The Turkish teachers' "fill in your name and the paperwork comes out": an app that's been around for 5 years, living off the Ministry of Education changing the rules every year
What it is A paperwork generator for Turkish teachers: pick grade, subject, and school, fill in your name, and a few minutes later it produces Word documents in the Ministry's format and emails them to you. Free up to a quota, with an annual fee for going beyond it.
Why it took off Turkish teachers have to submit a pile of documents every year. The Ministry has been swapping curriculum outlines, adding monthly reports, and launching OYSS, so the required paperwork keeps growing. It has the broadest coverage and the fastest follow-up, plus its own traffic from an Instagram account with 200k followers. This time the site's ranking rose fivefold in a month, mainly from the September back-to-school peak.
BHow you could follow it Don't try to beat it in Turkey. Pick another country and another job with heavy paperwork (teachers, nursery staff, nurses, social workers) and do the same: turn the documents required every year into "fill in your name and it's done", use a free quota plus an annual fee, and follow the regulator's policy calendar to ship new templates and push notifications the same week.
Global rank 108k · 90 days ago 241k
Turkey has an app called Öğretmen Evrak ("Teacher Documents"). Teachers pick their grade, subject, and school, fill in their name, and a few minutes later a Word document in the correct format lands in their inbox. It's not a new product, and its ranking surged this autumn mainly because of back-to-school season. What's really worth examining is how it makes money: every time the Ministry changes the rules, teachers get one more document they must submit, and the app gets one more slot it can charge for. Below is how well this model could carry over to other countries and other professions.
A one-star review from Oct 30
On 2026 Oct 26, Turkey's Ministry of National Education (MEB) launched OYSS, a unified written exam system, and teachers got another stack of paperwork to file. Four days later, a teacher left a one-star review on Google Play: "Got a message telling me to update the app for OYSS paperwork. I just updated, and now I can't generate a single OYSS document. It says I've run out of quota."
That review shows the whole business. When the policy comes out, the app has templates ready the same week, and the site already has 48 OYSS document pages. Then push notifications pull teachers back into the app, and when they open it, they hit the paywall.
What it is
The operator is Eduson Yazılım in Turkey. The site footer reads "© 2020–2026", and the Android and iOS apps both launched in August 2021. It can generate nearly everything a Turkish teacher has to submit in a year: annual plans and daily plans, BEP (individualized education plans), subject group meeting minutes, parent meeting minutes, club plans and reports, the monthly Maarif report, school-level planning (Okul Temelli Planlama), OYSS documents, exam analysis, and recently a vocational education module. Its slogan is "ÖğretmenEvrak'ta mutlaka vardır", meaning "it's definitely here".
The main battleground is the app. The site says registration can only be completed on a phone, and logging in on desktop requires scanning a QR code in the app. The website mainly serves two purposes: capturing search traffic, and giving teachers a desktop option.
Scale: about 820k cumulative installs on Google Play, rated 4.75, with 400–600 new installs a day as of late October. From 10-29 to 11-05 it has consistently ranked #9–10 on the Turkey Play education Top Grossing chart, with Duolingo, Udemy, HelloTalk, and Busuu around it. On the iOS Turkey store it has 5,600 thousand-plus ratings and sits between #13 and #26 on the education Top Grossing chart. Revenue is not disclosed; judging by the rankings, it's among the steadily profitable tier in Turkish education (inference).
Why it rose this autumn
Its global site ranking was still around #6k in Oct 570, then reached #5k by Nov 108, more than fivefold in a month. But this is mostly not its own doing:
- Turkish schools reopened in the second week of September. In Chrome real-user data, its Turkey tier moved from the top 10k in August to the top 1 thousand in September. That data was published in mid-October, and the global ranking uses a 30-day rolling average, so the climb only started showing around Oct 13.
- Over the same period, two Turkish education sites followed nearly identical curves: the student-facing morpakampus.com climbed from #380k to #100k, and derslig.com from #76k to #26k, with the inflection points also in Oct 13.
- The seasonality is very clear: in June, at the end of the school term, documents are submitted and it reached the top 5 thousand in Turkey; in July, during summer break, it dropped to the top 50k; and when school reopened in September it surged back to the top 1 thousand.
