattern of an in-app prompt nudging people to rate (inferred). The score is sliding, which suggests more users are hitting connection and disconnection problems.

### Who it's competing with

Very crowded. The VPN tier that serves Iranian circumvention demand is a whole track (Google Play installs, as of 11-06):

| App | Launched | Installs | Compared with CloverVPN |
|---|---|---|---|
| JumpJumpVPN | 2023-09 | 123M | Iran's leader, +1.04M a week, 40 times its size |
| Nora VPN | 2026-04 | 4.85M | Same playbook, launched 4 months earlier, already in the top ten of Iran's overall chart, +680k a week |
| MiuMiu VPN / Mixo VPN | 2026-06 / 09 | 530k / 350k | New entrants of the same kind, also on the German tools chart |
| Poly / Beez / Tuka / Fancy VPN | 2026-09-16 same day | 12–200k each | Mass-published apps with Persian titles |
| Psiphon, Lantern, Hiddify and others | Years | tens of millions | Veteran circumvention tools with harder protocols against blocking |
| Pipl, Vsem, OKO VPN | 2026 | 1.56M–13.4M | Built specifically for Russia |

CloverVPN plays the same cards as Nora and JumpJump: free, one-tap, ad monetization, swapped account names, localized by market. It goes one step further than the mass-published Persian-titled apps: the main page is a legitimate English VPN, and only the Iran page speaks Persian, which makes it look more like a "real product" and less likely to be targeted over its title (inference).

On the other side, very few people know it: X hasn't mentioned it in the past 90 days, no media has covered it, and it doesn't appear in the public Meta, Google or TikTok (Europe) ad libraries. Telegram channels in Iran have long been the traditional distribution route for circumvention tools; whether it's been pushed there couldn't be checked.

### If it were you

**C** . There's a practical lesson to take, but copying an Iran VPN isn't worth it. CloverVPN got where it is on three things: censorship-resistant server and protocol operations, an aged developer account, and close tracking of Iran's network events. Most indie developers have none of these, and teams that do have already launched a large batch on this track this year (16 alone launched 4 in a single day in Sep). The leader's scale is 40 times CloverVPN's.

**Who it suits** : teams already building going-global VPN tools, with server and protocol experience, who can add another package and switch to a blocked market (Turkmenistan, Myanmar, Pakistan during shutdowns). CloverVPN shows a few months can reach millions of installs.

**Who it doesn't suit** : indie devs without the ops skills to run a circumvention service; teams that care about compliance (serving Iranian users carries sanctions risk, and Play has a dedicated VPN review policy. Inconsistent claims across country pages are a risk in themselves).

**The takeaway** : Play's per-country custom store listings. The same app can carry different titles, keywords and selling points in different countries, targeting the terms locals actually search ("فیلترشکن", "VPN اینستاگرام") and swapping the pitch in sensitive markets. This isn't limited to VPNs: any utility app whose users have different reasons to use it (ID photos, reading PDFs, phone cleaning, bookkeeping) can rewrite its store page per country at almost no cost.

**How they acquire users** : mainly store search. First find out how users in the target country search in their own language, then put that term in the local store listing title. Then watch platform and policy events (shutdowns, escalated blocking, a big app getting banned) and launch or update store listings during the window.

**When to move early** : use the per-country listing approach for other categories. There's no rush, and you can start today. Riding the Iran VPN wave itself depends on Iran's blocking cycle: the openings come when the next protocol gets blocked and older tools fail together, and then the Nora-style clones will all rush in too.

**What would mean the read is wrong** : ① if its daily installs stay above 50k and the rating stops falling, Iranian demand for circumvention runs deeper than assumed, and late entrants can still get a share; ② if Play starts cleaning up VPN apps with inconsistent per-country claims, or the KANYRIDE account gets banned, the risk of this distribution playbook was underestimated; ③ if Iran lifts the Instagram block or blocking clearly eases, demand for the whole category could drop together.

