A county internet-cafe extension ten days late: the Bihar "one-click certificate form-filling" track, with the leader at 30k users, this one at 557 users
What it is A free Chrome extension that lets Bihar internet cafés and CSC service centers store applicant details once, then fill in the certificate application form on the state government RTPS portal with one click.
Why it took off It didn't really: Bihar's certificate application volume is huge, the forms keep getting longer, and the portal often errors out. In late July, internet-café YouTubers started promoting similar plugins. This one rode the wave of searches and picked up a few hundred users from store recommendations, while the leader SK ZONE has 30k.
DHow you could play it Stop building for Bihar. If you already run an application-processing business in India, watch a state portal that has just been redesigned or is hitting an application peak. Ship within two weeks, build automatic photo and attachment upload first, and get a local internet-café YouTuber to film a tutorial.
557 users · rating 5.0 (1)
On 4 Aug 2026, an internet café called SAI CYBER ZONE on Law College Road in Nawada district, Bihar, uploaded its self-made Chrome extension "RTPS Tool For Bihar - AutoFill" to the store. Ten days earlier, another developer, SK ZONE, had already published an almost identical tool. Three months later (Chrome Web Store, 11-06), SK ZONE's version has 30,000 users and the café's has 557, with only 1 ratings. This isn't a product that broke out. It's a follower, and what it shows is the track itself: government portals are hard to use, service centers fill in the same form dozens of times a day, and within two weeks seven or eight plugins appeared to compete for it.
What it does
Bihar's caste certificates (Jati), income certificates (Aay), and residence certificates (Niwas) are all applied for on the state government's RTPS portal (serviceonline.bihar.gov.in). Most applicants don't fill it in themselves. They go to an internet café or a CSC public service center and have the operator fill it in.
The plugin does something simple: it saves the applicant's details once, and next time you open the form, one click fills it in. It can store multiple profiles and import or export JSON, and the data stays only in the local browser. The store description is written in Hindi, and its second sentence names the users directly: "If you are a Cyber Cafe, CSC Center, RTPS Operator, or Online Service Center and fill out many RTPS applications every day, this plugin can save you a lot of time."
The developer is one of these users. The developer is listed as SAI CYBER ZONE NAWADA, and Justdial shows it is an internet café in Nawada. The account has published only this one plugin, and its privacy policy is hosted on the owner's own job-listing site, freejobportal.in. The plugin is free with no in-app purchases. The only thing in the privacy policy that touches money is an optional UPI tip link.
Why 2026 summer, specifically
The demand has always been there, but several things pushed it up this year at once.
- Application volume was already enormous. In 2025 Bihar revised its electoral roll, and the residence certificate became one of 11 accepted documents. According to official figures cited by Dainik Bhaskar English (2025-09-04), residence certificate applications in July 2025 reached 5.61M, and in August reached 5.3M, 3.5 to 5 times the same period the year before. The report said the servers "crash every time," and many applications were filed at service centers.
- The forms got longer in March 2026. A Hindi video titled "RTPS new rule: Aadhaar alone is no longer enough" (Umesh Talks, 03-05) reached 86k views: the new process requires more fields and more file uploads. More boxes means service-center operators retype more information.
- The portal kept failing. In late October people were still posting "RTPS is down again" on Facebook. Every timeout meant refilling the form, so "save once, refill any time" was itself the selling point.
- Internet-café YouTubers started promoting it. On 30 July, Nitish TechZone posted "RTPS Form Auto Fill Trick 2026" promoting SK ZONE's version (6,194 views). On 1 August, TS digital posted "RTPS Me Auto Fill Kaise Kare" (15,168 views, tagged #CyberCafe). Café owners began searching "RTPS" in the store.
The café's version was uploaded on 4 August, right in the middle of this search wave.
Where its users come from
Mostly by accident. It sits in the "Related" section at the bottom of the store pages for SK ZONE and another extension, Bihar RTPS Auto Fill Pro: #9 and #3 respectively (Chrome Web Store, early November). Most people who search "RTPS" see SK ZONE first and only scroll down to find it.