So this increase is the back-to-school peak that comes every year. As for how much it grew compared with the same period last year, the data I have only starts in May this year, so that can't be determined.
Where the demand comes from: the Ministry keeps adding homework
Turkey has about 1.2M teachers, and every school year they must submit documents such as annual plans, subject group minutes, BEP, and club reports. The workload keeps growing: the new "Turkey Century Maarif Model" curriculum is rolling out grade by grade, with the 2024–25 school year starting with grades 1, 5, and 9, grades 25–26 adding 2, 6, and 10, and grades 26–27 adding 3, 7, and 11 (per BBC Turkish and the MEB curriculum site). Old and new curricula run at the same time, and on top of that there are the new monthly Maarif reports, school-level planning, and now OYSS.
Its menu is split straight into "Clubs (Maarif Model)" and "Clubs (Old System)", and "BEP (New/Old)", two parallel tracks. Teachers don't want a writing tool. They want "the rules for my grade, my subject, this year's version". Whoever keeps up fastest and covers the most gets used.
Where the money comes from
Give away a free quota to get people hooked, then sell the annual fee. The free version has ads, file requests queue for several minutes, and each document type has a cap (for example 15 annual plans, 2 BEP). The annual fee includes tax, and the pricing page 11-07 lists the following:
| Plan | Annual |
|---|---|
| Standard | ₺664,99 (originally 699,99) |
| Eş Dost duo plan (two teachers buy together) | ₺1.139,99 |
| BEP bulk plan (for special-needs and guidance teachers) | ₺1.234,99 |
| Daily-plan bulk plan | ₺1.329,99 |
| Primary school add-on | about ₺1.994,99 |
The plans are split by role. The duo plan is for teachers in the same subject group who recommend it to each other. A Play review from Sep 19 got 7 likes: "People complain that it charges, but the fee is billed yearly, which works out to almost nothing per month."
The paywall only tightened this year. The May reviews were full of complaints: the points system was removed, daily plans were free for only the first 8 weeks, club files moved behind a fee, and "Severek kullandığımız uygulamayı bir anda ücretli hale getirmişsiniz" (you suddenly made the app we really liked into a paid one). Others said the annual fee was "more expensive than the electricity bill". But by late October it was steadily ranked #9 on the education Top Grossing chart, while KazanımCepte, which launched earlier doing the same thing and has more installs (about 1.11M on Play), sat at #51. Real need plus a quota wall, and even a hard price hike didn't drive people away.
Where users come from
- Its own Instagram account @ogretmen_evrak, with about 205k followers. It mainly posts time-sensitive updates like "the Maarif monthly report is out" and "the annual plan template is updated". For a profession of about 1.2M people, that's a large reach.
- Teacher groups and word of mouth. The Facebook page has about 8.5 thousand followers, and there are also Facebook groups, Telegram, and WhatsApp channels, plus YouTube tutorials on how to write BEP and annual plans. Turkish teachers band together by subject group, so once one person uses it, the whole group follows.
- Starting in August this year, it mass-produced pages on the site. The sitemap has 215k URLs: one page per school (about 146k, which only started appearing in late October), about 44k community posts, annual plans, daily plans, and monthly reports split by "grade × subject × week" running to several thousand pages each, plus articles on regulations about promotion, leave, and disciplinary action. Search long-tail phrases like "1. Sınıf Matematik Maarif Modeli Planları İndir" and it ranks at the top. The page footer says "downloadable on mobile only", steering people back to register in the app. These pages went live only one to three months ago, and there's no data yet on how much traffic they bring.
- Pushed on the policy calendar. The OYSS review at the top is an example.
- No paid acquisition seen. No ads found in the Meta or Google ad libraries (not finding them doesn't mean there are none), no official TikTok account, and nobody talking about it on X.