Competitors

| Name | Where | Launched | Scale | How it differs from this one |
|---|---|---|---|---|
| JumpJumpVPN | Android | 2023-09 | 123M installs, +7M in 1.04 days (googleplay library) | The leading Iranian rival, about 40 times CloverVPN's size, also uses an unrelated company account name (SOON BODYWERKZ AUTO) |
| Nora VPN | Android | 2026-04 | 4.85M installs, +680k in 7 days | A same-period new product using the same playbook has entered the Iran overall chart top ten; CloverVPN came 4 months later |
| Poly/Beez/Tuka/Fancy VPN | Android | 2026-09-16 | 12–200k installs each | Lists its title directly in Persian and launches in batches on the same day; CloverVPN only uses Persian on its Iran store listing, with an English main page |
| Psiphon / Lantern / Hiddify / MahsaNG | Open source | Years | tens of millions | Long-established circumvention tool with harder protocols against blocking; CloverVPN wins on one-tap connect, freshness and localized store pages |
| Pipl VPN / Vsem VPN / OKO VPN | Android | 2026 | 1.56M–13.4M installs | Focused on Russia; CloverVPN just repackages its Russia store listing as a game booster |
| Turbo VPN / Super VPN / Proton VPN | Android | 2014–2019 | 1–500M installs | A large global veteran product; CloverVPN is a new app going after blocked countries precisely |
| Cloudflare 1.1.1.1 WARP | Big-company features | 2019 | Very large | Free, but Iran started restricting Cloudflare in October, which leaves a gap for tools like CloverVPN |

Where users come from

- **Verified** **Store search / per-country custom store listings** : listing=ir title "CloverVPN؛ VPN اینستاگرام", Persian description; searching "فیلترشکن" in the Iran store ranks it #6 (2026-11-06 scrape)

- **Verified** **Russia rebranded as a game booster** : listing=ru title "Clover: Ускоритель игр", evading Roskomnadzor VPN takedowns

- **Verified** **Old developer account** : KANYRIDE was originally Kany Ride, a Nigerian ride-hailing company; its original app was removed from the store 2025-07-18, after which this account published a VPN and a mini-game

- Inferred **Platform events (Iran blocking escalation)** : Iran 2026 1–May internet shutdown for 88 days; October throttling, UDP dropping, Cloudflare restrictions (Wikipedia). It accelerated in late October

- Inferred **In-app rating prompts** : of 13,363 ratings, only 147 are text reviews, and the 5-star count has stayed at 2 0

- Inferred **Paid acquisition** : nothing found in the Meta/Google/TikTok (Europe) ad libraries; not covered by Unity/AppLovin/Mintegral

## Why CloverVPN - Fast & Unlimited (net.clovervpn.fast) made it

> Channel: Google Play | Developer account: KANYRIDE | Store debut: 2026-08-08 | Research date: 2026-11-06

### Bottom line

This is a free, ad-supported one-tap VPN. Its growth doesn't come from English markets. The main battlefield is blocked Iran (and probably Russia). It runs three plays: using Play's **per-country custom store listings** to give Iranian users a Persian "Instagram VPN" page, and to give Russian users a "game booster" skin to evade censorship; publishing through a **secondhand old developer account** (originally a Nigerian ride-hailing company); and launching after Iran's 2026 shutdown, timed to the renewed throttling and UDP blocking in October that drove demand for circumvention. The product itself is no different from its rivals. The differentiation is in distribution and localization, not features.

### 1. Data (our Google Play library, 2026-10-29 to 11-06)

| Date | Total installs | Score | Rating |
|---|---|---|---|
| 10-29 | 2,463,332 | 11,134 | 4.74 |
| 11-01 | 2,612,073 | 11,953 | 4.75 |
| 11-03 | 2,817,690 | 12,456 | 4.60 |
| 11-06 | 2,919,089 | 13,363 | 4.59 |

- 8 days of 456k new installs, about 57k/day; ratings gain 250–330 per day.

- Charts (TOOLS free chart): Germany climbed from #10-29 to #48 to #11-06 to #16; Netherlands 71→25, UK 193→57, US 154→113; Canada actually fell from #15 to #54. It only charted on the overall chart in Germany and the Netherlands (#127, #161).

- Monetization: `ad_supported = true`, no in-app purchases (`offers_iap = false`). The privacy policy says ad mediation runs through **TopOn** (a Chinese mediation platform), with AdMob as the ad source; clovervpn.net/app-ads.txt lists AdMob, bigo.sg, yandex.com and others. The team is most likely a Chinese going-global team (inferred).

- The rating structure is a bit odd: of 13,363 ratings, only 147 have text (about 1.1%); in the histogram, the 2-star count has stayed at 0; 1-star ratings rose from 402 to 1,047 while the overall score fell from 4.74 to 4.59. This matches the typical pattern of an in-app rating prompt (inferred, not verified).

- The same developer has only this one app in our library. AppBrain says KANYRIDE has 2 apps on Play (the other is the mini-game BlockyPOP), with roughly 3M installs in total.

**Back-of-envelope** : across 30 regional VPN apps in our library, the combined new installs over the last ~7 days are about 31.4M (335 apps), and CloverVPN accounts for 1.5%. Its category rankings in Germany and the Netherlands can't explain 57k daily global installs, and neither Iran nor Russia is among the 30 regions we collect, so most of the new installs likely come from outside our library's regions (inferred).