Beyond that, I found no videos, ads, or posts pushing it. Download sites like Softonic have indexed it, which looks like automatic crawling. It says it has Telegram and WhatsApp channels, but I couldn't find the channels themselves. Growth backs this up: 11-01 had 520 users and 11-06 had 557, adding roughly 5-6 users a day, with 1 ratings throughout.
Who it's competing with
Within two weeks this niche was crowded, and every entry was free:
| Product | Where | Launched | Scale | Compared with alternatives |
|---|---|---|---|---|
| Bihar RTPS - Auto Save & Fill(SK ZONE) | Chrome | 07-25 | 30,000 users, 49 ratings, 4.78 stars (Chrome Web Store, 11-06) | 10 days earlier; has its own landing page and creator videos, and teaches people to install extensions on Android using the Kiwi browser |
| Bihar RTPS Auto Fill Pro | Chrome | 08-15 | 1,000 users, 3 ratings | Uses a Telegram channel as its distribution channel, pitching "fill it in 7 seconds" |
| RTPS Bihar Autofill Pro | Firefox (including Android) | 08-03 | About 489 daily active users (Firefox Add-ons, 11-06) | Auto-uploads the applicant's photo and Aadhaar and secondary proof documents, and copies family member profiles with one click |
| RTPS Pro by PakkaScore | Edge / Chrome, open source | 2026 years | Not verified | Supports 6 certificate types (adds OBC-NCL, NCL, EWS), recovers drafts, and fills the cascading state → district → block → village dropdowns |
| Bihar RTPS Auto Form Fill, RTPS Profile Filler 2.0, RTPS AUTO EXPRESS 1.0 | Chrome | 08-06 to 08-23 | 263 / 106 / 87 users | Copycat clones |
| AI Magic cyber cafe software | Desktop | Not verified | Bundle sells for ₹1999 | Paid. RTPS auto-fill is bundled into cyber cafe software sold alongside PVC card printing |
SK ZONE's landing page is blunt: "12,000+ users", "50k+ form submissions", "Free Forever——No ads, no charges". Note that the landing page's 12,000 and the store's 30,000 don't match, and it's unclear which one is accurate.
Feature-wise, the cyber cafe version is the most basic of the group: saved profiles, one-click fill, local storage, import and export. Everything it has, the others have too. The hardest and most valuable part, automatic upload of photos and attachments that keeps working after portal redesigns, it doesn't do. The Firefox version does, and its store page specifically mentions support for RTPS's new page layout.
On YouTube, people are already teaching "how to auto-fill RTPS without an extension" and "how to build your own RTPS extension."
What this niche teaches
- Winners are decided almost entirely by being first and getting one big exposure. With similar features, SK ZONE's playbook was: publish first → get a cyber cafe creator to film a tutorial → build a landing page → let ratings build. Launch ten days later without a video and you only get the scraps from related listings. The gap is 50x.
- The extension itself earns nothing. In this category the default is free, and the money sits outside the extension. AI Magic sells it as one feature of a ₹1999 cyber cafe software bundle, CafeMitra runs cyber cafe management SaaS, SK ZONE's landing page sits on a subdomain of a PAN card eKYC service-agent site, and the cyber cafe extension funnels traffic to its own job board.
- The model can be copied to other states. Every Indian state has a similar eDistrict or ServicePlus portal, the users are CSCs and cyber cafes, and they cluster on YouTube and Telegram. When a portal is redesigned or a policy triggers an application rush, the same demand should appear (inference).
If it were you
D. Don't enter the Bihar RTPS space. It's already filled with free extensions. The only thing worth keeping is the pattern: portal redesign × bulk form-filling by service centers.
- Who it suits: people who already run a CSC, cyber cafe, or government service center in an Indian state, who have portal accounts, fill forms daily, and know the local cyber cafe YouTubers.
- Who it doesn't suit: people outside India, people who can't log into these portals or don't read Hindi or the local language, and anyone hoping to earn from the extension itself (comparable tools all say Free Forever).
- How to do it: Skip Bihar. Watch for a state portal nobody has covered yet, or a portal redesign or policy-driven application rush that has just happened. Build the hardest part first: automatic photo and attachment upload, multiple certificate types, and keeping up with portal changes within 48 hours.