One thing not to copy
Its Play star distribution is odd: 1-star 316 reviews, 2-star and 3-star both 0, 4-star 948 reviews, 5-star 7,590 reviews. Recent reviews keep saying they got banned for leaving bad ratings: "3 senedir kullandığım uygulamaya eleştiri yazdığım için engellendim" (I've used this app for 3 years and got blocked for writing a criticism, 10-20); "Uygulamaya bir yıldız verdim diye erişimini engelledi" (It blocked my access just because I gave it one star, 10-12). The same complaints show up on the complaint site Şikayetvar. Of the 150 recent reviews, 12 mention being "banned." This keeps the 4.75 rating up, but once word of mouth turns against it, the store may penalize it too. Not worth copying.
Who it's competing with
| Competitors | What it is | How it differs |
|---|---|---|
| egitimhane.com | An old teacher forum that has sat in Turkey's top 1K for years | Teachers pass Word files to each other. Free, but you have to find and edit them yourself. |
| KazanımCepte | A similar app launched 2017 years ago, with more installs | Similar features, but weaker monetization and search traffic than Öğretmen Evrak |
| Defter Doldur | Launched about 2025 years ago. Web plus two native apps. September took it into Turkey's top 5K. | Pitches an AI assistant and imports student rosters from school systems |
| evrakburada.com | A toolbox site that appeared 2026 years ago | Small tools for exam analysis, report comments, seating charts. Not a full suite. |
| EduPlan, plan.dogru.app, Öğretmen Yardımcısı, etc. | Copycats from 2025–26 years ago | All small. Selling points: "no ads", "annual plan in 2 minutes". |
| Official MEB curriculum site | The government gives out free draft annual plans | No personal info required, but no meeting minutes, no BEP documents |
| General-purpose AI like ChatGPT | Can write anything | Format isn't guaranteed to comply, and it doesn't keep up with new rules |
The Turkish local market is already crowded. Six or seven late entrants are all pitching "cheaper, no ads, has AI". The first mover in this market has already taken the traffic and the teachers' habits.
If it were you
Verdict: B. The model is worth copying, but don't go after Turkey. The opening is in other countries and other professions: wherever a law forces documents to be filed, formats are fixed, filings repeat every year, and the rules keep changing, there's room for an Öğretmen Evrak. Its weak points are clear too: you need to really know the profession and its regulations, and demand follows the school term and the annual cycle, so off-season is very quiet.
Good fit for: You or a co-founder work in a paperwork-heavy profession (teachers, kindergarten staff, nurses, social workers, driving instructors) and know your country's regulator format requirements well. One or two people: one who knows the field, one who builds the app and website.
Not a fit for: Anyone aiming at the Turkish teacher market (the leaders are entrenched and a queue of followers is already forming); anyone wanting a "general AI lesson-plan writer" (ChatGPT and big-company free tools will flatten you); anyone unwilling to watch policy announcements (the core of this business is being first to ship new templates).
How to build it: Pick one profession in one country. List every document that must be filed in a year, and turn each into a template matching the official format: fill in your name, pick your class, get a Word file. Give each document type a small free quota. Price the annual subscription at one or two months of a local phone bill, then add role-based add-on packs and a two-person plan so colleagues bring each other in. The website can serve just as the entry point, with signup and payment inside the app.
How to get users: Build your own accounts and groups where people in the profession gather (in Turkey that's Instagram plus Telegram and WhatsApp). Every time the regulator issues a new rule, ship the template that same week and push it through posts and notifications. On the website, mass-produce long-tail pages by "grade × subject × week" or one page per institution, and route each page to "download the app".
When to be ready: Count by school year. Launch two or three months before the target country's school start or annual review. The first peak of document filing is the real test.
Signs you're wrong: (1) A full filing season passes and free users don't convert, meaning teachers in that country (or that profession) aren't pressed enough by paperwork to pay. (2) The regulator releases a free generator that takes personal info. Right now Turkey's official site only gives drafts without personal info. (3) General AI tools get format compliance and one-click export of official templates, so "complete + fast" stops being a moat.