### 2. Why it took off

#### 1. Iran: a Persian custom store listing that targets the "watch Instagram behind a VPN" need

- Opening the `listing=ir` store page, the title is **"CloverVPN؛ VPN اینستاگرام" (Instagram VPN)** , with a fully Persian description pitching "scroll the Instagram feed, Reels, and Stories". Source: [play.google.com/store/apps/details?id=net.clovervpn.fast&lis…](https://play.google.com/store/apps/details?id=net.clovervpn.fast&listing=ir)

- The developer replies to reviews in **Persian** (2026-09-18 replied to ali werik). Top positive reviews include names like Saeed Mahjoori, and some users request features (split tunneling). Source: the US Play store page.

- Searching "فیلترشکن" (VPN filter-breaker) on the Iran Play store, CloverVPN ranks #6, ahead of JumpJumpVPN, Coolline, Super VPN, Windscribe, and Hotspot Shield (2026-11-06 scraped the `hl=fa&gl=ir` search page via r.jina.ai; results vary by exit IP, so treat them as a reference only). The same method on the German store for "vpn" returns the top 30 results, and it isn't among them. **This is direct evidence that store search is working in Iran.**

- Timing: Iran cut the internet nationwide starting 2026-01-08, then near-total blackout again after US-Israel strikes 2-28, 88 days in all; international gateways only partly came back by late May. Instagram has been blocked the whole time. **In 2026, from October authorities began throttling, dropping UDP, and restricting Cloudflare** , and October internet bills rose another 40% (Wikipedia, "Internet censorship in Iran"). Many free circumvention tools that relied on Cloudflare or UDP broke last round, and CloverVPN's late October to November growth lines up with that window (timing matches; causation not verified).

- Why are the German and Dutch charts rising together? In our data, a batch of Persian-titled VPNs released on the same day as 2026-09-16 (Poly VPN - پرقدرت و امن, Beez VPN, Tuka VPN, Fancy VPN) all peaked in the "TOOLS free de" chart. This suggests **the German and Dutch tools charts are clearly being driven by Iranian users** (possibly Iranian users on the European storefront or with European accounts; this is an inference). CloverVPN's German and Dutch rankings have been climbing steadily, which fits this Iran-driven pattern.

#### 2. Russia: the same app in a "game booster" skin

- The `listing=ru` store page title is **"Clover: Ускоритель игр" (game booster)** , and the description talks about "reducing latency and packet loss", mentioning "VPN technology" only in the last paragraph. Source: [play.google.com/store/apps/details?id=net.clovervpn.fast&lis…](https://play.google.com/store/apps/details?id=net.clovervpn.fast&listing=ru&hl=ru)

- Background: Roskomnadzor keeps pressing Google to remove VPNs, and 2026-02 also fined Google Play 22.8M rubles for "promoting VPNs" (TechRadar 2026-02-25). Repackaging a VPN as a game booster is a common way to evade keyword censorship and stay listed in Russia. We can't measure how much Russia contributes (Russia isn't in our library).

#### 3. A secondhand old developer account

- KANYRIDE was originally the account of Kany Ride, a ride-hailing company in Uyo/Eket, Nigeria (Instagram @kanyride.ng, Facebook "Kany Ride"). Its ride-hailing app com.kanyride.riderapp was removed from Google Play in 2025-07-18 (AppBrain), after which the account published CloverVPN and the mini-game BlockyPOP.

- The same practice appears among leading VPNs too: JumpJumpVPN (120M installs) and SpeedTop VPN are both published by "SOON BODYWERKZ AUTO PTE. LTD.", the name of a Singapore auto body shop. Buying an old account helps avoid Play's 20-tester, 14-day closed-testing requirement for new personal accounts, plus VPN review hurdles. An account with history is also less likely to be banned (common industry practice; whether KANYRIDE was bought wasn't verified, but its original business is unrelated).

#### 4. Retention and revenue

- Free, unlimited data, no sign-up, one-tap connect. For Iranian users, "it connects and I can open Instagram" is the whole need. Positive reviews focus on stability, such as "connected for 6 hours without dropping".

- All revenue comes from ads: TopOn mediates AdMob, Bigo, Yandex and others. Ad prices in Iran are low, but the user base is large and users reconnect repeatedly each day, so app-open and interstitial impressions add up. Traffic from high-CPM regions (Germany, UK, Netherlands, Canada, whether or not those users are Iranian) probably lifts the average eCPM. We can't find the actual revenue.