- How to get users: the week you publish, get a local-language cyber cafe creator to film a tutorial, pair it with a landing page, and put "free, data stays on your device" on the first screen. Use a Telegram channel to collect users and push updates.
- When to move: within two weeks of a portal redesign or application rush. In Bihar, it took less than a month from the first extension's launch to the eighth copycat.
- What would show you're wrong: ① A state government itself adds "save draft / reuse profile" to its portal, and extensions like this drop to zero overnight. ② The reverse: someone turns this kind of extension into a paid version and paying users keep growing (for example, a monthly-fee cyber cafe tool appears beyond AI Magic, with reviews saying it's worth it). That would mean service centers will pay for it, and this business is bigger than it looks.

RTPS Tool For Bihar - AutoFill (Chrome extension) research report
Data as of 2026-11-06. Store ID pdgecejacicilndkmkmimjajcbhhhkjl.
Bottom line
This is an RTPS form auto-fill extension built by a cyber cafe in Nawada district, Bihar (SAI CYBER ZONE NAWADA). Strictly speaking, it didn't break out: "Bihar RTPS - Auto Save & Fill" (SK ZONE), in the same niche and published 2026-07-25, already had 30,000 users. This one launched 10 days later and took three months to reach 557 users, making it a follower in the "Bihar RTPS auto-fill" wave. What's worth watching is the niche itself: a government portal + bulk form-filling by cyber cafe / CSC service centers + distribution through YouTube cyber cafe creators, which produced 7-8 similar extensions within two weeks.
What it is
- Used on Bihar's RTPS portal (serviceonline.bihar.gov.in, ServicePlus): save applicant details once, then fill caste (Jati), income (Aay), and residence (Niwas) certificate applications with one click. Supports multiple saved profiles, JSON export and import, and data stays only on the local machine.
- The description is in Hindi and names its target users directly: Cyber Cafe, CSC Center, RTPS Operator, Online Service Center, people who fill out many RTPS applications for others every day. (Store page, read via Jina by 2026-11-06)
- Version 2.1.2,2026-08-04 released, last updated 2026-08-16, 75.6KiB. Developer email [email protected]; the privacy policy is hosted on the developer's job listing site freejobportal.in. The privacy policy says "Telegram support, WhatsApp channel, and UPI donation link are optional." The only monetization is UPI tips, with no in-app purchases and no pricing.
- Developer: "SAI CYBER ZONE NAWADA" is listed on Justdial as a cyber cafe on Academy Road in Nawada. extpose shows this account has published only this one extension.

| Chrome's built-in address / form autofill | Big-company features | — | full range | Only stores one profile. Bilingual Hindi/English fields and cascading dropdowns can't be filled, so it doesn't suit agents who store a separate profile for dozens of clients. |
| Tutorials on "RTPS auto-fill without an extension" and "building your own RTPS extension" | YouTube | 2026 | — | Teaches bookmarklet scripts or building your own extension; the barrier to entry is nearly zero |
Takeaway: functionally it's nearly indistinguishable from its peers (saving profiles, one-click fill, JSON export/import, local storage are all standard). On photo/attachment upload, more certificate types, and draft recovery, it actually falls behind.
Why demand spiked in 2026-7 August (timing)
- Application volume was already huge and surging. 2025 Bihar's Special Intensive Revision (SIR) of electoral rolls made residence proof one of 11 accepted documents. Data from the Administrative Reforms Mission: residence proof applications were 2025 in July 5,613,633, and 5,297,099 in August, 3.5 to 5 times the same period last year. The same report said the server "crashes every time," and many applicants went through RTPS centers / agents. (Dainik Bhaskar English, 2025-09-04)
- The form changed in 2026 March. Videos like "Bihar RTPS New Rule 2026: No longer possible with Aadhaar alone" explain that the new process requires more fields and more uploaded files (Umesh Talks, 2026-03-586k views, channel with 1.12M subscribers). More fields per form means more repetitive work for agents, which makes auto-fill more valuable.
- The portal often times out, throws errors, or loses data. Evidence includes videos with "rtps Server error" in the title, portal status sites, and Facebook posts from Oct 25 and Oct 28 saying "RTPS is down." So "save once, refill when it errors" is itself the selling point.