Öğretmen Evrak (ogretmenevrak.com): why it made the list
In one line: it's an "official document generator" for Turkish teachers. It has been running for 5 years and is the veteran leader in this category, not a newly launched product. The Tranco ×5.3 that got it recalled mostly reflects the September school-start CrUX peak reaching Tranco about 5 weeks late, not a sudden breakout. Three things hold it up: Turkey's Ministry of Education (MEB) keeps adding mandatory documents (the new Maarif curriculum outlines revised by grade, monthly Maarif reports, Okul Temelli Planlama, and the 2026-10-26 newly launched OYSS unified written exam system). It covers the widest range of document types and follows changes fastest. It has 205K Instagram followers of its own. And it gives out free quotas, selling annual subscriptions through the quotas and ad-free use.
1. What it is
- The operator is Eduson Yazılım Sanayi ve Ticaret Ltd. Şti., with "© 2020–2026" in the footer. Android package name com.evrakcepte, iOS id1520664624. Both are live on their stores (googleplay library app.released = 2021-08; iTunes lookup releaseDate = 2021-08-25 2021-08-26).
- Features: teachers pick grade, subject, and school, enter their name, and the system generates a Word document in MEB format, emailed within a few minutes. Covered types include: annual and daily plans (yıllık / günlük plan), BEP (individualized education plan for special needs), subject-group meeting minutes (zümre), ŞÖK minutes, club plans and reports, parent meeting minutes, student-teacher files, counseling reports, monthly Maarif reports, Okul Temelli Planlama, OYSS documents, exam analysis, plus a newly added vocational education module (shown in the site's homepage navigation, read 2026-11-07).
- The main battleground is the app; the website is supporting. The site says "Üyelik mobil uygulamadan; web'de giriş yapıp devam et": you can only sign up in the app, and on the web you log in by scanning a QR code from the app (the /giris page). So the website mainly serves two purposes: an SEO entry point, and a place for teachers to use it on a computer.
- Pricing: the free tier has ads, requests take several minutes to fulfill, and each document type has a limit (for example 15 annual plans and 2 BEPs). Premium is an annual fee, including KDV (VAT): the standard plan is ₺664,99 (originally 699,99), the Eş Dost two-person plan ₺1.139,99, the BEP add-on pack ₺1.234,99, the daily plan add-on pack ₺1.329,99, plus a primary-school expansion pack at about ₺1.994,99. Source: /odeme/paketler, read 2026-11-07. In-app purchases on Play range from $0.99 to $44.99, and it runs ads at the same time (googleplay library app_profile).
2. Data: did it actually grow?
Web traffic (traffic library)
| Date | Tranco |
|---|---|
| 2026-07-30 | 285,041 |
| 2026-08-13 | 234,574 |
| 2026-09-10 | 720,208 (summer-slump lag shows up here) |
| 2026-10-06 | 572,232 |
| 2026-10-13 | 472,717 (inflection point) |
| 2026-10-20 | 231,182 |
| 2026-11-05 | 108,390 |
CrUX Turkey tiers: 2026-05 top 10K, 06 top 5K (end-of-semester paperwork), 07 top 50K (summer), 08 top 10K, 09 top 1K. Global tier: 09 reached top 50K; Germany: 09 reached top 1M (likely Turkish-origin teachers and parents in Germany, unverified).
Key comparison: over the same period, two other Turkish education domains show almost identical Tranco curves, turning up from 10-13 as well:
| Domain | 10-06 | 10-13 | 11-05 |
|---|---|---|---|
| ogretmenevrak.com | 572,232 | 472,717 | 108,390 |
| morpakampus.com (student-side app) | 381,771 | 330,042 | 100,651 |
| derslig.com | 75,948 | 68,552 | 25,814 |
| egitimhane.com (long-running teacher forum) | 75,619 | 77,607 | 76,821 (flat) |
| eba.gov.tr | 16,665 | 16,634 | 16,726 (flat) |
morpakampus's CrUX also hit top 1K in Turkey in September. CrUX September data is published around the second week of October, and Tranco is a 30-day rolling average of five sources, one of which is CrUX, so the daily climb from 10-13 makes sense. Conclusion: this ×5.3 is mostly the seasonal September peak from the school start (second week of 2026-09), passed through to Tranco with CrUX's lag. Top 1K in Turkey in September is real usage, but it spikes every September and June. Our CrUX data only starts in 2026-05, so we can't compare with last September, and the year-over-year growth is not visible.