### 3. Growth tactics (evidence)

| Channel | Evidence | Confirmed |
|---|---|---|
| Store search / ASO (per-country custom store listings) | Iran listing title "VPN اینستاگرام", Russia listing "Ускоритель игр"; searching "فیلترشکن" in the Iran store ranks it #6 | Yes |
| Old developer account | KANYRIDE was originally a Nigerian ride-hailing company; its original app was removed 2025-07 | Yes (the account's origin itself is unverified) |
| In-app rating prompts | Of 13,363 ratings, only 147 are text reviews; ratings grow +250–330 per day | Inferred |
| Paid acquisition | It isn't in our Meta, Google, or TikTok (Europe) ad libraries; it can barely run Meta or Google ads in Iran anyway | Nothing found |
| Content / creators | X corpus 90 days 0 posts; searched TikTok for "clovervpn" and found no related videos (only one Turkmenistan promo video for Clover VPN, not sure it's the same app) | Nothing found |
| Telegram channel recommendations | Iranian circumvention tools often spread through Telegram channels; didn't check this time | Not verified |

### 4. Competitors

| Competitors | Platform | Launched | Scale (googleplay library 11-06) | How it differs from CloverVPN |
|---|---|---|---|---|
| JumpJumpVPN | Android | 2023-09 | 123M installs, +1.04M in 7 days | A top product also aimed at Iran, also using an unrelated account name; its scale is 40 times CloverVPN's |
| Nora VPN(Irma) | Android | 2026-04 | 4.85M, 7 days +680k | New release around the same time, top 10 on the Iran overall chart (AppBrain); nearly the same playbook as CloverVPN |
| MiuMiu VPN / Mixo VPN | Android | 2026-06 / 09 | 530k / 350k | Same app-ads hosting domain, and also a similar tool on the de tools chart |
| Poly / Beez / Tuka / Fancy VPN | Android | 2026-09-16 same day | 12–200k each | Headlines written directly in Persian, batch-listed the same day as a matrix; CloverVPN only uses Persian on its Iran store listing while its main page is in English, which looks more "legit" |
| HaloVPN, Psiphon, Lantern, Hiddify/MahsaNG (open source) | Android / open source | Years | Tens of millions (Psiphon etc.) | Long-established circumvention tools with stronger protocols; CloverVPN wins on "one tap + localized store pages + new" |
| Pipl VPN, Vsem VPN, OKO VPN, HypePN | Android (Russian) | 2026 | 1.56M–13.4M | Built for Russia; CloverVPN rides a game-booster skin and picks up Russian users on the side |
| Turbo VPN, Super VPN, Proton VPN, NordVPN | Android | Years | 1–500M | Global mainstream; Proton/Nord sell subscriptions, Turbo-type apps run on ads |
| Cloudflare 1.1.1.1 WARP | Big-company features | 2019 | Very large | Free, but Iran restricting Cloudflare from October actually leaves a gap for tools like CloverVPN |

### 5. What's the differentiation, and why did it break out?

There's no product differentiation: one-tap connect, free, ad-supported, and users are still asking for split tunneling. The real difference is the **distribution layer** : the same package name gets different "personas" in different countries (Instagram VPN in Iran, game booster in Russia, plain VPN elsewhere), plus an account with some history. That's why it broke out. It runs the same playbook as the Nora and JumpJump group of Iranian VPNs; this wave just caught the timing of Iran's new round of blocking in October.

### 6. How many people see it

- Few people know about it yet: X corpus 90 days 0 posts, no media coverage, no public revenue, and none of our three ad libraries have it.

- Copycat: it didn't directly copy CloverVPN; but "Persian VPN matrix" (9-16 4 listed on the same day) and playbooks like Nora/MiuMiu are already crowded, so this lane itself is congested.

### VII. What others can borrow

1. Play's **per-country store listings** : the same app uses different titles, keywords, and positioning per country, capturing local search terms ("فیلترشکن", "VPN اینستاگرام") and reskinning in heavily censored markets (VPN becomes a game booster).

2. Watch **platform and policy events** (Iran shutdowns and throttling, Russia's removal waves), launch during windows when blocking escalates, and capture substitute demand.

3. Free VPNs use aggregation platforms like TopOn to serve AdMob, Bigo, and Yandex ads, generating cash flow without subscriptions.

4. Risks: Play policy risk (VpnService review, account origins, inconsistent descriptions across country pages), the ops cost of protocols getting blocked, and sanctions compliance issues tied to Iran.

### 8. What's still uncertain

- Install share by country: Iran, Russia, and Turkmenistan are not among our 30 storefronts, so "mainly from Iran" is an inference.

- Whether the KANYRIDE account was bought and who the team is (TopOn points to a Chinese team, but unverified).

- Whether it promoted or swapped traffic on Telegram or local Iranian channels; whether it bought user acquisition on Unity, AppLovin, or Mintegral (our libraries don't cover these).

- Whether the ratings were driven or inflated through incentives.

- Revenue scale.