- Distribution: cafe YouTubers promoting it. 2026-07-30 Nitish TechZone posted "RTPS Form Auto Fill Trick 2026 | Bihar RTPS Auto Save & Fill Chrome Extension" (6,194 views), promoting the SK ZONE extension. 2026-08-01 TS digital posted "RTPS Me Auto Fill Kaise Kare" (15,168 views, #CyberCafe). TechEducavo also posted one in April (988 views). There are also Instagram Reels and Telegram channels. Ours launched on Aug 4 and rode the search wave, but we found no video specifically promoting it.
Where its users come from (growth channels)
- Store search + related recommendations (confirmed): On the SK ZONE and Auto Fill Pro store pages, it ranks #9 and #3 under "related extensions" (chromestore library related table). Most users searching "RTPS" find SK ZONE first, then click through to it via the related recommendations.
- Software download sites auto-indexing it (confirmed, minor effect): Softonic's dozen-plus language sites list "Smart RTPS Assistant" with version V 2.1.2. This was crawled automatically, not promoted by the developer.
- Its own Telegram / WhatsApp channels and word of mouth among local cafe operators (speculative): The privacy policy mentions these channels, but we couldn't find the channels themselves or gauge their size.
- No traces of paid ads, creator partnerships, press coverage, or X discussion found (x-radar searched "RTPS autofill" and got 90 results in the past 0 days).
Why it took off (and why it didn't go further)
- It reached a few hundred users because the need was real and concentrated: Bihar agents fill the same few forms in batches every day, the portal is hard to use, peer tools are all free, and trying one costs nothing.
- It didn't reach the top because it lacked first-mover advantage and distribution channels. SK ZONE launched 10 days earlier, got a video recommendation from a cafe YouTuber, has a standalone landing page, and leads on store ratings (49 vs 1). User count is 30,000 vs 557, a gap of over 50 times.
- Its only differentiation is "built by a cafe owner himself, with Hindi copy that speaks directly to peers." Functionally it has nothing unique, so this isn't what drove its growth either.
How many people have seen it
- Hardly anyone knows about it. No revenue, not on TrustMRR, no press coverage, no discussion on X. But the category itself is a public topic in the Hindi YouTube cafe community, with videos already teaching people to "build your own RTPS extension," so it's easy to copy.
- Copycats already out there: Bihar RTPS Auto Fill Pro (08-15), Bihar RTPS Auto Form Fill (08-06), RTPS Profile Filler 2.0 (08-17), RTPS AUTO EXPRESS 1.0 (08-23), RTPS Bihar Express (Edge), RTPS Pro by PakkaScore, and two on Firefox.
Takeaways
- Pattern: a vertical form-filling extension for "a state government portal × agents batch-filling forms." Every Indian state has an eDistrict / ServicePlus-style portal (Uttar Pradesh, Jharkhand, West Bengal, etc.). Users are CSCs and internet cafes, concentrated on YouTube and Telegram. Whenever a portal is redesigned or a policy triggers an application surge, demand spikes instantly.
- What decides the winner is first-mover advantage, plus getting pushed once by a cafe YouTuber. Feature differences are minor. SK ZONE's playbook: launch first → build a standalone landing page → cafe YouTubers make tutorial videos → store ratings snowball.
- Monetization: Extensions like this are basically free, and the money is elsewhere: selling internet cafe software bundles (AI Magic ₹1999), cafe management SaaS (CafeMitra), UPI tips, and driving traffic to their own job sites / agent businesses (freejobportal.in, pancardekyc.com). The extension itself is hard to monetize on its own.
- The moat is in the hard parts: automatic photo and attachment upload, multiple certificate types, draft recovery, and keeping up with portal DOM redesigns (the Firefox version specifically says it "supports the new RTPS DOM layout").
Still unclear
- User counts for the PakkaScore and Firefox versions (chrome-stats requires a CAPTCHA, so we couldn't read them).
- SK ZONE's 30,000 is a rough store-provided bucket; its landing page says 12,000+, which doesn't match. Either the landing page is outdated or something else is going on.
- How large this extension's Telegram / WhatsApp channels are, and whether it has received any UPI tips.
- Which day the 190 early reading was taken.