App (googleplay / appstore libraries)
- Google Play: cumulative installs 818,539 (500K+ tier), 4.75,8,855 ratings. From 2026-10-29 to 11-07 cumulative installs grew about 3,900, roughly 400 to 600 per day. Ranked #9 on Turkey Play's Education Top Grossing chart (steady between #9 and #10 from 2026-10-29 to 11-05), alongside Duolingo, Udemy, HelloTalk and Busuu; overall Turkey Play Top Grossing ranks #183 to #198. The leading competitor KazanımCepte was #51 on the education top grossing chart the same day.
- iOS: Turkey store has 5,647 ratings, average 4.63, adding 5 to 12 new ratings per day; Education Top Grossing #13 to #26 (appstore library, 2026-10-28 to 11-07).
- Revenue: not public. Going by rank, it sits in the tier of Turkish education apps that earn steadily (inference, unverified).

4. Where users came from (growth tactics)
- Its own Instagram account @ogretmen_evrak, about 205K followers (Jina search snippet, 2026-11). The bio reads "Yıllık Planlar · Maarif evrakları · Bep · Günlük Planlar", and it posts timely notices like "Maarif monthly report is ready" and "annual plans updated". Turkey has roughly 1.2M teachers, and 200K followers already cover a large share of them. Confirmed
- Teacher communities and private channels: the Facebook page has about 8.5K followers, plus Facebook groups (groups/306705329758818), a Telegram channel and a WhatsApp channel. There are YouTube tutorials (@ogretmenevrak7646) explaining how to do BEP and how to make annual plans. Turkish teachers cluster by subject group (zümre), so when one person uses it, the whole subject group follows; the "Eş Dost" two-person bundle is designed for exactly this word-of-mouth. Channels confirmed to exist; only IG scale verified
- SEO programmatic pages (2026 8 through November push): the sitemap has 15 shards and 214,894 URLs. Of these, 145,534 are school pages (one per school, with reviews, Q&A, phone and address; lastmod starts showing 2026-10-28), 43,768 are "Öğretmenler Odası" community pages (first posts on 2026-08-09), 8,327 are Okul Temelli Planlama pages, 6,491 are Maarif monthly report pages, 3,980 are annual plan pages, and 3,967 are daily plan pages (split by grade × subject × week). From 2026-08-26 the blog started writing about personnel regulations (promotion, leave, disciplinary action). In Jina search, it ranks first for long-tail queries like "1. Sınıf Matematik Maarif Modeli Planları İndir" and "Okul Zümre Başkanları Sene Başı Zümre". The footer reads "Sadece mobilden indirilmeye hazır", which sends search traffic back to App sign-ups. Confirmed (no data on how much traffic the SEO pages bring to the web)
- Pushes tied to MEB policy milestones: the OYSS system went live in 2026-10-26, and the site already has 48 OYSS documents. One Play review from 2026-10-30 says "The OYSS documents made us update, I updated, and it said my quota ran out", suggesting it uses push notifications to turn policy milestones into repeat visits and paywall moments. Confirmed
- Rating management (controversial): the Play star distribution is 1-star 316, 2-star 0, 3-star 0, 4-star 948, and 5-star 7,590. The middle is almost empty, which is unusual. In our library, 12 of the 150 recent reviews mention "engel" (blocked), and many say "after giving 1 stars I was banned from the app". Şikayetvar also has complaints about accounts being banned after negative reviews. This looks like a strong tactic for steering good ratings and suppressing bad ones, which can keep the score at 4.75, but it carries reputational backlash risk. Review evidence confirmed; whether a rating-prompt popup exists is unverified
- Paid ads: Meta and Google ad libraries show no tracked campaigns (not finding them doesn't mean there were none). No official TikTok account, and no discussion on X (x-radar: 90 posts in the last 0 days).
5. Why it took off
- The need is policy-driven, and it recurs every year: Turkish teachers must submit annual plans, subject-group meeting minutes, BEP plans, club reports and more every year, with peaks at the start and end of each semester (CrUX Turkey top 5K in June, top 1K in September, dropping to top 50K in July; the seasonality is very clear).
- MEB keeps changing the rules, and each change adds new paperwork: the Türkiye Yüzyılı Maarif Modeli 2024-25 started from grade 1/5/9, with 25-26 plus 2/6/10,26-27 plus 3/7/11 (per BBC Türkçe and the MEB TYMM pages); a monthly Maarif report and Okul Temelli Planlama were added; and 2026-10-26 went live. Old and new curricula run in parallel, which raises the cost of teachers doing their own paperwork. Its menu splits into "Kulüpler (Maarif M.)" and "Kulüpler (Eski Sistem)" and "BEP Planı (Yeni/Eski)", so keeping up quickly is its core.
- Pricing turns the need into revenue: each document type gets a free quota so users can try it first, then the paid tiers sell ad removal, no queuing and higher quotas. Plans are split by role, with a BEP add-on (for support teachers), a daily-plan add-on, and a two-person version. The annual fee of ₺665 works out to about ₺55 a month, and users say "monthly pricing is cheap" (2026-09-19's Play reviews). The result is #9 on Play's Education Top Grossing, ahead of the older rival KazanımCepte (#51) which has more installs.
- Owned traffic pool: 200K Instagram followers, plus Telegram, WhatsApp and Facebook groups. No reliance on paid acquisition.
- Added SEO and community on the web in 2026: 200K programmatic pages plus a teacher community, aiming to take search traffic from free forums like egitimhane. But this step has only been live for 1 to 3 months, so the traffic rise this time mostly didn't come from it.
6. Differentiation
- Compared with free forums and personal sites (egitimhane, haytaakademi): instead of making you download someone else's file and edit it yourself, it generates the document from your name, school and class, and sends it to your email, and covers every document type (the slogan is "ÖğretmenEvrak'ta mutlaka vardır", meaning "it's definitely here").
- Compared with similar apps (KazanımCepte, Defter Doldur): the features are similar. The difference lies in breadth of coverage, speed of following new MEB rules, monetization execution, and IG traffic. KazanımCepte came earlier and has more installs, but it trails far behind on the grossing chart.
- Compared with AI and official templates: formats strictly follow MEB standards, with no need to write your own prompts. But AI generation is lowering the barrier, and Defter Doldur and Öğretmen Plus are both pitching an "AI assistant".
- Why it stands out: its long-term position does come from "comprehensive + fast + owned traffic + quota-based free use". But the traffic climb this time was mostly seasonal plus Tranco lag, not new growth from differentiation.
7. Visibility
Revenue isn't public, and there's no tech media coverage or X discussion (x-radar: 0 posts). Almost everyone in Turkish teacher circles knows it (IG 200K followers, Play 820K installs), but it's barely noticed in product circles. Several copycats already exist (Defter Doldur, EduPlan, plan.dogru.app, Öğretmen Yardımcısı .Com, evrakburada).
8. What others can learn
- The "regulated professional paperwork" niche: find a professional group whose paperwork is mandated by regulation, follows a fixed format, must be submitted every year, and changes often, such as teachers in other countries, nurses' care records, social workers, kindergarten teachers, or driving instructors. Build "fill in your name, get compliant documents", give a free quota per document type, and sell an annual subscription; then offer role-based add-on bundles and a two-person plan to drive word of mouth.
- Run operations around policy milestones: whenever a ministry issues a new rule, publish templates and send reminders the same week, turning the policy calendar into a calendar for acquisition and conversion.
- Bulk SEO by "grade × subject × week" and "one page per school", with pages pushing "download only in the app" to turn search traffic into app sign-ups.
- What not to copy: banning users who give bad reviews may protect the score in the short term, but it invites complaints in the long run and can also lead to store penalties.
9. Still unclear
- Year-over-year growth: CrUX data only starts in 2026-05, so we can't tell whether last September also reached top 1K.
- Real revenue and paying-user rate: not public. Chart rank can only be inferred relatively.
- Indexing and traffic for 200k programmatic pages (especially the school pages that only appeared in late October).
- Are the Instagram followers organic or bought? Is there any Meta ad spend?
- The Play star distribution at 2/3 stars is 0. Is that a data-definition issue, or are they actually managing ratings?
